Communications Authority takes these steps to protect children online

The Communications Authority of Kenya (CA) has unveiled an awareness campaign to enhance child online safety as it seeks to step up advocacy on responsible use of the internet.

Speaking during the launch at CA headquarters, Ministry of ICT, Innovation and Youth Affairs Cabinet Secretary, Joe Mucheru, said that research had shown that children are getting onto the internet younger.

“A report by UNICEF says that, globally, a child goes online every half a second! That’s a lot of children who ideally should be nurturing their physical and mental health by playing outside with their peers, but are instead spending time in gloomy rooms trawling the internet,” said Mucheru.

The CS said there have been increased cases of cyber bullying which have resulted in lowered self-esteem for the youth, and in extreme cases, self-harm and even suicide. “We have seen some Hollywood movies normalising suicide in children; actually not just normalising but even giving some tacit encouragement to children to pursue this dangerous route,” he said.

The CS said Covid-19 pandemic has opened a Pandora’s box where some of the children who might not have been exposed to the internet had little choice than to embrace the internet as they attended virtual classes during the lockdown.

“We now live in a world where the ubiquity of the digital world is no longer in question,” Mucheru said. “Just this week, a story run by the BBC depicted how a six-year-old girl had to undergo emergency surgery after swallowing magnets to imitate tongue piercings in TikTok videos. In the US, it has been reported that teen suicide spiked after the debut of Netflix’s 13 Reasons Why,” said the CS.

Mucheru explained that closer home, although not very well documented, some children have been impacted negatively as they ape characters that they interact with through social media – be it dressing, vulgar language, explicit music and content, aggressive attitudes and many other characteristics.

“Are we as parents and guardians – be it at home, school or churches – playing our expected role to ensure that our kids are aware of the dangers posed by the internet? Are we effectively acting as the second layer of gatekeepers?” posed Mucheru.

State Department of Broadcasting and Telecommunications Principal Secretary (PS) Esther Koimett said through the National ICT Policy, they have expressed deliberate measures to ensure the aspect of safeguarding children and the youth in online spaces, is given the attention it deserves.

“Most importantly, is the focus of the policy that calls on all of us, the young and young at heart, to come up with innovative “online values” that we can instil in our children, right from the time they start interacting with technology,” said Koimett.

CA Chairman Kembi Gitura noted that cyber criminals are taking advantage of the high uptake and usage of internet to lodge attacks, citing the reported online crime that rose by 37.8 per cent to 38.7 million in the quarter ending June 2021. A majority of these threats were malware attacks, recording the highest jump of 6.9 per cent to stand at 23 million.

“Other than coming up with innovative ways to deal with cybercrime, we need to join hands in creating awareness on safe use of internet facilities. We need to empower our children, teachers and parents with the necessary knowledge and skills to effectively guide children on the use of internet services,” Gitura said.

CA Ag. Director General Mercy Wanjau said that the Authority is also partnering with the Ministry of Education and other stakeholders, with a focus on reviewing the Schools Safety Manuals to incorporate aspects of child online protection and encourage schools to facilitate a safer online experience for learners.

“We are also working with the Kenya Institute of Curriculum Development (KICD) to incorporate child online protection in the current competence-based school curriculum,” she said.

Wanjau said that the Authority in partnership with other stakeholders locally, developed Standard Operating Procedures for Handling Complaints, Cases and Incidents on child online protection.

“We are grateful for the insights and support of these stakeholders, which include the  Ministry of ICT, Innovation and Youth Affairs, Ministry of Education, Teachers Service Commission, Kenya National Commission on Human Rights, Childline Kenya, Department of Children’s Services, Directorate of Criminal Investigation, Anti-Human Trafficking Child Protection Unit, Kenya Law Reform Commission, Office of Director of Public Prosecution, Office of the Attorney General and the Commission of Administrative Justice.

These procedures which are expected to undergo validation in November 2021 will guide the mechanisms to harmonise the handling of child online abuse complaints, cases and incidents in Kenya,” she said.

School Games: The emergence of All Saints Academy as a Rugby Power House.

School Games: The emergence of All Saints Academy as a Rugby Power House.

Mention KSSSA Rugby 15’s and the name of All Saints Academy will surely crop up. The Eastern Region based Power houses are the reigning Kenya Secondary Schools Sports Association, KSSSA, 2024 Gold Medalists in their just second appearance at the National Stage.

In their maiden appearance at the national stage, last year, the hard fighting boys clinched Silver.

The school, All Saints Embu High, is located in Embu west Sub county , Embu county.

It is a private school with a student Population of about 200 and headed by the big man himself Sir Franklin Chabari.

