TSC online recruitment portal for advertised teaching vacancies

How to apply for advertised TSC Vacancies- Applications for the Teachers Service Commission (TSC) vacancies are done purely online. In filling the advertised teaching vacancies the Commission invites qualified teachers to submit their applications online at the TSC online recruitment portal; https://hrmis.tsc.go.ke/.

TSC does not accept hard copy applications and therefore you must carefully submit your application online. Some teachers have failed to make it to the TSC shortlisting of applicants because of their failure to submit their applications as required. But, this problem may not get you as we will take you through the correct step-by-step application procedure.

It is important for you to note that the application procedures for primary and secondary school teachers are not the same. As thus, carefully go through the two procedures below to note the difference.

Primary Teachers Online Recruitment Application Process

In case you are submitting applications for the advertised vacancies in primary schools, then this is the correct procedure for you to follow;

1. First, visit the TSC online recruitment portal by using the link; https://hrmis.tsc.go.ke/app/login. Click Career then Teachers/Secretariat then CLICK apply for teachers Recruitment/Internship. The screen below will be displayed.

2. Type in the TSC No, ID number and mobile and choose your selection either
primary or secondary by clicking the drop down menu as shown below and click ok

3. The sms code from TSC Kenya will be send to the applicant mobile phone
and the screen below will appear

4. Type in the sms code as shown below and click ok

5. The screen below will be displayed. Click on Apply/view as shown below

6. The screen below will be displayed where the applicant will fill in the details

7. Choose the Ref from the drop-down as shown and fill the other details not
auto filled and click ‘ok’.

8. The screen below will be displayed. Click yes as shown

Secondary Teachers Online Recruitment Application Process

If you are applying for posts in secondary schools, then you will have to follow the procedure below;

1. Click Career then Teachers/Secretariat then CLICK apply for teachers Recruitment/Internship. The screen below will be displayed.

TSC promotions and new salary structure for teachers

The Teachers Service Commission (TSC) has effected the promotions of over 16,000 teachers. This followed an intensive and competitive selection process in which a number of factors were considered. Some of the factors considered include: Lengthy of stay at the current grade, satisfactory performance and regional balance.

Also considered was the teacher’s rating in the Teacher Performance and Appraisal Development (TPAD).

The Promoted teachers have been issued with their promotion letters. You can check if you have been promoted here.

New salaries and allowances.

The promoted teachers are lucky as they will now receive increased salaries and allowances. It is important to note that these new salaries and allowances will be back dated to March, 2021. Consequently, a salary boom awaits these promoted teachers.

The newly promoted 1,341 Deputy Principals I in T-Scale 13 (D3) will be the biggest beneficiaries. These teachers will now pocket a monthly basic salary of Sh104,644. Also to be increased will be their commuter allowances to Sh14,000 monthly. This is not all as their leave allowance will now be Sh10,000 per month. The highest house allowance paid to these teachers will now stand at Sh50,000 monthly.

The 1,096 Deputy Principals II T-Scale 12 (D2) will also receive increased perks. The teachers will receive a monthly pay of Sh91,041. This will come with increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000) and monthly House Allowance (to Sh50,000).

The promoted 39 Senior Lecturers I T-Scale 12 (D2) will receive a monthly pay of Sh91,041. This will come with increase in monthly Commuter allowance (to Sh13,000), Annual Leave Allowance (to Sh10,000) and monthly House Allowance (to Sh50,000).

The promoted 1,590 Deputy Principals III T-Scale 11 (D1) will receive a monthly pay of between Sh77,840 and Sh85,269. This will come with increase in monthly Commuter allowance (to Sh12,000), Annual Leave Allowance (to Sh10,000) and monthly House Allowance (to Sh45,000)

HOW TO LOG INTO YOUR TSC PAYSLIPS PORTAL, T-PAY ONLINE PORTAL.

