TSC budget 2020/2021 for hiring and promoting teachers

The government has allocated Sh497.7 billion shillings to the education sector during the 2020-2021 financial year. The education budget will account for 26.7% of the country’s whole budget; of Sh2.7 trillion.

According to budget that was presented by Treasury CS Ukur Yatani on Thursday June 11, 2020 Sh59.4 billion will be utilized in the Free Day Secondary Education (FDSE programme).

Treasury CS Ukur Yatani said another Sh12.4 billion will go to Free Primary Education (FPE) programme.

The Teachers Service Commission, TSC, has been awarded Sh2.0 billion; for recruiting 5,000 new teachers on permanent and pensionable terms. Another 10,000 new teacher interns will also be hired.

Employing TSC intern teachers on permanent and pensionable terms. Way forward?

The Teachers Service Commission, TSC, opted to recruit teachers on an internship programme in a bid to address the teething staffing gaps in public primary and secondary schools. This programme would see intern teachers hired to work along the ones on permanent and pensionable terms. whereas both categories execute similar teaching tasks, the monthly perks for teacher interns are much lower compared to their counterparts on permanent terms.

Intern teachers working in secondary schools receive a gross pay of Sh15,000 per month while, those in primary schools pocket Sh10,000. This pay is subjected to further deductions like income tax and the national hospital insurance fund (NHIF). Those paying student loans to the higher education loans board (helb) receive much lower salaries.

The lowest paid teacher on permanent terms earns a monthly gross pay of between Sh25,692 (minimum) and Sh30,304 (maximum). While, the highest paid teacher pockets over Sh200,000 per month.

The commission employed over 10,000 interns recruited in November 2019 and who have been hoping that they would one day be absorbed permanently. Their contract runs for one year; up to November, 2020.

Pressure has been mounting on the teachers’ employer to give the intern teachers permanent jobs. In December, last year,a group of lawyers took TSC into task over intern teachers’ contract terms and salaries. Also, members of parliament have been against this idea of employing teachers on internship.

Whereas the teachers are free to apply for permanent slots, these slots are just a handball and their advertisements are equally far between.

TSC projects a teacher shortage of close to 50,000 teachers in primary schools alone. The situation is equally wanting in secondary learning institutions as a result of the influx of large numbers from primary schools.

Employing contract teachers on permanent basis. Which way the TSC?

In its 2020/ 2021 budget estimates, the commission says a total of Sh2.1 billion is required to employ more teachers. According to the TSC Chief Executive Officer, Dr. Nancy Macharia, the funds will be utilized to employ 5,000 teachers on permanent terms and other 10,000 teachers on the internship programme.

“The funds are estimated to employ 5,000 new teachers for seven months and 10,000 interns for nine months,” Dr. Macharia recently told a parliamentary committee on education.

So, where does this leave the current interns? This is the mind boggling question lingering in the over 10,000 teacher interns.

Truth be said, the commission is not considering to absorb the current group of teacher interns as there are no budgetary allocation for the same; as at now. According to Dr. Macharia, the commission is projecting to recruit about 40,000 more tutors; and again on internship. If TSC decides to absorb the interns permanently (which will be a good thing) then it will be a big sigh of relieve for those currently on contractual terms. In 2010, for instance, it had to take the intervention of parliament for the interns to be absorbed. In the subsequent employments the teacher interns were awarded an extra marks range to give them an edge over others. The current recruitment guidelines haven’t included such a provision. The recruitment guidelines and marking schemes give more weight to teachers who graduated earlier.

A voice of reason somewhere should listen to the cries of intern teachers; sooner than later.

Teachers express their fury against KNEC over exams; This is what has angered the teachers, lately

A section of teachers has been angered by the decision to use a hazardous chemical as one of the reagents during this year’s Kenya Certificate of Secondary Education, KCSE, exams. Teachers Manning the Chemistry practical exam castigated the Kenya National Examinations Council, KNEC, for exposing them and candidates to Xylene; a known, poisonous, organic compound. After the Chemistry Practical that was done on Friday November 8, 2019 the teachers could not hide their anger; pouring to social media to condemn the council.

