The Senate Committee on Education has praised Mombasa County’s advancements in Early Childhood Development (ECD) due to its investment in infrastructure, feeding initiatives, and efforts to promote equitable access to education.

The committee, under the leadership of Chairperson Senator Betty Montet, conducted a visit to the region as part of their comprehensive nationwide oversight tour.

During a briefing with Governor Abdulswamad Shariff Nassir, the senators were apprised that the county currently accommodates over 44,820 ECD learners across 94 public facilities, 24 special needs centers, and 955 registered private institutions.

“We are dedicated to ensuring that every child in Mombasa receives high-quality early education,” stated Nassir.

“The county fully finances ECD learners with an allocation of Sh3,200 per child annually. Parents do not contribute; this is completely funded by the county government,” he elaborated.

The funding is allocated for teaching resources, learning materials, and infrastructure. The governor affirmed that 12 new centers are currently under construction, and two state-of-the-art schools have already been completed at a cost of Sh29 million.

Each of the centers comprises four classrooms, a staff room, sanitation facilities, and a dedicated play area.

However, Taita Taveta Senator Mwashushe Mwaruma promptly sought clarification regarding the consistency of costs, questioning whether Sh29 million represented the standard expenditure for all the centers.

The county officials responded that the mentioned figure encompasses provisions for future expansion, with structures constructed on robust foundations to accommodate anticipated population growth.

The county’s ECD feeding initiative was also brought to attention, whereby 8,000 to 10,000 children receive hot meals daily at a cost of Sh30 per child.

Additionally, the county has engaged 342 ECD teachers, with 210 employed on permanent and pensionable contracts, while the remainder are on temporary agreements.

Nassir noted that many teachers were recruited by the prior administration and that the county is working towards streamlining employment terms, which include salary and medical insurance coverage.

“No child should be deprived of education due to hunger, as this is not merely an occasional initiative; meals are provided on a daily basis,” remarked the governor.

“It is a discussion worth having,” remarked the governor, emphasizing that ECD constitutes the foundation of our education system, and the county is already making substantial investments in the program.

Nassir also delineated how the county has reformed its Technical and Vocational Education and Training (TVET) institutions to align with market needs by introducing new courses in maritime studies to leverage the region’s economic potential.

“We also have ambitious plans to transform the Mtongwe Vocational Training Centre into a Blue Economy Hub that trains and equips individuals with skills beneficial to our Coastal Economy,” he added.

The governor also underscored the county’s initiative for acknowledging prior learning by offering certificates to individuals already engaged in trades, transport, and seafaring.

The senators further inquired how such a comprehensive program could be sustained when vocational training had reportedly not received any budgetary allocation.

The governor clarified that Sh15 million has been earmarked for vocational training, with Sh4 million having already been disbursed.

Among the proposals is the conversion of a swimming pool into a blue economy facility designated for training youth for maritime employment in Mtongwe, Likoni.
Meanwhile, Mombasa County has placed a strong emphasis on sustainable water access by drilling boreholes in 20 schools to ensure that learners have access to clean drinking water.

The county is also undertaking efforts to guarantee that sanitation facilities conform to acceptable standards, particularly in Early Childhood Development (ECD) centers that share premises with primary schools.

Simultaneously, the governor indicated that the county is investing in youth skills through the Skills Mtaani initiative, which encompasses financial literacy and vocational training.

The governor also underscored initiatives aimed at assisting youth in obtaining birth certificates and national identification cards to ensure they are not excluded from educational and employment opportunities.

For their part, the Senate Committee observed that Mombasa is among the counties demonstrating significant progress in the implementation of ECD programs.

“This is our seventh county to visit and we’re impressed,” stated Montet.

“Mombasa is establishing a solid foundation, particularly for those who may not proceed to university. That’s the true strength of devolution,” she remarked.

The committee is anticipated to present a report containing recommendations regarding policy, funding, and employment structure to the Senate.

Special Schools Benefit From University Partnership

Special schools in Thika have benefited from partnerships with the local education giant, Mount Kenya University, in areas of training and outreach programmes reducing students’ challenges and improving learning environment.

Among the schools is the St. Patrick Special School where through joint partnership, is set to benefit from equipment, community outreach, training and research.

MKU Vice Chancellor (VC) Prof Deogratius Jaganyi, said they are also working with a local organization, Kilimambogo Blind Trust Association (KBTA), where they jointly support 24 students with vision impairment.

