report back to school by Monday- TSC Boss tells teachers

The Teachers Service Commission, TSC, has ordered teachers to report back to their schools. According to TSC Boss Dr. Nancy Macharia, all Primary and Secondary School teachers will be expected to report to their respective schools by Monday, September 28 to prepare for imminent re-opening.

“We have deliberated as a committee and we are therefore now asking our teachers to report back to schools on Monday September 28, 2020, to prepare for the eventual reopening of schools,” said Dr Macharia, while addressing the media at the Kenya Institute of Curriculum Development (KICD) on Monday.

“We will continue asking our teachers for their sacrifice, creativity, resilience and innovative sense they have had so that both learners and parents are assured of safety and syllabus coverage when schools do open….We wish to assure the country that our teachers are totally prepared and ready to help our children recover the lost time and save the academic year was that at risk of being lost. We know our teachers will do this and we ask all of you to support them.” Added the TSC Boss.

She was addressing the media moments after attending the education stakeholders’ meeting. The committee comprised of officials from the Ministry of Education, TSC, private schools, private schools, teachers’ unions, doctors’ union, school heads and religious leaders.

Education Cabinet Secretary George Magoha on his part said the decision on when to reopen schools will be made soon.

“We have not said schools are opening. We shall give you dates after appropriate government machinery has met,” said Prof Magoha while warning that schools have not been reopened for learners.

“It is not for me to give the date for the re-opening, I will table this report before a larger committee for a deliberation on the actual date for the resumption of schooling,” he added.

But, in what will be taken as a very clear indication of imminent reopening, the CS said it is high time that schools were reopened.

“We shall give appropriate dates for opening schools after appropriate Government machinery has gone through. I think it is about time to call our children back to school.” He said.

The teachers will be expected to prime schools before learners report back. Those that may have been destroyed by natural calamities like floods will have their kids transferred to neighbouring schools.

“The schools that have been destroyed or damaged, the children will be moved to other schools.” He explained.

TSC teachers disciplinary and determination process

Teacher interdiction and dismissal is real in Kenya! A number of teachers are disciplined by the Teachers Service Commission (TSC) for committing a number of offences that have been outlawed in the Code of Regulations for Teachers and the TSC Code of Conduct and Ethics.

Teachers who violate the provisions of the Code of Regulations for Teachers and the TSC Code of Conduct and Ethics will face disciplinary action which may include warning or interdiction.

TSC Teacher Disciplinary Process

  1. A Head of institution may initially issue a verbal warning or caution the teacher in writing on minor breaches.
  2. In case of persistent misbehaviour, the teacher may be required to show cause why disciplinary action should not be taken against him/her.
  3. From the teacher’s response, the head of institution may serve the teacher with a warning or present the case before the agent.

The agent shall;

  1. Investigate and assemble relevant evidence.
  2. Invite the accused teacher in writing to defend himself/herself against specified allegation.
  3. Call witnesses to give evidence in the presence of the accused teacher.
  4. Allow the teacher to cross-examine each witness.
  5. In case of desertion where teacher’s whereabouts is unknown, the agent will interdict without any delay.

After the preliminary hearing the agent may reach any of the following decisions;

  1. No case to answer.
  2. Warn the teacher administratively.
  3. Interdict the teacher.

NB: In some cases TSC or agent can interdict a teacher without inviting him/her for preliminary hearing.

An interdicted teacher should write a defense statement within 21 days from the date of interdiction and provide contact address. A case will normally be heard within three months after interdiction. In case of delay the teacher is advised to make enquiries.

Salary during interdiction

Teachers interdicted on cases of incitement, insubordination, infamous conduct and negligence of duty will be paid half salary during the period of interdiction.

Determination of a Discipline Case

After interdiction and submission of the required evidence the teacher shall be given a chance to defend himself/herself in person before the Commission. A case shall be heard and determined in the absence of the teacher if he/she fails to appear during the hearing. From the evidence gathered, the Commission may;

  1. Revoke the interdiction.
  2. Warn the teacher.
  3. Suspend the teacher from duty.
  4. Dismiss the teacher from service.
  5. Retire the teacher in the public interest.
  6. Dismiss and remove from the register of teachers.

