TSC to employ 37,000 new teachers

The Teachers Service Commission (TSC) is lining up 37,000 new vacancies for teachers. Of this, 25,000 will be employed on permanent and pensionable basis while the remaining 12,000 are to be absorbed on internship in the next financial year (2021/2022).

While presenting the Commission’s policy statement to the National Assembly’s Education Committee, TSC Boss Dr. Nancy Macharia said a total of Sh13 Billion will be required to hire the new teachers. Further details show that Sh10.75 billion will be required for employing the permanent teachers while the interns will need Sh2.4 billion.

According to Dr. Macharia this high number of teachers will be required to address teething staffing gaps as a result of double transition to secondary schools in 2023 under the new Competency Based Curriculum (CBC).

“The current Grade four and standard six pupils will transit to junior secondary and form one, respectively, in 2023. This will lead to hire enrollment which will call for additional teachers.” Dr. Mcharia told the Legislators.

But, the Commission’s 2021/2022 budget has been slashed from the required Sh300.503 billion to Sh281.704 billion.

The Commission has at the same time advertised 1,550 vacancies to replace teachers who exited service through natural attrition (1,119 posts for primary schools and 431 posts for secondary schools).

How to apply

Interested and qualified candidates for secondary school vacancies should submit their applications online through the Commission’s website, www.tsc.go.ke under ‘Careers’ or teachersonline.tsc.go.ke not later than 8th March, 2021.

Primary school vacancies will be filled using the 2020/2021 Merit Lists generated in September 2020. Successful candidates will be informed by the County Directors of the counties where they were merited.

TSC loan application and approval process- Mwalimu National Sacco loans for teachers

If you are a TSC teacher and you are looking forward to applying for a loan from Mwalimu National Sacco, then here is all that you need to know. To apply for a TSC loan, you must be having a basic salary that is more than a third of your monthly basic pay. This means that once the TSC effects the loan check off amount, you should still be having one third of your salary on your payslip.

You also need to note that Mwalimu National Sacco gives TSC checkoff loans to members only. The total loans given to a member should not also exceed five times of his/ her savings.

THE PROCESS USED WHEN APPLYING FOR A MWALIMU NATIONAL SACCO LOAN.

Once ready, you can now apply for your loan from Mwalimu National Sacco. Follow the steps below:

  • Just get the loan application form, duly fill it and attach a copy of your ID.
  • Log into the TSC Pay-slip portal and send your payslip online to Mwalimu national. This can be done by logging into the T-pay portal at https://payslip.tsc.go.ke/login.php
  • Enter your TSC number and password correctly and click ”Login’
  • Once logged in, under third party transactions, select ‘click here to send your payslip’.
  • In the next window, select the third party category as ‘Sacco’ and Company to be ‘Mwalimu National Sacco’. You now should click ‘send payslips’. You will get a success message on your screen thus; ‘Payslip for this month has already been sent to a 3rd party’.
  • Your Pay-slip will be immediately received at Mwalimu National and the loan application is then processed.
  • Once the loan appraisal is complete, you will receive an sms alerting you to login into the TSC pay-slip portal to give your loan consent.
  • Log into the TSC Pay-slip portal and click ‘confirm loan’.In the next window, tick the box next to the current loan and click on ‘approve loan’.
  • Now select ‘back’ and you will be able to see the loan status as ‘confirmed’.
  • Once consent is given by TSC (by seeing the status indicated ‘confirmed’), you will need to alert Mwalimu National in order for the loan to be finalized and funds deposited into your account.
  • Please note that approved loans shall be paid through the FOSA account.

