Knec examiners to receive special travel documents- TSC announces

TSC LATEST NEWS TODAY 2021- Teachers who shall be marking this year’s Kenya Certificate of Primary Education (KCPE) and the Kenya Certificate for Secondary Education (KCSE) will be issued with special travel documents. The Teachers Service Commission (TSC) on Monday announced that these documents will enable the examiners access the currently locked counties including Nairobi; where most marking centres are concentrated.

Last week, President Uhuru Kenyatta ordered the cessation of movement by road, rail, or air into and out of Nairobi, Kajiado, Machakos, Kiambu, and Nakuru counties in a bid to contain spread of the deadly Novel Corona Virus. The Head of State also announced that the dawn to dusk curfews in these five countries will begin at 8pm and end at 4am, effective tonight.

The above restrictions would have hindered examiners from reporting to the marking centres; a problem that will now be solved by the Commission. TSC Boss Dr. Nancy Macharia on Monday announced that all KCPE and KCSE examiners are set to be given special passes. These will enable them to access marking centers in Nairobi and nearby marking centres.

“All teachers who will be travelling to Nairobi for the marking exercise are free to do so. We thank Government for allowing us to continue with this exercise uninterrupted,” said Macharia via a press statement.

This will add on the elaborate transportation plans that have been put in place by the Kenya National Examinations Council (Knec) that will see the examiners access the marking centres with ease. According to the plans, the examiners will be transported by school buses. See more details here; KNEC examiners 2021 to be transported in school buses to marking centres; See details.

Already, Education officers manning the ongoing KCSE exam have been issued with special travel letters so that they can be allowed to move freely to all parts of the country to ensure the examinations run within the specified KNEC guidelines. Officials from Knec, TSC and the Ministry of Education are traversing the country to ensure the tests run smoothly.

The TSC Boss has at the same time urged teachers to go for the free Covid 19 jab. He urged those aged 50 years and above to ensure they get vaccinated; since they are more vulnerable.

“Although the number of teachers seeking the vaccination is rising, we can do better. Currently, our 92, 850  teachers aged 50 years and above in public schools, 16,500 in private and international schools should particularly take up the jab,” She advised; adding that all teachers will gradually receive the jab.

Last week, while addressing Centre Managers and the media in Mombasa on Friday, March 26, Dr. Macharia reminded the examiners that Nairobi (where most Knec marking centres are concentrated) is the leading county in terms of new Corona virus infections.

”You are all aware that Nairobi and its immediate environs have one of the highest rates of the virus and therefore caution is required,” She warned.

She said teachers should take advantage of the priority given to them by the government and get vaccinated immediately adding that the 92,850 teachers in public schools above the age of 50 years are also eligible for the vaccine.

”Teachers have been classified as a priority group in the Covid-19 vaccination rollout. Report from the Ministry of Health indicates that there is an upward trend in the number of teachers presenting themselves for the jab,” she said.

Members are entitled to statutory benefits under the NHIF scheme as they still pay their statutory deductions. The Minet Teachers’ Medical Scheme is a private health insurance cover designed to draw on the benefits offered by public health insurance. Contributing to the NHIF increases the overall health benefits that teachers can utilise. It also increases the facilities accessible to members. Teachers covered under the scheme are encouraged to visit the nearest NHIF office and update all dependant details. Recent changes by NHIF have resulted in more benefits for all those who make contributions to the fund. NHIF now caters for additional expenses besides the daily hospitalisation rebate and outpatient services offered at any NHIF accredited facility across the country. Members of the fund can also access particular services in most facilities including certain private hospitals. Minet Teachers’ Medical Scheme, like all private insurances, will only cater for bills net of NHIF. However, in order to tap into your NHIF benefits, it is important to ensure that you have your NHIF card and ID card during hospital visits, and that all dependants are duly registered. Minet Teachers’ Medical Scheme members also need to be aware of NHIF services which require the patient to seek pre-authorisation from NHIF. The pre-authorisation procedure is as follows: 1. Request your healthcare provider/hospital/doctor to fill in the NHIF pre-authorisation form. The provider will attach the following documents: a pro-forma invoice/quotation and the relevant medical records/diagnosis. 2. Submit the documents at any NHIF office. 3. An approval/undertaking will be issued within 24 hours. The letter of undertaking should be collected from the same NHIF office. 4. Attach a scanned copy of the NHIF undertaking when sending your private insurer’s pre-authorisation form to us. 5. Minet will issue an undertaking for the difference.