Under the stewardship of Ben Mwenda (Coach) and Denis RonoHOD Games), All Saints first participated at the 2022 Nationals in 7’s and ranked 6th overall.

And, guess what, All Saints fall twice to their bitter rivals Butula before outwitting them at the final this year. In the 2023 final, Butula handed All Saints a painful defeat of 38 vs 00 at the finals.

The two teams would then meet at this year’s Championship in Machakos. Their preliminary match ended at 09 vs 12 with Butula emerging winners.

But, All Saints had other ideas. They composed themselves to have a sweet revenge at the finals and lift the title; with a 12 vs 10 score line.

Principal Chabari attributes this success to hard work and commitment.

“We started building the team in 2021with the form 1 class, the team now is made up of form one, two, three and four students all bred in our school.” Says Sir Chabari.

All Saints are the reigning Eastern region 7’s and 15s champions. They have also collected over six trophies from various tournaments.

Here is a sneak review of their performance at the 2024 Brookside Dairy KSSSA National Term One Games:

Preliminaries’ results
  • All Saints 27 vs 08 Saint Patrick’s Iten
  • All Saints 06 vs 03 Kisii School
  • All Saints 09 vs 12 Butula Boys
Semis results
  • All Saints 33 vs 10 Lenana School
Final Result
  • All Saints 12 vs 10 Butula Boys

Here are the KSSSA National Term One Games 2024 All Final Results

Reason behind their success.

Among other reasons, the school has had:

1. Intensive and progressive training of students as they join form 1

2. Exposure of players through tournaments

3. Discipline and commitment of the boys.

About the School Principal.

The Principal who has previously served as the Eastern region chairman and KSSSA national executive member is passionate about rugby. He has also served as a commissar at the national level.

All Saints have an elaborate work plan; going forward;

  • The administration intends to make All saints a leading incubation centre for rugby players.
  • They also target to Win the East Africa School Games (FEASSSA) title this year in Uganda.
  • Helping the boys to access national and international scholarships courtesy of rugby remains within the school’s main focus.

Above all, the school acknowledges support from: Mr. Kithinji Kiragu – (Chairman BOD), Director Tom, Mwalimu and Embu county Education office.

Ways to make your cooking gas last longer

Cooking gas is the commonly used source of fuel in most homes. This is because it is much cheaper, compared to electricity. But, you may have realized that your favourite cooking gas does not last longer, like before.

A number of factors may be contributing to the fast draining of your cooking gas. To prevent further losses, go through the researched reasons below and work on the solutions provided.

What makes your gas not to last longer, like it used to.

1. Unauthorized gas suppliers.

There are so many gas suppliers in the market, today. Gone are the days when we used to have one or two reputable gas companies. Gas brokers have taken advantage of this situation and are now refilling your gas cylinders with poor quality (contaminated gas). And, because the gas is impure, so much of it goes to waste.

Secondly, the unauthorized gas re-fillers do not refill the gas cylinders as required. For instance, a 6kg cylinder may be re-filled with a capacity of 5 to 5.5kg! This way, your gas would not last longer.

The only remedy to this is to purchase and re-fill your gas at reputable and certified shops.

  2. Poor quality burners.

The quality of burner that you use will definately contribute to how efficient the cooking gas is used. Some burners and regulators have low ability to control the amount of gas outlet. As such, use burners and regulators of high quality; in as much as they may be a little bit expensive than the ordinary ones.

3. Leaking gas pipes, regulators and burners.

Always check to ensure that no gas leaks. Gas leakages may not only waste your precious cooking gas gas, but also contribute to lethal accidents. Before you light up your gas, smell and place your ears next to the gas pipes, regulators and burners.

In case you detect a gas leakage, replace the faulty accessory with immediate effect.

4. Colour of gas flame.

A good gas should produce a blue flame always. This flame is otherwise called a non-luminous flame and it produces a strong heat.

If you flame is yellow and sooty then it will waste most of the gas. Consider changing the gas burners with immediate effect to avert further losses.

5. Using hot flames always.

Remember to regulate the amount of gas depending on the nature of meal you are cooking and size of sufuria/ pan. The flame should only cover thye surface of the cooking appliance that you are using.

In case the flame goes out of the cooking appliance surface, consider the reducing the amount of gas out let. This way, you will save substantive amount of cooking gas.

Another way of reducing gas wastage is by using tightly closed cooking appliances. The best appliance here is a pressure cooker.

6. Usage of sooty cooking appliances.

Always ensure that your cooking appliances are clean. Sooty appliances lead to massive gas losses.