It is an offence for a teacher to engage in teaching in any institutions (public or otherwise) during the period of interdiction or suspension or on removal from the registry of teachers.

Where a teacher has been suspended from duty, he/she will be posted 14 days before the expiry of the suspension.

A teacher will be posted immediately in cases of revocation and warning. A teacher who does not receive communication within 28 days after hearing should make enquiries to the Commission Headquarters in person.

Nature of TSC Offences

The Commission may take disciplinary action against a teacher who commits any of the following offences:

Immoral behaviour, including but not restricted to:

  1. Sexual intercourse
  2. Sodomy
  3. Lesbianism and
  4. Sexual harrasment

Proffesional misconduct including but not restricted to:

  1. Negligence of duty
  2. Lateness to duty
  3. Chronic absenteeism
  4. Desertion Incitement and
  5. Insurbordination

Infamous conduct including but not restricted to:

  1. Drunkeness
  2. Fighting
  3. Conduct or behaviour which in the opinion of the Commission contradicts the spirit and tenor of Chapter six of the Constitution
  4. Forgery/ presentation of forged documents
  5. Mismanagement, misappropriation and embezzlement of public funds
  6. Any other act of conduct that is incompatible with the teaching proffession.

TSC online recruitment portal for advertised teaching vacancies

How to apply for advertised TSC Vacancies- Applications for the Teachers Service Commission (TSC) vacancies are done purely online. In filling the advertised teaching vacancies the Commission invites qualified teachers to submit their applications online at the TSC online recruitment portal; https://hrmis.tsc.go.ke/.

TSC does not accept hard copy applications and therefore you must carefully submit your application online. Some teachers have failed to make it to the TSC shortlisting of applicants because of their failure to submit their applications as required. But, this problem may not get you as we will take you through the correct step-by-step application procedure.

ONLINE APPLICATION PROCEDURE FOR THE ADVERTISED TSC VACANCIES

It is important for you to note that the application procedures for primary and secondary school teachers are not the same. As thus, carefully go through the two procedures below to note the difference.

Primary Teachers Online Recruitment Application Process

In case you are submitting applications for the advertised vacancies in primary schools, then this is the correct procedure for you to follow;

1. First, visit the TSC online recruitment portal by using the link; https://hrmis.tsc.go.ke/app/login. Click Career then Teachers/Secretariat then CLICK apply for teachers Recruitment/Internship. The screen below will be displayed.

2. Type in the TSC No, ID number and mobile and choose your selection either
primary or secondary by clicking the drop down menu as shown below and click ok

3. The sms code from TSC Kenya will be send to the applicant mobile phone
and the screen below will appear

4. Type in the sms code as shown below and click ok

5. The screen below will be displayed. Click on Apply/view as shown below

auto filled and click ‘ok’.

TEACHER REGISTRATION
In accordance with article 237 of the Constitution of Kenya, Section 23 of TEACHERS SERVICE COMMISSION ACT No. 20 of 2012, it is an offence for any person to engage in the teaching service unless such a person is registered as a teacher. This system provides a platform for online application and registration.ADVERTISED POSTS

TPAD revised calendar of activities for schools and teachers per term

The Teachers Service Commission, TSC, has provided a TPAD 2 Calendar of Activities at school Level per term. The calendar shows the timelines within which TPAD 2 activities are to be carried out.

It is necessary that you follow the calendar to the latter such that to avoid anomalies when filing your TPAD 2 data online. For instance, it will be a mistake for you to fill learners’ progress records at the beginning of a new term. This should be done towards the end of the term.

TSC employment confirmation letter

If you are a newly employed TSC teacher, then you will be expected to work on probation before you are employed on permanent and pensionable terms. Probation usually takes a minimum period of six (6) months but can be longer than this.

The teacher’s effective date of employment is the first day you report to duty and a casualty is sent to the Commission such that your salary is processed. At the end of your probation period, you should apply to the Commission so as your terms of employment are changed.

The application for confirmation is done in writing through your Principal/ Head Teacher. This should be done a month before expiry of the probation period.

