TSC releases first batch of 2025 teacher promotion letters to counties
The Teachers Service Commission (TSC) has issued the initial set of teacher promotion letters. These letters have been delivered to the TSC County Directors’ offices for distribution to the teachers.
However, TSC has yet to publish a list of teachers who were successfully promoted following the promotion interviews held in January and February.
In accordance with the Commission’s policies, it is mandatory to publish and publicly release a list of promoted teachers.
However, as of 31st March 2025, TSC has not made the list of promoted teachers available on its website.
Promotion letters will be provided to the successful teachers, while regret letters will be issued to those who were unsuccessful.
The promotion interviews for post-primary school teachers, which commenced on 27th January, concluded on 6th February 2025.
Post-primary institutions include Teacher Training Colleges (TTCs) and secondary schools.
The promotion interviews for primary school teachers, which began on 13th January, concluded on 23rd January 2025.
The Commission had announced 25,288 promotion slots for both primary and post-primary school teachers.
TSC initially advertised 5,690 promotion slots for school administrators through Advert 1 to 4 of 2024, which was active from 12th to 18th November 2024.
Subsequently, on 17th December 2024, TSC promoted an additional 19,943 slots for teachers from job group C1 to D3, allowing them to apply online.
Of these, 16,109 slots were allocated to primary schools, while a total of 9,179 positions were designated for post-primary institutions.
This year’s promotions, similar to last year’s, saw a significant number of teachers applying for the various advertised positions, highlighting the need for increased teacher promotion.
According to TSC, a total of 189,000 teachers submitted applications for promotions and were shortlisted, out of which 96,640 were primary school teachers and 44,043 were post-primary school teachers.
This year’s promotion interviews differed from those of the previous year, as no questions were posed by the interview panels.
The interview panels, comprised of Sub County Directors, Human Resource Officers, and Curriculum Support Officers, primarily focused on document verification.
Teachers were required to present their identification cards, academic credentials, and various other documents for verification during the interviews.
The TSC promotion scoresheet favored older teachers, specifically those aged forty-five years and above.
In the scoresheet, teachers aged fifty-five years and above were awarded 30 marks.
Teachers between the ages of fifty and fifty-four received 26 marks, while those aged forty-five to forty-nine were awarded 22 marks.
Teachers aged forty to forty-four scored 18 marks, whereas those aged thirty to thirty-nine received 14 marks in the scoresheet.

Those who are successful will be contacted to collect their promotion letters by the County and Sub County Directors and will be assigned to schools that have vacancies.
The unsuccessful candidates will receive regret letters and may attempt their chances in the future. The TSC has been allocated Ksh 1 billion for the promotion of teachers this year.
The TSC is confronting significant retirements of teachers at the end of June and in August of this year, and the promotions aim to address the numerous vacancies left by Heads of Institutions (HOIs) and Deputy Heads of Institutions (DHOIs) who have retired and others who are scheduled to exit this year.
However, those who are successful will be required to present the five Chapter 6 documents to finalize their promotions.
Chapter 6 of the Constitution mandates that individuals employed in the public sector, also referred to as state officials, demonstrate leadership and integrity.
Consequently, employers require clearance certificates to verify that the employee demonstrates personal integrity, competence, and suitability.
Below are the five documents that are mandatory in accordance with Chapter Six of the Kenyan Constitution on Leadership and Integrity.
1. Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
2. Clearance Certificate from the Higher Education Loans Board (HELB)
3. Tax Compliance Certificate from Kenya Revenue Authority (KRA)
4. Clearance from Ethics and Anti-Corruption Commission (EACC)
5. A Clearance Certificate from an approved Credit Reference Bureau (CRB)
The TSC is currently seeking additional funds to promote 20,000 teachers this year.

TSC releases first batch of 2025 teacher promotion letters to counties
The first set of teacher promotion letters has been issued by the Teachers Service Commission (TSC). The TSC County Directors’ offices have received the letters for teacher issuance.
However, the TSC has not yet made public the names of the teachers who were effectively promoted after participating in the promotion interviews in January and February.
A list of promoted instructors must be published and made available to the public in accordance with Commission policy.
However, TSC has not made the list of promoted teachers available on its website as of March 31, 2025.
Promotion letters will be given to successful instructors, while remorse letters will be sent to those who were unsuccessful.
The promotion interviews for post-primary school teachers began on January 27 and concluded on February 6, 2025.
Secondary schools and teacher training colleges (TTCs) are examples of post-primary institutions.
The promotion interview for primary school teachers began on January 13 and concluded on January 23, 2025.
For teachers in both primary and post-primary schools, the Commission had advertised 25,288 promotion positions.
Through Advert 1 to 4 of 2024, which was live from November 12 to 18, 2024, TSC initially promoted 5,690 promotion vacancies for school administrators.
The TSC then posted 19,943 more openings for teachers in job categories C1 to D3 to apply online on December 17, 2024.
Out of these 16,109 slots were allocated to primary schools, and 9,179 seats were available to post-primary schools.
This year’s promotions, similar to those from last year, saw a significant increase in the number of teachers applying for the advertised roles. This highlights the continued demand for teacher promotion.
A total of 189,000 teachers applied for promotions and were shortlisted, according to TSC, including 44,043 post-primary school instructors and 96,640 primary school teachers.
Unlike last year’s promotion interviews, this year’s interviews saw the interviewing panels asking no questions.
The interview panels, which were made up of Curriculum Support Officers, Human Resource Officers, and Sub County Directors, mostly focused on document verification.
During the interviews, teachers had to show their ID cards, academic records, and other documents for verification.
Teachers aged 45 and older were given preference in the TSC promotion scoresheet.
Teachers aged 55 and older were given 30 points on the scoresheet.
Participants aged 45 to 49 received 22 points, and those aged 50 to 54 received 26.
In the scoresheet, teachers aged 30 to 39 scored 14 points, and those between 40 and 44 years old scored 18.

The County and Sub County Directors will get in touch with those who have been successful in selecting their promotion letters, and they will be assigned to schools with openings.
Those who are unsuccessful will receive letters of regret and will have the opportunity to try again. This year, TSC received sh 1 billion for teacher promotion.
The promotions aim to fill the many vacancies created by the mass retirements of teachers at the end of June and August of this year, as well as the HOIs and DHOs who have retired and others who are scheduled to leave this year.
However, those who are successful will still need to submit the five Chapter 6 papers in order to finalize their promotion.
According to Chapter 6 of the constitution, state officials—also known as public sector workers—must demonstrate integrity and leadership.
As a result, employers require clearance certificates to verify the employee’s suitability, competence, and personal integrity.
