TSC 2020 revised recruitment schedule per County- Trans Nzoia

The Teachers Service Commission, TSC, revised the recruitment schedule for all Counties. In the new schedule interviews were pushed forward. For instance, in Trans Nzoia County the new recruitment schedule is slated for September 28 to September 31, 2020.

TSC teacher interdiction letter

An interdiction letter is given to a teacher during the TSC discipline process. After investigation has been carried out on allegations against a teacher, a report should be written. It should specify the action to be taken against the teachers e.g  show cause letter, warning, interdiction (give relevant details of the offences)

THE TSC INTERDICTION LETTER

The interdiction letter should be in the prescribed format as provided in the TSC Code of Code and Regulations for Teachers, CORT.

Only the designated TSC officers  shall interdict. The Secretary to the Board shall only interdict after he/she has been authorized by a minute of the full BOM.

The interdiction letter should be forwarded to the TSC Headquarters with certified copies of all supportive documentary evidence and the investigation report/minutes of the BOM duly authenticated by the investigating officers should accompany it.

The interdiction letter should have the correct and complete information; including the charges. For example, in case of immoral behavior the charge should include the name, class of the student, admission number of the pupil; date time and place the offence took place.

Whereas for chronic absenteeism, the dates of absenteeism should be tabulated.  When a teacher is absent he/she automatically neglects his/her duties so you need not add a charge on negligence.

In case of mismanagement/misappropriation, the amount involved and the period in question should be indicated on the interdiction letter.

The teacher of interdiction reads;

‘I am directed by the Teachers Service Commission to say that, it is alleged that you have breached Clause …………of the Third Schedule of the Act in that you……… ……….

consequently, you are hereby interdicted with effect from… …… …(date)

Before the Commission proceeds to consider and determine your case: –
l. You are invited to make a defense statement/Response to the Commission in writing
within 21 days from the date of this letter;
2. You will be given an opportunity to be heard by the Commission in person;
3. Indicate the nearest TSC Sub-County office where you will be required to report
once a month;
4. Present any other evidence including documents in support of your case;
5. Vacate office and continue to be away;
6. Provide your contact address, email and telephone number;
7. Forfeit your annual leave”.

WHAT CAN CAUSE TSC TO REVERSE A TEACHER’S INTERDICTION

Irregular and faulty interdiction can lead to loss of the case against a teacher by default. Some of the scenarios include those interdictions done by:

  • Unsigned interdictions/investigation reports/BOM minutes.
  • Interdictions by staffing officers instead of TSC county directors
  • Missing/incorrect information in the interdiction letters e.g. missing/incorrect date of interdiction, wrong TSC Nos, incorrect details on when and where the alleged offence was committed.
  • Use of wrong interdiction format.
  • Interdicting a teacher who has transferred to another county.
  • Interdictions being done without adherence to the laid down procedures e.g. failing to give teachers an opportunity to appear before the investigation panel together with the accusers and witnesses to defend themselves against the allegations raised.

The Teachers Service Commission, TSC, has given an update on the advertised 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin xi. Bank plate

Knec examiners to receive special travel documents- TSC announces

TSC LATEST NEWS TODAY 2021- Teachers who shall be marking this year’s Kenya Certificate of Primary Education (KCPE) and the Kenya Certificate for Secondary Education (KCSE) will be issued with special travel documents. The Teachers Service Commission (TSC) on Monday announced that these documents will enable the examiners access the currently locked counties including Nairobi; where most marking centres are concentrated.

Last week, President Uhuru Kenyatta ordered the cessation of movement by road, rail, or air into and out of Nairobi, Kajiado, Machakos, Kiambu, and Nakuru counties in a bid to contain spread of the deadly Novel Corona Virus. The Head of State also announced that the dawn to dusk curfews in these five countries will begin at 8pm and end at 4am, effective tonight.

The above restrictions would have hindered examiners from reporting to the marking centres; a problem that will now be solved by the Commission. TSC Boss Dr. Nancy Macharia on Monday announced that all KCPE and KCSE examiners are set to be given special passes. These will enable them to access marking centers in Nairobi and nearby marking centres.

“All teachers who will be travelling to Nairobi for the marking exercise are free to do so. We thank Government for allowing us to continue with this exercise uninterrupted,” said Macharia via a press statement.