The Teachers Service Commision (TSC) T-Pay Portal is a platform where teachers can access their payslips and P9 forms online. The portal also helps teachers to send their payslips to third parties like teachers’ unions, Banks, Saccos and Insurance Companies.

To use the portal you must first be registered. Registration is no longer done online. Therefore, once you are employed by TSC, visit the local TSC County office. Remember to carry your National ID Card. Once at this office, the TSC staff will register you online and they will give you a password that you will use to access the T-Pay Portal.

Once you have this password, then, you are good to go. Proceed as follows;

LOGGING INTO THE T-PAY PORTAL

  • First, visit the TSC Payslips Portal by using the link address; https://tpay.tsc.go.ke/. You will see the login window shown below;
    T-pay Payslips online. The Login window.
  • next, enter your User Name (TSC/ National ID Number) and Password. Click ‘Login’ as shown in the image above. In case you forget your password, you have no reasons to be worried. Simply click on the ‘Reset Password’ tab as in above. For a guide on how to easily rest your password, click here; How to easily reset your T-Pay Password online.
  • Once you click on ‘Login’ you will be redirected to your account dashboard as shown below;

  • The Home page contains the T-pay menu items and your personal details (See image above). By this, you would have successfully logged into your payslips account.

UPDATING YOUR DETAILS ON THE THE T-PAY PORTAL

The Commission requires that you update your personal details on the T-Pay Account. Details to be updated include:

  • Your photo; Ensure your photo fits into the frame and is clearly visible before clicking the “Save Picture” button! Click “Choose File” to change photo incase the pre-loaded one does meet the said requirements.
  • Your phone number; Ensure it is active. To update your phone number, enter it into the box (see image below), and click ‘save number’ a validation code will automatically be sent to your number. Enter this code in the phone number validation code box and click ‘Validate Phone No.’
  • Your Email address; It should also be active. To update your Email, enter it into the box ‘Enter Email address’ (see image below), and click ‘save Email’ a validation code will automatically be sent to your Email Inbox. Locate and enter this code in the Email validation code box and click ‘Validate Email’.

USING THE T-PAY MENU ITEMS.

Your T-pay portal account has a number of items (See image below). These include:

  • View Payslips: Click on this tab to see your payslips. You can search for all previous years’ payslips here. Simply select the year and month.
  •  View P9(s): Use this submenu to view all your P9s that are used for filing KRA returns online.
  • Send Payslip(s): This menu is used to send payslips for third party deductions. Third parties approved by TSC include: Banks, Hire Purchase, Insurance, Micro Finance, Sacco and SWAs (Teachers’ Unions, Welfares, BBFs and others).
  • Transactions: See your running third party deductions and approve any pending ones, here.
  •  My Documents: A list of all personal soft copy files as maintained by TSC.
  •  Logout: Click here to exit from your account. Always remember to click this button once you are done with using your account; more so if the computer or phone used is accessible by other people (a public electronic gadget). Many teachers have had their salaries slashed to third parties that they did not sanction. Ensure your passwords are also private and confidential.

Kuppet speaks on the TSC new CBA 2021-2025

The Kenya Union of Post Primary Education Teachers (Kuppet) has come out to protest the silence from the teachers’ employer over the 2021-2025 Collective Bargaining Agreement (CBA). With the current CBA expiring at the end of June, 2021, the union is yet to sign a new salary hike agreement with the Teachers Service Commission (TSC).

Kuppet now arrays fears over the Commission’s failure to provide a salary counter offer.

The union says delays by TSC to conclude the salary talks is causing anxiety among teachers.

“I am writing to express our concern at the Commission’s delay in concluding the negotiations for the new Collective Bargaining Agreement (CBA). With the expiry of the current CBA imminent, the union is yet to receive a counter offer to our demand, as per the laid down process.” Reads a memo to TSC by Kuppet Secretary General Akello Misori and dated 19th May, 2021.

Akello says all that remained in the negotiations was for the Salaries and Remuneration Commission to give its Advisory to the Commission to enable the employer to table a counter offer to the union.

“While this has not been done, the media space has been filled with speculative coverage about what the SRC Advisory contained.” Adds Misori.

The Commission in its response, said they acknowledged receipt of the Kuppet memo. TSC, in their response remained non committal as to when the salary negotiations would be completed.

“The Commission has duly noted your sentiments on the above subject matter which we concur are very valid. I wish to assure that the Commission is taking all the steps to ensure that the matter is addressed in the shortest time possible.” Reads the response by Commission Boss Dr. Nancy Macharia.

The Commission had earlier on kick started the process of signing of the new CBA. And, in fact, TSC and Kuppet met between 29th and 31st October, 2019 at Sawela Lodge in Naivasha.

“Due to the urgent need to commence the journey towards the finalization of the 2021-2025 CBA, the Commission has decided to initiate the process as early as possible to give parties sufficient time to negotiate and conclude the 2021-2025 СВА.” Dr. Macharia had informed Kuppet.

Kuppet responded, immediately, by submitting its salary increment proposals to the Commission. In the proposals, classroom teachers were to benefit more than administrators; with the latter having received hefty salary increments in the current CBA.

But, this whole process is in limbo as no agreements have been reached, so far, with few days to the expiry of the current CBA.

Kuppet protests

Kuppet top brass says, two weeks ago, the union protested to the Teachers Service Commission, the Treasury and the Salaries and Remuneration Commission over the delay in concluding a new Collective Bargaining Agreement (CBA) for teachers.

Essentially, the feedback we received from the TSC alarmed the union. All the TSC did was to agree with their concern, without addressing it in any way.

The union is concerned with the government’s indifference to the process has caused intense anxiety and tension in the teaching fraternity.

“As a union, we have diligently discharged our obligations under the Labour Relations Act, but the government has been dragging its feet in the talks for more than a year. During the period, we have been waiting for a counter offer from the employer to our demands. We were made to believe that the TSC was waiting for an Advisory from the Salaries Commission before giving the counter offer.” Reads the latest presser by Kuppet.

The union now has discovered that TSC has not shared its perspectives with them, let alone table a counter offer.

“Recently, the media has been awash with speculation as to what the (SRC) advisory contained. Even more cynically, teachers have been treated to what appears to be a carefully choreographed coverage in the press insinuating that the government will not provide any funds for a new CBA this year.” Misori complains.

Way forward

The Kuppet Boss says the media coverage has blamed COVID-19, economic recession and other factors for the government’s alleged inability to pay new salaries to teachers.

“These are, of course, mere excuses, since none of the factors have impugned the government’s capacity. Moreover, lessons from around the world indicate that public sector remuneration reviews can stimulate post- pandemic economic recovery.” Misori says.

He says, teachers expect nothing short of a salary review this year adding that the teachers’ workload has risen sharply under the CBC.

The government has already raised the salaries for cadres like MCAs and administrative officers who are already so handsomely remunerated, without any demand from them.

TSC proposals rejected

Reports indicate that the TSC salary hike proposals were rejected by the government.

In the proposals, the Commission wanted a basic salary increment of between 16 percent and 32 percent; with classroom teachers getting the higher perks.

The 16 percent rise in basic pay should have been for teachers in administrative grades (C4 to D5) who reaped big from the 2016-2021 CBA. Classroom teachers in lower grades (B5 to C3) were to be awarded an increment of 30 percent.

But, the teachers’ unions ,Kenya National Union of Teachers (KNUT) and Kenya Union of Post Primary Education Teachers (KUPPET), vehemently opposed to the proposals terming them a drop in the ocean. The unions claimed there were no talks between them and TSC to come up with the new salary scales; as should be the case during the CBA negotiations.

KNUT then proposed a basic pay rise of between 120 and 200 percent, while KUPPET wanted 30 to 70 percent increment.

For allowances, TSC proposed a 20 percent increment in commuter and leave allowances. On its part, house allowance was to be increased by 10 percent. These proposals were by far much lower than what the unions were proposing.

DEMANDS BY KUPPET.

KUPPET was rooting for the expansion of teachers’ allowances so as to include post graduate and township allowances (meant for teachers staying in towns). The union also wanted the Commission to harmonize house allowances for all teachers.

Currently, tutors plying their trade in towns and former municipalities earn higher house allowances as opposed to their counterparts in rural areas. According to Kuppet, harmonization of house allowances should be based on job group as opposed to regions.

Another allowance being fronted by KUPPET was special school allowance to be paid at a rate of Sh15,000 per month.

They also wanted the readers’ facilitation allowance to be reviewed by 30 percent so as the teachers will get Sh.19,500 per month. This allowance is paid to a visually impaired teacher who has engaged a reader whose minimum qualification is not below KCSE D+/KCE Division III. The allowance is paid at a fixed rate determined from time to time by the commission.

Also called facilitation or aid allowance, reader’s allowance is currently paid at a rate of Sh15,000 per month to the blind teachers and those confined to wheel chairs by virtue of their disability.

Still on allowances, KUPPET demanded that leave allowance be paid based on one’s basic pay i.e. an equivalent of one month’s basic pay for all cadres.

KUPPET said the Commission had no scheme of service for teachers who have attained a Masters and Doctorate degrees. Instead, the employer awards three increments to the holders of such qualifications. The proposed scheme seeked to allow TSC recruit teachers possessing post-graduate qualifications at entry level.

The Union demanded that the Post graduate scheme of service be developed and be eligible to all teachers holding a Master’s and Doctorate degree. The said teachers shall then be paid an allowance equivalent to 40% of the basic salary.

Finer details showed that the union was seeking to have a holder of Masters Degree getting an increment of 20 percent that was to be pegged on the basic salary and 40 percent for PHD degree holders.

TSC OFFER ON ALLOWANCES

The Commission was willing to offer an increase of 20 percent for both commuter and leave allowances. It was also keen to retain the current clusters used to determine the teachers’ house allowances but review them upwards by 10 percent.

Also to be retained was to be hardship allowance at the current rates.

Proposals by KUPPET to have the TSC introduce new allowances have fell on deaf ears. The Commission declined the introduction of special school, township and post graduate allowances.

The above proposals are said to have been thrown under the carpet by the Government; sighting hard economic times. The Government is already grappling with a bloated wage bill.

In other news

Away from a new CBA, KUPPET Kuppet promises to press for the release of funds for the third and fourth phase for more than 3,800 teachers under the current agreement.

The teachers, who were transferred from TSC to the Public Service Commission, benefited from the first and second phases of the CBA before their transfer to the Public Service Commission; and under the Ministry of Education.

It remains to be seen if TSC will yield to Kuppet’s demands with time for signing of a new CBA running out.

TSC Hardship allowance latest news

TSC News Today- The Teachers Service Commission (TSC) pays a monthly hardship allowance to a section of teachers. This is an allowance that is paid to teachers deployed in designated hardship areas. The allowance is meant to compensate teachers working in the Hardship Areas to compensate them for lack of basic social services and amenities, security risk, harsh climatic conditions, isolation and family separation.

Some teachers are set to lose the hardship allowance because the designated hardship areas shall be reviewed, by the relevant government institution/s to reflect changes in designated hardship areas arising from benefits of devolution and Equalization Fund. This is because devolution has implied that Counties are no longer necessarily hardship areas since they are receiving equalization funds to promote development in the counties thereby addressing the characteristics of hardship areas.

Current Hardship allowance rates

In December, 2014, the Salaries and Remuneration Commission, SRC, reviewed hardship allowance to be paid at a flat rate for all equivalent grades/ job groups. The Commission effectively abolished the pegging of the hardship allowance as a percentage of basic pay.

The Teachers Service Commission (TSC) is in the process of preparing a new Collective Bargaining Agreement (CBA) for teachers that will be implemented in July 2021. THE LATEST TSC SALARY SCALES FOR TEACHERS IN 2021

CHIEF PRINCIPALS (T- Scale 15)

These are Heads of Institutions in National and Extra County Schools with over 1000 students. Effective 1st July, 2020, they  got a salary increment of up to Sh9,496. The lowest earner in this group gets a salary of Sh131,380 while the highest earner in this group earns Sh157,656 per month.

In the TSC recruitment guidelines, the Commission outlines the whole recruitment process; right from advertisement of posts to submitting lists of successful candidates, after interviews.

Also contained in the recruitment guidelines is the list of documents required during the recruitment process and the scoring criteria (Recruitment Marking Schemes) for primary and secondary school teachers.

LATEST TSC GUIDELINES FOR RECRUITMENT OF TEACHERS – PRIMARY SCHOOLS

1.0 GENERAL INFORMATION

Following the advertisement for recruitment of teachers for Primary schools, You are required to conduct a selection exercise for candidates wishing to be employed and submit the County Merit list to the TSC Headquarters. The list should be ratified by the County Selection Panel.

 The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act and TSC Code of Conduct and Ethics (2015). The TSC County Director is expected to induct members of the County Selection Panel on the relevant Sections of the Act before the commencement of the selection exercise.

 All applicants must be registered teachers in line with Section 23(1) of the Teachers Service Commission Act Cap 212. Those without Registration Certificates must attach a printout showing verified status as evidence of application for registration. However, applicants who do not meet registration requirements will not be recruited. TSC Guidelines for Recruitment

 Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they submitted their application. It is their responsibility to ensure that the results are received within 14 days after the verification of certificates.

 Applicants working in other Government Departments and who meet the requirements are eligible to apply.

 Upon submission of application letters, all applicants shall be given a serial number. The selection date and venue should be communicated at the same time.

 The Sub County Director MUST acknowledge all applications immediately upon receipt before the verification date and promptly advise those who do not meet the selection criteria (specifying the reasons).

DOCUMENTS REQUIRED DURING THE RECRUITMENT PROCESS

 During the selection applicants must present original and legible photocopies of the following documents; –

i)National identification card

ii)National Council of Persons with Disability (NCPWD) Card (where applicable);

iii)KCPE certificate;

iv)KCSE certificates (include first attempt certificate if one repeated exams) or A Level Certificate (where applicable);

v)PTE certificate;

vi)Primary, Secondary Schools leaving certificates and other relevant testimonials.

(i)All applicants should be given equal opportunity. However, applicants with special needs should be considered on affirmative action, provided that they meet the stipulated recruitment criteria. TSC Guidelines for Recruitment

(j)The selection date and venue must be displayed on notice boards at the County, Sub-County and Zonal offices at least seven (7) days before the selection exercise.

3.0.0 VERIFICATION EXERCISE

i)The TSC Sub County Director shall verify the TSC registration status of all applicants;

ii)The TSC Sub County shalpresent a list of all applicants to the Selection Panel;

iii)Applicants must appear in person before the Selection Panel on the set date.

3.0.1 AUTHENTICATION OF ACADEMIC AND PROFESSIONAL DOCUMENTS

a)Original academic and professional certificates shall be scrutinized to verify their authenticity.

b)The TSC Sub County Director shall certify photocopies of the certificates before forwarding them to the TSC County Director.

c)Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence; shall be disqualified and can be deregistration in accordance with Code of Regulations for Teachers (CORT).

3.0.2 SELECTION CRITERIA

Applicants shall be awarded marks as per the score sheet (Appendix 1(a) and 1(b). Where applicants tie in score, the panel shall refer to the footnote on the panel score sheet for guidance.

4.0 DOCUMENTS TO BE SUBMITTED TO TSC COUNTY DIRECTOR

The Sub County Selection Panel will be required to submit the following to the TSC County Director: –

i.Registration list of all applicants in the Sub County (Appendix II);

ii.Sub County merit list (Appendix III);

iii.Summary of complaints raised(if any) together with action taken;

iv.Minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary.

5.0 COUNTY SELECTION PANEL

a)After submission of merit lists by the Sub County Directors, TSC County Director will constitute a selection panel comprising the following members;

b)The TSC County Director will be required to convene a County Panel to ratify Sub County merit lists for onward submission to the TSC Headquarters within the stipulated timeline.

c)The selected applicants from the merit list shall correctly fill the TSC Application for Employment Form (APPT 1) without erasing or defacing it.

d)The merit list compiled during the selection process at the beginning of the financial year will be used in subsequent recruitments within the financial year. Selected applicants shall be informed through the short message service (SMS).

NB: It is the responsibility of the TSC County Director to ensure that the exercise is fair and transparent.

6.0 COMPLAINTS

a)Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send a copy to the TSC Headquarters not later than seven (7) days after the selection exercise;

b)The TSC County Director should, within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter submit a report to the Headquarters on the action taken.

c)Where the complaint is made against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

7.0 DOCUMENTS TO BE SUBMITTED TO TSC HEADQUARTERS

The TSC County Director shall submit the following to the TSC Headquarters;

i.County Selection Panel minutes duly signed by the Chairperson and Secretary;

ii.County merit list (Appendix IV). Both in soft (Excel) via ddstaffingp@gmail.com and hard copy;

iii.List of all selected applicants drawn from the current merit list (Appendix V)

iv.List of all the applicants who did not appear in the merit list (Appendix VIwith names of absent candidates during the certificate verification exercise;

v.Duly filled Application for Employment Forms (APPT I) for the selected applicants;

vi.Original statement of confirmation of PTE/KCSE/KCPE results from KNEC for applicants without original certificates;

vii.Certified copies of the following documents in the order indicated below: –

a)National identification card;

b)National Council of Persons with Disability (NCPWD) Card (where applicable);

c)Two passport size photographs;

d)KCPE Certificates;

e)KCSE Certificates (include first attempt certificate if one repeated exams);

f)PTE Certificate;

vii)Primary and Secondary Schools and college leaving certificates and other testimonials;

viii)KRA PIN certificate, Bank form and Bank plate to facilitate appointment on payroll.

8.0 IMPORTANT NOTES

(c)Notwithstanding the decentralization of the function of teacher’s recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded from carrying out recruitment directly from the TSC Headquarters.

One must have served as Deputy Principal III or Senior Master II T-Scale 11 for a minimum period of three (3) years; so as to get promoted. This is additional to other requirements as outlined by the Commission.
9 Grade D3 (T- Scale 13) Principals and Deputy Principal I This is a promotional grade for Deputy Principals in secondary schools. Among others, the two basic requirements for appointment to this grade are: a teacher must have served as Deputy Principal II or Senior Master I T-Scale 12 for a minimum period of three (3) years and be a holder of Master’s degree in a relevant area.
10 Grade D4 (T- Scale 14) A job group for Senior principals This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment. To get appointment to this grade, a teacher must have served as Principal/Deputy Principal I T-Scale 13 for a minimum period of three (3) years and also be a holder of Master’s Degree in a relevant area; on top of other conditions as set by the Commission.
11  Grade D5 (T- Scale 15) This is the job group for all Chief Principals. This is the highest grade that can be attained by a secondary school teacher. This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment. To qualify for appointment to this grade, a teacher must have served as Senior Principal T-Scale 14 for a minimum period of three (3) years and be a holder of Master’s Degree in a relevant area.

1). Primary teacher II (T- Scale 5): 

This is an entry grade for Primary school teachers. The basic requirements for this grade are: having a Kenya Certificate of Secondary Education (KCSE) minimum mean Grade C (Plain) or other recognized equivalent qualifications; and must be in possession of a Primary Teacher Certificate (PTE) or its approved equivalent;

2). Primary Teacher I (T- Scale 6): 

This is a promotional grade for primary school teachers. Among other requirements, to get promoted to this grade one must have served as Primary Teacher II T-Scale 5 for a minimum period of three (3) years

3). Senior Teacher II (T- Scale 7): 

This is a promotional grade and an entry to the administrative cadre. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

One of the major requirement to get promoted to this grade is that one must have served as Primary Teacher I T-Scale 6 for a minimum period of three (3) years.

4). Senior Teacher I (T- Scale 8): 

This is a promotional grade for institutional administrators in Primary Schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To get promoted to this grade one must have served as Senior Teacher II T- Scale 7 for a minimum period of three (3) years; among other conditions for promotion.

5). Deputy Head Teacher II (T- Scale 9): 

This is a promotional grade for institutional administrators in primary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To be promoted to this grade a teacher must have served as Senior Teacher I T- Scale 8 for a minimum period of three (3) years; have satisfactory rating in the performance appraisal; among other requirements.

This is a promotional grade for institutional administrators in primary schools. One must have served as Deputy Head Teacher II T-Scale 9 for a minimum period of three (3) years so as to garner promotion to this grade; on top of other requirements.

7). Head Teacher (T- Scale 10): 

This is a promotional grade for institutional administrators in primary schools. Among other requirements, one must have served as Deputy Head Teacher II TSC Scale 9 for a minimum period of three (3) years in order to be promoted to this grade.

8). Senior Head Teacher (T- Scale 11):

Secondary School Teacher III (T- Scale 6; Grade C1) 

This is the entry grade for secondary school teachers who are holders of Diploma in Education.

To get placed into this grade one must be in possession of Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ (Plus) or its equivalent, have a Diploma in Education (with two teaching subjects) or its equivalent and have attained a minimum grade of C+ (plus) in the two teaching subjects at KCSE level; among other requirements. A teacher in this grade can be promoted to the next Job group; Grade C2. 

The three basic requirements for this grade (Grade C2) are: One should be: in possession of a Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ or its equivalent, in possession of a Bachelor’s Degree in Education with two teaching subjects; or a Bachelor’s Degree in a relevant area with two teaching subjects plus a Post Graduate Diploma in Education (PGDE) and having a minimum grade of C+ (plus) in the two teaching subjects at KCSE level.

Secondary School Teacher II (T- Scale 7; Grade C2)

This is an entry grade for secondary school teachers who are holders of a Bachelor’s Degree in Education or its equivalent. A teacher in this grade can be promoted to Secondary School Teacher I (T- Scale 8; Grade C1) .

To qualify for appointment to this grade, a teacher must have served as Secondary School Teacher II T-Scale 7 for a minimum period of three (3) years; among other requirements.

3). Secondary School Teacher I (T- Scale 8): 

This is a promotional grade for teachers in secondary school. To qualify for appointment to this grade, a teacher must have served as Secondary School Teacher II T-Scale 7 for a minimum period of three (3) years; among other requirements.

4). Senior Master IV (T- Scale 9): 

This is a promotional and an entry grade for institutional administrators in secondary schools. Among other requirements, A teacher must have served as Secondary Teacher I T-Scale 8 for a minimum period of three (3) years to qualify for appointment to this grade.

5). Senior Master III (T- Scale 10): 

This is a promotional grade for institutional administrators in secondary school. One of the basic requirement for appointment to this grade is a teacher must have served as Senior Master IV T- Scale 9 for a minimum period of three (3) years.

6). Senior Master II (T- Scale 11): 

This is a promotional grade for institutional administrators in secondary schools. To qualify for appointment to this grade, a teacher must have served as a Senior Master III T-Scale 10 for a minimum period of three (3) years; among other requirements.

7). Senior Master I (T- Scale 12): 

According to the TSC establishment, this is a promotional grade for institutional administrators in secondary schools.

To qualify for appointment to this grade, a teacher must have served as Senior Master II or Deputy Principal III T- Scale 11 for a minimum period of three (3) years. This is on top of other requirements as stipulated in the Career Progression guidelines for teachers.

