TSC TPAD Account (https://tpad2.tsc.go.ke) creation, log in and use

The Teacher Performance Appraisal and Development (TPAD 2) is a performance evaluation mechanism that assesses the performance of a teacher as per the set standards prescribed by the Teachers Service Commission, TSC.

Section 52 of the Code of Regulations for Teachers (2015) stipulates that the Commission shall in administering the performance appraisal system: –

  • Require Heads of institution to provide oversight role in the performance appraisal for the teachers in their respective institutions;
  • Use performance appraisal reports for purpose of promotion, deployment and other rewards as may be prescribed from time to time.
  • Identify training needs and take corrective measures in cases of unsatisfactory performance.
  • Develop and review criteria, guidelines and tools for performance appraisal from time to time which shall be accessible in the commission website or as the Commission may advice.

How to create TSC TPAD Portal

To create a new TPAD account its simple and easier.You only need to follow these steps:

  1. Click on https://tpad2.tsc.go.ke/auth/create_account to access the new account creation portal.
  2. Fill in the fields shown; TSC Number, ID Number, Phone Number (in the format 07xxxxxxxx), Email Address, Password, Confirm Password and Mode of Notification.
  3. Click on ‘Create’ Once done.
  4. A success message is shown and you will receive SMS token on your phone within a short time.
  5. Enter the Code received via SMS and click on ‘Verify Token’. This completes the registration process.

Adding your Bio Data on the new TPAD 2 System

Next, you need to add your level of Education and subject combination details. Use the tabs listed below to update your profile;

  • Add your information: Bio/ Institution Information, Contact Information.
  • Select ‘Subjects Combination’ and add your teaching subjects. Select your subjects combinations from the list and click on ‘Submit’ when done.
  • Then, click on ‘Level of Education’ to add details. Select your KCSE grade, Highest level of Education and Institution of Study. Next, click on Submit.

ROLES OF THE TEACHERS IN THE NEW TPAD

Each teacher will be expected to do a self appraisal in the various areas, create an appraisal and upload the data online.

ROLES OF THE PRINCIPAL IN THE NEW TPAD
  • Inducting new teachers on TPAD
  • Capture the new teachers in TIMS
  • Activating new teachers on TPAD
  • Remove outgoing teachers

The Principal also performs the following roles in TPAD:

  1. Provide oversight role in the performance appraisal for the teachers’
  2. Continuously monitor and evaluate the appraisal process and submit termly reports,
  3. Appraise the Deputy Principal,
  4. Schedule meetings for appraising the Deputy Principal,
  5. Observing the Deputy Principal and
  6. Countersigning officer for all the teachers in the school Arbitration
ROLES OF THE DEPUTY PRINCIPAL IN THE NEW TPAD

The Deputy Principal performs these roles in the new TPAD 2 system:

  1. Update the Lesson Attendance,
  2. Register on weekly basis,
  3. Appraise the HODs and teachers,
  4. Schedule meetings for appraising the HODs and teachers,
  5. Observing the HODs and teachers,
  6. Arbitration for the teachers

The new TPAD tool has 5 standards classified into 3 broad categories as follows:

A. THE INSTRUCTIONAL DELIVERY/TEACHING STANDARD

This is the first standard which has the following assessment areas:

1. Professional Knowledge and Practice where a teacher should:
  • Demonstrate mastery of the subject content and use appropriate instructional methods (Wt-3)
  • Undertake lesson observation at least once a term (Wt-3)
  • Utilize teaching/ learning resources effectively (Wt-3)
  • Prepare professional documents based on the current syllabus/designs (Wt-3)
  • Ability to identify learners’ capability and learning Sstyles (Wt-3)

  • Ability to ensure safety of learners (Wt-3)
  • Ability to manage learners conduct and behaviour (Wt-3)
3 Teacher Professional Development in which you are expected to;
  • Prepare Self Professional Development Support Plan (Wt-3)
  • Identification of professional gaps (Wt-3)
B TEACHER CONDUCT AND PROFESSIONALISM STANDARD.

