Universities have Students Portals that enable students to get many services online at their convenience. To access the Student Portal, one must be a duly registered student. Once admitted to university, a student is given the Students Portal Log in credentials; Registration Numbers and Password. SCHOOL’S KCSE PERFORMANCE ANALYSIS

The Higher Education Loans Board, Helb, advances a number of loan products to students in tertiary institutions. Helb provides the following loan products to all students: Undergraduate Loan, Tvet Loan / Bursary First Time For Tertiary Institutions,  Post Graduate Scholarship Application and Afya Elimu Loan. The following are loan products for the employed individuals: Civil Servant Training Revolving Fund, Post Graduate Scholarship Application, Kra Staff Training Revolving Fund and JIELIMISHE LOAN(Salaried Students): PgD,HND,Bachelors, Masters, PhD & Professional Courses.

UNDERGRADUATE LOANS

These loans are for students joining public or private universities within the East African Community directly from high school either through the Kenya Universities and Colleges Central Placement Service (KUCCPS) or as self-sponsored. Amounts awarded range between Kshs.40,000 minimum and Kshs.60,000 maximum based on the level of need. The loan attracts interest of 4% p.a and the students are required to repay their loans on completion of their studies. Students are advised to apply at least one month before the opening date to allow ample time for processing.

Type of Loan Application

There are two types of undergraduate loan applications:

  • First Time Application-This is for applicants who are applying for the first time.
  • Second & Subsequent Application-This is for applicants who are applying for a second, third, fourth time as per the program duration

The number of loans one is eligible for depends on the program duration i.e. one is given loan 4 times for a 4 year program.

Management of HELB Loans

Students are advised that the loans should be used mainly for:

  • Tuition,
  • Books and stationery,
  • Accommodation and subsistence.

Students are advised to desist from diverting the funds to leisure or other family obligations.

Loan Award

The loan awarded ranges from a minimum of Ksh.40, 000 and a maximum of Ksh.60, 000. For those placed by Kenya University and Colleges Central Placement Service (KUCCPS), the loan amount is split to cater for both Tuition fee and Upkeep while the Self sponsored students, the money is sent directly to the university once a year as tuition fees. A standard amount of Ksh4, 000 for Government sponsored students only is deducted from the loan awarded and disbursed to the university per semester for tuition [total Ksh8, 000] and the rest is sent to the applicant’s bank account as upkeep. An Administrative Fee of Ksh500 per year is charged on the loan awarded and it is therefore deducted from the disbursed loan. A limited number of needy government sponsored students receive bursary of between Ksh4, 000 and Ksh8, 000 per year. The Bursary is paid to the university.

Requirements

  • A copy of the Applicant’s national ID Card
  • Copies of the parents national ID Cards/death certificate where the parent is deceased
  • Copies of both guarantors’ national ID Card
  • A copy of the applicant’s admission letter and KCSE result slip/certificate
  • A copy of the applicant’s Bank ATM/Bank card (for Government sponsored students only)
  • A copy of the applicant’s Smart Card from the institution
  • One recent colored passport size photograph of the applicant.

Repaying your Student Loan

Undergraduate loan repayment starts within one year of completion of studies or within such a period as the Board decides to recall the loan whichever is earlier. However, you can make voluntary payments before or after you complete your studies to reduce your loan balance. Note:

  • Loans are charged 4% interest per annum
  • Loan repayment commences one year upon completion of studies or as deemed fit by HELB.
  • The loan is repayable up to a maximum of 120 months.

TVET HELB LOANS

Orphans, single parent students and others who come from poor backgrounds will be given priority for the loans and or bursaries. The application period is January to April every year.

  1. Applications should access and fill the relevant TVET Loan & Bursary Application Form (TLAF).
  2. Print TWO copies of the duly filled Loan Application Form.
  3. Have the TVET Loan Application Form signed and stamped by the Dean of Students/Financial Aid Officers.
  4. Retain one copy of the duly filled TLAF (Mandatory).
  5. Drop the TLAF personally at the HELB students Service Centre on the Mezannine One, Anniversary Towers or any of the SELECT Huduma Centers nearest to you.

School games; Kenya ready to host the second edition of the Copa Coca-cola Africa Cup of Nations for schools at Mpesa Academy, Thika; Details

Kenya is set to host the second edition of the COPA Coca-Cola Africa Cup for secondary schools; this year in Thika at Mpesa Academy. The tournament is slated for the 2nd to 5th of December 2019.
The hosts and the inaugural champions, Kenya, will be seeking to retain the title they won last year at the games that were held in Nakuru, Kenya.
This year, the COPA Coca-Cola tournament was more than football in all participating schools across Africa. It sought to impact behavior change by introducing plastic collection as part of educating them on the importance of a cleaner environment by taking care of plastics disposal.

