The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first tern on January 6, 2020.
Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews
Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.
The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.

An invigilator has been caught cheating at the 2023 Kenya Certificate of Primary Education, KCPE, exams.
It was reported by C.I Violet Mogeni through a detective attached at KNEC headquarters Nairobi that there was ongoing examination irregularities at Makongeni primary school, in Etago Kisii County.
The school was immediately visited by County Director of Education Kisii, Etago Sub-County security team , Sub-County Director of Education/TSC Sub-County Director and KNEC monitoring officers.
It was established that one Evans Obara Nicodemus an invigilator at the centre invigilating room number 4 sneaked his mobile phone into the examination room, took photographs of KCPE Science paper which was ongoing and sent the same via WhatsApp to his daughter namely Deborah Evans a student at Kenyatta University pursuing Bachelor of Education (English/Lit).
The daughter did the examination and sent back the answers to the invigilator.
It was also established that the suspects did the same for English and Mathematics examinations.
The suspect who is also the proprietor of a private school christened Gifted preparatory school within the area was arrested and the mobile phone containing the examination seized for forensic investigations.
He was escorted to Nyamarambe police station awaiting arraignment.
After weeks of shoving and pulling, the two recently appointed Teachers Service Commissioners have been sworn in. The two commissioners, Mbage Njuguna and Leila Abdi, were sworn in by the Chief Justice David Maraga on Monday.
It is the appointment of one of the Commissioners, Leila Abdi, that has elicited a heated debate over the last few weeks. During her vetting by Parliament the Law makers were surprised to learn that the said Commissioner did not have her Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) examination certificates.
It is also in the Public domain that she was born in Mogadishu, Somalia, but was raised in Kajiado County.
This prompted a voter in Mandera to opposs the nomination of Leila Abdi Ali as a member of the Teachers Service Commission.
While appearing before the Parliamentary vetting committee, Leila said her grandfather, Ali Kabati, was a freedom fighter and was Thika mayor for 40 years. She further said that she was raised in Loitoktok area and went to Loitoktok DEB Primary School. According to Leila she lost her parents at seven years and had challenges accessing education.
The two commissioners come in to replace the three whose terms expired. First to exit was Commission Vice Chair Cleopas Tirop whose term expired in May this year. Mr Tirop who was appointed in April 2013 exited after serving his six year-non-renewable term. Two other commissioners – Dr Salome Gichura and Saada Abdi Kontoma – left the Commission, this month; August, 2019.
Teacher Service Commission(TSC) should comprise of nine commissioners.
A plea by teachers’ unions to be apportioned a slot in the commission fell on deaf ears.
The commissioners are in charge of appointing and appraising school heads or confirming those working in acting capacity, promoting teachers, hearing and determining disciplinary cases. They also approve budgets and formulate policies.
Current TSC chairperson Dr. Lydia Nzomo. She chairs the TSC Commission.
Under Article 237(2) of the Constitution, the Commission is mandated to perform the following functions:
Register trained teachers,
Recruit and employ registered teachers,
Assign teachers employed by the Commission for service in any public school or institution,
Promote and transfer teachers,
Exercise disciplinary control over teachers,
Terminate the employment of teachers,
Review the standards of education and training of persons entering the teaching service,
Review the demand for and supply of teachers and
Advise the national government on matters relating to the teaching profession
The best candidate in the 2019 KCPE exams from Bungoma County scored a total of 432 marks. The County had only one candidate in the top 100 category; Nationally.

The Teachers Service Commission, TSC, has moved to ensure teachers are in school most times. The Commission has instituted a raft of measures to curb absenteeism among the over 300,000 teachers on its payroll.
“In order to optimally utilize the teaching resources institution and ensure delivery of quality teaching services, the commission reiterate the need for all teachers and Head of institutions to be available in schools at all times to undertake the assigned teaching and administrative duties. In this regard you are directed to ensure absence from school is minimized at all costs,” the Commission says in a circular to school Heads and Curriculum Support officers.

The Commission has been in logger heads with the Ministry of Education after canceling most functions organized by the latter and involving teachers. To be absent from school, teachers will now have to seek for written permission.
“A written permission should be granted through the Headteacher and absence and reason for the same recorded in the school logbook,” says the Commission.
Heads of primary institution are to obtain written permission from TSC subcounty director to be away from school. The School heads must also seek for permission from the Sub County Director whenever they are to use funds for meetings taking place away from their schools.
Activities that require teachers’ participation should be scheduled over the weekends and school holidays to minimize absenteeism. This also includes all the Kenya Secondary Schools Heads Association, KESSHA, and Kenya primary Schools Heads Association, KEPSHA, activities and conferences.
All elected SACCO, union and societies officials are required to schedule their programs during weekends and school holidays.
Activities that are not core to teaching administrative duties assigned to teachers and school administrative staff should not be carried during the programmed teaching hours.
In a move to ensure no lesson goes unattended, arrangements should be made for all classes to be attended in the absence of assigned teacher. Make up arrangements for untaught lessons should be recorded in the logbook.

The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.
One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/. This one requires the school’s log in credentials.
Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

The New/ Revised TPAD Online System provides a module where all TPAD activities will be uploaded throughout the appraisal period by appraisee, appraiser and countersigning officer.