This second standard contains the following areas:

4 Teacher Conduct & Professionalism where a teacher should show;
  • Ability to act in the best interest of the learner and maintain high standards of ethics and professional requirements within and outside the institution (Wt-6)
  • Demonstrate knowledge on the legal requirements in education (Wt-6).
  • Comply with the professional requirements in teaching and learning (Wt-6).
  • Ability to observe punctuality in lesson attendance, performance of duty and preparation of professional documents(Wt-6)
  • Timely syllabus coverage and meeting of deadlines (Wt-6)
C COMMUNITY PRACTICE STANDARD

This is the last standard and has the following parameters:

5 Participation in Professional Learning Community where a teacher should;
  • Join Professional Learning Community (PLC) (Wt-5)
  • Collaborate with colleagues and the broader professional learning community to support teaching (Wt-5)
  • Collaborate with parents/guardians and other stakeholders (Wt-5)
  • Establish linkages with the community (Wt-5)
  • Participate in programs organized in collaboration with other educational bodies: KNEC, MOE, KICD etc. (Wt-5)

QUESTION: How many vacancies Am I supposed to apply for?

ANSWER: An applicant can apply for several vacancies.

QUESTION: I had applied for deployment during the last cycle. Am I supposed to apply again?

ANSWER: Yes. You must make a new application online.

QUESTION: Are teachers currently on contract supposed to apply for the advertised permanent and pensionable TSC jobs?

ANSWER: Yes. You should apply for the advertised vacancies; where they exist.

QUESTION: I sat the KCPE or KCSE examinations more than once. Must I produce all these certificates or the recent one?

ANSWER: Applicants who re-sat either the KCPE or KCSE examinations must present certified copies of the certificates for all attempts.

QUESTION: Will there be physical interviews for shortlisted candidates.

ANSWER: Yes. Heads of institutions will use the TSC generated merit lists to organize for the interviews.

QUESTION: Will I be required to produce my original certificates and testimonials during interviews?

ANSWER: Yes.

QUESTION: I was employed by TSC but left. Am I eligible for the current recruitment?

ANSWER: Yes. Applicants who were previously employed by TSC will be allowed to apply. But, they must declare their past employment history and why they left TSC.

TSC teacher registration and recruitment guidelines 2021

Are you intending to become a teacher in Kenya? Well. Before you intend to undertake any education related training (like teaching) it is necessary that you know the current requirements by the Teachers Service Commission, TSC.

Vihiga County TSC teachers’ transfer, delocalization list; December 2019

A total of fifteen (15) secondary schools in Vihiga county will receive new Principals after the Teachers Service Commission, TSC, effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

Good news for these ECDE teachers

The County Government of Kiambu has up scaled the terms and conditions for Early Childhood development and education teachers (ECDE) to permanent and pensionable inclusive of medical cover.

During a ceremony for translation of their terms held at the County Government grounds yesterday, the Governor of Kiambu County Dr.James Nyoro lauded the work the early childhood have been engaged in  the formative stage for decades saying it gave the toddlers a good and strong foundation.

“This foundation ended up being vital to the children as they progressed to the upper classes and it is important that the teachers were recognized by the government” he stated

Governor Nyoro empathizes with the ECDE teachers for the hard work and patience they have exhibited for years noting that they were important to the society as they had continued to perform their duties relentlessly despite the merger wages they were drawing from their employer. On this note, he advised the teachers to proceed and register a Sacco calling it ECDE’S Corporative Society. “Upon registration, I will give one million shillings to start off the venture”

He said that after consultation with line departments, the teachers were now going to enjoy the perks of professionals and that this is going to empower them to plan for their future without engaging in side hustlers to eke a living since they were the makers of the future for the children.

Governor Nyoro reiterated the importance of the cadre of teachers saying they played an important role that cannot be ignored at any one time and promised that he was going to make their working environment conducive so that they also felt appreciated.

In his quest to improve the education sector for learners Governor Nyoro also he promised that he will continue to support in the improvement of infrastructure.