Marking Scheme

The Commission has already calculated preliminary scores for each of the shortlisted applicants. The calculation by TSC is based on the Year of Graduation and strength of the academic papers. For instance, a secondary school teacher who graduated in 2016 and with a qualification of a Second Class Honors Degree (Upper Division) would score 25 and 30 marks respectively to sum up to 55%. Effectively, teachers who graduated earlier and have stronger academic papers stand a better chance of clinching the positions. Below is a sample of the marking scheme to be used during the interviews;

TSC facing intense scrutiny over reluctance to hire educators aged over 45

The Teachers Service Commission (TSC) is facing intense scrutiny from lawmakers due to its reluctance to hire educators over the age of 45.

During a discussion prompted by Soy MP David Kiplagat, several MPs voiced their concerns, urging the TSC to appear before the Education Committee to clarify the prolonged delays in hiring these experienced teachers. Kiplagat emphasized that even those nearing retirement should be considered for employment, given their qualifications.

He stated, “Honourable Speaker, I request a detailed report from the Chairperson of the Departmental Committee on Education regarding the number of registered teachers over 45 who remain unemployed, including their graduation years, registration dates, current ages, and geographical distribution.”

Kiplagat further called for an account of how many teachers over 45 were included in the recent recruitment, the efforts being made to implement affirmative action for this age group, and the TSC’s plans to reform the recruitment process to prevent further delays in hiring and late entries into the profession.

In response, Education Committee Chairperson and Tinderet MP Julius Melly announced plans to summon the TSC to address these pressing issues. He noted, “This matter has been a focal point for the education committee, as many qualified teachers have been sidelined due to the 45-year age limit. Even a brief employment period is crucial for these educators.”

This request for clarification comes on the heels of the TSC facing criticism for the recent promotion of 151,611 teachers, with allegations that those scoring 80 percent in interviews were favored over those achieving perfect scores.

In Parliament, Kiplagat lamented that despite a 2019 ruling by the Employment and Labour Relations Court declaring the 45-year age cap unconstitutional and discriminatory—violating the right to non-discrimination and denying qualified teachers the chance to work until the retirement age of 60—the TSC has yet to comply with this directive.

He expressed disappointment that many trained and registered teachers aged 45 and older continue to face discrimination in hiring. “This group has persistently applied for positions, fulfilling all recruitment criteria, yet they remain overlooked. This is particularly troubling given Kenya’s acute teacher shortage, with over 110,000 vacancies reported in 2023, including a deficit of 72,422 teachers in junior secondary schools alone, while more than 350,000 qualified teachers, many over 45, remain unemployed.”

Kiplagat concluded by urging the TSC to take affirmative action and provide these experienced educators with job opportunities before they reach the mandatory retirement age of 60, as their exclusion from recruitment has led to growing frustration and hopelessness.

Reporting dates

The teachers are now expected to report to their new stations on January 6, 2020. Posting letters for the teachers are ready at the County offices. The letters are to be picked by principals and school heads.

What you need to know about the posting letter.

The Teachers Service Commission, TSC, sends a letter of employment (Letter of probationary employment) to a newly recruited teacher after successfully vetting the teachers’ documents. The letter is sent to the teacher through the station where the teacher has been posted to serve under TSC terms. In the letter the Commission Secretary spells out the entry level of the teacher i.e Secondary School Teacher II for teachers entering the profession as degree holders. The station where the teacher has been posted and the subjects to be handled are also written on the employment letter.

Also read:

TERMS OF EMPLOYMENT.

A newly recruited teacher works on probation for a period of not less than six (6) months. In some cases the probation period may be extended if the teacher’s performance is unsatisfactory; at worst, the teacher’s employment may be terminated before completion of the probation period. To be confirmed on permanent terms, the head of institution fills a recommendation form for the teacher that is sent to TSC for approval.

The teacher is expected to proceed to the posted institution as indicated on the employment letter and has a grace period of 30 days from the effective date; as stated on the letter.

The employment letter also spells out the expected basic salary per year depending on the entry grade of the teacher. The teacher is also entitled to monthly allowances pegged on his/ her grade. Allowances that the teacher may get include, but not limited to: House allowance and Commuter allowance. Teachers working in areas classified as hardship get hardship allowance on top of the two allowances. While, those working at schools with differently abled learners also receive Special allowance.