I’m sure most of us here today (on Friday) witnessed the grave danger Chemistry teachers were exposed to during the KCSE Chemistry practical, Kuppet as our voice should not let this opportunity pass, use it to the advantage of science teachers,” wrote one teacher.

Principals have also raised concerns over the inflated cost of the chemical. “I spent close to Sh30,000 on this reagent (Xylene), alone. A litre was trading at Sh10,000 and given that I have 300 candidates (and each candidate required 10ml of the chemical) the school had to buy 3 Litres. What is so special with this reagent!” Wondered a school principal who sought for anonymity.

Of irritating to the Science teachers is also the failure by KNEC to recognize their supportive role in administration of the exams. Whereas other Professionals who are involved in exam administration are remunerated, teachers thronging the exam centres to prepare the exams walk home empty handed. “The Biology practical is slated for this coming Friday. I will spend a cool Sh3,000 to school and back home,” complained one teacher; involved in administration of the KCSE exams.

The hazards of xylene are well documented. Breathing xylene vapors in small amounts can cause headache, dizziness, drowsiness, and nausea. With more serious exposure, xylene can cause sleepiness, stumbling, irregular heartbeat, fainting, or even death. Xylene vapors are mildly irritating to the skin, eyes, and lungs.

December 2019 Delocalization list per County- Busia

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

A total of sixteen schools in Kisii County will receive new principals. This after the Teachers Service Commission, TSC, effected transfers in the County. The recent changes in administration have been due to retiring of former heads, promotions and deployments.

December 2019 CBC training for teachers; Dates, Venues and Payment rates

  • The 2019 December new Competency Based Curriculum, CBC, training dates for teachers and other officials have been released by the Teachers Service Commission (TSC). The training date for the Curriculum Support Officers, CSOs, and CBC champions will be from Friday 20th December 2019 to 22nd December, 2019. This training will be executed on the said date; nationally but at different venues per county. Here is part of the circular from TSC concerning the CBC training sessions; this December; “It has been decided that we shall have county CBC training for CSOs and CBC champions Friday 20th December 2019 to 22nd December 2019. Kindly confirm the venues as they were in August 2019. Invite all the CBC champions as they were in August 2019 and do not exceed the number required for each training centre. Organize the logistics of the training for the CSOs and CBC champions. Review also the zonal teacher training centres.     PAYMENT RATES

    Here are the TSC set payment rates for travel allowance, remuneration and meals entitled to Curriculum Support Officers (CSO), teachers and Headteachers attending the training;

    CSO AND CBC CHAMPIONS TRAINING

    • 1). Every participant will be reimbursed travel expenses to and fro as per prevailing fares up to a maximum of Kshs.1000 (For CSO) and 800 (for the Champions)
    • 2). Training institution to provide venue and meals (2 teas and lunch) at Kshs.400 per day for 3 days and stationery at Kshs.100 per participant.
    • 3). Every participant shall be paid Kshs. 3,000 daily subsistence allowance to cater for accommodation for 4 days.

    TEACHERS AND HEADTEACHERS ZONAL TRAINING

    • 1). Every teacher shall be reimbursed Kshs.300 per day to cater for travel expenses.
    • 2). Every CSO and CBC champion shall be paid Kshs.1000 as facilitation allowance per day for 5 days.
    • 3). Every participant shall be paid Kshs.1000 per day for 5 days to cater for their accommodation.
    • 4). Common lunch shall be provided at Kshs.400 per day per participant and facilitators for 5 days.
    • 5). Kshs.100 per participant has been provided for stationery.
    • 6). Fuel of Kshs.5000 per vehicle for maximum of 2 vehicles per county and 3 vehicles for counties hosting the Regional Director.
    • 7). Lunch allowance up to a maximum of Kshs.1500 per day shall be paid for 5 days to the Regional Directors, County directors, Deputy County Directors, 2 drivers and the County Accounts. This shall be paid as per the prevailing rates per job groups.

