TSC Curriculum Support Officers, CSOs, are Sub-county based TSC Secretariat staff who assist teachers in curriculum related matters. These devolved units were formed for purposes of providing quality teaching and learning, within Sub-counties.

ROLES PERFORMED BY TSC CURRICULUM SUPPORT OFFICERS.
Here are the roles performed by CSOs:
Identifying the training needs of teachers and heads of institution and advising the Commission accordingly;
Liaising with the Sub-County Director and school administrators, providing support services to teachers and to continuously advising on teaching techniques, appropriate text books, lesson demonstrations and the challenges noted during assessments;
Organizing and conducting, in conjunction with the Sub-County Directors, courses on curriculum delivery and implementation through seminars, workshops, retreats and in-service programmes;
Advising teachers on appropriate resources including resource books, consumables, audio-visual aids and other materials necessary for effective teaching and learning;
Assisting teachers to develop and use appropriate teaching aids and other reference materials;
Updating teachers on curriculum changes, pedagogy, content coverage and any other emerging issues in the teaching service;
Developing work programmes for the Curriculum Support Centre;
Visiting schools, observing teaching techniques, conducting lessons demonstrative lessons and advising teachers on the appropriate teaching methods and techniques.
Assisting in the setting up and organization of subject and examinations/panels; and examinations and assessments procedures in schools at the zonal level;
Providing professional guidance and counseling to teachers and disseminating information on curriculum, evaluation, textbook selection and training;
Collecting and submitting to the Sub-County Director data on school enrollment, staff establishment, staff changes and other related information;
Participating in the organization and management of co-curricular activities;
Working with the Quality Assurance and Standards Officer to improve teaching and learning;
Preparing regular progress reports for onward transmission to relevant offices;
Performing all other duties as may be necessary to promote standards in the teaching profession.

2. Application for study leave must be received at the Teachers Service Commission Headquarters at least 90 days before commencement of studies.
3. Application for study leave must be accompanied by a copy of the University/College admission letter.
4. Applicants for the Three (3) months Research leave must attach the following:-

The application should be forwarded to the Commission at least one month before the commencement date.
An application should be accompanied by the admission letter.
A teacher should not proceed on leave before approval and formal release.
Once granted, leave should be utilized for the approved purpose failure to which disciplinary action will be taken.
Teachers should report for posting 30 days before expiry of the leave and provide evidence of having undertaken studies.
Those on study leave lasting less than six months should report back to their stations for allocation of duties. Their heads of institutions should inform the Commission immediately.
Bonding
Teachers who are granted study leave with pay will be bonded to work for the commission as follows:
For courses lasting six months but less than one year will be bonded for a period of one year.
For courses lasting less than two years will be bonded for two year.
Those attending courses lasting two years or more will be bonded for three years.
Where a teacher under bond obligation chooses to terminate his/her service, he/she will be required to pay in full the total cost of training, the salaries and allowances paid to him/her while on study leave.
Self-sponsored teachers will be required to repay an amount equivalent to the salaries and allowances paid to them while on study leave. The bond will not be applicable to those who have proceeded on unpaid study leave.

The Kenyan law requires all public officers to declare their wealth; periodically. This declaration is made online and there are hefty penalties for officers who fail to declare their income, assets and liabilities within the stipulated time. According to the Public Ethics Act of 2003, It is mandatory for all public officers to declare their income, assets and liabilities once in every two years.
Any teacher in TSC employment who fails to submit a Declaration or gives false or misleading information is liable to a fine of Kshs. 1,000,000 or imprisonment for a term not exceeding (1) one year or both upon conviction.

The Teachers Service Commission, TSC, has released new guidelines for teachers intending to withdraw their membership from Savings and Credit Cooperative societies (SACCOs). In the latest regulations, all withdrawal requests shall be done online. This shift has been necessitated by the current covid-19 pandemic.
“Following the Ministry of Health guidelines regarding safety of citizens and workers in public sector during the covid-19 pandemic, the Commission has revised methods of serving teachers.” says TSC Boss Dr. Nancy Macharia.
Whereas some SACCOs have been sending teachers to the head office for clearance, the Commission now tells them to send such requests online.
“In order to serve our teachers efficiently and effectively, all requests for SACCO clearance for any exiting teachers shall be done online by the SACCO concerned,” adds Dr Macharia in the latest circular dispatched to all teachers’ SACCOs.
The Commission has said such requests will be processed and feedback provided within two (2) working days.
Under section 156 of the Code of conduct for teachers, ‘a teacher may exit from the Teaching Service through resignation; termination; dismissal; retirement; redundancy; transfer of service and death.’
If a teacher then, wishes to also cease to be a member of the SACCO, such a teacher must fill a withdrawal form. The release has to be ratified by TSC.
Among other requirements, for one to be cleared by the SACCO, the teacher should not have guaranteed anybody and his her shares should be able to cover all the liabilities in the SACCO (loans) and any outstanding amount for the Front Office Services Activities (FOSA).
A clearance certificate from TSC confirming that one does not owe the government is also a requirement. Before the teacher receives his/ her savings from the SACCO, the employer must check if the individual has outstanding remittances to the government.
“Where a teacher has outstanding government liability, the Commission shall require the teacher to clear the liability within a period of three (3) months failure to which the
Commission shall institute legal proceedings to recover the outstanding Government
Liability.” Adds the code.
It is important to note that any over-payment or payment for work not performed shall constitute a Government Liability. Unpaid imprests (funds borrowed from school monies) also constitute government liabilities.
The Commission has at the same time sounded a warning to SACCOs which may opt to release members without due process.
“We reiterate that any SACCO which allows withdrawal of its exiting members without clearance from the Commission will have its monthly remittances reduced by the equivalent amount of government liability due to the Commission from the teacher,” warns DR. Macharia.