This will add on the elaborate transportation plans that have been put in place by the Kenya National Examinations Council (Knec) that will see the examiners access the marking centres with ease. Already, Education officers manning the ongoing KCSE exam have been issued with special travel letters so that they can be allowed to move freely to all parts of the country to ensure the examinations run within the specified KNEC guidelines. Officials from Knec, TSC and the Ministry of Education are traversing the country to ensure the tests run smoothly.

TSC CEO Dr Nancy Macharia issues KCSE materials on Day 2 (Monday 29th March) of the KCSE 2020 at Kamukunji, Nairobi.

The TSC Boss has at the same time urged teachers to go for the free Covid 19 jab. He urged those aged 50 years and above to ensure they get vaccinated; since they are more vulnerable.

“Although the number of teachers seeking the vaccination is rising, we can do better. Currently, our 92, 850  teachers aged 50 years and above in public schools, 16,500 in private and international schools should particularly take up the jab,” She advised; adding that all teachers will gradually receive the jab.

Last week, while addressing Centre Managers and the media in Mombasa on Friday, March 26, Dr. Macharia reminded the examiners that Nairobi (where most Knec marking centres are concentrated) is the leading county in terms of new Corona virus infections.

”You are all aware that Nairobi and its immediate environs have one of the highest rates of the virus and therefore caution is required,” She warned.

She said teachers should take advantage of the priority given to them by the government and get vaccinated immediately adding that the 92,850 teachers in public schools above the age of 50 years are also eligible for the vaccine.

”Teachers have been classified as a priority group in the Covid-19 vaccination rollout. Report from the Ministry of Health indicates that there is an upward trend in the number of teachers presenting themselves for the jab,” she said.

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

TSC Intern Teachers can apply for the advertised replacement/ permanent posts; TSC Says

Teachers recruited as interns have something to smile about after their employer gave them green light to apply for the advertised permanent/ replacement vacancies. The Teachers Service Commission via a note on their official Twitter Account said the Intern teachers can tender in their applications to be considered for permanent employment.

The response from TSC that gives Teacher Interns freedom to apply for the Permanent/ Replacement posts.

The Teachers Service Commission has advertised 2,120 posts to replace teachers who have
exited service through Natural Attrition (1591 posts for Primary Schools and 529 posts for
Secondary Schools). All interested candidates should submit their applications to the respective County Directors and Boards of Management as above not later than Wednesday 5th February, 2020.

This is good news for the over 10,000 interns recruited in November 2019 and who have been at cross roads on their fate; as pertains the permanent jobs’ applications. The teachers are to serve for a period of one year.

Once absorbed, the Teacher Intern can then terminate the contract. “(The Teacher Intern shall) Submit a written letter of resignation/ termination of the contract to the Commission through the Supervisor by giving thirty (30) days Written Notice,” reads the internship terms and conditions; in part.

TSC advert for online replacement of Secondary and Primary school teachers who exited service in February 2021

REPLACEMENT OF TEACHERS WHO EXITED SERVICE IN PUBLIC PRIMARY AND SECONDARY SCHOOLS – FEBRUARY, 2021

The Teachers Service Commission, TSC, is declaring 1,550 vacancies to replace teachers who exited service through natural attrition (1,119 posts for primary schools and 431 posts for secondary schools).

The teachers recruited will serve on Permanent and Pensionable terms of service.

Eligibility

To qualify for recruitment, a candidate should meet the following basic requirements:

  1. Be a Kenyan citizen;
  2. Must be a holder of a P1 certificate in the case of primary schools and a minimum of a diploma in education in the case of secondary schools;
  3. Must be a registered teacher with Teachers Service Commission.

How to apply

Interested and qualified candidates for secondary school vacancies should submit their applications online through the Commission’s website, www.tsc.go.ke under ‘Careers’ or teachersonline.tsc.go.ke not later than 8th March, 2021.

Primary school vacancies will be filled using the 2020/2021 Merit Lists generated in September 2020. Successful candidates will be informed by the County Directors of the counties where they were merited.

TSC to hire 12,000 new teachers as 55,000 others get promotions.

The Teachers Service Commission, TSC, will be hiring 12,000 new teachers ahead of the January 2021 full reopening of schools. Under the Economic Stimulus Programme, the commission was allocated Sh2.4 billion funds to engage 12,000 interns.