He explained that he will spearhead additional funds in the 2021/2022 financial year budget that will go towards renovation of all the ECDE’s units in Kiambu County.

He noted that he had big plans of refurbishing them to replicate the modern one located in Uthiru and that all sub-counties will have their own.

Water which is a precious commodity and important in keeping at bay coronavirus through continued hand washing will also be connected to all schools alongside playgrounds so that children can enjoy their stay in school.

The County boss further expressed concern at that low level of education standards in Kiambu County saying that he was working round the clock with the education board towards improving the sector.

The employee letters that were issued to the teachers excited them and the jubilation is envisaged to further improve their performance at their workplace.

The colorful occasion was graced by the County Executive Committee Member (CECM) for Education Ms Mary Kamau, the Chairman of the union of teachers Mr. Tom Kangethe and the accounting officer of department of Education, Gender, Culture and social services John Thuku among other distinguished dignitaries.

TSC Study Leave Policy and application guidelines for teachers

Teachers wishing to proceed for study leave must fill and submit the Study Leave Application Form. This form is to be completed in triplicate. The original copy will be sent to the Teachers Service Commission (TSC), Duplicate to the Headteacher and Triplicate to the TSC County Director.

Application for study leave must be received at the Teachers Service Commission Headquarters at least 90 days before commencement of studies. According to the Commission, Application for study leave must be accompanied by a copy of the University/College admission letter.

Applicants for the Three (3) months Research leave must attach the following:-

  • Initial Admission letter
  • Coursework completion letter
  •  Transcripts for units completed

A teacher shall NOT leave the duty station before study leave is approved in writing by the Commission. A teacher will be expected to report for duty on or before the date of expiry of the study leave.
Applications for extension of study leave or Change of course or institution must be made to the Commission at least thirty (30) days in advance.

APPLICATION FOR STUDY LEAVE

The study leave application form has been modified to show the number of streams in a school and the number of teachers on study leave. It will apply to all teachers wishing to proceed on study leave. A specimen copy of the study leave application form is herewith attached. On receipt of the study leave application, the Commission will decide whether one qualifies for:-

  •  Study leave with pay
  • Study leave without pay
  • No study leave in which case the teacher will be required to resign or be deemed to have deserted if he/she proceeds for studies.
PROCEDURE OF APPLYING FOR STUDY LEAVE

Application for study leave will be forwarded to the Commission at least three months prior to commencement of studies. Where Government scholarship is received late the Commission will consider late application.

The application form will be completed in triplicate and the copies distributed as follows:-

  1. The original copy will be forwarded to TSC by The County Director.
  2. The duplicate copy will be retained in the office of The County Director
  3. The triplicate copy will be retained in the institution

STUDY LEAVE APPLICATION GUIDELINES
  • Teachers will qualify for study leave only when they are attending full time studies.
  • Teachers pursuing studies for their first degree will not qualify for any study leave.
  • The number of teachers on study leave at any one time should not exceed 2% of a county’s primary school’s teacher population.
  • For post primary institutions the number will be limited to one teacher for a single streamed school, two for a double streamed school, three for a triple streamed school and four for four streams and above. There should not be more than one teacher on study leave from a department at any one time.
  •  A newly employed teacher will not qualify for study leave unless he/she has worked for the Teachers Service Commission for five years.
  • A teacher will not qualify for study leave if he/she wishes to study in an area that is not in the school curricula or in the Study Leave Policy.
  • A teacher will only qualify for study leave after serving for three years since the expiry of a previous study leave, whether such leave was with or without pay except for KISE certificate cases who will be required to serve for one year.
  • A teacher on study leave will be required to submit semester progress report to the Teachers Service Commission Headquarters at the end of each semester.
  • A teacher will be required to submit the certificate one year after completion or the expiry of the leave. Teachers who for any reason are unable to complete or pass their courses will be required to report back to the commission immediately and produce documentary evidence of the part of the course covered and the reasons for the inability to complete the course. A teacher who does not pass the course will not qualify for any other leave thereafter.
  • Teachers on study leave will remain answerable to the headteacher in their duty station. For that reason teachers on study leave should report to the headteacher for assignment of duties when there are interruptions in their programmes.
  • Extension of study leave will be limited to a maximum of three months and will be without pay.
  • Teachers admitted to foreign universities who are self sponsored will only qualify for unpaid study leave.
  • A teacher on study leave will be required to apply for posting in writing to the Teachers Service Commission at least 30 days before the completion of the programme for which the leave was granted or expiry of the leave.
  • Teachers above fifty five (55) years of age will not qualify for study leave for courses exceeding 6 months.
  • On expiry of study leave teachers may not necessarily be posted to their former stations.
  • Upon approval of study leave, a teacher will be bonded to serve in the Public Service for varying periods based on the duration of the leave.
  • Teachers pursuing masters degrees through school based or part-time programmes will qualify for a maximum of 3 months leave to carry out research. However, this leave cannot be extended.