    WITHDRAWALS

    • 1). All payments shall be processed through bank and not cash. There shall be no cash withdrawals to pay participants and venues.
    • 2). The funds may be disbursed through bulk M-pesa services offered by the bank.
    • 3). The County Account shall prepare payment schedules in the format prescribed by their respective banks.
    • 4). All payment schedules must be approved by County Director before dispatch to the bank
    • 5). The Accountant shall retain a copy of schedule acknowledged by the bank.

Did your TSC certificate get lost and you are wondering how you can get a duplicate TSC registration certificate? Worry no more. Now, you can easily apply for a TSC registration certificate replacement. The application process is simple and straight forward.

WHEN CAN YOU APPLY FOR A TSC REGISTRATION CERTIFICATE REPLACEMENT?

Please note that the Commission allows you to apply for a duplicate TSC registration certificate at any time. This is if your current certificate is either misplaced, lost or damaged. You can also seek a new certificate if the current one is defaced or you just want to change your names on the current certificate.

What are the Requirement for TSC certificate replacement Application?

To apply for a TSC certificate duplicate you will need;

  • To pay a non-refundable fee of Sh2055
  • Produce your bank payment slip
  • Your National Identity Card, ID
  • an affidavit or marriage certificate must be provided, in case of change of names.

Remember the applications is purely done online. Scan the documents before embarking on the online application process. These, once again, include:

TSC Delocalization; 22 Head Teachers from Kisii County moved to Nyamira

A total of 22 Head Teachers have been moved from Kisii County to the neighbouring Nyamira County. This is in line with the Commission’s policy on delocalization. A quick check on those moved shows that all of them are natives of Kisii County.

Low turnout mars TSC Internship teacher interviews as Many applicants stay away over grievances; List of schools missing applicants

Empty halls characterized the ongoing TSC internship teacher interview sessions in some parts of the country; as the would be applicants stayed away. Panelists who had thronged the interview venues by 8.00am were caught by surprise when no shortlisted applicant showed up.

 “We have been forced to suspend the exercise as no one has turned up,” said one panelist at an interview venue in the western region. In this particular venue, there were no interviewees despite the the fact that the respective schools had sent notifications to shortlisted candidates. “I had sent notifications to all the 5 shortlisted candidates. They promised to come for the interview (today). Unfortunately attempts to reach them have been futile as their phones are either off or calls go unanswered,” said one Principal who sought for anonymity.

 According to this Principal, the panelists had waited till 12.00pm and when there were no signs of any applicant showing up, they decided to adjourn the exercise. “The officer in charge from TSC has instructed that we reach out to a qualified applicant so as to sign the contract form by next week,” he added.

Reasons for skipping the interviews

Most of the applicants who vowed skip the internships sighted a myriad of reasons; for their refusal to take up the slots. “The pay is too little. How can TSC pay a graduate a paltry Sh15,000 only!” wondered one applicant who was shortlisted but failed to go for interviews.

 “To make matters worse, the pay is subjected to statutory and other deductions. Also, there are no allowances for teacher interns as those paid to other TSC teachers. This is being inhuman. The Commission is taking graduate teachers for a ride. I shall not take up the offer,” she added. According to the applicants who skipped the interviews, these were the reasons for their actions:

  1. Low pay and lack of any allowances,
  2. The interview sessions are expensive in terms of huge fares to far flung areas with no surety of clinching the employment chance,
  3. Risk of missing permanent employment if the vacancies are advertised within the internship contract period,
  4. Many requirements like the risk cover, Certificate of Good Conduct and others,
  5. Discriminatory working conditions as interns will be subjected to thorough supervision from their permanent counterparts,
  6. No guarantee of permanent employment after the one year internship contract,
  7. Better pay under BOM (Board of Management) terms.

TSC forced to re-advertise vacancies

The Commission has been forced to re-advertise internship teacher vacancies in West Pokot. It is believed no applicant had shown interest prompting the TSC to put up the advert. “Teachers Service Commission invites applications from suitably qualified candidates to fill 17 teacher internship posts for Secondary Schools in West Pokot County,” reads the new advert; in part.

