TSC New Guidelines on Registration of Teachers

The Teachers Service Commission (TSC) has developed new guidelines for registration of new teachers, denial of registration application and deregistration. Registration of new teachers is done purely online. It is important for you to note the new changes in requirements for registration.

Registration of New Teachers by TSC

The Teachers Service Commission Act 2012 Article 237, requires the commission to register all qualified teachers before they can teach in any public or private institution. A teacher who meets the requirements for registration will be issued with the certificate of Registration bearing a TSC number within 30 days. The names of all registered teachers will be published every year.

Requirements:

Applicants are required to apply for registration online and the user-guide is also available.

One should scan and upload the following documents:

  1. Certified copies of academic and professional certificates
  2. National identity card
  3. Bank slip
  4. One passport size photo
  5. KRA pin
  6. GP69 form
  7. Certificate of good conduct
  8. Entry and work permits for non-Kenyans.

Deposit Ksh 1,055 through Direct Banking or Simple Banking. (KSh 1,000 is a non refundable registration fee and ksh 55 for Bank Commission Charge to the TSC)

Kindly note that application for a duplicate certificate will be KSh 2055/- payable to National Bank of Kenya Ltd, Harambee Avenue branch, Account Name: TSC-Secretariat Account Number: 01001005707400

Denial of Registration

One can be denied registration if he/she:

  1. Lacks the relevant academic and professional qualifications

Deregistration of Serving Teachers by TSC

A teacher can be deregistered if he/she:

  1. Dies
  2. Obtains registration fraudulently
  3. Has been convicted of a sexual offence or an offence against a learner
  4. Has been convicted of a criminal offence which renders the person unfit to be a teacher
  5. Is found unfit to teach following disciplinary proceedings
  6. Suffers from physical or mental illness or infirmity which renders the person incapable of performing the duties of a teacher.

Whenever a teacher is deregistered his/her name will be published in the Kenya Gazette.

How do I get a TSC certificate?

Getting a TSC Certificate is very easy. All you need to do is to apply online. You will need to meet the minimum TSC requirements for registration of new teachers. After making your application, it is important to look out for a response from the Commission. Expect a response within 30 days of making your application. Equally, you can check the status of your application online.

If you lose your certificate, you can apply for replacement online.

How do I replace a lost TSC certificate?

Did your TSC registration certificate get defaced or lost? Worry not. You can easily get a new TSC certificate by applying for a TSC Certificate Replacement online. You can, at the same time, apply for your names to be changed on your certificate.

How can I check my TSC number online?

Checking for your TSC number online is pretty simple. The procedure is the same as that followed when checking for your TSC Registration Status.

This can be done by visiting the TSC online portal. at https://teachersonline.tsc.go.ke/ Click on ‘Registration Status’ as  shown in the image below;

Next, enter your ID card or passport number and click ‘search’. You will receive your TSC registration confirmation on your screen.

How much does it cost to apply for TSC number?

The Teachers Service Commission, TSC, expects you to pay a processing fee when applying for a new TSC Certificate. You will be required to pay a processing fee of Sh1055 for registration purposes. This should be paid to the TSC account under National Bank of Kenya; Account number 01001000905001. This can also be done via Mpesa Paybill using the Business Number 625625.

This fee is non-refundable, though.

How do I log into my TSC website?

You can access the TSC website by using the address https://tsc.go.ke/.

The Commission has a number of portals, also.

School heads can access the TSC online portal to update TMIS details for teachers and the school by entering the required log in credentials; as shown in the diagram below;

Who can apply for TSC number?

If you are a graduate teacher, then you are qualified to apply for the TSC number. TSC has set minimum requirements that you must meet for you to be given the registration certificate.

TSC registers teachers having the following qualifications:

  1. Early Child Development Education-ECDE
  2. Primary Teacher Education-PTE
  3. Diploma in Education
  4. Diploma in Education for Visually and hearing impaired
  5. Bachelor of Education
  6. Bachelor of Arts/ Bachelor of Science

How do I register with Tmis?