According to TSC Boss Dr. Nancy Macharia, recruiting the additional 12,000 teachers will bring to 23,574, the total number of teacher interns hired since last year.

In the current financial year, the commission received a budget of Sh2.5 billion to employ 5,000 teachers on Permanent and Pensionable terms.

In a report tabled by Dr. Macharia during a two-day consultative forum with National Assembly Education Committee this week,  TSC requires Sh17 billion to hire about 26,000 teachers to address staffing gaps in secondary schools. An additional Sh8.1 billion will be required annually to hire 12,500 teachers to plug the normal shortage. The situation is worsened by current Covid 19 pandemic and the 100 percent transition policy.

Macharia says her target to enroll 12,500 new teachers yearly has not been met due to inadequate budgetary provisions. She added that under normal staffing, the commission needed 50,504 teachers to support the existing staff establishment.

The Commission is also set to train close to 118,000 teachers next month on the Competency-Based Curriculum (CBC) at a cost of Sh1 billion. See details on this training here.

“The commission intends to prepare teachers for eventual re-opening of schools through training, capacity building, sensitization and induction programmes,” She added.

Teacher promotions.

TSC says about 55,000 teachers have been promoted this year. Another 3,900 are scheduled for interviews. Similarly, 460 teachers have already been interviewed and their letters are on the way.

The Legislators wants the Commission to come up with a clear policy in promoting teachers in order to avoid situations where most stagnate in same job grades for long. But, Macharia was quick to point out that budgetary constraints were to blame.

“The criteria used in promotion of teachers include the availability of budget/funds; the existence of vacancies in the authorised establishment; merit and ability as reflected in the teacher’s work performance; academic and professional qualification among others,” she explained.

Dr. Macharia, sought the committee’s indulgence in finding a lasting solution to the challenges faced by the commission, among them; the need to develop a policy framework to guide the employment and promotion of new and older teachers.

This is what you must know about TSC teachers’ salaries

The Teachers Service Commission, TSC, employs and pays teachers their monthly salaries plus allowances. The teachers’ pay is usually processed and paid as from 22nd of every month and onward. Once you are newly employed, the commission will appoint you to the payroll and you start earning as soon as your casualty form is received at the TSC head quarter and your file processed. The salaries are disbursed to teachers’ pay points; Banks or SACCOs.

Some teachers have committed unprecedented and irreversible financial mistakes that they live to rue for the rest of their teaching careers. These mistakes usually occur during the teacher’s hey days; when newly employed. Most teachers get employment when still young, enthusiastic and energetic. Some have ended up squandering the opportunity to invest well and spend their monies wisely leading to many years of cursing; the resultant effect being depression.

Here are 10 points for your quick guidance. You must not follow all that is stated here, but some how you will get some insight.

  • NEVER OVER COMMIT YOUR PAYSLIP

When going for loans and savings, remember to give your payslip some breathing space. Long before the a third rule came, some teachers (and not only teachers but other civil servants too) used to walk home with net negative pay. This prompted the government to come up with the 1/3 rule. It is thus advisable to have some amount off and above your net pay; so that in case of an emergency then such amounts can come in handy in terms of securing an emergency loan.

  • WISE CHOICE OF INVESTMENTS

It is the aspiration of everyone that they at least have some investment. In fact, investments are good not only for the immediate gains but also during your sunset years. But, some investments are not worthwhile. With your first pay and/ or loan go for income generating assets/ activities or assets whose value appreciates with time like land. Unless you have other sources of income/ side hustles otherwise never rush for such luxurious assets like cars. Yes, cars are good but if your payslip is stifled up to the neck how will you maintain that car? Start a business, get a side hustle to supplement your pay. Take risks, be a go-getter.

  • AVOID ‘BAD’ LOANS

Do not be too quick to rush for bank loans. All that glitters is not gold! yes, with banks you can get your loan after just three months of service and you do not need to save for you to qualify for a loan. Before the interest capping rule came banks could adjust their interest rates at free will. You take a loan at 18% interest rate and it is adjusted to 22% the next day! And now that the capping law is gone, it spells more gloom for borrowers who will now operate at banks’ mercies. Bank loans are damn expensive with a myriad of hidden charges!

And, be nice Mwalimu. You let friends sign your SACCO loan form and then disappear into thin air leaving them in awe!

  • BUILD YOUR CAPITAL BASE SLOWLY

Never be in too much hurry some times. Build your capital base slowly and patiently. do not be too quick to be carried away by what you see. A colleague bought a car yesterday and you want to rush to the showroom the next morning! Mwalimu (teacher), be rational in your thinking.

  • TOP-UP LOANS IS A BIG NO.

Avoid top up loans, more so from banks, like leprosy. Consider this pathway when you are in a can’t avoid scenario. Banks will entice you to go for top ups. but, this will be a like a financial death sentence. You will be enslaved to these banks forever.

  • LIVE WITHIN YOUR MEANS

Cut a cloth according to your size. Not, because a colleague is driving a hot car and you also covet it! Do not borrow more than you can repay! Have your plans within your financial ability. Avoid big plans that may cause depression and anxiety to you.

  • SAVE! SAVE! SAVE!

Have a saving plan. Save even Sh100 bob monthly. Such small savings turn into humongous things slowly and without you realizing it. SACCOs are the best saving bets for a start.

  • ALL IS NOT ROSY AT ALL TIMES!

The early years of your employment are always glittering; in terms of ‘good’ pay. Then, your salary is not committed as such. This is followed by a quick common cadre promotion. You move to the next job group with a marginally increased perks. Wait until deductions get their way into your payslip! What follows is hell on earth; you stagnate in the same job group for a long time. And, if you were not born on a Friday, luck will be so elusive that you end up retiring in the same job grade!

  • JOIN TEACHERS’ UNIONS

Do not see teachers’ unions as bothers. Those guys are very helpful when the waters become murkier and the going is tough. It would be need;less for you to be on agency fee (where you contribute money to the unions but you are not a member!). The TSC code of regulations and conduct is harsh, very harsh. You may find yourself on the wrong side of the code, by design, hard luck, coincidence or mere fabrication. That is when you realize the importance of teachers’ unions.

  • BE A MEMBER OF SOME WELFARE GROUP

There is a slogan that goes ‘UNITED WE STAND, DIVIDED WE FALL’. Do not be an island. Belong to some teachers’ welfare. There are so many out there. the common ones are BBFs (Burial Benevolent Funds). Above all, make connections. Have friends and social connections. AVOID UNNECESSARY CONFRONTATIONS AT YOUR PLACE OF WORK. Be aggressive. Apart from teaching, participate in one or two co-curricular activities. Drama, Music, Ball games, athletics… name it.

Requirements and Eligibility

Principal Member

All teachers employed by the Teachers’ Service Commission (TSC) and actively in service are automatically eligible to be covered under the Minet Teachers’ Medical Scheme as Principal Members. As thus, all teachers should benefit from the medical cover as they are covered.

Dependants

The following persons are considered dependants and are eligible for cover: • One (1) legal spouse of the member • Four (4) unmarried biological or legally adopted children who are dependent upon the member for support, provided that such children are aged not less than 38 weeks (full term birth) and not more than 18 years, a condition that is extended to 25 years, if the children are enrolled in a recognised post-secondary institution • No age limit applies to child dependants with a disability

Change of Dependants

Once registered, it is not possible for the principal member to change their dependants until the end of the policy period unless as a result of death or divorce of a spouse. However, at the start of each policy period, you will have a chance to review your cover and make changes to your dependants should you wish to. The end of a policy year normally occurs in September of every year.

• Pre-mature babies i.e. babies born before 38 weeks are covered under maternity • The legal spouse of the dependant will be covered up to the age limit of 70 years • The cover does not cater for relatives of the principal member such as mother, father, sisters, brothers, nephews, nieces or grandchildren.

Step 3: If successful, you will be prompted to enter your name (surname and other name), role and gender. Once done, you will receive a message confirming your successful registration onto the scheme and a prompt to register dependants.

Dependants Registration

THE REGISTRATION PROCESS Step 1: Dial *865# from your Safaricom or Airtel mobile phone number Step 2: Select the dependant you wish to register, i.e. spouse or child Step 3: Enter Date of Birth, full name, ID Number/Birth Certificate Number If not successful, kindly contact AON Minet on their call centre hotline numbers for further assistance.

