Egerton University Now To Offer Bar Studies, Exams

The Council of Legal Education (CLE) has included Egerton University in a list of institutions of higher learning that will in future administer bar examinations.

CLE Chief Executive Officer Dr Wambua Kituku, said for the first time in the country’s history, the examination that is a statutory requirement for any law graduate seeking to be admitted as an advocate in the legal profession in Kenya, will be held outside Nairobi at the varsity’s Njoro Main Campus from March 31, 2022.

Dr Kituku stated that the move was part of the Council’s effort to devolve its administration of the examination whose centres have been exclusively in the Capital City at the Kenya School of Law (KSL), the Bomas of Kenya, the Jomo Kenyatta University of Agriculture and Technology Karen campus, Cooperative University and (Kenya Accountants and Secretaries National Examinations Board (Kasneb) Tower among others.

“We are keen to deliver on our mandate. We are decentralizing our functions and will open more bar examination centers outside the capital city,” he said.

Council for Legal Education is the only state organ with the mandate to oversee law education in the country, assess and authorize the syllabuses of universities teaching law and also administer exams for law graduates seeking to be admitted to the bar.

Speaking when CLE board members paid a courtesy call to Egerton University Vice Chancellor Prof Isaac Kibwage, the CEO indicated that lawyers’ training in the country was gearing for a turnaround following a review and implementation of a new curriculum.

He further revealed that bar examinations that have persistently recorded high failure rates are also changing with the content of the curriculum that prepares the candidates to join the roll of advocates being trimmed, rationalized and reorganized to conform to the industry needs.

Also present during the event were Director Licensing and Compliance at CLE Ms Mary Mutugi, Egerton University Deputy Vice-Chancellor in charge of Academic Affairs Professor Bernard Aduda, Registrar Academic Affairs Professor Mwanarusi Saidi, Dean Faculty of Law Dr Ruth Aura and the Chair Public Law Department Charles Getanda.

In terms of organization, the bar examination is divided into three components, namely, project, orals and written. Project and orals are formative exams done at KSL but moderated by CLE and constitute 40 per cent of the marks. Written exams are summative and administered by CLE and carry 60 marks.

The courses include Civil Litigation, Criminal Litigation, Probate and Administration, Legal Writing and Drafting, Trial Advocacy, Professional Ethics and Practice, Legal Practice Management, Conveyance and Commercial Transactions.

One must score at least 50 per cent on the aggregate of the project work, oral and written examination. He/she must also satisfactorily undertake a six months supervised pupilage.

Dr Kituku revealed that KSL had in 2020 commissioned the Kenya Institute for Public Policy Research and Analysis (KIPPRA), which compiled a revealing report highlighting aspects influencing students’ performance in the bar examinations.

In recent years, the KSL which is the trainer and the Council of Legal Education (CLE), regulator and examiner, have come under pressure due to the high failure rate of students in the professional examinations that lead to admission to the bar yet they have completed university education.

There are a number of universities offering law degree programmes in the country including University of Nairobi, Egerton University, Kenyatta University, Moi University, Jomo Kenyatta University of Agriculture and Technology (JKUAT), Kisii, Embu and Chuka universities.

Others are Kabarak University, Riara University, Kenya College of Accountancy University, Catholic University of Eastern Africa, Mount Kenya University, African Nazarene University, Daystar University and Strathmore University.

Dr Kituku expressed optimism that the review of the curriculum and implementation of some of the recommendations of the Kippra study will go a long way to improve students’ performance in the bar examinations.

“We worked together in revising the curriculum, involving students and all stakeholders, to plug the gaps and ensure proper alignment with the industry requirements,” the CEO pointed out.

Prof Kibwage noted that despite the many ills that have faced the legal profession, lawyers in Kenya and other developing states have succeeded in remaining highly visible and influential.

He acknowledged that lawyers in Kenya have played a great role in advocating for change in their society adding that in order for them to remain relevant in such a dynamic society, they also need to re-examine the manner in which they function and see if there is a need for change.

The Vice Chancellor added “In light of this, lawyers need to explore other practice areas that have conventionally not been seen as the forte of lawyers. For instance, whereas in many countries, tax law advice is offered by lawyers, in Kenya, this tends to be the reserve of accounting and audit firms.

With the increasing complexity of legal transactions, it is also time for lawyers to specialize in certain areas of law rather than remain “jacks of all trades”,

Prof Aduda called for harmonization of eligibility requirements on matters such as training for non-Kenyans who practice law in the East African Community before seeking admission to practice law in Kenya.

“There should be a homogeny in legal training to enable a lawyer who trains in Kenya be subjected to the same curriculum as a lawyer in Uganda, Tanzania, Rwanda and Burundi,” he stated.

“Lack of harmonization makes it difficult to admit lawyers from Rwanda and Burundi because the process of them being admitted to the bar is dissimilar with what the Kenya, Uganda and Tanzania are subjected to,” he said.

The Deputy Vice Chancellor’s observations come against a background of Parliament proposing changes to the Kenya School of Law (Amendment) Bill and the Council for Legal Education (Amendment) Bill which if adopted by the House, would allow Rwandan and Burundian advocates to practice in Kenya.

The amendments, if approved, will change Section 12 of the Advocates Act, which currently only allows Ugandan and Tanzanian lawyers to practice in Kenya.