The Teachers Management Information System, TMIS, is a portal for teachers to update data from the Teachers Service Commission, TSC.

To access Teachers online (TOS), use any of the methods below;
 Access TSC website www.tsc.go.ke from the Online Services tab,
click on teachers online service.
 On the search engine type https://teachersonline.tsc.go.ke or
 On the search engine, type teachers online and enter. From the many
options displayed, select and Click on the option with the
addresshttps://teachersonline.tsc.go.ke

To log into the system, input your username as TSC Number and password as welcome (for a new user who has not changed password). See window below;

How do I add a teacher to Tmis?

You can easily add teachers on TMIS. To add a teacher to TMIS: Enter the teacher’s TSC number and click on the search icon. The teacher’s ID Number and Names will be displayed automatically.

TSC Teachers loan from Equity Bank; Requirements, application procedure and repayment schedule

Are you a teacher employed by the Teachers Service Commission, TSC? Do you need a check-off loan facility with Equity Bank and you are wondering how to easily get it? Well. Here is a guide on how to apply for the loan, requirements and the loan repayment schedule.

EQUILOAN FOR TSC TEACHERS

Equity bank gives a loan product to teachers employed by the TSC. This loan is referred to as Equiloan and is a medium term loan that is granted to salaried customers for investing in various personal development projects.

FEATURES OF THE EQUILOAN FOR TEACHERS FROM EQUITY BANK.

If you are intending to apply for the loan, then you should know that;

  • You can be given up to Sh2Million; depending on ability to pay.
  • The loan has a flexible repayment period of up to six (6) years.
  • The loan is unsecured. Meaning, with your payslip Equity bank will process your loan.

REQUIREMENTS OF THE EQUILOAN FOR TEACHERS

You should keep in mind that this loan has the list number of requirements. These include:

  • Loan application and appraisal forms which you can get at your local Equity Bank Branch.
  • Three original and most recent payslips. These you can print from the TSC Payslips Portal.
  • Two authorization forms which you can also get at your local branch.
  • Two clear copies of your national identity card, ID.
  • Two clear copies of your KRA PIN Certificate.

EQUILOAN APPLICATION PROCEDURE

To apply for the Equiloan follow the procedure below;

  • Visiting your local Equity Bank Branch and pick the authorization, loan application and appraisal forms. Fill the forms correctly.
  • Have the forms duly certified by your principal/ head teacher and TSC.
  • Attach the required documents and return the form to your Equity Bank Branch.
  • You will be informed of the application status after 48 hours (2 days).
  • The next step will involve approval of the loan online.

HOW TO APPROVE YOUR LOAN ON THE TSC PAYSLIP ONLINE PORTAL.

  • Log into the TSC Pay-slip portal so as to send your payslip online to your bank/ Sacco.. This can be done by logging into the T-pay portal at https://payslip.tsc.go.ke/login.php
    • Enter your TSC number and password correctly and click ”Login’

    • Once logged in, under third party transactions, select ‘click here to send your payslip’.
    How to send your payslip to your bank/ Sacco.
    • In the next window, select the third party category as ‘Bank/ Sacco’ and Company to be ‘Bank/Sacco’. You now should click ‘send payslips’. You will get a success message on your screen thus; ‘Payslip for this month has already been sent to a 3rd party’.

    • Your Pay-slip will be immediately received at the Sacco/ Bank and the loan application is then processed.
    • Once the loan appraisal is complete, you will receive an sms alerting you to login into the TSC pay-slip portal to give your loan consent.
    • Log into the TSC Pay-slip portal and click ‘confirm loan’.In the next window, tick the box next to the current loan and click on ‘approve loan’.

    • Now select ‘back’ and you will be able to see the loan status as ‘confirmed’.

    • Once consent is given by TSC (by seeing the status indicated ‘confirmed’), you will need to alert your bank/ Sacco in order for the loan to be finalized and funds deposited into your account.

