TVETA closes colleges operating illegally

Officers from Technical and Vocational and Education Training Authority (TVETA) in together with Anti-Terror Police Unit (ATPU) on January 21, 2020 raided two institutions in the Eastleigh area, Nairobi that has been operating illegally.

During the operation that targeted Atlas College and Alison Community College, more than 50 students, most of them without valid identification documents were arrested.

Atlas College located along 8th street, off 1st avenue in Eastleigh was assessed by TVETA in September 2015 and licensed to offer two courses; Diploma in Business Management and Diploma in Community Development.

However, the college has since opened four more branches within the Eastleigh area and training over 40 courses in ICT, Tailoring, and Dressmaking, and teaching English and Kiswahili, IGSCE, among others, illegally.

During the morning swoop, the TVETA officers and the police found learning was still going on and some of the trainees found in the class were underage while others were foreigners without valid identification documents.

Consequently, a number of trainees were taken for further questioning by ATPU.

Two employees who were arrested said the institution had enrolled 69 trainees at the time of the operation. They are expected to be charged with offering training without registration contrary to section 17(1) of the TVET Act 2013. The offense attracts a penalty of one million or five years in prison or both.

Alison Community College that is located in a building adjacent to Atlas College was closed with immediate effect by TVETA for operating and offering training without registration as required by the TVET Act 2013. The institution had enrolled about 50 trainees. The training was also taking place at the time of the operation in tailoring and ICT.

“We’ve closed the college (Alison) until it is registered by law,” Dr. Langat said.

The trainer in charge, Mr. Ali Yussuf, a staffer, claimed the college was registered but he could not produce any documents to back the claim.

Yussuf and some trainees were arrested by ATPU for further questioning as some of them were underage and foreigners who could not produce valid identification documents.

Speaking during a crackdown on illegal colleges, Kipkirui stated the college was also doing business despite it not being registered by the Authority.

“I want to ask Kenyans whenever you are looking for training first confirm the licensing and programmes offered to ensure the certificates are of quality,” he said.

Kipkirui said a similar crackdown will be carried out across the country, in a bid to weed out institutions operating unlawfully.

MUSINGU HIGH SCHOOL’S BRIEF HISTORY

The friends Church that worshipped at Lirhanda moved to Musingu in 1920 and was at Musingu tree.  The tree was both a place of worship and acted as a class.  The school was known as ’A’ and ’B’ school equivalent to a nursery school, after that, one would proceed to class 1 and 2.

A church was built in 1922 where current administration block is and it served both as a church and as a classroom.  The contruction of the current main church at the present site started in 1936.  This was to pave way for the expansion of the school.  By 1940, the construction was over.  The two chuirches (former and new) were used as classrooms.  The school comprised of a ‘A’ school and ‘B’ school together with the sector school up to class three then one would sit the elementary exam after which they would sit the Common Entry Exam (C.E.E.) to go to primary school in Kaimosi, Kiima, Maseno and Kakamega.

In 1945-1948 a school called Junior Secondary was started and it was headed by Mr. Simeon Litsanga Isabwa and an exam was done in form two.  The graduates of education went to work with Kenya Railways and Posta.  From 1942, people started moving to allow space for the construction of the school.  The school was for Idakho and Isukha communities who were united by the church.

In 1949, the Junior school was discontinued to allow the creation of intermediate classes (5-8), the Headmaster was Mr. Benjamin Shitsukane Ngaira and the school’s registration number was 404.  Other teachers included:

  • Mr. Thomas Ganira Lung’aho
  • Mrs Solome Nolga
  • Mr. Seth Lugonzo

In 1963,Mr. Seth Lugonzo was sacked from teaching because of his association with KNUT.  The same year, many pupils sat and passed the class seven exams but there wetre no school to join.  A community delegation led by Mr. Noah Adema met the P.E.O. (The Provincial Education Officer.  Mr. Isabwa decided to start a Secondary School (Harambee or unaided) specifically for Isukha and Idakho.  Mr. Seth Lugonzo was recalled by the community to head the Secondary School that started in June, 1964.

