The Teachers Service Commission, TSC, has a key department called the Human Resource Department (TSC- HR Department). The HR department is under the TSC Secretariat and is under the Human Resource Management and Development Directorate office at the head quarter.

Some teachers employed by the Teachers Service Commission (TSC) are greatly affected by addiction to alcoholism and drug abuse. This hinders their performance of duty. Such teachers may find themselves on the wrong side of the TSC Code of Conduct and Regulations. This includes but not limited to absenteeism.
Alcohol, Drug/Substance Abuse (ADA) contributes to conflict, indiscipline and loss of employees at the workplace. Lack of control of these negative habits has the potential of far reaching effects on the delivery of service and may undermine public confidence in the organization.
The Commission does not, though, victimize such teachers. Instead, teachers with such disorders have been covered in the latest TSC policy on well being of employees. This policy provides guidelines for the prevention and management of Alcohol and Substance Abuse in the Commission.
TSC Intervention measures against Alcohol and Drug Abuse
The Commission considers employees who have alcohol and substance disorder to be psychopathic persons with mental illness. The Commission has therefore adopted the following measures for prevention, management and mitigation of Alcohol and Drug Abuse:
Prohibited the sale and use of alcohol and drugs in all workplaces.
Ensured that employees with alcohol and drug related problems are helped to recover while receiving all services and benefits as stipulated in the Employment contract.
Grants sick leave to all employees with ADA challenges twice within their employment term. Any additional seek leave days shall be granted on a case-by-case basis and at the discretion of the Commission.
Displays and avails Information, Education and Communication (IEC) materials about Alcohol, Drug and substance Abuse at all workplaces.
Supports the formation of psycho-social support networks and encourage employees with ADA issues to join and benefit from the after-care programmes to avoid relapse.
Continuously conducts sensitization programmes on alcohol and substance abuse for employees in all counties
The Commission has undertaken the following programs to alleviate Alcohol and Drug Abuse at the work place.
Established Psycho-social support networks in all counties to assist employees with ADA related challenges.
Identification, assessment and referral of ADA clients for rehabilitation is always done.
Provision of after-care services to ADA clients
Conducts peer education, guidance and counseling programmes on ADA
Established and strengthened of ADA desks in all TSC offices across the country.

The Teachers Service Commission, TSC, is the body that has the mandate of employing all teachers to public schools in Kenya. The Commission, among other responsibilities, has the sole mandate of registering all teachers upon graduation. TSC has set recruitment requirements for both primary and secondary teachers in Kenya that must be met before one is employed.
Applicants applying for posts in Primary schools must be holders of a minimum qualification of a P1 certificate. Interested candidates should apply to the TSC County Director, in the County where a vacancy has been advertised and submit all relevant academic and professional documents. Successful candidates are deployed to serve in any part of the country.
Applicants applying for posts in Secondary Schools must be holders of a minimum of Diploma in Education Certificate. One should have a Diploma from Kenya Technical Teachers College or Post Graduate Diploma in education ( PDGE) from a recognized university.
For TVET Institutions, the applicant must have a minimum of a higher diploma or degree in Technical education.
Applicants with a mean grade of C- and have applied for technical subjects in TVET institutions but have progressed through certificate, diploma, higher diploma, or degree qualify for employment in TVET institutions.
Persons With Disability – Hearing impaired and blind, are admitted for training with a mean grade C plain and C plain in two teaching subjects thus eligible for employment .
For applicants trained in Special Needs Education; KSL and Braille are considered as teaching subjects i.e Biology/ KSL, Geography / Braille hence eligible for employment.
Candidates whose training is in subjects that are not in the Kenyan Curriculum don’t qualify for employment irrespective of undertaking a Post Graduate Diploma in education and enhancement.
Applicants with Economics/Accounting, Social Education, and Ethics can apply for business studies and CRE/IRE vacancies respectively.
Diploma teachers with English /other subjects qualify for employment as Teacher/Literature teachers.
All applicants must have studied the two teaching subjects at KCSE except for agriculture, business studies, Home Science, and computer. For those who did not study business studies and computer, one should attain a minimum of a C+ in mathematics in KCSE. For those who did not study agriculture and home science, one should have attained a minimum of C+ in biology at KCSE.
Graduate teachers should have studied a minimum of 8-course units in each teaching subjects.
Candidates presenting enhancements certificates/ transcripts from recognized institutions qualify for employment.
Applicants previously employed under contract and whose were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates are eligible to apply.
Applicants working in other government departments who meet the requirements are eligible to apply.
TSC Filing of a complaint Form in case of Dissatisfaction during recruitment exercise
Any candidate who is dissatisfied with the whole exercise of employment should complain immediately in writing to the TSC county director and a copy sent to TSC headquarters within a period of not more than 7 days after the selection exercise. TSC county director will analyze such complaints and submit a report to TSC headquarters with necessary recommendations.