To apply, for confirmation of employment, you are supposed to fill the ‘application for confirmation of employment form‘ and which must be endorsed by the Principal/ Head Teacher. Four copies of this form are required. Details on this form include: Teacher’s name, TSC Number, Grade (entry grade), date of appointment, name of current institution and the teacher’s self assessment report.

The Principal/ Head Teacher’s comments are very vital as TSC gives them consideration before deciding on whether to offer you permanent terms.

WHY TSC MAY FAIL TO CONFIRM YOU ON PERMANENT AND PENSIONABLE BASIS.

Remember, TSC may fail to confirm you on permanent basis if your TPAD rating is deemed to be unsatisfactory. Confirmation may also be denied if you are found guilty of any of the following;

  • If you are absconding duty without express permission,
  • When you engage in unethical conduct such as but not limited to immoral behaviour, professional misconduct and being of infamous conduct as stipulated in the Code of Regulations for Teachers, CORT,
  • Disregarding orders from your bosses,
  • If your performance is not satisfactory and not in line with the relevant provisions of the Code of Regulations and Code of Conduct & Ethics for teachers.

These are only but a few of the reasons as to why the Commission may fail to confirm you. Remember, your employment may also be terminated during the probation period. Get full details here; TSC- A list of all offences that can lead to a teacher’s interdiction and the evidence required.

Once confirmed, TSC will send a confirmation letter that spells out your employment terms. At this juncture you qualify to get pension from the government but after serving for a minimum of ten (10) years or upon retirement.

UP SCALING OF ONLINE SERVICES FOR TEACHERS

In its 2019-2023 Strategic Plan, the Teachers Service Commission (TSC) identified Reforms and Innovation in the provision of teaching services as its strategic focus area aimed at improving service delivery to its employees and stakeholders.

In this regard, the Commission has successfully migrated services related to recruitment and promotions of teachers to an online system. Accordingly, there will be no manual applications for recruitment and promotion of teachers with effect from 1st March, 2021.

To this end, applications for transfer shall be accessed through the Commission’s website at www.tsc.go.ke as per the attached schedule while the mode and manner of application for both recruitment and promotion will be communicated in the adverts whenever there is a vacancy.

Further, the Commission has introduced an e-platform for official emails, virtual meetings and remote learning. The platform targets all teachers employed by the Commission and those undergoing internship programmes.

The platform will be used in the following instances: –

  1.  For official communication between the Commission and teachers including transmission of official letters, Circulars, Pay-slips and responses to teachers’ inquiries among others.
  2. To promote the usage of e-learning at no cost.
  3. To support and promote the usage of virtual meetings. Institutions can therefore use the platform to hold virtual meetings while teachers will be able to create peer groups to carry out learning activities including mentoring and coaching.

Implementation Process

  1. All Heads of Institutions and teachers including those on internship are required to activate their email accounts provided on the platform and use it for all communications to the Commission. The official email will take the format of the teacher’s name, the last two digits of the TSC number @mwalimu.tsc.go.ke.
  2. The detailed procedure on how to activate the system is provided in the user guidelines attached to this circular and may also be accessed through the Commission’s website.
  3. The Commission’s ICT field officers will be available to assist in the activation of the accounts. Heads of Institutions may use the ICT champions to sensitize teachers in their institutions and provide any needed technical support.
  4. In addition to an official personal account, heads of institutions are to open a separate head-of-institution email. This address will be available to subsequent heads of institutions for continuity.
  5. Heads of institutions shall update the teachers official email address and registered personal mobile phone number in the Teacher Management Information System (TMIS) within 30 days after all teachers in the institution have activated their emails.
  6. Further, users may seek help on activation of the email, virtual meetings and remote learning through the following address; emailactivation@tsc.go.ke. All other normal queries and/or issues, to be sent to info@tsc.go.ke.

Effective Date

The exercise of activating the emails takes effect from 15th February, 2021 and will close on 30th April, 2021. Upon the expiry of the registration window, all emails outside the e platform shall not be acted upon.

TSC County Directors and Sub County Directors are directed to ensure that the contents of this circular are disseminated to all teachers serving under their respective jurisdictions.