Biometric Registration Of All Public Servants Rolled Out

Nakuru County government has launched the biometric registration of its employees to get rid of ghost workers and entrench efficiency and effectiveness in public service delivery.

Governor Susan Kihika however assured that the exercise, which will verify staff on the county payroll and their qualifications, was not meant to victimize anyone but to ensure that all public servants were accounted for.

She said with the biometric registration, the County government would be able to put to rest the issue of ghost workers and enhance efficiency in public resources management.

“This will not only give us a good picture of the capabilities we have in our service, but also provide us data on how we can better deploy these capabilities,” said Kihika.

The governor explained that the acquired data would be used to build a digital registry that would enhance transparency in all human resource management processes, including promotion, deployment and accountability.

A biometric staff audit conducted by Price-Waterhouse Coopers between May 28 and June 16, 2018 revealed that the Nakuru County government paid an average of Sh1.13 million annually to ghost workers.

The audit report further revealed that 23 employees were not accounted for but were still retained in the county payroll, taking home salaries and benefits. The report also indicated that 136 workers in the payroll were missing from the biometric register.

The audit revealed that during the now-defunct municipal system, positions of irrelevant employees including rat catchers were created, contributing to the ever-blotting wage bill.

While observing that the registration exercise would enable strategic planning and budgeting for human resource development, including recruitment, training, and succession management, the governor directed that every staff member appear in person for the registration, having filled the biometric registration form prior to the exercise.

The Governor at the same time called on all county employees to cooperate and participate in the registration exercise to expedite its completion adding that it is in their best interest to get registered lest they are counted as ghost workers.

She said the exercise would be rolled out across all the 11 sub-counties of Kuresoi South, Kuresoi North, Molo, Njoro, Rongai, Subukia, Bahati, Nakuru Town West, Nakuru Town East, Gilgil and Naivasha where workers were required to present an original national ID card, a completed biometric data form, original academic and professional certificates, letters of first and current appointments, a current pay slip and a birth certificate.

The move comes at a time when the county is grappling with a massive wage bill, 10 years since the advent of devolution, which gobbles up more than half of the county’s annual budget.

The devolved unit has more than 6,000 staff on its payroll, most of whom are carryovers from the defunct municipal and county councils. In the past five years, the county has recruited more employees, adding more than 1,200 to the payroll.

According to the 2017/2018 Auditor General report, Nakuru County government’s wage bill increased from Sh4,443,861,221 in 2014/2015 to Sh5,110, 659,087 in 2016/2017 financial year and 5, 554,520,308 in the 2017/2018 financial year.

Records from the finance department indicate that out of the Sh17 billion budget for the 2022/2023 financial year, the county will use a whopping Sh7.46 billion (43.6 per cent) for salaries and wages.

The county government, according to the data, has been exceeding the recommended expenditure of 35 per cent for the past five years.

The Public Finance Management Act 2015 sets a limit of the county government’s expenditure on wages and benefits at 35 per cent of the county’s total revenue.

The process of successfully and safely buying land, plots, in Kenya; how to avoid conmen and free land sale agreement form

Land, in Kenya, is a treasured asset. Buying land exposes you to a myriad of challenges that include: double land purchases, con men and even purchasing land classified as riparian. Many land buyers have suffered huge losses incurred from dubious land deals.

If you are buying land from an individual or a group, please follow the following steps:

  1.  Ask to see the title deed or copy of title deed. Then do a search at the ministry of lands to confirm who the real owners are or if the title has any Caveat on it. The search will cost you Sh520.
  2. Do a search with the local authorities to check for any unpaid land rates. If any, agree with the seller on who will settle the debt. Please note that land can’t be transferred if there are unpaid land rates.
  3. Go to the ministry of lands and buy two maps, one showing the exact measurements of the piece of land you are buying (called mutation) and the other showing the neighbouring lands. Each costs Sh350.
  4. With your 2 maps and a surveyor (you can even do it yourself) , visit the land you are buying and verify the details on the map. Check out all the beacons.
  5. Sit down with the land seller and bargain the price. Write down an agreement. The agreement can be done before a lawyer or you may decide to do it yourself. It’s not a must to be written by a lawyer. According to the Law Society of Kenya,  LSK, if the value of the land is below Kshs. 1 million, you pay the lawyer Kshs. 3,000. If above Kshs. 1m, you will have to part with Kshs. 8,000 for the agreement. The spouse, to the seller, MUST BE present during the negotiations.
  6. Pay some portion of the agreed amount or as per your agreement. Don’t pay everything, at this stage!
  7. Book a meeting with the Lands Control Board(LCB). They meet once a month. It will cost you Sh1,000. But there is a special LCB meeting which you can book at Sh5,000. LCB will issue consent for the land to be sold.
  8. Pay the remaining balance after getting consent from LCB.
  9. With the consent from LCB, a recent search(not more than 6 months), clearance form from County land rates, your 2 maps, the agreement, Kenya Revenue Authority (KRA) PIN, 2 Passport  size photographs and copy of the title deed, go to the ministry of lands to change ownership. Where you will part with Sh5,000.
  10. At this stage, you no longer need the seller. Now go and pay stamp duty ie according to the value of the land. 4% of sale value in municipalities 2%
A piece of Land put up for sale in Kenya
N/B:
  • The search at the lands registry and the physical assessment of the property precedes any payment of anything. Do not buy property you have not seen. If buying from a company or other business association ensure that entity exists at the respective registry. You also need to check if the land is freehold or leasehold.
  • For leasehold, the owner of the land needs to be paying rent to the government unless the rent is peppercorn (basically peanuts). You will need to confirm the rent owed and pay to get a land rent clearance. The national Land Commission’s, NLC, consent is required where the land is leasehold.