The teacher is expected to work in any part of the country where the Commission feels his/ her services are required. Additionally, the teacher will have to serve at the initial work station, where the first posting has been made, for a period of not less than five (5) years before requesting for a transfer. Though, in some cases such a teacher may be transferred under special consideration from the Commission on such grounds as Medical and insecurity; as may be deemed fit by TSC.

The employment letter is also copied to the Principal or head of institution and the TSC County Director.

Teachers troop back to schools after a period of 6 months- TSC news today

Teachers across the country reported back to their work stations on Monday after staying at home for over six months. A spot check in most schools indicated that most teachers heeded to the Monday deadline set by the Teachers Service Commission, TSC.

This is the first time that teachers were reporting back to work following a closure of all learning institutions in March this year to combat spread of the deadly corona virus disease.

School heads were expected to convene meetings with teachers and other stake holders to prepare for reopening of the schools. Learners are expected to troop back to schools next month.

The Heads will then submit a status report to the Commission for further action. Among other items, TSC needs a report on level of preparedness of schools in terms of availability of water.

See also;

Ahead of the reporting of learners, teachers will be expected to prepare all professional records like schemes of work, lesson plans and other documents used in curriculum implementation.

The employer had warned of dire consequences for those who would not report to schools by Monday September 28, 2020. TSC field officers will collate information on numbers of teachers who have reported for duty and submit it to the head office.

In some schools teachers were seen tidying up the compounds by sweeping and mopping classrooms. On the other hand various committees were formed to oversee the preparations for reopening of the schools.

The reporting committees will prepare to check the temperatures of learners as they report back. While, the healthy committees will ensure the Ministry of Health’s guidelines on combating spread of covi19 are followed to the latter.

Schools are expected to reopen next month with candidate classes first to arrive in schools.

As teachers report back to schools they should ensure the following are done:

  1. Build the capacity of institutional staff, learners, Boards of management and parents on the management of COVID 19.
  2. Ensure adequate clean running water and sanitation facilities in the institution and procure water tanks where applicable.
  3. Develop the protocols on hygiene and social distancing measures to be put in place before re-opening.
  4. Stock up the institution with key supplies including disinfectants, liquid soaps, non-touch thermometers, face masks and first aid kits.
  5. Collaborate with institution sponsors to ensure provision of psychosocial and spiritual services.
  6. Map an emergency health facility that is within 10km and collaborate with the County Government to have some health personnel assigned to the institution for regular monitoring and sensitization.
  7. Carry out risk assessment for suitability focusing on space, water, sanitation, provision of meals, transport of learners using the risk assessment matrix, provided by MoE and develop mitigation measures.
  8. Ensure compliance to guidelines for issuance of letter of compliance to the institutions.
  9. Communicate to parents, teachers and learners on:
  • Health and safety measures
  • Re-opening of the institution based on the calendar released by the ministry.
  1. Constitute institutional COVID19 response committee to coordinate response strategies comprising of five members, one being a learner, non-teaching staff, one BOM member and teachers.
  2. Ensure there is a designated room within the institution premises for use as a sick bay or for temporary isolation in case presumed cases occur in the institution.
  3. Ensure revision of institution rules and regulations and daily routine to be responsive to the changes occasioned by COVID 19 pandemic.
  4. Maintain positive demeanor on governments efforts to prevent the spread of COVID 19.
  5. Maintain updated bio data of all learners and contact numbers and home addresses of the parents /guardians/caregivers for ease of management of emergencies.
  6. Ensure that information of COVID 19 related measures is accessible to all learners, including those with disabilities, through sign language interpretation, captioning and easy read formats, among others.
  7. Renovate, improve, or install (as necessary) age, disability and gender appropriate hygiene facilities like washrooms, toilets and bathrooms to ease congestion.
  8. Develop learner’s movement protocols including designating entrances and exits for different learners’ cohorts, sectioned off common spaces and floor markings to direct foot -traffic flows.
  9. Clean and disinfect institution buildings, including toilets using water and disinfectants and frequently touched surfaces.
  10. Ensure adequate security and safety measures, including provision of a fence /barrier and guards to restrict entry to and exit from the institutional premise.
  11. Restrict entrance of visitors in the institution and cancel institution events such as career days and motivation days until further notice.
  12. Revise and adjust the institution budgets to reflect the current priorities addressing the impact of COVID 19 such as improved hygiene management.
  13. Identify learners, teachers and other staff with pre-existing health conditions and ensure appropriate health attention.
  14. Weekly progress report on the status on institution health and safety that might compromise curriculum implementation will be submitted to the Sub-County Director- Education.