Through the partnership, he said, KTBA has managed to introduce the Orbit Reader 20, a computer with braille provision, to replace the analog braille, thereby, improving efficiency and effectiveness in learning among vision impaired students.

“At the St Patrick Special School, we shall work through a tripartite partnership with the school and Lion Club, their main sponsor, to engage in community outreach and support the students to achieve their dreams,” he said.

He said the University has been working with People Living with Disability (PLWD) as they have received close to 100 students abled differently from the Kenya Universities and Colleges Central Placement Service (KUCCPS) in the last two years.

The VC said the University has put in the necessary infrastructure to train the students and give them a good learning environment, calling on other universities to follow suit.

“We have an office that spearheads the coordination of students from the University and non-students from the community who are abled differently. This has helped in reaching out to as many of the students as possible,” he said.

He was speaking when the University fraternity visited St Patrick’s Special School in Thika, today.

The VC was accompanied by MKU Principal, Corporate Services, Prof Peter Wanderi and St Patrick’s School Principal James Macharia.

Macharia called on the University to frequently organize motivational talks with its students to help them achieve their dreams.

He said the school was experiencing a lot of challenges, including an acute shortage of teaching staff and that MKU students would be in tutoring.

“The University is ready to support the Institution. We want to intensify the partnership with the school and the Lions Club International, who are the main sponsors and help our children,” said Prof Jagayi.

Here are the 2021 admission dates- Education Ministry

The 2021 form one admission dates have been released by the Education Ministry. According to the latest guidelines from the Ministry the 2021 reporting period will last for only five days.

The 1,187,517 form ones will report between 19th and 23rd July, 2021. Incidentally, other learners will be on recess since the 2021 academic year starts on 26th July, 2021.

Learners who may be satisfied to schools where they would be placed will have a one month window to apply for change of placement. The Ministry has set the review period to be from the 20th June to 20th July, 2021.

Application for change of placement will be done online and would only be possible if vacancies would still exist in the ‘preferred schools’.

Education Cabinet Secretary, Professor George Magoha, has insisted that all the 2020 Kenya Certificate of Primary Education (KCPE|) candidates will transit to secondary school.

“I wish to assure the country that the ministry has conducted an audit of all new and existing vacancies in all our private and public schools to enable us to admit all learners under the free day secondary school programme..We are determined to work with the relevant agencies to ensure no candidate misses a place in secondary school,” says CS Magoha.

Over 33,009 form ones will be admitted to national schools. Similarly, about 184,816 of the 2020 KCPE candidates will extra county schools, and a further 188,454 in county schools.

Close to 669,145 students will join the sub-county schools.

Form One 2021 Selection for KCPE 2020 Candidates- The Ministry of Education has completed the 2021 form one placement process for KCPE 2020 Candidates. The Ministry has at the same time announced the form one placement results. The 2020 KCPE candidates can now download their admission letters.

The 2020 KCPE candidates have now been selected to join National Schools, Extra County Schools, County Schools and Sub County Schools.

How to receive 2021 form one placement results for KCPE 2020 Candidates

You can receive your selection results through SMS. Just go to messages and compose a new SMS. Type your index number in full (as used during KCPE registration). Finally, Send your index No. to 20042. You will receive your results on your mobile phone in a few seconds.

Disclaimer; Only send this SMS once the results have been declared by the Education Cabinet Secretary. This is because this SMS is a premium service and charges Sh25 per SMS sent.

Education Ministry under scrutiny as politicians issue employment letters to new QUASOs

Concerns have been raised regarding the methodology employed by the Public Service Commission (PSC) in the recruitment of Quality Assurance and Standards Officers (QUASOs), who were subsequently assigned to field offices by the Ministry of Education (MoE).

Educationists express apprehension over the MoE’s irregular appointment of over 110 QUASOs from the middle of last year to early this year, executed without the standard procedure of advertising or interviewing candidates.

It is noteworthy that the individuals who received these positions were predominantly sourced from the teaching community, with appointment letters being distributed by prominent politicians and influential governmental figures.

A senior government official within the MoE, who preferred not to be interviewed due to concerns of potential repercussions, verified the appointments and assignments of the QUASOs to mitigate the existing shortage of officers in the field.

“It is indeed accurate that the Ministry hired the officers to remedy the deficit of QUASOs in the field. We are experiencing shortages of officers at our sub-counties, and it is imperative that these positions are filled. However, we have noted that the number of individuals hired is excessively high,” stated the official.

The senior officer, who possesses insights into the operations at the MoE headquarters, acknowledged that the Government did not publicize the positions nor conduct interviews prior to the deployment of the aforementioned personnel.