  The Teachers Service Commission is in the process of recruiting 10,300 teacher interns (4,300 posts for Primary Schools and 6,000 posts for Secondary Schools) who are expected to report to schools in January, 2020.

December 2019 Heads and Principals transfer, delocalization list per county- Nakuru County

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. A number of Principals have been moved in Nakuru County. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

TSC new interview dates per County- 2020 employment of teachers

recruitment of new teachers in Kwale County will be carried out between September 25 and 30, 2020 at designated venues. The TSC County Director has released new dates and venues for the exercise.

TSC list of shortlisted teachers, deputies for administrative, headship, vacancies: Machakos County list and interview dates

Important update for teachers who applied for administrative posts in Machakos County. Get to see the list of shortlisted candidates, interview dates and other requirements;

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the various administrative posts that it had advertised in August, 2019. TSC had advertised 6,043 promotion/ administrative vacancies. Of these, 2,310 are for head teachers(T scale 10; Grade C5) while, the remaining 3,733 are for Deputy Head teachers II (T scale 9; Grade C4). Applications were submitted online and Shortlisted candidates have been invited for interviews at varied dates and venues. The lists of shortlisted candidates feature: the advert numbers, TSC Numbers, Names, Teachers’ Stations, Sub-county, Interview dates, Venues and time. For Homabay County the teachers will attend interviews on December 2 to 3, 2019.

WHAT TO CARRY TO THE INTERVIEWS

Shortlisted candidates will be required to present the following documents during the interviews:
  • 1). Certificate of good conduct
  • 2). Clearance Certificate by the Higher Education Loans Board, Helb.
  • 3). Clearance Certificate from EACC
  • 4). Clearance Certificate from a Credit Reference Bureau
  • 5). KRA tax compliance certificate.
  • Academic and Professional documents
  • TPAD hard copies for 2017, 2018 and 2019.
  • Any other relevant, supportive, document.

For shortlisted Deputy head teachers, they will be expected to carry the following:

  • 3. Original Academic and Professional Certificates,

  • 6. Analysed individual subject results and those of the institution in KCPE Examinations for the last three years, certified by TSC County Director.

REQUIREMENTS FOR APPOINTMENT

According to the TSC advert, for one to be appointed to the grade of Head Teacher, a teacher must:-
  1. Be serving under career progression guidelines
  2. Have served as Deputy Head Teacherfor a minimum period ofthree (3) years;
  3. Be currently serving as Deputy Head Teacher II TSC Scale 9;
  4. Be in possession of a Bachelor of Education degree or its equivalent;
  5. Have satisfactory rating in the performance appraisal;
  6. Meet the requirements of Chapter Six (6) of the Constitution;
  7. Have demonstrated ability to supervise, mentor and provide professional support.
On the other hand, one must meet the following requirements in order to qualify for appointment to the grade of Deputy Head Teacher II:-
  • i. Be serving under career progression guidelines
  • ii. Have served as Senior Teacher for a minimum period of three (3) years;
  • iii. Be currently serving as Senior Teacher I T- Scale 8;
  • iv. Be in possession of a Bachelor of Education degree or its equivalent;
  • v. Have satisfactory rating in the performance appraisal;
  • vi. Have demonstrated ability to supervise, mentor and provide professional support to other teachers;
  • vii. Meet the requirements of Chapter Six (6) of the Constitution; and
  • viii. Meet any other requirement the Commission may deem necessary.
 

New TSC salaries for secondary school Teacher III (Job group J/ Grade C1)

TSC Secondary Teacher III are Secondary school teachers in grade C2 (formerly J). Grade C1 is an entry grade for secondary school teachers who are holders of Diploma in Education. These teachers earn monthly basic salaries of Sh27195-33994.

The basic salaries for these teachers are paid depending on the areas where they work. Teachers who work in Nairobi get a slightly higher house allowance compared to those teaching in rural schools. But, all these tutors earn an equal amount of monthly commuter allowance; which is Sh4,000.

Those working in hardship areas (get Sh8,200) plus those handling physically challenged students get extra allowances.

Remember, the commission pays a flat rate of Sh4,000 per year as leave allowance. This is paid together with the January salaries.