The Teachers Service Commission (TSC) is lining up 37,000 new vacancies for teachers. Of this, 25,000 will be employed on permanent and pensionable basis while the remaining 12,000 are to be absorbed on internship in the next financial year (2021/2022).
While presenting the Commission’s policy statement to the National Assembly’s Education Committee, TSC Boss Dr. Nancy Macharia said a total of Sh13 Billion will be required to hire the new teachers. Further details show that Sh10.75 billion will be required for employing the permanent teachers while the interns will need Sh2.4 billion.
According to Dr. Macharia this high number of teachers will be required to address teething staffing gaps as a result of double transition to secondary schools in 2023 under the new Competency Based Curriculum (CBC).
“The current Grade four and standard six pupils will transit to junior secondary and form one, respectively, in 2023. This will lead to hire enrollment which will call for additional teachers.” Dr. Mcharia told the Legislators.
But, the Commission’s 2021/2022 budget has been slashed from the required Sh300.503 billion to Sh281.704 billion.

Primary school vacancies will be filled using the 2020/2021 Merit Lists generated in September 2020. Successful candidates will be informed by the County Directors of the counties where they were merited.
If you are a TSC teacher and you are looking forward to applying for a loan from Mwalimu National Sacco, then here is all that you need to know. To apply for a TSC loan, you must be having a basic salary that is more than a third of your monthly basic pay. This means that once the TSC effects the loan check off amount, you should still be having one third of your salary on your payslip.
You also need to note that Mwalimu National Sacco gives TSC checkoff loans to members only. The total loans given to a member should not also exceed five times of his/ her savings.
THE PROCESS USED WHEN APPLYING FOR A MWALIMU NATIONAL SACCO LOAN.
Once ready, you can now apply for your loan from Mwalimu National Sacco. Follow the steps below:
Enter your TSC number and password correctly and click ”Login’
Once logged in, under third party transactions, select ‘click here to send your payslip’.
In the next window, select the third party category as ‘Sacco’ and Company to be ‘Mwalimu National Sacco’. You now should click ‘send payslips’. You will get a success message on your screen thus; ‘Payslip for this month has already been sent to a 3rd party’.
Your Pay-slip will be immediately received at Mwalimu National and the loan application is then processed.
Once the loan appraisal is complete, you will receive an sms alerting you to login into the TSC pay-slip portal to give your loan consent.
Log into the TSC Pay-slip portal and click ‘confirm loan’.In the next window, tick the box next to the current loan and click on ‘approve loan’.
Now select ‘back’ and you will be able to see the loan status as ‘confirmed’.
Once consent is given by TSC (by seeing the status indicated ‘confirmed’), you will need to alert Mwalimu National in order for the loan to be finalized and funds deposited into your account.
Please note that approved loans shall be paid through the FOSA account.
INSTRUCTIONS FOR MWALIMU NATIONAL LOAN APPLICATION
Before you apply for the Mwalimu National check off loan, please read and understand the following instructions:
The loan application must be made the on official loan form fully completed and appropriately signed by both the lonee and guarantors in their own handwriting.
Loan are granted in accordance with the loan policy and lending conditions existing at the time of application.
For a member to qualify for a loan consideration, he/she must have contributed shares for a minimum period of three months, subject to the policy in force.
Any amount of money deposited by a member either in cash or by cheque to boost shares shall wait for six months before that amount can be used to secure a loan.
A member whose share contributions have fallen off the payroll but has continued repaying his/her loan and is in need of a new loan will be required to update his/her
shares account by repaying in cash or authorize an offset from loan of an equivalent amount of the arrears.
Any member who clears his/her loans by cash/cheque must wait for 2 months before qualifying for a loan consideration subject to the policy in force. A member, whose
loan is cleared through withdrawable Sa v i n g s Fu n d (WSF) will qualify for loan consideration immediately under clearance conditions. For members whose loans shall be bridged through WSF, the loan being processed shall be credited in the WSF account.
Guarantors who must be members of the Society shall not guarantee more than six major loans (Normal, Development, Super and Vision)
The interest rates shall be determined by the Board of Directors from time to time.
The amount applied for shall be fully covered by the loanees plus guarantors shares
Minimum share contribution for those with loans shall be determined by the share banding on the amount approved
A dormant member shall not be considered for any loan.
Minimum share contribution for members without loans will be Kshs. 1000.00 per month subject to change from time to time.
No member will be allowed to suffer deductions including loan repayment in excess of two thirds of the basic salary.
Members can take a second loan other than emergency/School Fees in addition to existing loan without necessarily clearing the outstanding loan subject to ability.
Loans shall only be paid to member’s WSF account.
If a member decides to cancel his/her loan after the process has been finalized a fee of Kshs. 1,000/= shall be charged.
Any alteration on the loan form may cause disqualification.