“The Education Cabinet Secretary, as mandated by law, is responsible for declaring the vacancies and informing the Public Service Commission (PSC) to publicly advertise the positions, shortlist candidates, conduct interviews, and formally appoint the officers by issuing appointment letters. The Government’s recruitment agency opted for a different approach,” revealed the MoE insider.

Individuals familiar with these developments have urged the Ethics and Anti-Corruption Authority (EACC) to promptly investigate the selection process by which the teachers were appointed as QUASOs, given that the formal procedure was not adhered to.

These concerns arise from allegations suggesting that between July 2024 and February this year, the MoE, influenced by politicians and certain senior government officials, covertly issued appointment letters to teachers who were either relatives or political allies to join the MoE as QUASOs.

In an effort to substantiate the allegations, Education News undertook a fact-finding mission across several counties to ascertain whether officers had been recently appointed as QUASOs.

The findings indicated that some teachers had indeed joined the QUASO department as a result of connections with high-ranking politicians and influential government figures.

The purported irregularities appear to have generated considerable anxiety among existing officers within the QUASO division under the MoE, particularly when they became aware that some newcomers were reportedly appointed to positions higher than their own.

“It adversely affects our morale to witness teachers from the classroom being promoted by politicians to supervise us in the field. To exacerbate our discontent is the fact that no recent advertisements or interviews were conducted for these appointments,” remarked a senior QUASO from the Eastern region.

Furthermore, there are assertions that certain unnamed Members of Parliament within the Education Committee are exploiting the existing vacancies for QUASOs at the MoE to bestow positions upon their relatives and associates.
“This practice among politicians of circumventing the law to reward their supporters constitutes complete impunity and must be halted. Experienced officers are disheartened by such conduct. How can one impose inexperienced teachers and other recruits upon seasoned officers, and what audacity allows for their hiring in higher job categories? queried the irate QUASO.

Recently, the image of the Teachers Service Commission (TSC) has come under intense scrutiny following instances where some Members of Parliament were recorded distributing employment forms in their constituencies. This occurs while the Commission subjected other Kenyans to a competitive process in the recruitment of teachers. The public has raised concerns regarding how those with influential connections are being provided with free employment forms, while others are subjected to demanding assessments.

It is imperative to highlight that the Ministry of Education has not advertised officer vacancies for the past four years yet has proceeded to make replacements. Previously, the government announced a moratorium on employment within the civil service. ”

REMOTE LEARNING RECOGNITION OF THE BEST COUNTY TRAINERS AND BEST MATHEMATICS AND SCIENCE TEACHERS DURING COVID-19

1. PREAMBLE

As an intervention measure to mitigate COVID-19 and in endeavour to ensure that
quality teaching and learning is continuing even as schools are closed, CEMASTEA has gone fully digital and converted its training programmes which have largely been face to face to fully online.

During this COVID-19 Pandemic period, CEMASTEA has continued to implement its training programmes online using learning management systems notably, the Google Classroom.

The focus of the INSET is to build capacities of teachers on innovative pedagogy including delivering the curriculum online. CEMASTEA has trained 1,163 County Trainers from June to July 2020. The County Trainers are now cascading the training to approximately 11,000 Mathematics and Science teachers all over the country from 5th August to 4th September 2020 with the support of CEMASTEA staff.

All the trained teachers and County Trainers will then be required to create Google Classrooms with their students and start teaching them online from 7th September 2020 until schools reopen.

In order to motivate and encourage the teachers to develop the requisite skills and be innovative in teaching learners online, CEMASTEA has partnered with e-Kitabu to introduce a competition during the COVID-19 pandemic period to encourage teachers to develop and deliver online lessons to learners using a suitable learning management system.

2. COMPETITION CATEGORIES

The competition will be rolled out in two categories as follows: to and

2.1. Category 1: County Trainers

This category will be open to the County Trainers from the 47 counties and 8 regions who met qualifications requirements during the 2020 Online National INSET.

Using the assessment criteria under section 3, Cohort Coordinators and CEMASTEA staff who conducted the 2020 National INSET will assess and identify the best Google Classroom Project created by the County Trainers per county

2.2. Category 2: Mathematics and Science Teachers

Category 2 will be open to the Mathematics and Science teachers drawn from the 47 counties and 8 regions who will qualify during the on-going 2020.

Using the assessment criteria under section 3, the County Trainers who are conducting the
2020 Online County INSET will assess and identify the best Google Classroom Project per county as created by the teachers.