THE BIO-METRIC REGISTRATION PROCESS

Biometric Registration is carried out at the service provider’s premises. It follows the steps below: Step 1: Present yourself at the service provider on their active panel (you can access the list of active providers by dialing *340#) Step 2: Identify yourself or your dependant with the TSC number Step 3: The service provider will generate an SMS that contains the One-Time-Pin (OTP), sent to the principal member’s mobile number Step 4: You will present this OTP to the service provider representative to kickstart the fingerprint registration Step 5: You will be requested to place your index finger and thumb on the biometric device and the impressions will be recorded against your membership record NB: Children under 5 years of age will be registered under either the parent or an appointed guardian.

HOW TO CHECK IF DEPENDANTS DETAILS ARE WELL CAPTURED

Once dependants have been registered, it is important to check on the AON portal to see if the captured details are correct. But, the dependants must first be captured on AON portal. This can be done by using the Minet Self Service Portal; https://collaborationkenya.minet.com/tsc The same portal can be used to upload dependants’ supportive documents.

LIST OF DOCUMENTS TO UPLOAD AND HOW TO DO IT

After successfully registering, one has to provide proof via uploaded documentation. The documentation includes that for all dependants. The following documents are required, where necessary: 1). Adoption document; for any adopted child. 2). Birth Certificate/ Birth Notification for all registered children. 3). Change of Dependant document. 4). Change of details document; whenever an amendment is made to the originally declared information. 5). Marriage document/ Marriage certificate. 6). National Identity Card. 7). Proof of Disability. 8). Proof of school (A school ID is required).

UPLOADING THE DOCUMENTS, ONLINE

To upload the documents to AON- Minet, use this simplified procedure; 1). Scan the documents and store them in a location you can easily remember. 2). Visit the official Minet upload portal by using the link; https://collaborationkenya.minet.com/tsc 3). To attach a document, enter your full name, mobile phone number, TSC Number and description of the document to be uploaded. 4). Select the document to be attached and click on Choose file. 5). Finally, click on upload. 6). Repeat this procedure for all the required documents.

HOW TO ACCESS MEDICAL SERVICES

Members of the Teachers’ Medical Scheme can access any of AON Minet service providers on the Company’s online panel countrywide. This list is accessible by dialling *340# from your Safaricom/Airtel line. Follow the on screen prompts to access the service you desire.

REFERRAL AND SPECIALIST SERVICES

Instances where a member may require referral/specialist services include: 1. Where the service sought cannot be accessed directly such as an x-ray, MRI, chemotherapy or specialised services such as gynae care, oncology, etc. In this instance the member will visit a primary healthcare service provider who will issue a referral letter to the member allowing them to seek the service at a referral service provider within AON Minet’s panel. 2. Where the service provider is not contracted to give a particular service. In this instance, the service provider will issue a referral letter to the member indicating the service they seek and the name of the service provider they are referring the member to.

BENEFITS

Inpatient Services

As part of the inpatient cover, the principal member and/or dependants are eligible to receive the following benefits: • Hospital accommodation charges:  Group G-N standard ward bed rate net of NHIF rebate pay  Group P-R standard private ward bed rate net of NHIF rebate per day • Doctor’s/Surgeon’s fee • ICU/HDU theatre charges • Drugs/medicine, dressings and internal surgical appliances • Pathology, x-ray, ultrasound, ECG, MRI scans and computerised tomography • Inpatient radiotherapy, physiotherapy, hydrotherapy and chemotherapy • Emergency road and air evacuation within East Africa leading to admission • Hospital accommodation for accompanying parent or guardian for hospitalised children below seven (7) years • Post hospitalisation benefit (within 21 days after discharge from hospital) • Treatment of congenital defects/genetical disorders • Treatment of pre-existing and chronic conditions (including cancer) • Treatment of HIV/AIDS related conditions • Rehabilitation services including services like home care, physiotherapy and occupational therapy • Inpatient ophthalmological and dental surgeries Note that all the payments related to the medical cover are net of NHIF rebates, rates and deductions.

