New Higher Education Funding Model

The Government has launched the Higher Education Financing portal. Students whose households are at the bottom of the pyramid shall enjoy equal opportunities in accessing university and TVET education through 100 per cent government funding.

Students who require funding must make formal applications through Higher Education Financing portal. The portal is accessible at www.hef.co.ke.

In the new financing model, categorization on the needs of students will be realized through a reliable scientific method- Means Testing Instruments.

The Instrument will be used to determine the student’s level of financial needs to ensure they are supported adequately.

The Higher Education Financing (HEF) Portal will now allow students to make applications for both scholarships, loans and bursaries.

The level of funding for each student will depend on the monthly household income and each student will individually apply for the scholarship and loans, soon after receiving admission letters.

Those seeking financial aid from the government have been classified into four categories, the vulnerable, extremely needy, needy and less needy.

Under the model, those students falling under the vulnerable and extremely needy band will qualify for 100%  government funding for their studies with the money coming as scholarships and loans, and those deemed to be needy and less needy will get 93% government funding, with the students bearing 7% of the tuition costs.

They will also have opportunities to apply for HELB (Government loan) which will be allocated upon using a full-proof tool used to assess students to be awarded scholarships.

Students in private universities are not catered for in the government scholarship fund, but can apply for loans through HELB.

Helb loans; Students protest move to oppose making the loans cheaper

A section of University students from Murang’a County have expressed their frustrations over the rejection of the Higher Education Loans Board (HELB) Amendment Bill in Parliament.

The learners allied to Murang’a University Students Association (MUSA) condemned the lawmakers who rejected the bill saying the ongoing political affiliations in the education committee are misplaced priorities.

Led by their spokesperson Laban Macharia, the students said they will be writing a protest letter to the Speaker of the National Assembly because the move by parliament has denied university students a chance to improve their living standards.

The rejected Bill sought to increase the grace period for repayment of loans from one year to five years and decrease the loan interest from four to three per cent in order to help university students better their lives while in campus and after finishing their studies.

Parliamentary Committee on Education rejected the bill on grounds that, if the said proposals are affected the Board stands to lose Sh693 million annually and Sh4.3 billion in five years.

“The ongoing political divide should not be used in any way by legislators to settle their political scores, comrades are suffering in campus due to the high cost of living that has already been made worse by Covid-19,” Macharia said.

Another students’ leader, Felister Wanjiku, also castigated the Members of Parliament for failing to consider the lives of struggling youths who just graduated from school and have to pay loans even before being employed.

The students, however, lauded Embakasi East MP Babu Owino’s move to re-introduce the bill in Parliament after six months and urged other legislators to support it.

Students who do not secure jobs immediately after completing their studies will be shielded by the Bill as they would have a five-year grace period before they start repaying their loans as well as avoid a Sh5, 000 monthly penalty HELB imposes on defaulters.

Requirements for Higher Education Funding Government Scholarship application

The government will now fund individual students in the newly unveiled funding model for universities and Technical and Vocational Education and Training (TVET) institutions which is said to be student-centred and quality-driven.

Kenya University and College Central Placement Services (KUCCPS) Chief Executive Dr. Officer Mercy Wahome said the new funding regime aims at enhancing equality, fairness and transparency in apportioning government scholarships and loans to those seeking University and college admissions.

While voicing the government’s commitment to safeguarding the quality of programmes and courses being offered at the institutions of higher learning, Dr Wahome indicated that the funding model was crafted to address the uniform and inequitable capitation witnessed under the differentiated unit cost (DUC) model, where the rich and the poor students received the same amount.

Unlike what has been the case, Dr Wahome explained that the universities and TVETs will no longer receive block funding in form of capitation based on the DUC whose sustainability had been a struggle following dipping in funding ratios from the government.

Instead, she added that the government resolved that university funding shall be apportioned to individual students according to their level of need.