INSTRUCTIONS FOR MWALIMU NATIONAL LOAN APPLICATION

Before you apply for the Mwalimu National check off loan, please read and understand the following instructions:

  • The loan application must be made the on official loan form fully completed and appropriately signed by both the lonee and guarantors in their own handwriting.
  • Loan are granted in accordance with the loan policy and lending conditions existing at the time of application.
  • For a member to qualify for a loan consideration, he/she must have contributed shares for a minimum period of three months, subject to the policy in force.
  •  Any amount of money deposited by a member either in cash or by cheque to boost shares shall wait for six months before that amount can be used to secure a loan.
  • A member whose share contributions have fallen off the payroll but has continued repaying his/her loan and is in need of a new loan will be required to update his/her
    shares account by repaying in cash or authorize an offset from loan of an equivalent amount of the arrears.
  •  Any member who clears his/her loans by cash/cheque must wait for 2 months before qualifying for a loan consideration subject to the policy in force. A member, whose
    loan is cleared through withdrawable Sa v i n g s Fu n d (WSF) will qualify for loan consideration immediately under clearance conditions. For members whose loans shall be bridged through WSF, the loan being processed shall be credited in the WSF account.
  • Guarantors who must be members of the Society shall not guarantee more than six major loans (Normal, Development, Super and Vision)
  •  The interest rates shall be determined by the Board of Directors from time to time.
  • The amount applied for shall be fully covered by the loanees plus guarantors shares
  • Minimum share contribution for those with loans shall be determined by the share banding on the amount approved
  • A dormant member shall not be considered for any loan.
  • Minimum share contribution for members without loans will be Kshs. 1000.00 per month subject to change from time to time.
  • No member will be allowed to suffer deductions including loan repayment in excess of two thirds of the basic salary.
  • Members can take a second loan other than emergency/School Fees in addition to existing loan without necessarily clearing the outstanding loan subject to ability.
  • Loans shall only be paid to member’s WSF account.
  • If a member decides to cancel his/her loan after the process has been finalized a fee of Kshs. 1,000/= shall be charged.
  • Any alteration on the loan form may cause disqualification.

TSC teacher’s pay from the T-pay portal https://payslip.tsc.go.ke/

The Teachers Service Commission, TSC, payslip is a monthly generated document that shows the much a teacher earns. The payslip is generated from the TSC payroll and can be downloaded from the TSC payslips portal (T-pay) by using the address https://payslip.tsc.go.ke/.

The payslip contains such crucial information as the teacher’s monthly gross pay, allowances and deductions. deductions from teachers’ pay include: Statutory deductions (like Pay as you earn -income tax, National Hospital Insurance Fund- NHIF) and third party deductions.

Teachers remit various amounts to third parties that include teachers’ unions, SACCOs and other deductions. The difference between third party deductions and statutory deductions is that third party deductions are not necessarily mandatory while statutory deductions are mandatory.

You can for example opt out of a deduction towards a Burial Benevolent Fund (BBF) but the same can not happen for individual income tax.

COMPLETE DETAILS ON THE TEACHER’S PAYSLIP

YOUR payslip contains basic information as: the month and year, TSC Number of the teacher, Teacher’s name, Teaching Station, Retirement date, The teacher’s job group/ grade/ designation, ID Number, KRA Tax PIN, the employment terms (either probationary or permanent & pensionable) and the number of years to retirement.

Other details shown on the payslip are: The paypoint (Bank or SACCO name through which salary is remitted), Basic Salary, Allowances (Rental House, Commuter, Special, Hardship as appropriate), Total earnings, Third party deductions (Loans, insurance, medical cover, PAYE, NHIF and other deductions from the teacher’s gross pay), total deductions and then the teacher’s net pay for that particular month.

You can be able to access all your payslips, online, by setting the year and month on the payslips’ home page.

REGISTRATION FOR ONLINE PAYSLIPS AND THE LOG IN PROCESS

A teacher must first be registered in order to get his/ her payslips online. Initially the process was done online but, now you must visit your local TSC County office for you to be registered. To log into your T-pay account all you need is your TSC Number and Password.

Once registered you can then proceed to log into the T-pay system to view your payslips and P9 forms. The system also provides a function for teachers to send their latest pay slip to 30 parties such as banks, Saccos, among others, to facilitate acquisition of a loan.