In Kenya, at least 92,057.50 kilogrammes were collected in the entire championship period with five schools achieving the highest numbers and winning the pitch refurbishment in their respective institutions. These are Mutuini High from Nairobi, St. Charles Lwanga Secondary School from the Coast, Mwiruti Mixed Secondary from the Rift and Mountain region, Bishop Okul Girls from the Nyanza region and finally Nyang’ori High School from the Western region.
In the Pan-African tournament, twelve (12) teams will compete against each other to determine who will be the Under-16 champion of Africa. The participating teams will include, Uganda, Tanzania, South Africa, Zambia, Zimbabwe, Botswana, Angola, Ethiopia, Mozambique, Burkina Faso, Namibia and the host country Kenya.
“The COPA Africa Cup is a platform that will go a long way in ensuring the students are the next generation of soccer stars. The array of stars the tournament has provided to the national football teams of the participating teams is a testament of the crucial nature of the games. Our partner, The Kenya Secondary Schools Sports Association (KSSSA) has immensely supported and managed the tourney ensuring success of the games,” said Mr. Evanson Ndungu, Coca-Cola Marketing Manager- Kenya, The Coca-Cola Company, Kenya.
A total of twenty (20) matches will be played over the tournament period. The games format will have the twelve teams being grouped into four groups. Each group will consist of three teams. The best two teams in each group will qualify for the quarter finals. The teams will then head for knock-out matches until the best team wins.

2018; Inaugural Championship

The first edition of the championship was held in Kenya December 10th and 15th, 2018. Kenya’s representatives scooped both the girls’ and boys’ trophies. The Kenyan Boys from St. Anthony’s Kitale were in superb form; outwitting Nigeria 3-2 on post match penalties. The match had ended at 0-0 on regulation time, forcing the post match penalties to be taken so as to decide the winner. 2020 school fees for National schools, Extra County Schools, County and all boarding schools

The Ministry of Education has released the 2020 school fees structure for all secondary schools under the government’s Free Day Secondary Education (FDSE) programme. The new guidelines shows the amount of school fees to be paid by parents in National Schools, Extra County Schools, County, Sub-county and special schools.

For all national schools and Extra County schools located in major towns, the maximum fees has been set at Sh75,798 per year. Of this, the government through its FDSE programme will pay Sh22,244. The remaining balance will be paid by the parent or guardian.

The government will provide capitation for each learner in a boarding school that is equal to capitation for each learner in a day school. In order to meet the cost of boarding, parents will pay the boarding fees applicable to different categories of schools and location.

Schools classified as Category B* are other boarding schools including extra county schools that are located in other areas other than the town of Nairobi, Mombasa, Nakuru, Kisumu, Nyeri, Thika and Eldoret.

Education ministry releases new 2020 Co-curricular activities’ guidelines for all schools

The Ministry of Education has released new guidelines for all Co-Curricular activities. In the new guidelines, responsibilities of various officials to be in charge of the Co-curricular activities have been stipulated. Financing for Co-Curricular activities has also been outlined. The sources for funding include: Co- Curricular Activity (CCA) Vote head, Free Primary Education (FPE) funds and Free Day Secondary Education (FDSE) funds. The Ministry of education disburses Co- Curricular Activity funds to the Sub- county Directors of Education (SCDEs), County Directors of Education (CDEs) and Regional Directors of Education (RDEs). These field officers have Authority to incur expenses for the various activities.

Here are the latest guidelines from the Ministry;

‘RE: THE 2019/2020 REVISED GUIDELINES ON FINANCIAL OBLIGATIONS DURING THE CO-CURRICULAR ACTIVITIES CHAMPIONSHIPS/ FESTIVALS, AT VARIOUS LEVELS

During the co-curricular activities retreat held on 23rd to 25th September, 2019 at Machakos University, the stakeholders revised the guidelines that were earlier released on 5th November, 2018 and 28th January, 2019 on the above mentioned subject.
This revision is aimed at promoting fairness in co-curricular activities expenditure at the various levels. The guidelines are as follows;

School – zonal level

The participating schools are to meet all costs at school up to the zonal level. Such expenses include:

  •  Provision of sports/festival facilities
  • Preparation and training of teams in various sports
  •  Transport teams to zonal championship
  • Pay lunch allowances to school teams officials and referees at zonal championship
  •  Provide meals/refreshments to the school teams

The schools are expected to get funds for this purpose from the activities fund and should not charge parents.

Sub-county Level

  • The school to transport the teams to and from the sub-county competitions and also pay lunch allowances to team official e.g. coaches, driver etc
  • Schools to feed their own teams
  • The SCDE to pay for the referees, judges, sub-county committees, field preparations, certificates and other related administrative costs

County level

During the county championship, the respective SCDE and CDE will be responsible for their teams as follows;

Sub-county Director of Education

  • Transport the teams to and from the county championships/ festivals
  •  Provide lunch to the sub-counties teams
  •  Pay the coaches, chaperons, team managers, drivers and sub-county committee

County Director of Education

  • The CDE to pay the referees, county executive committee and other championship/festival administrative costs e.g. field preparations, security etc.
  • Allowances will be paid as per approved budgets

Regional level

At this level, the CDE and RDE will be expected to share the expenses as follows:

  •  CDE to transport the county teams to and from the regional competition
  • CDE to pay allowances to the coaches, chaperons, team managers and county executive committee allocated duties, as per the approved budget
  • CDE feeds the county teams/accommodation
  • RDE pays the referees allowances, as per the approved budget
  • RDE to pay administration costs, such as field preparation, security, first aid, executive committee, refreshments, etc

National level

At this level, the RDE and MOE HQs will share expenses as follows;

  •  The RDE to transports teams to and from the national venue
  • The RDE to pay allowances to team officials such as, coaches, chaperons, team managers, drivers and executive committee assigned duties
  • MOE HQs to pay for teams accommodation in the host schools
  • MOE HQs to pay the referees allowances as per the approved budget
  • MOE HQs to cater for officials and teanis refreshments
  • MOE HQs to subsidize on field preparations/hire
  • MOE HQs to pay for badges, certificates, security, ambulance and other related administrative costs.