STUDY LEAVE WITH PAY

The following categories of teachers will qualify for study leave with pay.

  1. Teachers selected for training locally or abroad by the Commission, Ministry of Education or the Ministry of state for Public Service provided they fulfill all other conditions attached to study leave.
  2. Untrained Graduate Teachers in the employment of Teachers Service Commission, studying for the Post Graduate Diploma in Education (PGDE) in approved Universities.
  3. Untrained Technical Teachers, Assistant Lecturers and Lecturers in the employment of Teachers Service Commission, undertaking professional training at Kenya Technical Teachers College or a post graduate diploma in a recognized university.
  4. Trained Technical Teachers and lectures in the employment of Teachers Service Commission admitted to National Polytechnics and accredited local universities for Higher Diploma and masters degree in the following course areas:

Teachers admitted to accredited Universities for masters degree courses in the following areas: Early Childhood Education, Physical Education, Research, Environmental Studies, HIV Aids, Disaster Management, Gender Based Courses, Poverty Eradication, Sustainable Development, Conflict resolution, Education Communications Technology and Media Studies
  4. Teachers studying for PHDs.

The Commission will limit the number of teachers pursuing these non-core areas to 15% of the total number of teachers on study leave.

For teachers shortlisted to attend interviews by the Teachers Service Commission (TSC), it is important to note that the Commission has developed a new score sheet and interview areas. SELECTION CRITERIA FOR ADMINISTRATIVE POSTS

To ascend to any of the administrative position in school, the Teachers Service Commission (TSC) has set a wide array of conditions that must be met by the teachers. These conditions and criteria for deployment are contained in the Career Progression Guideline for teachers of 2018 and the Policy on Appointment and Deployment of Institutional Administrators of 2017. The be appointed to any of the administrative positions, a teacher who meets the set qualifications applies, is shortlisted, attends an interview and successful ones are competitively appointed and deployed; accordingly.

Below is an outline of the various administrative positions for various cadres of schools:

A). PRINCIPALS OF SECONDARY SCHOOLS

The secondary schools have been stratified and principals heading the various categories are placed in different grades, thus;
i). Principals of Sub- County and All Day schools: To be appointed so as to head this category of schools, one must have served as a Deputy Principal (Grade D2) for atleast 3 years. These schools are headed by a Principal having Grade 3 (T- Scale 13).
ii). County Schools with with over 540 students: These schools are headed by Senior Principals, Grade D4 (T- Scale 14). To be appointed to this grade, a teacher must have served as a Principal at Grade D3 for a minimum period of three (3) years.
iii). National and Extra County Schools with over 1000 students: Headed by a Chief Principal of Grade D5 (T- Scale 15). To be appointed to this grade, one must first serve for atleast 3 years at a Senior Principal; Grade D4.

i). Sub- County and All Day schools: Deputy Principal III of Grade D1 (T- Scale 11). To ascend to this position you must first serve as a Senior Master at Grade C5 for a minimum period of three (3) years.

i). Sub- County and All Day schools: Senior Master III of Grade C5 (T- Scale 10). To be promoted to this grade one must serve as a teacher at Grade C4 for over three (3) years.
ii). County Schools with with over 540 students: Senior Master II with Grade D1 (T- Scale 11). To ascend to this position, a teacher must have served as a Senior Master III of Grade C5 (T- Scale 10) for a minimum period of three years.
iii). National and Extra County Schools with over 1000 students: Senior Master I with a qualification of Grade D2 (T- Scale 12). To ascend to this position, a teacher must have served as a Senior Master II with Grade D1 (T- Scale 11) for a minimum period of three years.