    • When your loan has been approved, the loan amount will be deposited into you account number and you will be notified.

EQUILOAN REPAYMENT SCHEDULE FOR TSC TEACHERS

It is important that you know how much loan you will qualify for. This you can check on the Equiloan repayment sheet (see below). Remember your payslip must have ability to support the monthly installments towards the loan and that a third of your basic salary must remain after all deductions.

2020 TSC mass recruitment dates and venues per county

The Teachers Service Commission, TSC, has released the interview dates and venues for teachers’ recruitment per county.

The Commission is seeking to fill 4,000 new vacancies on permanent and pensionable terms for secondary school teachers and another 1,000 promotion posts for primary school teachers. The 4,000 posts are meant to support the 100 percent transition from primary to secondary schools.

The Commission looking forward to fill another 5,474 vacancies for primary and 1,100 vacancies for secondary schools to replace teachers who have exited service.

Those recruited will report to their new schools in January next year, 2020.

Important details for teachers who applied for the TSC Internship vacancies in Kiambu County. The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:

  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any

How the Head of Institution (Head Teacher, Principal) should approve teacher transfers online

TSC transfer application and approval online- Application for Teachers Service Commission (TSC) transfers are now purely done online. Both the teacher and Head of Institution (principal or Head Teacher) play a key role in ensuring the transfer request is submitted successfully to TSC.

It is the teacher who initiates the transfer process by making the application online (See how to successfully submit your application: TSC transfer application online portal and simplified application procedure for teachers).

Once you make your transfer request, the Head of Institution will receive a notification and will be required to act on it immediately. If the Head does not give an approval to the transfer request, then the whole process will stall at this level.

Head of Institution (HOI) recommendation on your transfer application

Your Principal/ Head Teacher will get the requests through the institution Emails and the HOI (The Head of Institution) portal. The HOI will proceed as follows;

Option 1 of Transfer Request Approval via Email notification

The Principal/ Head will receive an Email notification and proceed as follows;

  • Open your Email.
  • Click the email notification Link to proceed.
  • Enter your comments as the Head of Institution and Click the ‘Submit’ button

Option 2 Transfer Request Approval via the HOI portal

The transfer request approval can equally be done online. This can be done as outlined below;

  • Go to TSC website (www.tsc.go.ke) and click Online Services, select HRMIS and click on ‘Teacher Transfer’ button.
  • Enter your TSC No, ID Number and Mobile number and click Login.
  • A six digit authorization code will be sent through your mobile number.
  • Enter the authorization code and click Login.
  • HoI (Head of Institution) portal will display the incoming transfer requests.

TSC latest guidelines on handling of teachers affected by Alcoholism and Drug Abuse

Some teachers employed by the Teachers Service Commission (TSC) are greatly affected by addiction to alcoholism and drug abuse. This hinders their performance of duty. Such teachers may find themselves on the wrong side of the TSC Code of Conduct and Regulations. This includes but not limited to absenteeism.

Alcohol, Drug/Substance Abuse (ADA) contributes to conflict, indiscipline and loss of employees at the workplace. Lack of control of these negative habits has the potential of far reaching effects on the delivery of service and may undermine public confidence in the organization.

The Commission does not, though, victimize such teachers. Instead, teachers with such disorders have been covered in the latest TSC policy on well being of employees. This policy provides guidelines for the prevention and management of Alcohol and Substance Abuse in the Commission.