Agoro Sare Soccer Team at the Ksssa National Term 2 Games 2023: Team News, Fixtures and Results

Homa Bay Governor Gladys Wanga has congratulated the Agoro Sare boys’ football team for winning the Nyanza region’s secondary schools trophy, saying that the county government and Nyanza people were proud of the team.

The Governor spoke when she hosted the Agoro Sare football team alongside the Miranga Girls handball team, which also emerged victorious, and expressed confidence that the school will win the Kenya Secondary School Sports Association (KSSA) football national title.

According to Wanga, Agoro Sare has the capacity to triumph over other teams because the Nyanza region has a history of producing the best soccer players. Homa Bay is the home of renowned football player Michael Olunga and the home of perennial Kenya Premier League winner Gor Mahia.

The Governor said Agoro Sare has put Homa Bay on the national map by winning the regional football trophy.

“The team has put Homa Bay on top regionally. You have our full support, and we’re hopeful you will bring us the national trophy,” Wanga said.

The Governor was in company with her Deputy, Oyugi Magwanga, Homa Bay County Secretary Benard Muok, and Sports County Executive Member Sarah Malit, among others.

The Agoro Sare football team, which won against Kisumu Days Secondary School, will proceed to the national championships, which will be held in Kakamega County.

The Governor donated Ksh. 66,000 to the team to buy soccer boots. “The entire Nyanza takes pride in your victory. Using your slogan, One Team, One Fight, we wish you all the best,” she added.

Homa Bay is also preparing a team that will compete against other counties in the forthcoming Talanta Hela games.

The Governor took the opportunity to announce that her administration will increase the county bursary kitty from Sh2.5 million to Sh4 million per ward. Homa Bay has a total of 40 wards.

“We have also allocated Sh6 million to improve Early Childhood Development centres in each ward,” Wanga said.

Magwanga asked the national team representatives from the county to maintain high discipline to ensure their success. “Commit yourselves to discipline and dedication to enable you to win against opponents,” Magwanga said.

The Salaries and Remuneration Commission (SRC) is established under Article 230(1) of the Constitution of Kenya, 2010, to set and regularly review the remuneration and benefits of all State officers, and advise the national and county governments on the remuneration and benefits of all other public officers. In discharging its mandate, SRC is guided by principles set out in Article 230(5) of the constitution, and Section 12 of SRC Act, 2011.

  • The Constitutional principles are:
    • The need to ensure that the total public compensation bill is fiscally sustainable;
    • The need to ensure that the public services are able to attract and retain the skills required to execute their functions;
    • The need to recognize productivity and performance; and
    • Transparency and
  • Statutory requirement: Equal remuneration to persons for work of equal value as required by Section 12 of the SRC Act 2011.

Pursuant to Section 11(e) of SRC Act, the Commission set a four-year review cycle for remuneration and benefits in the public service. The first cycle covered the period 2013/2014 – 2016/2017, while the second covered 2017/2018 – 2020/2021. The third remuneration review cycle covers the financial years (FY) 2021/2022 – 2024/2025.

In exercise of its mandate as set out under Article 230(4)(a) of the Constitution, SRC reviewed and set the remuneration and benefits for State officers covering the FYs 2021/2022 –2022/2023 as published in gazette notices dated 27th July, 2022.

Further, SRC has reviewed the remuneration and benefits for State officers covering the FY 2023/2024 – 2024/2025 and is proposing the remuneration and benefits for implementation in two phases as follows:
