About TSC

The Teachers Service Commission (TSC) of Kenya is an Independent Commission established under the Constitution of Kenya to manage human resource within the education sector. It is based in the capital city, Nairobi with offices in all the 47 Counties.

TSC launches vaccination programme for all teachers

The Teachers Service Commission (TSC) has launched a vaccination programme for all teachers in Kenya. The exercise will target 330,671 teachers in public schools and 158,000 teachers in private schools.The Commission launched the teachers’ covid -19 vaccination program on Thursday. While taking the vaccine, Commission Secretary, Dr Nancy Macharia, called on teachers to take advantage of this exercise.

This exercise comes a few days to the official commencement of the Kenya Certificate of Primary Education (KCPE) and the Kenya Certificate of Secondary Education (KCSE) exams.

According to Dr. Macharia, a total of 489,672 public and private school teachers will receive the Covid-19 jab. The drive will prioritize teachers aged 50 and above. Dr. Macharia was the first one to get the jab during the launch at TSC headquarters in Upper Hill, Nairobi. Other TSC officials and teachers will receive the vaccine as from Monday.

Macharia said there are currently 15,000 teachers who are aged 58 years and above; adding that the Commission will collect and provide the data of all teachers aged 50 years and above.

She urged the government to also consider vaccinating all teachers once more vaccines are available. Dr Macharia also called on the Ministry of Health to consider the 227,679 teachers (Centre Mangers, Supervisors and Invigilators) who will be involved in the administration of the upcoming national exams for vaccination.

The government has given priority to teachers across the country in administering the Covid-19 vaccination.  Teachers have been classified as frontline workers the same way with health workers in view of the Covid-19 pandemic due to their daily interaction with many learners.

Speaking in Laikipia on Tuesday January 12, 2021 Chief Administrative Secretary in the Ministry of Trade and Industrialisation Lawrence Karanja added that the government would take care of the medical expenses of any teacher who might get infected with Covid-19.

“The government has made it clear that in the event any teacher gets Covid-19 which requires medical attention which may lead to hospitalization, all the expenses will be taken care of by the state, Karanja said after touring Lairagwan primary school in Laikipia North constituency.

“There is a genuine fear that learners could easily transmit Covid-19 to teachers who are mostly aged or could be having preexisting medical conditions making them vulnerable whereas the children could be asymptomatic carriers of the virus, that is why we have classified them as frontline workers against the disease,” he had said.

Kenya joins other African states like Angola Ivory Coast, Ghana, Nigeria and Rwanda which have all started rolling out COVID-19 vaccines this week through COVAX vaccination by starting with health workers, teachers and people most at risk.

Dr. Nancy Macharia receives her Covid 19 jab at TSC head quarters in Upper Hill, Nairobi. She called on teachers to take advantage of this exercise and get vaccinated.
Dr. Nancy Macharia receives her Covid 19 jab at TSC head quarters in Upper Hill, Nairobi. She called on teachers to take advantage of this exercise and get vaccinated.

Already 44 teachers have so far succumbed to Covid-19 related complications since the outbreak of the virus in March last year. This according to the latest statistics from TSC.

Dr. Macharia called on teachers to embrace the vaccination and turn out in large numbers for the jab. She thanked the government for classifying teachers as front-line workers.

“We are grateful to the government for recognising teachers as frontline workers. With the vaccination, teachers will be able to attend to learners more confidently,” She said.

The government has established 575 vaccination posts across the counties where all frontline workers will access the vaccine. Also established is the ‘Chanjo Kenya platform’ where teachers and other front-line workers can pre-register before going for the vaccination.

TSC dismissal letters for teachers

The worst news that a teacher can receive from the Teachers Service Commission, TSC, is that on dismissal. You will be very unlucky if TSC decides to get you off the register and sends you a dismissal letter.

Committing serious TSC offences may land you in hot soup. However, dismissal of a teacher is not that easy because it must follow the due TSC discipline process.

When the Commission decides to dismiss you, your details will be gazetted and your name removed from the TSC register. You also lose all accrued benefits including pensions.

WHAT CAN LEAD TO DISMISSAL OF A TEACHER BY TSC?

A teacher may be removed from the Register if the teacher commits or engages in any of the following-

(a) immoral behavior with or towards a learner which may include but not limited to-
(i) sexual intercourse or sexual abuse;
(ii) sodomy;
(iii) lesbianism; and
(iv) sexual harassment or flirtation.