The first BOG members were as follows:-

  • Mr. Francis Andabwa      –       Chairman
  • Mr. Noah Adema           –       Treasurer
  • Mr. Seth Lugonzo          –       Secretary

The government took over the school in 1965 and there were admissions from over the country.  This left the locals disadvantaged.  A community delegation went to the Permanent Secretary, Ministry of Education (Mr. Githinji) who allowed a stream specifically for locals (20 Isukhas and 20 Idakhos).

The local children were day scholars but it became hard for them since some came from far away places.  There was need for them to be boarders.  The community led by Mr. Adema agreed to make a dormitory for them.  The dormitories which costed Ksh.27,000.00 were Harambee and Jamhuri specifically for locals.  These two dormitories are still in school to date.  The Principal by then was Mr. Bwosi Manase.  In 1964, the Vice President (Mr. Odinga Oginga) was the Guest of Honour in a harambee that he gave Ksh.2,000.00  Recently, a fifth stream was added in 2004 to meet the increasing demand for admission with now a total of 1060 students.  We have 20 new classes with six functional laboratories, Electricity and Power Mechanics workshops, Music and Art rooms.  Two laboratories with 60 computers and a modern administration block.  A modern basketball court, 16 seater school van, additional bathrooms.

Universities are the highest learning institutions in Kenya and the World over. They offer training majorly in undegraduate and Post Graduate Studies. In Kenya, the Courses offered in the Universities must be accredited by the Kenya Universities and Colleges Central Placement Services, KUCCPS. It is the same body that selects and places students to higher learning institutions; Universities, Colleges and Polytechnics. To qualify for University placement one must attain the minimum set Mean grade and particular course requirements. Each Course offered at particular university has its own cluster cut off points, though. Most university courses take a minimum of 4 years; while, some take even more. An academic year at the university takes two semesters of three months each. University students get fees loans from various organizations. Top on the list is the Higher Education Loans Board, HELB, that advances both loans and Bursaries. [wpedon id=”734″] Universities run online platforms; portals and websites, where such services as admission application, online accommodation booking, E-learning, exams results downloads and many are provided to students, staff and the general public. On admissions, most universities have admissions in May and September for new students. Various learning modules are provided at the universities. These learning modules include: Full time, School Based, Distance Learning, Evening & Weekend classes and E-Learning.

2021 secondary and primary schools revised calendar

The revised 2021 school calendar will be released within the next 14 days ahead of the full re-opening of schools in January next year, 2021. Learners in Grade 1-3, Class 5-7 and Form 1-3 will know finer details of the calendar after President Uhuru Kenyatta issued an order to the Education Ministry to draft the calendar.

“The gradual and phased reopening of schools that began with the examination classes is being carefully monitored.. The Ministry of Education will within 14 days announce the 2021 academic calendar, with all other classes expected to resume learning in January 2021,” said the Head of State.

The head of state spoke in Parliament as he made the 2020 State of The Nation Address.

He said the Government was closely monitoring schools to ensure learners’ safety is guaranteed.

“The gradual and phased reopening of schools that began with the examination classes is being carefully monitored at all levels so as to ensure that our young Kenyans are safe and secure as they continue preparing for their national examinations.’ Uhuru promised.

He at the same time ordered the Ministry of Education and the Ministry Transport, Infrastructure, Housing and Urban Development to issue a new set of building guidelines for school infrastructure by 1st December, 2020.

“Significant financial resources will be deployed towards the construction of at least 12,500 new classrooms and related school facilities.” He added.

The President said the implementation of the new Competency Based Curriculum is well on course.

“In January 2019, we successfully completed the roll out of CBC in our education sector. As at the end of 2019, we had achieved a text book to pupil ratio of 1:1 for grades 1-3…. We successfully commenced the roll-out of the Competency Based Curriculum, an exercise, which, while not without its challenges, is one that has nevertheless been fully embraced by all stakeholders in the education sector… I assure this distinguished sitting that the journey to replace the 8.4.4 system with the new fit-for-purpose curricula, is well underway, and refinements are being undertaken in the course of implementation” He explained.