According to the Universities Fund CEO Geoffrey Monari, the new funding formulae seeks to offer students whose households are at the bottom of the pyramid equal opportunity in accessing university education and technical and vocational education and training (TVET).

Under the new funding model, the government will fully fund the vulnerable students who include those living with disabilities where they will receive 80 per cent scholarships and 20 per cent loans.

The neediest students will receive 70 per cent scholarships and 30 per cent loans. The third category of needy students will receive 50 per cent scholarships, 30 per cent loans and 20 per cent of their fees will be met by their families. The last category of the less needy students will receive 32 per cent scholarships, 48 per cent loans while their households will pay the remaining 20 per cent of the fees.

Speaking in Naivasha during a media engagement workshop, the KUCCPS boss said students whose households are at the bottom of the pyramid shall enjoy equal opportunity in accessing university and Tvet education where their households shall not make any contribution towards the education of their children.

State Department for Basic Education Principal Secretary Belio Kipsang last week said the new funding regime will be based on four criteria, choice of the programme, household income band, affirmative performance and government priority areas.

To facilitate the implementation of the new framework, Dr Kipsang disclosed that the government had increased funding for university education to Sh84.6 billion from Sh54 billion allocated in the financial year starting July as loans and grants.

This he added translated to an allocation increase per student from Sh152,000 to Sh208,000. The budgetary allocation for Tvets will in the coming financial year increase from Sh5.2 billion to Sh10 billion, translating to Sh67,000 per year per trainee, he said.

The New Higher Education Funding (NFM) (www.hef.co.ke) for both Scholarship and Loans for students placed by Kuccps

The Government has today launched the application portal for the New Higher Education Funding (NFM) (www.hef.co.ke) for both Scholarship and Loans for students placed by Kenya Universities and Colleges Central Placement Service [KUCCPS] effective Financial Year [FY] 2023/2024.

The launch follows the Presidential Directive on 03rd May 2023 signaling the intention of Government to overhaul higher education student funding model by aligning placement, Government scholarship and loans to be responsive to the needs of students and their programme costs.

Speaking during the launch at the Kenya School of Government, Cabinet Secretary for Education Hon. Ezekiel Machogu stated that the new funding model will ensure inclusivity and no student will be left behind.

For the first time, students whose households are at the bottom of the pyramid shall enjoy equal opportunities in accessing university and TVET education. Out of the 2022 KCSE graduates, over 45,000 university students and 42,000 TVET students categorized as vulnerable and extremely needy, will be fully funded under the Government Scholarships and Loans”, said Hon. Machogu.

Consequently, the Government through the Higher Education Loans Board [HELB], Universities Fund, State Department for TVET, and KUCCPS has today launched the Higher Education Financing Portal, to receive applications for both Scholarships and Loans.

Furthermore, “Students who require funding MUST make formal application through Higher Education Financing portal (www.hef.co.ke) upon placement by KUCCPS and getting admission letters to Universities or Colleges. The requirements and application process has been clearly mapped out in the portal.” added Hon. Machogu.

However, continuing students will not be affected by this funding model and will continue to receive their funding based on the Government’s existing model. The Cabinet Secretary also directed the Vice Chancellors, Principals and other relevant Government agencies to ensure smooth and successful implementation of this NFM model.

About the New Education Funding Model

The new funding model allocation is based on a reliable Means Testing Instrument [MTI], that is scientific and

robust in determining the student’s level of financial needs, to ensure they are supported adequately.

About Higher Education Loans Board

The Higher Education Loans Board (HELB) is a state body established by an Act of Parliament – CAP 213A in 1995 mandated to provide loans, bursaries and scholarships to Kenyans pursuing higher education in recognized Kenyan Universities and Colleges and to recover the same after completion of studies to facilitate establishment of a revolving fund. The Board is therefore well aligned to Chapter 4, Section 43 (1) (f) of the Constitution of Kenya 2010, that every person has the right to education.