8). Deputy Principal III (T- Scale 11):

This is a promotional and an entry grade for Deputy Principals in secondary schools. To get appointed to this promotional grade, one must have served as Senior Master III T-Scale 10 for a minimum period of three (3) years; among other requirements.

9). Deputy Principal II (T- Scale 12):

This is a promotional position for Deputy Principals in secondary schools. One must have served as Deputy Principal III or Senior Master II T-Scale 11 for a minimum period of three (3) years; so as to get promoted. This is additional to other requirements as outlined by the Commission.

10). Deputy Principal I (T- Scale 13): 

This is a promotional grade for Deputy Principals in secondary schools. Among others, the two basic requirements for appointment to this grade are: a teacher must have served as Deputy Principal II or Senior Master I T-Scale 12 for a minimum period of three (3) years and be a holder of Master’s degree in a relevant area.

11). Principal (T- Scale 13): 

This is a promotional grade for administrators in secondary schools. To qualify for appointment to this grade, a teacher must have served as Deputy Principal II/Senior Master I T-Scale 12 for a minimum period of three (3) years and be a holder of Master’s degree in a relevant area; among other conditions.

12). Senior Principal (T- Scale 14): 

This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To get appointment to this grade, a teacher must have served as Principal/Deputy Principal I T-Scale 13 for a minimum period of three (3) years and also be a holder of Master’s Degree in a relevant area; on top of other conditions as set by the Commission.

13). Chief Principal (T- Scale 15): 

This is the highest grade that can be attained by a secondary school teacher. This is a promotional grade for administrators in secondary schools. Promotion to this grade will be competitive and subject to availability of vacancies in the establishment.

To qualify for appointment to this grade, a teacher must have served as Senior Principal T-Scale 14 for a minimum period of three (3) years and be a holder of Master’s Degree in a relevant area.

TSC latest news on teachers salaries 2021

The Salaries and Remuneration Commission (SRC) has given the timelines when the new teachers’ salary increments will be announced. This puts to rest fears of teachers’ missing out on salary increments as the 2021-2025 Collective Bargaining Agreement (CBA) is yet to be agreed on.

But, SRC Chairperson Lyn Mengich has now confirmed that the commission is studying the salary proposals by the Teachers Service Commission (TSC) before coming up with the final recommendations.

In the proposals, TSC wants a basic salary increment of between 16 percent and 32 percent; with classroom teachers getting the higher perks.

The 16 percent rise in basic pay should be for teachers in administrative grades (C4 to D5) who reaped big from the 2016-2021 CBA. Classroom teachers in lower grades (B5 to C3) are to be awarded an increment of 30 percent; if the TSC proposals are adopted

Mengich says the recommendations from the SRC will be made public before 20th June, this year.

“Please note that the commission is looking into the submission, the outcome will be communicated. We will give directives in the next two weeks,” Mengich was quoted by the media.

The SRC advisory will then be used by TSC to work out the new salary scales for teachers.

Already, the Kenya Union of Post Primary Education Teachers (Kuppet) is expressing concern over the slow pace in drafting the new CBA by the TSC.

“I am writing to express our concern at the Commission’s delay in concluding the negotiations for the new Collective Bargaining Agreement (CBA). With the expiry of the current CBA imminent, the union is yet to receive a counter offer to our demand, as per the laid down process.” Reads a memo to TSC by Kuppet Secretary General Akello Misori and dated 19th May, 2021.

The Commission had earlier on kick started the process of signing of the new CBA. And, in fact, TSC and Kuppet met between 29th and 31st October, 2019 at Sawela Lodge in Naivasha.

“Due to the urgent need to commence the journey towards the finalization of the 2021-2025 CBA, the Commission has decided to initiate the process as early as possible to give parties sufficient time to negotiate and conclude the 2021-2025 СВА.” Dr. Macharia had informed Kuppet.