Kuppet 2021 elections calendar; Dates and venues per County/ Branch

The Kenya Union of Post Primary Education Teachers (KUPPET) will be conduct general elections in 2021. This is per its constitution that requires that Branch and National officials be elected after every five (5) years. Already, the union has released the 2021 election dates and venues per County Branch.

There are ten (10) elective seats and three (3) nomination slots per county. The elective seats are:

  • Branch Vice Chairperson
  • Branch Executive Secretary
  • Branch Vice Executive Secretary
  • Branch Treasurer

For one to contest for any of the elective posts, he/ she must meet the following conditions:

  • One must be a registered member of the union branch in which he/she intends to participate as an official.
  • Timely payment of the Nomination Fees within the stipulated time frame;
    (i) Executive Secretaries kshs.50,000/
    (ii) Other positions- kshs.10,000/=
    (ii) Nomination fees shall be paid to the National Office Equity Bank Account No. 0010297275826, Fourways Branch, Nairobi.

B. TIMELINES

  1. For branch elections in January 2021, the due date for payment (deadline) will be 16th December, 2020.
  2. For branch elections in February 2021, deadline will be 16h January 2021.
  3. Duly filled nomination forms to be presented to the Branch Secretary on or before the said dates attaching bank pay-in-slips.

The Teachers Service Commission (TSC) has announced a new Covid 19 enhanced medical cover for all the teachers. This is in a bid to meet treatment costs for the tutors in case they contract the corona virus disease. The Commission has reached an agreement with the Medical cover provider (MINET-AoN).

In a press statement dated January 6, 2021, TSC Boss Dr.Nancy Macharia reported that the teachers’employer is working tirelessly with the Ministry of Health (MoH) to provide psycho-social support to teachers that are in need of the services, owing to the COVID-19 pandemic.

Dr. Macharia restated that teachers who are 58 years and above, and those with serious underlying conditions are encouraged to work from home. She assured them that their jobs are secure.

“If you are not able to go to school, no one will sack you. Even before Covid-19, teachers fell sick and nobody would wish to make matters worse for teachers… We have directed our county and regional directors to advise and guide the teachers whenever they come to their officers for direction,” said TSC Boss Dr. Nancy Macharia.

Teachers to get Covid 19 jabs     

By Friday January 8,2021 about 92 Teachers had been placed under the Covid 19 home-based care Programme. Another 209 tutors had also been reportedly recovered under TSC’s COVID-19 medical insurance cover.

Meanwhile, teachers have been classified among the front-line workers and are set to receive the Covid-19 vaccine expected in the country in February this year. Health Chief Administrative Secretary Mercy Mwangangi reported that other professionals who will be given priority are health workers and police officers, as well as older citizens aged 58 and above.

“When the vaccine arrives, which is projected to be around end of February, teachers will be among the first beneficiaries because they are now front line workers,” Dr Mwangangi said on Thursday.

School heads, County officials warned by TSC over irregularities in the recruitment of new teachers

The Teachers Service Commission, TSC, has issued a stern warning to school Principals against locking out some applicants in the ongoing teachers’ recruitment exercise. This is after it emerged that some applicants who had been shortlisted failed to receive invitations to the interviews.

In some schools less than five applicants were invited against a total of over 15 as per the TSC merit lists. The lists of shortlisted candidates for some schools are also conspicuously missing.

“It has been realized that some school heads collaborating with some Directors have converted the whole process (of recruitment) into personal business. The Commission has received complains from applicants for not accessing the merit lists for a number of schools,” says a note from the Commission.

The Commission has ordered the school heads, County and Sub County Directors to make the lists public and ensure that all shortlisted applicants are invited for interviews.

About 300,000 teachers submitted their applications to fill the advertised 11,000 vacancies in primary and secondary schools.

According to the released recruitment timelines, the County selection process and filling of application for employment forms by successful candidates will be done between Thursday October 8, 2020 and Wednesday October 14, 2020.

TSC New Guidelines on Registration of Teachers

The Teachers Service Commission (TSC) has developed new guidelines for registration of new teachers, denial of registration application and deregistration. Registration of new teachers is done purely online. It is important for you to note the new changes in requirements for registration.

Registration of New Teachers by TSC

The Teachers Service Commission Act 2012 Article 237, requires the commission to register all qualified teachers before they can teach in any public or private institution. A teacher who meets the requirements for registration will be issued with the certificate of Registration bearing a TSC number within 30 days. The names of all registered teachers will be published every year.

Requirements:

Applicants are required to apply for registration online and the user-guide is also available.

One should scan and upload the following documents:

  1. Certified copies of academic and professional certificates
  2. National identity card
  3. Bank slip
  4. One passport size photo
  5. KRA pin
  6. GP69 form
  7. Certificate of good conduct
  8. Entry and work permits for non-Kenyans.

Deposit Ksh 1,055 through Direct Banking or Simple Banking. (KSh 1,000 is a non refundable registration fee and ksh 55 for Bank Commission Charge to the TSC)

How do I get a TSC certificate?

Getting a TSC Certificate is very easy. All you need to do is to apply online. You will need to meet the minimum TSC requirements for registration of new teachers. After making your application, it is important to look out for a response from the Commission. Expect a response within 30 days of making your application. Equally, you can check the status of your application online.

If you lose your certificate, you can apply for replacement online.

How do I replace a lost TSC certificate?

Did your TSC registration certificate get defaced or lost? Worry not. You can easily get a new TSC certificate by applying for a TSC Certificate Replacement online. You can, at the same time, apply for your names to be changed on your certificate.

How can I check my TSC number online?

Checking for your TSC number online is pretty simple. The procedure is the same as that followed when checking for your TSC Registration Status.

This can be done by visiting the TSC online portal. at https://teachersonline.tsc.go.ke/ Click on ‘Registration Status’ as  shown in the image below;

Next, enter your ID card or passport number and click ‘search’. You will receive your TSC registration confirmation on your screen.

How much does it cost to apply for TSC number?

The Teachers Service Commission, TSC, expects you to pay a processing fee when applying for a new TSC Certificate. You will be required to pay a processing fee of Sh1055 for registration purposes. This should be paid to the TSC account under National Bank of Kenya; Account number 01001000905001. This can also be done via Mpesa Paybill using the Business Number 625625.

This fee is non-refundable, though.

How do I log into my TSC website?

You can access the TSC website by using the address https://tsc.go.ke/.

The Commission has a number of portals, also.

School heads can access the TSC online portal to update TMIS details for teachers and the school by entering the required log in credentials; as shown in the diagram below;

Who can apply for TSC number?

If you are a graduate teacher, then you are qualified to apply for the TSC number. TSC has set minimum requirements that you must meet for you to be given the registration certificate.

TSC registers teachers having the following qualifications:

  1. Early Child Development Education-ECDE
  2. Primary Teacher Education-PTE
  3. Diploma in Education
  4. Diploma in Education for Visually and hearing impaired
  5. Bachelor of Education
  6. Bachelor of Arts/ Bachelor of Science

How do I register with Tmis?

The Teachers Management Information System, TMIS, is a portal for teachers to update data from the Teachers Service Commission, TSC.

To access Teachers online (TOS), use any of the methods below;

TSC Teachers loan from Equity Bank; Requirements, application procedure and repayment schedule

Are you a teacher employed by the Teachers Service Commission, TSC? Do you need a check-off loan facility with Equity Bank and you are wondering how to easily get it? Well. Here is a guide on how to apply for the loan, requirements and the loan repayment schedule.

EQUILOAN FOR TSC TEACHERS

Equity bank gives a loan product to teachers employed by the TSC. This loan is referred to as Equiloan and is a medium term loan that is granted to salaried customers for investing in various personal development projects.

FEATURES OF THE EQUILOAN FOR TEACHERS FROM EQUITY BANK.

If you are intending to apply for the loan, then you should know that;

  • You can be given up to Sh2Million; depending on ability to pay.
  • The loan has a flexible repayment period of up to six (6) years.
  • The loan is unsecured. Meaning, with your payslip Equity bank will process your loan.

REQUIREMENTS OF THE EQUILOAN FOR TEACHERS

You should keep in mind that this loan has the list number of requirements. These include:

  • Loan application and appraisal forms which you can get at your local Equity Bank Branch.
  • Three original and most recent payslips. These you can print from the TSC Payslips Portal.
  • Two authorization forms which you can also get at your local branch.
  • Two clear copies of your national identity card, ID.
  • Two clear copies of your KRA PIN Certificate.

EQUILOAN APPLICATION PROCEDURE

To apply for the Equiloan follow the procedure below;

  • Visiting your local Equity Bank Branch and pick the authorization, loan application and appraisal forms. Fill the forms correctly.
  • Have the forms duly certified by your principal/ head teacher and TSC.
  • Attach the required documents and return the form to your Equity Bank Branch.
  • You will be informed of the application status after 48 hours (2 days).
  • The next step will involve approval of the loan online.

HOW TO APPROVE YOUR LOAN ON THE TSC PAYSLIP ONLINE PORTAL.

  • Log into the TSC Pay-slip portal so as to send your payslip online to your bank/ Sacco.. This can be done by logging into the T-pay portal at https://payslip.tsc.go.ke/login.php
    • Enter your TSC number and password correctly and click ”Login’

    • Once logged in, under third party transactions, select ‘click here to send your payslip’.
    How to send your payslip to your bank/ Sacco.
    • In the next window, select the third party category as ‘Bank/ Sacco’ and Company to be ‘Bank/Sacco’. You now should click ‘send payslips’. You will get a success message on your screen thus; ‘Payslip for this month has already been sent to a 3rd party’.

    • Your Pay-slip will be immediately received at the Sacco/ Bank and the loan application is then processed.
    • Once the loan appraisal is complete, you will receive an sms alerting you to login into the TSC pay-slip portal to give your loan consent.
    • Log into the TSC Pay-slip portal and click ‘confirm loan’.In the next window, tick the box next to the current loan and click on ‘approve loan’.

    • Now select ‘back’ and you will be able to see the loan status as ‘confirmed’.

    • Once consent is given by TSC (by seeing the status indicated ‘confirmed’), you will need to alert your bank/ Sacco in order for the loan to be finalized and funds deposited into your account.

    • When your loan has been approved, the loan amount will be deposited into you account number and you will be notified.

EQUILOAN REPAYMENT SCHEDULE FOR TSC TEACHERS

It is important that you know how much loan you will qualify for. This you can check on the Equiloan repayment sheet (see below). Remember your payslip must have ability to support the monthly installments towards the loan and that a third of your basic salary must remain after all deductions.

How the Head of Institution (Head Teacher, Principal) should approve teacher transfers online

TSC transfer application and approval online- Application for Teachers Service Commission (TSC) transfers are now purely done online. Both the teacher and Head of Institution (principal or Head Teacher) play a key role in ensuring the transfer request is submitted successfully to TSC.

It is the teacher who initiates the transfer process by making the application online (See how to successfully submit your application: TSC transfer application online portal and simplified application procedure for teachers).

Once you make your transfer request, the Head of Institution will receive a notification and will be required to act on it immediately. If the Head does not give an approval to the transfer request, then the whole process will stall at this level.

Head of Institution (HOI) recommendation on your transfer application

Your Principal/ Head Teacher will get the requests through the institution Emails and the HOI (The Head of Institution) portal. The HOI will proceed as follows;

Option 1 of Transfer Request Approval via Email notification

The Principal/ Head will receive an Email notification and proceed as follows;

  • Open your Email.
  • Click the email notification Link to proceed.
  • Enter your comments as the Head of Institution and Click the ‘Submit’ button

Option 2 Transfer Request Approval via the HOI portal

The transfer request approval can equally be done online. This can be done as outlined below;

  • Go to TSC website (www.tsc.go.ke) and click Online Services, select HRMIS and click on ‘Teacher Transfer’ button.
  • Enter your TSC No, ID Number and Mobile number and click Login.
  • A six digit authorization code will be sent through your mobile number.
  • Enter the authorization code and click Login.
  • HoI (Head of Institution) portal will display the incoming transfer requests.
  • Click ‘Action’ button to recommend the transfer and enter your comments.
  • Click ‘Submit’ button.