TSC Intervention measures against Alcohol and Drug Abuse

The Commission considers employees who have alcohol and substance disorder to be psychopathic persons with mental illness. The Commission has therefore adopted the following measures for prevention, management and mitigation of Alcohol and Drug Abuse:

  1. Prohibited the sale and use of alcohol and drugs in all workplaces.
  2. Ensured that employees with alcohol and drug related problems are helped to recover while receiving all services and benefits as stipulated in the Employment contract.
  3. Grants sick leave to all employees with ADA challenges twice within their employment term. Any additional seek leave days shall be granted on a case-by-case basis and at the discretion of the Commission.
  4. Displays and avails Information, Education and Communication (IEC) materials about Alcohol, Drug and substance Abuse at all workplaces.
  5. Supports the formation of psycho-social support networks and encourage employees with ADA issues to join and benefit from the after-care programmes to avoid relapse.
  6. Continuously conducts sensitization programmes on alcohol and substance abuse for employees in all counties

Programmes for Alcohol and Drug Abuse

The Commission has undertaken the following programs to alleviate Alcohol and Drug Abuse at the work place.

  1. Established Psycho-social support networks in all counties to assist employees with ADA related challenges.
  2. Identification, assessment and referral of ADA clients for rehabilitation is always done.
  3. Provision of after-care services to ADA clients
  4. Conducts peer education, guidance and counseling programmes on ADA
  5. Established and strengthened of ADA desks in all TSC offices across the country.

TSC promotions; TSC shortlists teachers, deputies, who applied for administrative posts; sets interview dates

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the various administrative posts that it had advertised in August, 2019. TSC had advertised 6,043 promotion/ administrative vacancies. Of these, 2,310 are for head teachers(T scale 10; Grade C5) while, the remaining 3,733 are for Deputy Head teachers II (T scale 9; Grade C4). Applications were submitted online and Shortlisted candidates have been invited for interviews at varied dates and venues.

Shortlisted candidates will be required to present the following documents during the interviews:

REQUIREMENTS FOR APPOINTMENT

According to the TSC advert, for one to be appointed to the grade of Head Teacher, a teacher must:-

  1. Be serving under career progression guidelines
  2. Have served as Deputy Head Teacherfor a minimum period ofthree (3) years;
  3. Be currently serving as Deputy Head Teacher II TSC Scale 9;
  4. Be in possession of a Bachelor of Education degree or its equivalent;
  5. Have satisfactory rating in the performance appraisal;
  6. Meet the requirements of Chapter Six (6) of the Constitution;
  7. Have demonstrated ability to supervise, mentor and provide professional support.

On the other hand, one must meet the following requirements in order to qualify for appointment to the grade of Deputy Head Teacher II:-

  • i. Be serving under career progression guidelines
  • ii. Have served as Senior Teacher for a minimum period of three (3) years;
  • iii. Be currently serving as Senior Teacher I T- Scale 8;
  • iv. Be in possession of a Bachelor of Education degree or its equivalent;
  • v. Have satisfactory rating in the performance appraisal;
  • vi. Have demonstrated ability to supervise, mentor and provide professional support to other teachers;
  • vii. Meet the requirements of Chapter Six (6) of the Constitution; and
  • viii. Meet any other requirement the Commission may deem necessary.

Roles of TSC

The Teachers Service Commission, TSC, was established by the Constitution of Kenya 2010 in Chapter 13 Part 3, article 237. The Commission manages teachers in all public primary and post primary learning institutions; both secondary and Teachers Training Colleges (TTCs).

FUNCTIONS OF TSC- KENYA

The Commission performs a number of roles as outlined in the Constitution. These include:

  • To register trained teachers,
  • To recruit and employ registered teachers,
  • To assign teachers employed by the Commission for service in any Public School or institution,

You are probably wondering what next after training as a teacher. Well. If the question as to ‘How can I be employed by TSC?’ is lingering in your mind and you have no answers to it, then here is the right place to get a clear guideline.

The Teachers Service Commission, TSC, is the body that has the mandate of employing all teachers to public schools in Kenya. The Commission, among other responsibilities, has the sole mandate of registering all teachers upon graduation.  TSC has set recruitment requirements for both primary and secondary teachers in Kenya that must be met before one is employed.

Applicants applying for posts in Primary schools must be holders of a minimum qualification of a P1 certificate. Interested candidates should apply to the TSC County Director, in the County where a vacancy has been advertised and submit all relevant academic and professional documents. Successful candidates are deployed to serve in any part of the country.