You can also easily reset your T-pay password. This can be achieved by following the simple steps below;

  • Visit the payslips portal at; https://payslip.tsc.go.ke/
  • Click on the ‘Forgot password’,
  • Fill in the required details; (TSC Number, Select the secret question, provide the answer, enter your phone number, email and password)
  • The click ‘Reset Password’.

A teacher’s regret letter from TSC after filling the employment application form

Are you wondering on what will make a teacher to receive a regret letter from the TSC? Well. During the vetting process of newly recruited teachers, the Teachers Service Commission, TSC, may reject the application for employment by a teacher. Such a teacher will then be served by a regret letter; detailing the reasons why his/ her employment application has been rejected by the Commission.

Interviews and selection of new teachers is a delegated function that is done at the TSC County levels. Once the exercise is completed the TSC County Director submits the following to the TSC Headquarters;

  • County Selection Panel minutes duly signed by the Chairperson and Secretary;
  • County merit list (Appendix IV). Both in soft (Excel) via ddstaffingp@gmail.com and hard copy;
  • List of all selected applicants drawn from the current merit list (Appendix V)
  • List of all the applicants who did not appear in the merit list (Appendix VIwith names of absent candidates during the certificate verification exercise;
  • Duly filled Application for Employment Forms (APPT I) for the selected applicants;
  • Original statement of confirmation of PTE/KCSE/KCPE results from KNEC for applicants without original certificates;
  • Certified copies of the following documents in the order indicated below: –
  1. National identification card;
  2. National Council of Persons with Disability (NCPWD) Card (where applicable);
  3. Two passport size photographs;
  4. KCPE Certificates;
  5. KCSE Certificates (include first attempt certificate if one repeated exams);
  6. PTE Certificate;
  • Primary and Secondary Schools and college leaving certificates and other testimonials;
  • KRA PIN certificate, Bank form and Bank plate to facilitate appointment on payroll.
  • Written commitment by the applicant to serve in any county posted to, for a minimum period of five (5) years, and three (3) years in case of North Eastern region;
  • Panel score sheet (Appendix Iboth in soft (excel) via ddstaffingp@gmail.com and hard copy for the selected applicants;

NB: Where names on submitted documents differ, the applicants will be required to submit a sworn affidavit.

WHY A NEW TEACHER MAY GET A REGRET LETTER FROM TSC.

Once the documents have been submitted to the TSC headquarter, a rigorous exercise is carried out that involves close scrutiny of the documents. This exercise takes many days, and this explains the reason (s) as to why appointment letters delay for up to a period of over three (3) months.

Here are some of the reasons why a teacher may get a regret letter from TSC:

  • If the teacher took lesser units in the teaching subjects at college. TSC requires that a teacher takes a minimum of eight (8) units for each of the teaching subjects.
  • Except for Technical subjects, in post primary institutions, the teaching subjects must appear in the Kenya Certificate of Secondary Education (KCSE) certificate. For secondary school teachers, the minimum score for the teaching subjects is a C+ (plus).
  • If you got a mean grade of below a C+ (plus), for high school teachers, then count yourself unlucky. The Commission will have to reject your application for employment.
  • Your names should not conflict on your documents. In case of any disparities, it is necessary that you get a sworn affidavit.
  • Detected fraud; If the recruitment process was flawed at the County level and the ‘wrong’ applicant filled the TSC employment form, then the decision would be rescinded and the right candidate be employed.

These are just but some of the reasons that may make the Commission to reject a teacher’s application for employment.

Important details for teachers who applied for the TSC Internship vacancies in Kiambu County. The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:

  • iii. National ID card

This is how to join KUPPET online

The Kenya Union of Post Primary Education Teachers – KUPPET, is a registered trade union that represents teachers in secondary schools and other post primary learning institutions. If you are a teacher, employed by the Teachers Service Commission (TSC) ,then it is necessary that you join either KUPPET, KNUT and even KEWOTA (which is an association for female teachers).

The Labour Relations Act of Kenya (2007), Part VI Section 49 provides for deduction of Agency Fee from employees covered by Collective Agreements (CBAS). An employee paying agency fee is not a member of the union.