This is what you must know about TSC teachers’ salaries

The Teachers Service Commission, TSC, employs and pays teachers their monthly salaries plus allowances. The teachers’ pay is usually processed and paid as from 22nd of every month and onward. Once you are newly employed, the commission will appoint you to the payroll and you start earning as soon as your casualty form is received at the TSC head quarter and your file processed. The salaries are disbursed to teachers’ pay points; Banks or SACCOs.

Some teachers have committed unprecedented and irreversible financial mistakes that they live to rue for the rest of their teaching careers. These mistakes usually occur during the teacher’s hey days; when newly employed. Most teachers get employment when still young, enthusiastic and energetic. Some have ended up squandering the opportunity to invest well and spend their monies wisely leading to many years of cursing; the resultant effect being depression.

SEE ALSO;

Here are 10 points for your quick guidance. You must not follow all that is stated here, but some how you will get some insight.

  • NEVER OVER COMMIT YOUR PAYSLIP

When going for loans and savings, remember to give your payslip some breathing space. Long before the a third rule came, some teachers (and not only teachers but other civil servants too) used to walk home with net negative pay. This prompted the government to come up with the 1/3 rule. It is thus advisable to have some amount off and above your net pay; so that in case of an emergency then such amounts can come in handy in terms of securing an emergency loan.

  • WISE CHOICE OF INVESTMENTS

It is the aspiration of everyone that they at least have some investment. In fact, investments are good not only for the immediate gains but also during your sunset years. But, some investments are not worthwhile. With your first pay and/ or loan go for income generating assets/ activities or assets whose value appreciates with time like land. Unless you have other sources of income/ side hustles otherwise never rush for such luxurious assets like cars. Yes, cars are good but if your payslip is stifled up to the neck how will you maintain that car? Start a business, get a side hustle to supplement your pay. Take risks, be a go-getter.

  • AVOID ‘BAD’ LOANS

Do not be too quick to rush for bank loans. All that glitters is not gold! yes, with banks you can get your loan after just three months of service and you do not need to save for you to qualify for a loan. Before the interest capping rule came banks could adjust their interest rates at free will. You take a loan at 18% interest rate and it is adjusted to 22% the next day! And now that the capping law is gone, it spells more gloom for borrowers who will now operate at banks’ mercies. Bank loans are damn expensive with a myriad of hidden charges!

And, be nice Mwalimu. You let friends sign your SACCO loan form and then disappear into thin air leaving them in awe!

  • BUILD YOUR CAPITAL BASE SLOWLY

Never be in too much hurry some times. Build your capital base slowly and patiently. do not be too quick to be carried away by what you see. A colleague bought a car yesterday and you want to rush to the showroom the next morning! Mwalimu (teacher), be rational in your thinking.

  • TOP-UP LOANS IS A BIG NO.

Avoid top up loans, more so from banks, like leprosy. Consider this pathway when you are in a can’t avoid scenario. Banks will entice you to go for top ups. but, this will be a like a financial death sentence. You will be enslaved to these banks forever.

  • LIVE WITHIN YOUR MEANS

Cut a cloth according to your size. Not, because a colleague is driving a hot car and you also covet it! Do not borrow more than you can repay! Have your plans within your financial ability. Avoid big plans that may cause depression and anxiety to you.

  • SAVE! SAVE! SAVE!

Have a saving plan. Save even Sh100 bob monthly. Such small savings turn into humongous things slowly and without you realizing it. SACCOs are the best saving bets for a start.

  • ALL IS NOT ROSY AT ALL TIMES!

The early years of your employment are always glittering; in terms of ‘good’ pay. Then, your salary is not committed as such. This is followed by a quick common cadre promotion. You move to the next job group with a marginally increased perks. Wait until deductions get their way into your payslip! What follows is hell on earth; you stagnate in the same job group for a long time. And, if you were not born on a Friday, luck will be so elusive that you end up retiring in the same job grade!

  • JOIN TEACHERS’ UNIONS

Do not see teachers’ unions as bothers. Those guys are very helpful when the waters become murkier and the going is tough. It would be need;less for you to be on agency fee (where you contribute money to the unions but you are not a member!). The TSC code of regulations and conduct is harsh, very harsh. You may find yourself on the wrong side of the code, by design, hard luck, coincidence or mere fabrication. That is when you realize the importance of teachers’ unions.