Outpatient Services

The Teachers’ Medical Cover offers unlimited outpatient consultations. These will include but are not limited to: • Routine outpatient consultations • Diagnostic laboratory and radiology services including x-ray, ultrasound, MRI and CT Scans • Day care surgery for minor surgical treatment that may not require admission • Prescribed physiotherapy • Prescribed drugs and dressing • Prescribed routine laboratory tests • HIV/Aids related conditions and prescribed ARVs to the full limit per family per annum • Dialysis • Routine immunisations and KEPI vaccinations • Pap smear for ladies and PSA for men (principal member only) • Routine antenatal check-ups

Maternity Services

  • Routine antenatal check-ups
  • Delivery fees
  • Postnatal care up to six weeks
  •  Routine immunisations and/or KEPI vaccinations
  • Emergency and elective caesarean section
  • Congenital conditions
  • Pre-maturity expenses
Maternity benefits are only available to the principal member and spouse. New born babies must be registered immediately upon birth.

Dental Services

Dental benefits under this cover included but not limited to: • Dental consultation and anaesthetist’s fees • Root canal treatment • Tooth extractions • Scaling necessitated by a prevailing medical conditions and prescribed by a dentist

Optical Services This benefit caters for expenses related to eye treatment. This includes but is not limited to the cost of: • Lenses • Spectacle frames

Evacuation

Should an emergency occur, contact Minet immediately via the Call Centre Hotline number. Scheme members will be covered for the following Road and Air ambulance and Evacuation services: i. Emergency Air Ambulance Evacuation Services within East Africa ii. Emergency Road Ambulance Evacuation services within East Africa iii. Overseas Evacuation/Treatment abroad in India, where treatment is not available locally and within policy limits In cases where a member is involved in a medical emergency, they will access services at the appointed service providers in the region. Minet Kenya Insurance Brokers Limited’s emergency response team will be receiving the requests and will coordinate the evacuation process.

Wellness Packages

To ensure the wellbeing of clients, AON takes time to conduct wellness checks & educate members. The benefits under this scheme include, but are not limited to: • Health education and lifestyle improvement programmes – doctors and other experts educate and engage members on lifestyle choices and disease management • Preventive care programmes carried out during wellness drives • HIV/AIDS workplace programmes – the team engages the clients in voluntary counselling and testing

Chronic Disease Management

Chronic diseases covered include but not limited to: cancer, hypertension, asthma, diabetes, pepticulcer diseases, arthritis, cardiac failure, epilepsy, chronic renal disease, schizophrenia, bronchiectasis, chronic obstructive pulmonary disorder, thyroid disease, systemic lupus erythematosus and hyperlipidaemia. To enrol to AON Chronic Disease Management (CDM) programmes, fill in a CDM form available at Minet county offices countrywide. The CDM form is available on the website. AON CDM team will ensure your drugs are delivered to you and that your progress is monitored regularly.

Psychiatric & Counselling Services

This covers psycho-social support programmes for employees for conditions such as chemical dependency, stress, post-traumatic counselling, relationship difficulties, anxiety and depression, parenting, legal or financial distress, etc. Services include but are not limited to: • Psychosocial tele-counselling services through the Minet tele-counselling centre toll free line 0800 720 029 • On-site counselling services in some special instances • Referrals for face to face counselling by a specialist

Last Expense Benefits

Last expense is a benefit payable to the next of kin upon the demise of the principal member to aid in funeral arrangements. It is payable within 48hrs and via Mobile Money Transfer provided all information required has been availed to Minet. The benefit is KShs. 100,000 across all job groups. A Death Notification, a Burial Permit or an official TSC letter can be sent by email to Minet Kenya. The email should include the following: • Name of Deceased • TSC Number • Date of Death • Next of kin’s name and designation (spouse and children) • Next of kin’s ID Number • Next of kin’s contact (mobile number) Teachers should ensure that the next of kin information held by their employer (TSC) is correct and up to date including phone numbers. NOTE: This benefit is only applicable to the principal member (teacher) and not dependants.

Group Life Benefits

This benefit is payable to the family of the deceased to assist in re-organising their lives after the demise of the principal member. This benefit graduates progressively across job groups and is only applicable upon the demise of a principal member. To access group life benefit, the following information should be availed to Minet at the earliest possible convenience: • Name of Deceased • Death Certificate of Deceased • Burial Permit • Surrender of original or copy of ID card of the deceased • Bank details: Bank Name, Branch, Account Name and Account Number

Overseas Evacuation/Treatment Abroad

In line with Ministry of Health regulations, members will ONLY be evacuated for treatment abroad in cases where the treatment required is not available locally and where the Director of Medical Services has approved. In case one is referred for treatment abroad, the following benefitis are payable within the medical scheme: • Airfare – economy class for the patient and accompanying person/doctor/nurse in cases where the patient is not ambulant and is critically ill • Accommodation and transport within the destination of treatment at local rates