How to confirm KUPPET Membership from the the TSC online Payslip system.

To confirm your membership in KUPPET follow the following procedure:

  • Log in to TSC Payslip,
  • Click My Transaction and then Check Running Transaction Details,
  • For a KUPPET Member the Ref Account column should show “KUPPET”
  • For a teacher paying Agency Fee the Ref Account column shows “AGENCY FEE”

How to join KUPPET using Online T-Pay Registration System

1. Log in “TSC ONLINE PAYSLIP”
2. Go to “3RD PARTIES”
3. Click “CLICK HERE TO SEND YOUR PAYSLIP
4. Click “SELECT CATEGORY”
5. Go to “SWA”
6. Select “COMPANY CATEGORY”
7. Go to “KUPPET UNION DUES”
8. Click “SEND PAYSLIP
(A message “Pay slip for this month has already been sent to KUPPET UNION DUES” will appear).
9. Alert the branch office by sending your Official Name, TSC Number and Name of Institution by SMS to the executive secretary or any elected Branch Executive Committee (BEC) member. The will follow it up with the TSC to ensure that you union membership status is updated.

The same process is followed when joining KNUT and KEWOTA online.

Joining a union of your choice is a noble action that you should embrace. Being a union member enables you to participate in the election process at branch level. The union can as well arbitrate in matters between teachers and the employer, TSC.

TSC new list of all documents that teachers must have in their files

TSC Documents to be kept by teachers- The Teachers Service Commission (TSC) has released a new list of documents that must be prepared and maintained by all teachers. These documents are mandatory for all teachers. failure to keep these documents may lead to disciplinary action by TSC.

All teachers are required to comply with performance standards and shall in the course of  duty maintain professional documents and records that facilitate curriculum delivery. This checklist is intended to assist the teachers to maintain professional documents that can be assessed by supervisors for the purpose of teacher appraisal.

In this regard, the following documents must be prepared, used, updated and maintained at all times.

The TSC Next of Kin Form and Death Gratuity- My dear friend, dear teacher, death is inevitable and no one knows when it will happen. Therefore, it is necessary that you prepare yourself well for any eventuality. One way of preparing yourself is by putting your records in order at the Teachers Service Commission (TSC). This includes but not limited to filling out and filing the TSC Next Of Kin Form.

How to get the TSC Next of Kin Form. 

This form is available at no cost. You can download it here, now. After downloading it, fill the TSC Next of Kin Form correctly, seal it properly before handing it over to the Head Of Institution. The Head of Institution will then send it to the TSC Headquarter for filing.

The following details must be captured well on the TSC Next of Kin Form:

5 Name (s) of your parents Enter the names of parents by writing their official names as written on their National Identity card.
6 Relative (s) working with TSC If there is any relative working with the TSC as a teacher or in the secretariat; write the name here.

 

Remember, proof of identity of the listed individuals must be provided for them to benefit from TSC gratuity.

The TSC Death Gratuity

The dependants of a teacher who dies in service are entitled to Death Gratuity and Dependants Pension if the teacher was serving on Permanent and Pensionable terms and was confirmed in the service.

For Death Gratuity to be paid the following shall apply:

  • Deceased teacher’s name is removed from payroll and overpayment recorded if any.
  • The next-of-kin should submit original death certificate and a letter by area chief identifying the next-of-kin and dependants.
  • The next of kin will settle over payment if any.
  • The claim is forwarded to the Director of Pensions for payment. NB: In case of a dispute, the parties involved are referred to the Deputy County Commissioner for arbitration.
  • The dependants may also seek legal redress from a court of law.
  • Pension is paid to the deceased dependants who are aged below 18 years for a period of 5 years.

Teacher Killed while on duty

  • This is pension paid to dependants when a teacher is killed on duty.
  • The benefit is payable to the spouse and/or dependants of a teacher who dies as a result of injuries in the actual discharge of duty and without his/her own intention. Teachers Service Commission TSC Death Gratuity