Applicants applying for posts in Secondary Schools must be holders of a minimum of Diploma in Education Certificate. Interested candidates should apply to the Secretary, Board of Management of the school where a vacancy has been advertised and submit a copy of the application to the TSC County Director.

Requirements for you to be employed/ Recruited by TSC 

  • You must be a Kenyan citizen
  • You must be 45 years of age and below
  • You must be registered as a teacher as per Section 23 of the Teachers Service Commission Act 2012. Those without registration certificates must attach a printout of the online application /copy of payment receipt of the application for registration
  • You must have original Professional and Academic Certificates

Minimum TSCRequirements for employment of P1 teacher

Primary teachers are usually employed through selection. During the selection day one should carry the following original documents to sub-county selection panel;

  1. National Identity card.
  2. CPE/KCPE certificate (including first attempt certificate if one repeated exam).
  3. PTE certificate.
  4. School/college leaving certificates.

Candidates without academic and professional certificates must show evidence of having applied for confirmation from KNEC and it is the owners of the concerned teacher to follow up with KNEC within 14 days.

Sub county selection panel shall include the following;

  1. Sub-County Director – Chairperson
  2. TSC Sub-County Human Resource Officer – Secretary

Minimum TSC Requirement for Secondary school teacher

A secondary school teacher can either be a graduate or a diploma holder

Graduate Teachers

  • A minimum mean grade of a C+ at KCSE and a minimum mean grade of C+ in each of the two teaching subjects or a minimum of 2 principles and 1 subsidiary pass at ‘A’ Level.
  • Bachelor of education degree with 2 teaching subjects
  • Bachelor of Science with education or Arts Degree with education with two teaching subjects

Diploma Teachers

  • Diploma in Education from a recognized Teacher Training Institution
  • A minimum grade of C+ at KCSE and with at least C+ OR credit pass in the two teaching subjects or a minimum of 1 principle and 2 subsidiaries at A-level.

Diploma teachers who graduated in 2008 or before with mean grade C plain and subject grades of C plain qualify for consideration.

Minimum TSC Requirements for Technical Teachers

  • Applicants must have a minimum mean grade of C+ at KCSE or a minimum of 1 principle and 2 subsidiaries at A-level.
  • Bachelor of Education Technology degree ( Bed Tech) OR
  • Bachelor of Science in any relevant technical subject/course
  • Higher Diploma in a technical course
  • A Diploma in a technical course

One should have a Diploma from Kenya Technical Teachers College or Post Graduate Diploma in education ( PDGE) from a recognized university.

For TVET Institutions, the applicant must have a minimum of a higher diploma or degree in Technical education.

  • Applicants with a mean grade of C- and have applied for technical subjects in TVET institutions but have progressed through certificate, diploma, higher diploma, or degree qualify for employment in TVET institutions.
  • Persons With Disability – Hearing impaired and blind, are admitted for training with a mean grade C plain and C plain in two teaching subjects thus eligible for employment .
  • For applicants trained in Special Needs Education; KSL and Braille are considered as teaching subjects i.e Biology/ KSL, Geography / Braille hence eligible for employment.
  • Candidates whose training is in subjects that are not in the Kenyan Curriculum don’t qualify for employment irrespective of undertaking a Post Graduate Diploma in education and enhancement.
  • Applicants with Economics/Accounting, Social Education, and Ethics can apply for business studies and CRE/IRE vacancies respectively.
  • Diploma teachers with English /other subjects qualify for employment as Teacher/Literature teachers.
  • All applicants must have studied the two teaching subjects at KCSE except for agriculture, business studies, Home Science, and computer. For those who did not study business studies and computer, one should attain a minimum of a C+ in mathematics in KCSE. For those who did not study agriculture and home science, one should have attained a minimum of C+ in biology at KCSE.
  • Graduate teachers should have studied a minimum of 8-course units in each teaching subjects.
  • Candidates presenting enhancements certificates/ transcripts from recognized institutions qualify for employment.
  • Applicants previously employed under contract and whose were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates are eligible to apply.
  • Applicants working in other government departments who meet the requirements are eligible to apply.

TSC Filing of a complaint Form in case of Dissatisfaction during recruitment exercise

Any candidate who is dissatisfied with the whole exercise of employment should complain immediately in writing to the TSC county director and a copy sent to TSC headquarters within a period of not more than 7 days after the selection exercise. TSC county director will analyze such complaints and submit a report to TSC headquarters with necessary recommendations.

THESE TEACHERS WILL CONTINUE MISSING SALARIES- TSC

The Teachers Service Commission (TSC) has released a list of teachers who are set to miss this month’s salary for failing to meet employment requirements. The list features newly employed teachers (who have not received any salaries, so far) for failing to submit their casualties.

According to the commission, a newly employed teachers must have his/ her casualty form filled by the head of institution and the teacher and then sent to TSC headquarters for appointment onto the payroll.

“Upon employment, the teacher is required to report to the duty station within two weeks from the date of posting. The head of institution should then  promptly submit a Casualty Return to the TSC headquarters,” reads the employment guidelines; in part.

Without the casualty form (see image below) being filled properly and sent to TSC, a teacher will not be put on the TSC payroll and will hence miss salaries.

Most of those affected are intern teachers who were hired in November, 2019. By end of March, 2020 a total of 2,159 intern teachers were yet to be placed on the payroll.

“Some of these pending cases have either one or two documents missing or were not properly filed. Once that is done we shall have all of them on payroll,” TSC head of communications Beatrice Wababu had said.

LIST OF TEACHERS WHOSE FILES ARE MISSING CAUSALITIES

The list at our disposal shows some close to 400 newly appointed teachers whose files are without casualties.

The list contains the affected teachers’ TSC numbers, names, work station and payroll processing status (indicating that the casualty has not been received). The TSC payroll is closed usually by 15th of every month and teachers can then receive their salaries from 20th, onward.

Meanwhile, the commission has commended teachers for being in the forefront in fighting the covid-19 pandemic.

“As the campaign against spread of Covid-19 enters a critical stage, we are happy with teachers’ compliance with government directives in this war,” says Wababu.

TSC to employ 37,000 new teachers

The Teachers Service Commission (TSC) is lining up 37,000 new vacancies for teachers. Of this, 25,000 will be employed on permanent and pensionable basis while the remaining 12,000 are to be absorbed on internship in the next financial year (2021/2022).

While presenting the Commission’s policy statement to the National Assembly’s Education Committee, TSC Boss Dr. Nancy Macharia said a total of Sh13 Billion will be required to hire the new teachers. Further details show that Sh10.75 billion will be required for employing the permanent teachers while the interns will need Sh2.4 billion.

According to Dr. Macharia this high number of teachers will be required to address teething staffing gaps as a result of double transition to secondary schools in 2023 under the new Competency Based Curriculum (CBC).

“The current Grade four and standard six pupils will transit to junior secondary and form one, respectively, in 2023. This will lead to hire enrollment which will call for additional teachers.” Dr. Mcharia told the Legislators.

But, the Commission’s 2021/2022 budget has been slashed from the required Sh300.503 billion to Sh281.704 billion.

The Commission has at the same time advertised 1,550 vacancies to replace teachers who exited service through natural attrition (1,119 posts for primary schools and 431 posts for secondary schools).

How to apply

Interested and qualified candidates for secondary school vacancies should submit their applications online through the Commission’s website, www.tsc.go.ke under ‘Careers’ or teachersonline.tsc.go.ke not later than 8th March, 2021.

Primary school vacancies will be filled using the 2020/2021 Merit Lists generated in September 2020. Successful candidates will be informed by the County Directors of the counties where they were merited.