D). HEAD TEACHERS OF PRIMARY SCHOOLS.

i). Primary schools with enrollment of below 1000 learners: Head Teacher with Grade C5 (T- Scale 10). To be appointed to this grade a teacher must have served as a Deputy Head Teacher at Grade C4 for atleast three (3) years.
ii). Primary schools with enrollment of over 1000 learners: Senior Head Teacher with Grade D1 (T- Scale 11). To be appointed to this grade a teacher must have served as a Head Teacher at Grade C5 for atleast three (3) years.

TSC revises list of Hardship Areas

The Teachers Service Commission, TSC, has reviewed the list of areas designated as hardship. According to the Commission, payment of hardship allowance will no longer be paid to the staff in the scrapped areas.

All Sub-counties in Nyandarua County have now been scrapped off the list of hardship areas. Also affected are Kigumo, Murang’a, Kandara and Nyahururu Sub- Counties.

TSC has designated various areas as hardship. The areas considered as hardship include those that are prone to terrorism, famine and aridity. As of 2012, TSC had about 38 areas approved as hardship.

Currently, teachers teaching in schools located in some parts of the following counties receive monthly hardship allowances.

HARDSHIP ALLOWANCE

The Teachers Service Commission, TSC, pays extra allowances (hardship allowances) to teachers working in areas classified as hardship. While classifying an area to be a hardship area, the locality must meet any of these conditions:

  • Lack of or unavailability or inaccessibility to food,
  • Inadequate transport and communication network,
  • Limited basic social services and amenities,
  • Persistent harsh climatic conditions like flooding, landslides and drought,
  • Insecurity and high possibility of security threats.

Hardship allowance is therefore paid in an effort to compensate for the cost of living for teachers working in areas designated as hardship. Like stated above, teachers working in hardship areas face a myriad of challenges; from lack of water, flooding to hostile living conditions characterized by constant spates of attacks.

In December, 2014, the Salaries and Remuneration Commission, SRC, reviewed hardship allowance to be paid at a flat rate for all equivalent grades/ job groups. The Commission effectively abolished the pegging of the hardship allowance as a percentage of basic pay.

Updated TSC transfer, delocalization, lists for teachers in December 2019 per county; Full list

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. A total of 1,010 Principals in secondary schools have been transferred. Also transferred are 1,621 head teachers in primary schools. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.

Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .

Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

Classroom teachers have not been spared either. A number of them will be reporting to new stations in January, 2020 after getting their transfer letters.

TSC news this year and what to expect in the new year

  It has been a busy year in the education sector. Right from the implementation of the new Competency Based Curriculum (CBC) to recruitment of teacher interns. As 2019 draws to a conclusion, we take a look at the news that hit the headlines in the education sector and take a sneak preview of what to expect in the new year, 2020.
 
  2019 started on a high note with a scuffle on School Heads’ transfers between the Teachers Service Commission (TSC) and the Kenya National Union of Teachers (KNUT) threatening to spoil the party. KNUT was opposed to a move by the TSC to transfer 3,094 heads of institution; some of whom were branch officials. TSC, had insisted that calls to revoke the transfers were futile as the moved head teachers and principals had already reported to their new stations; by first term opening date. Attempts by KNUT to call teachers to industrial action would then fall through since the teachers’ employer, TSC, had already threatened to ‘sack’ any teacher who will participate in the strike; and replace them immediately.