All TSCteachers in an institution are to be appraised on the new TPAD 2 portal by the Appraiser who in most cases is the Deputy Principal or Deputy Head Teacher. As the appraiser you are able to view all the completed appraisals ready for you to appraise from your dashboard.
TPAD 2 PORTAL GUIDE FOR THE APPRAISER
In order for you to appraise teachers below you, follow the simple steps below;
First, log onto your TPAD 2 Account. Remember to log in as the appraiser; http://tpad2.tsc.go.ke
Click on ‘Appraiser Appraisals’, click on the ‘Pending appraisals’ tab.
All the pending appraisee appraisals appear where the appraiser clicks on “Proceed to Appraisal” to commence the appraisal process.
To be able to update, the appraisee clicks on “Update Standard” in order to view the standards.
Next, Click on “Update Rating”. You will able to see the weight the appraisee has rated.
On the window, click on “Add Weight” to start rating of each standard.
Under each target, there is performance indicators and verifiable evidences which the appraiser is supposed to use for the rating.
You should enter the weight under each target. The ratings should not exceed the weight displayed under each target. You also need to indicate whether the appraisee has any gaps.
The comment section on observations or interventions on the gap need to be captured.
Click on submit ratings button.
It is now time to enter comments. Appraiser comments are added after every standard rating. Click on the “Save Comment“ button to effect the changes. The appraiser comment is saved in the appraisal and appraiser prompted to scroll to the next standard to continue with the rating.
You will have to repeat the steps above on all the standards.
Finally, you would be expected to add the final appraisal comment after completing rating process. Click on the “Save Comment“ button to effect the changes.
Finalize the appraisal process by clicking on the “Complete Appraisal” button. It is important to note that the tab is dark blue in colour and once its clicked, it changes to a purple colour.
Go back to your Dashboard to see if there are any pending appraisals.
Are you wondering on what will make a teacher to receive a regret letter from the TSC? Well. During the vetting process of newly recruited teachers, the Teachers Service Commission, TSC, may reject the application for employment by a teacher. Such a teacher will then be served by a regret letter; detailing the reasons why his/ her employment application has been rejected by the Commission.
Interviews and selection of new teachers is a delegated function that is done at the TSC County levels. Once the exercise is completed the TSC County Director submits the following to the TSC Headquarters;
County Selection Panel minutes duly signed by the Chairperson and Secretary;
County merit list (Appendix IV). Both in soft (Excel) via ddstaffingp@gmail.com and hard copy;
List of all selected applicants drawn from the current merit list (Appendix V)
List of all the applicants who did not appear in the merit list (Appendix VI) with names of absent candidates during the certificate verification exercise;
Duly filled Application for Employment Forms (APPT I) for the selected applicants;
Original statement of confirmation of PTE/KCSE/KCPE results from KNEC for applicants without original certificates;
Certified copies of the following documents in the order indicated below: –
National identification card;
National Council of Persons with Disability (NCPWD) Card (where applicable);
Two passport size photographs;
KCPE Certificates;
KCSE Certificates (include first attempt certificate if one repeated exams);