They will be guided by the County Trainers’ Representative and the CQASO. The Liaison Officer will provide technical support.

REQUIREMENTS

For any County Trainer or teacher to participate, they must:

1) Register for the competition
2) Complete the project
3) Have qualified during the Online 2020 National and County INSETs respectively

ASSESSMENT CRITERIA

Assessment of the submitted projects will be based on how well the teacher was
able to:

1) Create suitable online content in a learning management system
2) Prepare a suitable lesson plan or implementation plan to use for teaching
implementing the online content;
3) Deliver or engage learner meaningfully in the learning process using the online content.

AWARDS

1) The best project in the county will be awarded a present
2) The best project in the region will be awarded a laptop
3) The best three projects nationally will be awarded KShs. 100,000/=; KShs. 75,000/=; and KShs. 50,000/= for the 1st; 2nd; and 3rd positions respectively.
4) All the awards will be accompanied with a certificate

TIME LINES

The assessment will be completed by 31st October 2020 while the awards will be given in November 2020.

IMPACT

It is hoped that this recognition will go a long way in making remote learning entrenched in schools and benefit the learners.

KUPPET Partners With University In Teacher Training

Kenya Union of Post-Primary Education Teachers (KUPPET) Homa bay branch is set to partner with Tom Mboya University College to enable teachers further their education in the university.

Union branch Executive Secretary Steven Yogo said this was in line with the union’s objective to encourage secondary school teachers under the Teachers Service Commission (TSC) to attain higher education levels.

In a meeting between KUPPET and top administrators of Tom Mboya the two bodies agreed on a plan that will allow TSC teachers with Diploma certificates to enroll for graduate studies.

“The contract we are looking to sign in the near future will allow secondary school teachers within Homa Bay County under TSC to join the university college for their Degree studies at second year levels rather than first year,” said Yogo.

Yogo explained that the university will also generate a website that will enable secondary school teachers within the county to access online classes in line with Covid-19 protocols.

The secretary urged teachers to take extra precautions against the virus.

Sh200 Million Bursary Allocated To Maritime Students

Kenya Maritime Authority (KMA) has allocated Sh200 million to train hundreds of students undertaking maritime courses at Bandari Maritime Academy and other accredited institutions.

KMA Chairman Geoffrey Mwongo said that the funds have been allocated to benefit students who were unable to pay fees and attract more qualified ones to undertake key courses required for the country to tap into the existing opportunities found within the blue economy.

He said last year, Sh50 million were allocated to the bursary kitty which supported beneficiaries continuing with their studies without any hitches.

“Last year, we set aside Sh50 million. This year, we look forward to setting aside Sh200 million to ensure that we don’t deny opportunities to those students who can’t afford to pay for their courses so long as they are in Bandari College or any other institution accredited by KMA,” he said.

He was speaking during the official launch of the Association of Maritime Practitioners of Kenya (AMP-K) at PrideInn Paradise Hotel Mombasa.

The National Blue Economy Committee Chairman General (Rtd) Samson Mwathethe who spoke during the event said Kenya should work towards owning its own ships in order to attract young talent and create job opportunities for young cadets in the maritime industry.

Mwathethe challenged both private and the public sectors to work towards realization of this dream observing that there were several ship building companies in the country, including African Marine and General Engineering and Southern Engineering Company, but very few shipping lines.

The Lamu Shipping Company is one of the local companies that has come up and is giving employment and training opportunities to locals.

The company has been operating between the Ports of Zanzibar and Lamu, bringing in some of the transshipment cargo from Tanzania to Kenya.

Mwathethe said there was a need for more ships for Kenya and challenged the newly formed association to also work towards owning its vessels to address the challenges in the maritime sector.

He added that the maritime sector features prominently in Kenya’s long term development blueprint (Vision 2030) of which the third MDG provided specific government policies, programmes and projects for the maritime and other related industries.

“The crucial role of human capital cannot be over-emphasized. Qualified and competent maritime professionals are a key driver to a collective national ambition to build a thriving blue economy that will be at par with other thriving maritime nations,” said Mwathethe.

He hailed the formation of the association saying that it would play an important role in Kenya’s maritime industry.

He stated that the association would play a critical role in the production of qualified professionals in the maritime industry in support of marine education and training institutions in compliance with national and international standards.

“The association will also ensure that maritime professionals uphold national and international professional ethics and best practice in the industry. This will establish Kenya maritime professionals as tradable brands in the global maritime market hence help create a market for Kenyans abroad while attracting maritime investment here at home,” he said.