(b) obtains registration or employment or promotion through fraudulent means;
(c) is convicted of any sexual offence or an any other offence against learner or a fellow member of staff;
(d) is convicted of a criminal offence which, in the opinion of the Commission, renders a person unfit to be a teacherl
(e) forgery, impersonation, presenting forged documents to the Commission;
(f) mismanagement, misappropriation and embezzlement of public funds;
(g) theft of property belonging to an educational institution or
(h) incitement.

Below is a sample of a TSC dismissal letter;

TSC disowns advert for 12,000 teacher intern vacancies

The Teachers Service Commission, TSC, has disowned an advert doing rounds on social media platforms. The advert purports that the Commission has advertised 12,000 teacher internship posts (4,000 posts and 8,000 posts for Primary Schools and Secondary Schools respectively).

But, TSC Head of Public Relations Beatrice Wababu says the advert is fake and the vacancies are not available on TSC official communication channels; as should be the case.

“We advise teachers and the general public to ignore a fake jobs advert about 12k (twelve thousand) intern jobs that is circulating on social media. TSC will communicate through its official channels when new jobs arise.” Wababu says.

TSC show cause letters to teachers

A show cause letter is given to a teacher who has a case to answer. Teachers are guided by set of rules and regulation as stipulated in their code of conduct.

Breaching contractual terms will result to a teacher explaining through a letter why a disciplinary action should not be taken against him or her.

A teacher found guilty of minor professional misconduct after serving a show cause may be given  a maximum of two administrative warnings and subsequent misconduct will lead to automatic interdiction.

The show cause letter is written by the teacher’s immediate supervisor i.e school head for classroom teachers. Once you receive the letter you must respond in writing defending yourself against the allegations and explaining why further disciplinary action should not be taken against you.

The show cause letter is issued to a teacher by the Head of institution who may initially issue a verbal warning or caution the teacher in writing on minor breaches.

In case of persistent misbehaviour, the teacher may be required to show cause why disciplinary action should not be taken against him/her.

From the teacher’s response, the head of institution may serve the teacher with a warning or present the case before the agent. In such a scenario, the case goes through the full disciplinary process. See detailed information here; TSC discipline process for teachers; Interdiction, discipline cases and dismissals.

CAUSES OF PROFESSIONAL MISCONDUCT BY A TSC TEACHER.

A teacher may be forced into committing a professional misconduct. Some of the reasons that may make a teacher commit an offence include:

  • Unfulfilled expectations e.g. transfer, promotion, further studies among others.
  • Unfair allocation of duties and resources in schools.
  • Personal characteristics e.g. alcohol and drug abuse
  • Political influences.
  • Group dynamics and incitement by fellow teachers and interested groups due to power struggle.
  • Over commitment of salary.
  • Ineffective supervision and communication by the Administrators/ Managers.
  • Sickness
  • Laziness

Get covid 19 jab immediately- TSC Boss tells all teachers

Latest TSC News- Teachers Service Commission (TSC) Boss Dr. Nancy Macharia has announced that all teachers should go for the Covid19 vaccine immediately; irrespective of their ages. This is a departure from the earlier communication that had prioritized aged teachers only. Dr. Macharia was speaking on Thursday 15th April, 2021, during the release of the 2020 Kenya Certificate of Primary Education (KCPE) exam results.

“Today, the President has allowed us to ensure that all teachers will be allowed to take the COVID-19 vaccine irrespective of their age. We’re appealing to all teachers therefore to ensure that they get the jab even as we reopen the schools.” She said.

She said a total of 92,246 teachers had taken the jab Wednesday, 14th April.

According to Dr. MAcharia, the 2020 KCPE exercise was manned by 28,467 centre managers; 28,711 supervisors; 72, 360 invigilators, and 4,756 examiners; who are all teachers.

The TSC Boss advised the 2020 Kenya Certificate of Secondary Education (KCSE) examiners to take the jab before travelling to Nairobi; which is a hot-spot for covid19 infections.

“I wish to appeal and encourage examiners who will be travelling for the marking exercise of the KCSE next week to ensure that they are vaccinated before their travel to the city.” She advised.

On a sad note, she said the Commission had lost 15 primary teachers, 3 deputy head teachers and 8 head teachers to the deadly coronavirus pandemic.

To cushion the aged tutors, Macharia said that all the 15,000 teachers who are aged 58 years and above had been directed to work from home. But, she noted that others were insisting to still report to schools physically.
