TSC rolls out process to replace teachers

The Teachers Service Commission (TSC) has rolled out a program to replace teachers who have left the service due to natural causes.

This is according to the TSC Chairperson Dr Jamleck Muturi, who said that there are open vacancies available to replace the teachers who left through natural attrition.

Addressing the press in Tambach Teachers Training College in Elgeyo Marakwet County, Muturi said that the government is going to consider areas that have shortage during the time of recruiting and deployment of teachers.

He noted that the government is working to increase the number of teachers in schools so as to improve the quality of learning in all government institutions.

“Nationally we have a deficit of about 100,000 teachers, but the government is always giving us the opportunity to recruit 5,000 teachers every year,” he said.

Speaking while addressing various stakeholders in the education sector in Elgeyo Marakwet, Muturi told them to work together in order to achieve quality education across the county.

While noting that all stakeholders play a key role in ensuring that learners get good quality education, the TSC boss noted that that the commission is working to create a conducive environment for learners and teachers.

He said that they are currently recruiting teachers across the country, while encouraging those who have graduated to apply for the vacancies.

TSC Boss Nancy Macharia’s Statement on KCSE 2021/2022 Exams

Teachers Service Commission (TSC) Chief Executive Officer Dr Nancy Macharia has moved to downplay widespread fears that the ongoing Kenya Certificate of Secondary Education (KCSE) examination has leaked.

Speaking in Mombasa when she led senior government officials in witnessing the opening of examination materials at the Kisauni DCC offices, Macharia said the examination materials have remained intact only that there were few isolated cases, where it got exposed after distribution.

“There has been exposure of the examination materials after picking from the containerized strong rooms that are under lock and key and on 24-hour guard. Some bad elements open them earlier than the stipulated time,” she said.

The TSC boss who was accompanied by Mombasa County Commissioner, Lucas Katee however said that overall, they have done better than in past instances and singled out Mombasa County for mention as one area where there has not been any case of examination malpractices.

She was however quick to state that those who have been found trying to tamper with the national examination have already been taken to court.

On teachers found to have had a hand in the examination infringement, Macharia said that disciplinary action will be taken against them.

“We cannot allow errant teachers to interfere with the integrity of our national examinations,” she said, adding that teachers have remained an important segment in the overall dispensation of the examination as without them, candidates could not be well prepared.

With the ambitious Competency Based Curriculum (CBC) being rolled out, Macharia said some 60,000 teachers will be re-tooled to teach at the junior secondary schools in April.

Some 229,000 teachers have already been trained on the new curriculum. Our teachers are ready for the CBC. In fact, we shall continue to offer them training. For those not employed by us, it is worth noting that they are also already being trained so that when we also absorb them, there will be no need to re-tool them, she added.

On teacher recruitment, Macharia said that TSC was optimistic that the government will be able to bring onboard some 5000 new teachers to help bridge the teacher deficit gap.

“This is an election year. We know there are limited resources but we remain hopeful that the government will also listen to us and ensure that our children have enough teachers,” she said.

The TSC boss said they have made further requests to have intern teachers absorbed to help balance the margin on low teacher numbers.

Schools Selected For CBC Infrastructural Development, To Get New Classrooms

The government has set aside Sh17.9 million for construction of 23 classrooms in eight selected schools on pilot project in Mombasa County.

Consequently, the government has established Competence Based Curriculum development programme to upscale the current infrastructure to accommodate the needs in the targeted secondary schools countrywide by constructing 11,600 classrooms.

Speaking during a committee meeting Monday, Mombasa Deputy County Commissioner Ronald Mwiwawi said each classroom will cost Sh780, 000, adding that the project is expected to be delivered by April next year.

“We wish to know from each school the availability of space to build the classrooms. That is why we have involved the principals of the eight selected schools to give us an overview before the project kicks off,” he said.

The selected secondary schools in the county include Aldina Visram, Chuda Day, Mvita, Star of the Sea, Alfasi Girls, Makupa Boys, Mbaraki Girls and Sharif Nassir.

The Deputy county commissioner said the project has a specific design of construction and the identified contractors will have to abide by the proposal.

However, where space is limited the construction can be done on a storey building, added Mwiwawi.

“The amount allocated for this project is enough from the research done by the Ministries of Education and Interior and there will be no cartels in-between. The funds will be disbursed directly to the contractor from the ministry,” he said.

“There will be no advance payment and the contractor is expected to work and get paid on completion of the project,” added the Deputy County Commissioner.

He disclosed that contractor needed for the work must have financial muscle to deliver, possess integrity that can stand the test of time and who has had no litigation in any court for the last five years.

“Local contractors, either sole proprietors or in a partnership will be given the number one priority,” he added.

The Sub-County Education Director Newton Okwatsa said readiness to take up the project is critical for the committee to deliver before the set deadline, noting that close monitoring and supervision will be done by chiefs in their specific areas.

On his part, the Principal Aldina Visram Secondary School Juma Mshimu said school heads will cooperate with the committee and provide logistics to enable the project start in good time.

“We are very happy as the new approach of carrying out this particular project will certainly reduce some of burdens faced by school heads in the implementation of previous government programmes,” he said.

Meanwhile, all the selected schools have since confirmed availability of space for construction of the three classrooms and were now only waiting for site visit by the deputy county commissioner and the department of public works for approval.