He further called upon members of the association to remain loyal to the organization to achieve their objectives and called on all industry players to work together.

The Principal Secretary in the State Department for Shipping and Maritime Nancy Karigithu, who gave her keynote address from the United Kingdom, said that there was need to improve on capacity building within the maritime sector.

She stated that the government identified the blue economy as one of the key pillars in the country where capacity building was identified as a critical component and an enabler of the blue economy development.

The PS added that the Bandari Maritime Academy had been identified as a national centre of excellence for skills development in the blue economy.

“We expect the institution to produce out more than 10,000 world class seafarers annually among other skills. Plans are underway to improve the maritime sector in line with the international obligations,” said Karigithu.

She added that the government had adopted a number of instruments of IMO in order to make it easier for those seeking jobs in the industry and also make Kenya more competitive as a labour supplying nation.

“We have made amendments to the labour maritime convention which is very key in giving Kenya a level playing field in the global environment of work. We are also developing the maritime wages council expected to be rolled out soon to make Kenya as competitive as possible,” she said.

Also present during the launch was Captain Musa Hamza, Chairman of Tanzania Shipping Agency Corporation who hailed the formation of the association stating that the region faced common maritime challenges.

He stated that the idea of the blue economy was articulated by the African Union that called on the people in the Maritime Industry to come together.

“The spirit of regionalization cannot be overemphasized. I assure you that the Maritime Industry is ready to work with Kenya,” said Hamza.

Education Ministry gets 300 multi-functional Orbit Readers

It is a big sigh of relief for visually impaired secondary school students after the Ministry of Education received about 300 multi-functional Orbit Readers 20 from Unilever Kenya. The devices will assist the learners during their lessons.

While receiving the devices on Thursday at the Kenya Institute of Special Education headquarters in Nairobi, the Director of Special Needs Education, Fred Haga, expressed his joy saying the devices were very important as they will assist the blind and deaf-blind learners to more easily access education in schools.

He said lack of enough braille equipment was hampering the teaching-learning process for the visually challenged learners. Haga said this was derailing the Government’s commitment of ensuring that every child has access to quality education.

“Currently braille materials distribution ratio to students is 1:5 whilst the students with no disability enjoy the textbooks at a ratio of 1:1” Haga said.

The braille assistive devices worth Ksh 22 million were produced by Kilimanjaro Blind Trust Africa (KTBA) in partnership with the Kenya government to ensure sustainability for blind learners.

Susan Akuya demonstrates the use of the Orbit Reader at the KBTA Orbit Reader-20 donation. KBTA aims at providing digital literacy and skills to visually impaired learners in East Africa and Malawi.

Speaking at the event, the General Manager, Unilever Kenya, Ochieng Luck said the provision of learning materials to special schools demonstrates inclusivity, as they are important for the development and integration between learners who may have visual impairments with their sighted peers.

Senior School Placement Under CBE: What Parents and Learners Need to Know

Grade 9 learners will transition to Senior School after sitting for the Kenya Junior Secondary Education Assessment (KJSEA) in November.

Understanding the Transition from Junior to Senior Schools

With the entry of the first cohort of the Competency-Based Education (CBe) into Senior School (Grades 10–12), this year represents a major turning point in Kenya’s educational system. This change marks the end of junior school and the start of the last stage of CBE basic education.

All Grade 9 students must take the KJSEA, the first national exam administered at the junior school level since the introduction of CBE in 2017, in order to advance to senior school. 60% of the final score will come from the exam, which is given by the Kenya National Examinations Council (KNEC), with the remaining 40% coming from assessments taken in school.

How Placement Will Work

In contrast to the 8-4-4 system, which assigned students to schools classified as national, extra-county, county, or sub-county, CBE implements a system based on career pathways. This method will use three main pathways to guide students into senior school:

  1. Arts and Sports Science
  2. Science, Technology, Engineering, and Mathematics (STEM)
  3. Social Sciences

Your child’s placement will be determined by their KJSEA performance, school-based assessment scores, and personal interests as indicated in questionnaires issued by KNEC. These questionnaires will help match learners to pathways that align with their strengths, talents, and aspirations.

School Placement Considerations

While primary schools housed junior schools (grades 7-9), senior schools will now be independent establishments with the resources necessary to support particular career pathways. Students will be admitted to schools according to their infrastructure, staffing, and ability to support specific pathways.

For example:

  • National schools, which have the best facilities, may accommodate students across all three pathways.
  • Extra-county schools may have the capacity for only two pathways.