  • BE A MEMBER OF SOME WELFARE GROUP

There is a slogan that goes ‘UNITED WE STAND, DIVIDED WE FALL’. Do not be an island. Belong to some teachers’ welfare. There are so many out there. the common ones are BBFs (Burial Benevolent Funds). Above all, make connections. Have friends and social connections. AVOID UNNECESSARY CONFRONTATIONS AT YOUR PLACE OF WORK. Be aggressive. Apart from teaching, participate in one or two co-curricular activities. Drama, Music, Ball games, athletics… name it.

Stawi loans; the new credit facility for Micro, Small and Medium (MSME’s) enterprises

President Uhuru Kenyatta on Wednesday November 6, 2019 launched a new credit facility for Micro, Small and Medium (MSME’s) enterprises dubbed Stawi.

Stawi is a mobile loan product that will allow MSME’s to access unsecured credit of between Shs 30,000 and Shs 250,000 at an interest rate of 9 percent per annum.

The Central Bank of Kenya has partnered with NCBA Bank, Cooperative Bank, Diamond Trust Bank and KCB to offer the scheme which is aimed at improving access to credit for MSME’S.

MSME’s have for a long time been locked out of the formal credit market because of the informal nature of their transactions and lack of collateral for secured loans.

Speaking when he unveiled the facility, the President expressed optimism that the lending service will help boost enterprise in the country by making access to credit cheaper and faster.

“Stawi will offer a longer repayment period to small business borrowers, thus making it easier for them to better manage their cash flows; and, therefore, grow their businesses to the next level,” President Kenyatta said, noting that MSME’s account for over 80 percent of all businesses in the country.

He noted that despite their crucial role as the bloodline of Kenya’s economy, the over 7 million MSME’s in the country are mostly unlicensed and are therefore unable to access capital from the credit infrastructure as currently set up.

The President said that lack of access to affordable credit is partly to blame for the estimated 90 percent of start-ups that collapse within three years of their set up.

He therefore challenged more financial instutions to innovate new approaches of supporting MSME’s instead of categorizing them as high risk borrowers.

“I thank the banks that heeded my call and offered this solution (Stawi). We have over 7 million SME’s. Let us engage them and provide cheap loans for them to grow. If you say you can’t offer them services because they are high risk, what happens when their businesses collapse?” the President challenged.

President Kenyatta said MSME’s have the potential to contribute more than the current 30 percent of the country’s GDP if fully supported adding that failure to support the mostly youth managed entities risks creating social instability.

“It is better to find mechanisms and ways to lend to those young men and women who are interested in making something positive out of their lives, interested in employing their fellow young men and women, because if they are positively engaged, if they are part of our economic prosperity even your businesses are secure,” the President said.

He said the government made a deliberate decision to prioritize the development of MSME’s as part of the Big 4 Agenda because it recognizes the potential of the sector to transform the lives of many Kenyans.

The President said the Big 4 Agenda priority areas of agriculture, housing and manufacturing are opening numerous new opportunities for MSME’s to thrive.

He however noted that the sector faces a range of challenges that require effective policies to deal with and directed the Ministry of Industry, Trade and Cooperatives to hasten the review of the current MSME policy framework so as to align it with the Big 4 Agenda.

“I am affording the ministry a bit of time so as to allow it to consult widely and ensure that inputs from relevant stakeholders are taken into account, in accordance with the constitution,” the President said.

As part of elaborate state efforts to boost MSME’s, President Kenyatta announced plans to set up Biashara Centres across the country. The centres which will be modeled on the current huduma centres will offer trade facilitation services in a one-stop-shop arrangement.

The President said Biashara Centres will make it easier for small business owners to access services provided by various government agencies under one roof.

“I am happy to note that the first Biashara Centre was launched a week ago at Kariobangi in Nairobi; and is fully functional, providing services related to taxes, standards, technology and finance,” the President said.

Trade CS Peter Munya, Central Bank Governor Patrick Njoroge and United States Ambassador to Kenya Kyle McCarter also spoke at the launch event.