 In February, the Commission announced that it had axed 29 teachers for various disciplinary issues. TSC, gazetted 29 teachers struck off the Commission’s register. Via a gazette notice dated February 2019, the Commission said the teachers were de-registered between May and November, 2018. According to the TSC act, a teacher can be de-registered for either of the following reasons; When he/ she:
  • Dies
  • Obtains registration fraudulently
  • Has been convicted of a sexual offence or an offence against a learner
  • Has been convicted of a criminal offence which renders the person unfit to be a teacher
  • Is found unfit to teach following disciplinary proceedings
  • Suffers from physical or mental illness or infirmity which renders the person incapable of performing the duties of a teacher.
 
  August was a month of gloom and anguish for mostly KNUT members. The Commission prepared two parallel payrolls; for KNUT members and other teachers. Whereas non-KNUT members got their phase three of the Collective Bargaining Agreement (CBA), for KNUT members it was a different story. This is because the Labor and Relations Court had ordered that their (KNUT Members) terms be based on the Schemes of Service and not Career Progression Guidelines (CPG).
 
  The Commission in the same month advertised 1,000 teachers in Primary schools who would be promoted to teach in high schools. With few days till end of the year, the would be applicants are yet to know their fate.
 
  September did not get better for mostly KNUT members. It was grief and pain for teachers who had disrupted the new Competency Based Curriculum, CBC, training in April this year. This is after their employer, the Teachers Service Commission (TSC), decided to dismiss some of them for disrupting the training.
 
  “Pursuant to the hearing of your discipline case held on 15/08/2019, I am directed by the Teachers Service Commission to inform you that the Commission has carefully considered your case and has determined that you are guilty of the charges leveled against you and that you are hereby dismissed with effect from 15/8/2019,” read, in part, a dismissal letter sent to one of the affected teachers.
 
  In May the Commission had interdicted 160 teachers, among them 10 KNUT officials, for boycotting and disrupting CBC training. The interdictions were effected on 5th May, 2019 and the teachers given 21 days to show cause why action could not be taken against them.
 
  In April there was temporary disruption of training sessions witnessed in parts of Kakamega, Kajiado, Makueni, Homa Bay among other counties. The interdicted teachers who had responsibilities were directed by TSC to vacate office with immediate effect. Efforts by the Kenya National Union of Teachers, Knut, leadership to have the decision rescinded were met by opposition from the Commission; with TSC Boss Dr. Nancy Macharia promising stern action.
 
  The Commission at the same time created a new user friendly portal for capturing the teachers’ appraisal data. This saw the reduction in the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal. The portal that intends to reduce bottlenecks in the current one is yet to be officially rolled out by TSC.  
 
  TSC would then (on Wednesday September 25, 2019) hold its first ever open teachers’ day in selected venues countrywide. During the event, schools and teachers who posted good results in academics and Co-curricular activities were feted. The Theme for this year’s day was; TSC INTEGRATING TECHNOLOGY & INNOVATION FOR QUALITY TEACHING.
 
  And the sacking spree (for teachers caught on the wrong side of the code of conduct) would continue. TSC sent home another 36 teachers suspected to have breached the code of conduct for teachers. The list of all male teachers was posted on the TSC website in October, 2019.
 
  But, all was not lost for teachers as recognition for their good work would continue in the World Scene. First, it was teacher Peter Tabichi who won the $1 million Varkey Foundation Global Teacher Prize at a star-studded event in Dubai on March 24, 2019. Then came Asumbi’s Eric Ademba, a mathematics and chemistry teacher who was presented with the African Union Continental Teacher Award for outstanding performance, a first of its kind. Wednesday October 23, 2019 would be the day to remember for teacher Ademba.

  Hope the new year brings more good news to teachers and worthy reforms in the education sector.
 
  This year the Commission has recruited a total of 16,979 on permanent basis to bridge the teething shortage in public schools. Also recruited this year are about 10,000 teacher interns who will report to their stations in January, 2020. A total of 16,113 teachers will count themselves lucky since they received their promotions. Another 218,283 teachers have also been trained this year on the CBC.
 
  In 2020, close to 2,600 classroom teachers will report to new stations after receiving their transfer letters. Also moved are some 1,010 principals in secondary schools across the 47 counties. 1,621 primary school head teachers will at the same time report to new stations in January, 2020.