WHY A NEW TEACHER MAY GET A REGRET LETTER FROM TSC.
Once the documents have been submitted to the TSC headquarter, a rigorous exercise is carried out that involves close scrutiny of the documents. This exercise takes many days, and this explains the reason (s) as to why appointment letters delay for up to a period of over three (3) months.
Here are some of the reasons why a teacher may get a regret letter from TSC:
If the teacher took lesser units in the teaching subjects at college. TSC requires that a teacher takes a minimum of eight (8) units for each of the teaching subjects.
Except for Technical subjects, in post primary institutions, the teaching subjects must appear in the Kenya Certificate of Secondary Education (KCSE) certificate. For secondary school teachers, the minimum score for the teaching subjects is a C+ (plus).
If you got a mean grade of below a C+ (plus), for high school teachers, then count yourself unlucky. The Commission will have to reject your application for employment.
Your names should not conflict on your documents. In case of any disparities, it is necessary that you get a sworn affidavit.
Detected fraud; If the recruitment process was flawed at the County level and the ‘wrong’ applicant filled the TSC employment form, then the decision would be rescinded and the right candidate be employed.

The Kenya Union of Post Primary Education Teachers – KUPPET, is a registered trade union that represents teachers in secondary schools and other post primary learning institutions. If you are a teacher, employed by the Teachers Service Commission (TSC) ,then it is necessary that you join either KUPPET, KNUT and even KEWOTA (which is an association for female teachers).

The dependants of a teacher who dies in service are entitled to Death Gratuity and Dependants Pension if the teacher was serving on Permanent and Pensionable terms and was confirmed in the service.
For Death Gratuity to be paid the following shall apply:
Deceased teacher’s name is removed from payroll and overpayment recorded if any.
The next-of-kin should submit original death certificate and a letter by area chief identifying the next-of-kin and dependants.
The next of kin will settle over payment if any.
The claim is forwarded to the Director of Pensions for payment. NB: In case of a dispute, the parties involved are referred to the Deputy County Commissioner for arbitration.
The dependants may also seek legal redress from a court of law.
Pension is paid to the deceased dependants who are aged below 18 years for a period of 5 years.
Teacher Killed while on duty
This is pension paid to dependants when a teacher is killed on duty.
The benefit is payable to the spouse and/or dependants of a teacher who dies as a result of injuries in the actual discharge of duty and without his/her own intention. Teachers Service Commission TSC Death Gratuity

The Teachers Service Commission, TSC, recognizes the rights of persons with special needs under Article 54 (1) of the Constitution with regard to its employees. The purpose of this policy aims at removing all discriminatory practices against employees with special needs by creating an enabling environment that enhance their access to opportunities and services in the Commission.
This policy will help in addressing issues and concerns of employees with special needs namely; physical, visual and hearing impairment, albinism and psychological disorders by ensuring that employees with special needs:
i. Are treated with dignity and respect, addressed and referred to in a manner that is not demeaning,
ii. Have the necessary facilities to enhance their movement in the work place.
iii. Have access to materials and devices to overcome constraints arising from their disability.
iv. Have the necessary information using the most appropriate means of communication that include but not limited to sign language and braille.
Determination of disability
The Commission in collaboration with the National Council for persons with Disability (NCPWD) shall determine the type, nature and degree of disability. Any employee with special needs shall be required to:
i. Declare disability at the time of employment,
ii. Declare disability that occurs in the course of employment,
iii. Register and obtain a disability registration certificate from the NCPWD which shall be subjected to scrutiny before acceptance,
iv. Declare their disability status once registered by the NCPWD within a reasonable period acceptable to the Commission which shall be determined from time to time.
Intervention strategies for employees with disability
The Commission shall adopt the following strategies to address the challenges of employees with special needs:
i. Establish and maintain a database of all employees with special needs specifying the nature, type and severity of disability during the time of employment,
ii. Ensure compliance with the statutory provisions on Persons With Disability (PWD) during the time of recruitment,
iii. Deploy employees with special needs to positions and stations that enhance their performance,
iv. Pay prescribed allowances to employees with special needs where such is considered necessary for effective performance of duty,
v. Guide employees with special needs to apply for PAYE tax exemption from the Kenya Revenue Authority (KRA) or any other benefits due from the government,
vi. Ensure that TSC premises and other facilities comply with the requirements of the PWDs Act 2003,
vii. Institute appropriate communication mechanisms to ensure that all employees with special needs get information,
viii. Never terminate or retire any employee on the basis of disability unless declared otherwise by a Medical Board,
ix. Support employees who acquire disability in the course of duty in accordance with the Work Injury Benefits Act (2007),
x. Ensure inclusion of all employees in the Commission’s programmes irrespective of their physical status,
xi. Enhance collaboration and partnership with relevant government agencies and stakeholders on matters of benefit to employees with special needs.