Verification of Requests

• Receipt of request for overseas treatment and vetting by Minet clinicians • Request for a comprehensive medical report from the doctor which should include: o Reason for overseas referral; o The facility the member is being referred to; and o Whether treatment is locally available or not. • Analysis of medical history and recommendation of most appropriate treatment plan • Initial consultation with local doctors (if deemed necessary) and advice on the admissible and inadmissible bills as per policy • The member will be referred to the Director of medical services for clearance Securing Credit Facility • The medical report will be shared with the overseas providers for quotation purposes • Where the referral is not specific to one particular provider, we will request for several quotations • Once credit facilities are secured, all travel arrangements finalised and travel date confirmed, we shall issue a guarantee of payment.

Travel Assistance

• Minet will ensure that all details relating to the particular treatment are available and communicated to you e.g. in case of a renal transplant, all relevant medical and legal documents required • All information relating to travel preparation will be made available e.g. yellow fever vaccination, etc. • Scanned copies of the passport (bio data details) for the patient and a medical aide (if necessary) will be requested at this stage • Minet will send an invitation letter to the hospital and a copy will be mailed to you for visa application • Once a visa has been issued, the dates of travel will be confirmed and tickets booked and issued While abroad, the following process will be followed to ensure that the patient and accompanying person are well taken care of. Through AON  travel agency, we will: a. Facilitate airport pick up and transfer to the hospital b. Introduce you to a Guest Relationship Officer (GRO) who will give assistance in: • Mobile connectivity – acquiring a local calling (pre-paid) card • Money exchange – changing your foreign currency to the local currency • Overseeing your admission to hospital and hotel check-in and hospital registration • Frequent updates – regular follow up and monitoring of your treatment plan including daily updates to Minet Upon Discharge from Hospital • Minet will facilitate transfer to the airport. The patient will be requested to fill in our customer satisfaction feedback form prior to departure • Minet will link them up to a local specialist upon returning to the country for follow up and monitoring of health.

NATIONAL HOSPITAL INSURANCE FUND, NHIF

Members are entitled to statutory benefits under the NHIF scheme as they still pay their statutory deductions. The Minet Teachers’ Medical Scheme is a private health insurance cover designed to draw on the benefits offered by public health insurance. Contributing to the NHIF increases the overall health benefits that teachers can utilise. It also increases the facilities accessible to members. Teachers covered under the scheme are encouraged to visit the nearest NHIF office and update all dependant details. Recent changes by NHIF have resulted in more benefits for all those who make contributions to the fund. NHIF now caters for additional expenses besides the daily hospitalisation rebate and outpatient services offered at any NHIF accredited facility across the country. Members of the fund can also access particular services in most facilities including certain private hospitals. Minet Teachers’ Medical Scheme, like all private insurances, will only cater for bills net of NHIF. However, in order to tap into your NHIF benefits, it is important to ensure that you have your NHIF card and ID card during hospital visits, and that all dependants are duly registered. Minet Teachers’ Medical Scheme members also need to be aware of NHIF services which require the patient to seek pre-authorisation from NHIF. The pre-authorisation procedure is as follows: 1. Request your healthcare provider/hospital/doctor to fill in the NHIF pre-authorisation form. The provider will attach the following documents: a pro-forma invoice/quotation and the relevant medical records/diagnosis. 2. Submit the documents at any NHIF office. 3. An approval/undertaking will be issued within 24 hours. The letter of undertaking should be collected from the same NHIF office. 4. Attach a scanned copy of the NHIF undertaking when sending your private insurer’s pre-authorisation form to us. 5. Minet will issue an undertaking for the difference.

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:

Eligibility for Internship

Eligible candidates should meet the following basic requirements:
  • Be Kenyan Citizen;
  • Have original academic and professional certificates
  • Be unemployed and has not previously been employed by the Commission on permanent terms;
  • Must be registered as per the TSC ACT 2012:
  • Be a holder of a P1 Certificate for Primary Schools and a minimum of a Diploma in Education Certificate for Secondary Schools applicants
  • Be ready to be posted to any public educational institution in Kenya where their services are required:
  • Must have a Personal Accident Insurance to cover for personal risks during the internship period;