Host RDE

If a region is hosting the national championship, the RDE will be required to;

  •  Identify the schools to accommodate teams
  • Identify and book venues/play fields
  • Form and cater for the hosting committee
  • Ensure the field/venues are prepared to the required standards
  • Provide and pay for chairs & tents used during opening and closing of the games championship’

Your ultimate guide to the Teachers Service Commission, TSC, website and portals: All TSC services online

The Teachers Service Commission, TSC, provides a wide range of services online. These services can be accessed by online users. The services are mostly accessible to teachers and TSC staff. Here are the services that the Commission offers online:

  Online tax deductions card (P)

Teachers and TSC Secretariat Staff can now access their P9 forms online alongside their payslips, through the TSC on-line service portal. Thus they do not have to wait for June to make their returns. They can now make their tax returns as early as January of every year. To access this service click on; https://payslip.tsc.go.ke/login.php

TSC Website (www.tsc.go.ke):

The Commission has a vibrant website where key activities of the Commission are posted as they happen. The website is also a key resource centre where teachers and the public easily access information on the services offered by the Commission. From the Website;

  • • Teachers can download various documents such as The Code of Regulations for Teachers, circulars and Gazette notices.
  • • Teachers can access and apply for advertised posts,
  • • Retired teachers whose pension claims have been processed and forwarded to the Director of Pensions are notified through the website.

  • i). Teacher registration

The Commission is mandated to register trained and qualified teachers before they engage in any teaching services in the country. Through the Commission’s online system, applicants upload the requirements for registration. The Commission processes registration within 30 days and a registration certificate is issued.   • ii). T-Pay (payslip.tsc.go.ke)

Teachers can now view their latest pay information by accessing their pay slips online. The system also provides a function for teachers to send their latest pay slip to 30 parties such as banks, Saccos, amongst others, to facilitate acquisition of a loan.   • iii).Teacher Performance Appraisal and Development (TPAD)

Teachers Performance Appraisal is now done online. The Commission is in the process of reviewing the online performance appraisal so as to make it more user friendly. The Commission has now created a new TPAD portal. Click here to get the service; http://tpad2.tsc.go.ke

  • iv). Wealth declaration:

Teachers and TSC secretariat staff are required to declare Income, Assets and Liabilities in accordance to the public Officer Ethics Act 2003. This can now be done through the TSC Website under the teachersonline link at; https://tsconline.tsc.go.ke

  • v). Teacher Management Information System (TMIS)

Effective teacher management requires use of accurate and up to date data. In response to this the Commission has developed an online data collection and analysis system- Teacher Management Information System (TMIS). Data is collected at the source which includes the school, TSC county offices, and the headquarters and is uploaded on the system. Use of email to enhance communication.

The Commission’s email services continue to be a key channel of communication that teachers and other clients use to make enquiries. This provides clients with a channel that enables them to reach the Commission at a click of a button. Clients can reach the Commission wherever they are, without having to travel to any of the Commission’s offices.

Commission’s social media platforms

The Commission’s social media platform, Facebook page (TSC KENYA) and twitter handle (http://@TSC_KE) are interactive platforms where teachers and other clients interact easily with the Commission. The Commission uses the platforms to post and share events as they happen and also bring to the attention of our clients’ urgent information meant for their attention. You are all encouraged to use the platforms to reach the Commission on any issue that you may have.

Bulk SMS

The bulk SMS platform has enabled the Commission deliver time- sensitive notifications, and other important information directly to the mobile phones of teachers and Secretariat Staff. TSC is now able to send out invitations to teachers for interviews, discipline hearings and cordial messages such as Christmas, Idd Ul Fitr, Easter, New Year’s. It has also been integrated with other systems to give instant feedback such a successful completion of a job application, registration amongst others. The Bulk SMS presents a more cost effective way of communicating to employees as opposed telephone calls or sending letters.

Human Resource Management Information System (HRMIS)

This was developed to enable the Commission manage its human resource. Secretariat Staff now apply for leave, undertake performance appraisal and access medical scheme administration services such as updating their profiles, adding beneficiaries and give feedback about services in hospitals. They also can initiate card replacement and check referral hospitals in the various towns and regions. The use of technology-based service channels, have improved service delivery greatly by reducing the human interface and providing timely response, accessibility and efficiency. Teachers no longer need to leave their stations to access services. They are able to access them even through their personal phones. I wish to assure you the Commission is committed to automating its services to provide real time services to the teachers and the public.