In addition to academic achievement, regional balance, inclusivity, and closeness to home will all be taken into consideration when placing students. The goal of the CBC framework is to ensure that students attend senior schools closer to their homes by reducing the need for them to travel great distances.

Gender-based school segregation will also be abolished, so students will be grouped according to their chosen path, even if a school was previously assigned to either boys or girls.

What This Means for Parents and Learners?

Parents should begin thinking about which pathway best fits their child’s interests and strengths as we move into this new system. In contrast to the conventional 8-4-4 placement model, CBC provides a more individualized approach, guaranteeing that students are positioned in a setting that maximizes their potential.

This is an exciting chance for students to acquire skills that will help them in their future careers in science, business, sports, the arts, and more, as Senior School placement now places more emphasis on competence than competition.

The New University Funding Model, launched by Ruto’s administration, faced legal challenges following stakeholders’ concerns regarding the distribution of scholarships and student loans.

The government has announced that it is contemplating revamping university fee structures after the High Court annulled the New University Funding Model.

During his appearance before the Senate Standing Committee on Education on Thursday, March 20, Higher Education Loans Board (HELB) CEO Geoffrey Monari elaborated that revamping the fee structures was one of the four options under consideration.

He mentioned that the government was also exploring the possibility of implementing a hybrid funding model through scholarships, HELB loan distributions, and collaborations with the private sector.

He indicated that the government was additionally looking into increasing bursaries and HELB funding to support students.

“The government is also weighing the expansion of Higher Education Loans Board (HELB) financing, enhancing bursary distributions, and modifying university fee structures to achieve a balance between affordability and institutional sustainability,” he remarked.

Conversely, Higher Education PS Beatrice Muganda noted that the government was engaging with various stakeholders to address the legal matters that led to the funding model being deemed unconstitutional.

“The government is actively collaborating with stakeholders, including the judiciary, universities, and financial institutions, to tackle the legal hurdles and bring clarity back to higher education funding,” she mentioned.

The New University Funding Model, introduced by President William Ruto, was contested in court after stakeholders expressed concerns over the distribution of scholarships and student loans.

In his defense, Ruto has advocated for the new model, asserting that it supports students who require greater assistance in covering their tuition fees.

New boarding school to be constructed here

The government will construct a modern boarding primary school as part of its commitment to improve education standards in Turkana county by constructing modern primary schools and ECDEs.

The National Drought Management Authority(NDMA) is at advanced stages of constructing a modern boarding mixed primary school at Urum, Loima sub county that will ensure pupils from Turkana and West Pokot access education.

NDMA county coordinator Abdkikadir Jillo said during a meeting attended by Cabinet Secretary for Devolution Eugene Wamalwa that the concept note for the school has already been completed in collaboration with the county government.

“We have budgeted for the school and we shall commence works in the new financial year,” said Jillo.

Wamalwa said the government has constructed a similar school at Nasol, West Pokot county to foster peaceful coexistence between the Turkana and Pokot communities.

Responding to area MCA Patrick Imana who had requested to know the fate of Urum pupils whose school was blown away by wind late last year, Jillo said the project has been factored and would start in the 2021/2022 financial year.

At the same time Turkana County Deputy Governor Peter Lotethiro has said the county would construct an Early Childhood Development Education centre to cater for the growing population at Lokiriamet, in the same sub county.

National, Extra County and County Schools to be abolished and renamed: Final CBC Task Force Report

Categorization of schools as National, Extra County, and Sub County Schools will be abolished and replaced with a new grading system for schools. This is if final recommendations by the Presidential Working Committee on Educational Reforms task force will be implemented.

Section 43 (1) of the Basic Education Act categorises schools as public schools and private schools only. Regulation 79 of the Basic Education Regulation 2015 further classifies basic education institutions into:

Gender of learners admitted; National, extra-County, County or Sub-County; boarding or day school; low-cost boarding school (in the case of Primary School); and Special Needs Education institutions.

The stakeholders raised concern about the current categorisation of schools which they deemed to be discriminatory in terms of distribution of resources and resulted    in     over-enrollment in certain schools and under- enrollment in others.

The Committee is recommending that Regulation 79 (b) of the Basic Education Regulation 2015 be deleted. Consequently, the classification of institutions as national, extra-county, county or sub-county be repealed and replace the provision with the following classification:

  • Day;
  • Boarding;
  • Mixed (day/boarding);
  • Mixed (boys/girls); and
  • According to pathways at Senior Secondary.