Rwandan and Burundian advocates were in 2019 locked out from Kenya, a move that Members of Parliament say contravenes the spirit of the EAC.

The new TSC Mwalimu Care App for all teachers (Download and use App)

The Teachers Service Commission, TSC, has launched a new mobile application for all teachers. The new App (Walimucare App) will enable the teachers access Covid-19 health tips, talk to a doctor and get medical advice on all ailments; without necessarily doing a physical visit to the hospital.

In her speech during the release of 2020 KCSE results,TSC CEO Dr. Nancy Macharia said that Walimucare App is a huge milestone towards bringing health cover closer to the teachers.

“WalimuCare app allows teachers to access tele-medicine access anytime and from anywhere, including isolation centres and their homes.” Said Dr. Macharia.

She further assured teachers that the Commission has provided full medical cover for COVID-19-related ailments as well as a medical insurance application through their health insurance provider MINET.

According to Dr. Macharia, the app allows teachers on TSC payroll with their enrolled dependants to access medical attention as well as reaching a doctor with ease.

She said the new Walimucare App has been launched to assist teachers not only in accessing medical attention but also to help teachers access Covid-19 tips,talk to a doctor as well as emergency health complications.

This she said,is part of the Commission’s efforts to improve teachers working conditions better,health being one of them.

Teachers are therefore advised to download the Walimucare app from play store or google store,whichever is applicable in one’s phone.

How to Select Grade 10 Subjects and schools

To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

1. How you can Choose a Career Pathway:

  • Identify your interests and potential career aspirations.
  • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
  • Confirm your choice to proceed with the pathway.

2. Select Subject Combinations:

  • The portal will provide you with a list of subject combinations available within your chosen pathway.
  • Choose three subject combinations that align with your interests and strengths.

3. Select Preferred Senior Schools:

  • For each subject combination, select four schools from the available clusters.
  • This ensures a diverse range of options and equal representation from different categories of schools.
  • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

The Teachers Service Commission (TSC) is an independent Commission established under Article 237 of the Constitution of Kenya, 2010.

In line with Government Internship Policy and Guidelines for the Public Service, the Commission intends to offer internship opportunity to qualified youth in various areas of specialization to gain practical work experience which will improve their competencies and competitiveness in their career life.

  • Bachelor’s degree in any of the following fields: Bachelor of Science in Computer Science/ Information Communication Technology / Software Engineering / Informatics and Computer Science / Computer Networks and Cyber Security / Business Information Technology / Information Security and Forensic or equivalent qualification from a recognized institution;

    b) Records Management

  • Bachelor’s degree in Information Science/Records and Archives Management/Library Science or Bachelor of Technology in Information Studies, OR Higher National Diploma in Records/ Archive Management /Information Studies from a recognized institution.
  • Knowledge of Electronic Documents and Records Management Systems (EDRMS) with working experience in Computerized Office Applications will be an added advantage.
  • Human Resource Management and Development
  • Bachelor’s degree in Human Resource Management / Higher National Diploma in Human Resource Management from a recognized institution; OR
  • Bachelor’s degree in Social Sciences, Business Administration, or equivalent qualification from a recognized institution plus a Diploma in Human Resource Management from a recognized institution;

d) Counsellor

  • Bachelor’s degree in Counselling Psychology, Psychology (Counselling) or Diploma in Counselling psychology from a recognized institution.
  • Be a Kenyan youth aged between 21 and 35 years.
  • Length of stay after graduation should be two (2) to five (5) years from accredited and recognized institution.
  • Must be unemployed graduate degree and diploma holders who have not previously undertaken internship in the Public Sector.
  • Should provide Certificate of Good Conduct at the time of engagement.

PERSONAL ATTRIBUTES:

  1. Must be a person of integrity.
  2. Must be goal oriented, dynamic, self-driven and diligent individual.
  3. Should possess good interpersonal, communications skills and be a team player.

INTERNSHIP DURATION

The Internship positions will be for a period of twelve (12) months.

STIPEND

This is a non-remunerative position, however, the selected Interns will be paid a stipend of twenty-five thousand (Kshs.25,000) per month.

INSURANCE COVER

Selected Interns shall be required to have a valid personal accident insurance to cover for personal risks during the internship period.

MEDICAL INSURANCE COVER

Interns will be required to have a valid personal medical insurance cover for the duration of the internship.

WORK STATION

Successful applicants may be deployed either to the TSC Headquarters or County offices.

THE KENYA NATIONAL EXAMINATIONS COUNCIL

RE:     MARKING INSTRUCTIONS FOR KNEC EXAMINERS

Instructions to Examiners

The instructions below define the regulations governing marking of national examinations. You are advised to print and read them carefully before accepting to mark as you will be expected to adhere to each of them strictly.

Acceptance to mark will be deemed as acceptance to adhere to all these regulations as well as the payments subscribed in the acceptance letter.

               Marking Discipline

  • Examiners will be issued with copies of Marking Regulations on This document should be read by each examiner and its contents adhered to in the course of marking. It is the responsibility of each examiner to ensure that the document is returned to the Centre Organizer before the end of the marking exercise. Failure to return the regulations may lead to the offending examiners being surcharged.

 

  • Except for Examiners in Charge on their own, all other examiners will work under supervision of Senior Examiners whose professional instructions they are required to

 

  • Authority to mark extra scripts will be given by the Chief Examiner when an examiner/team has satisfactorily cleared his/her/their scripts allocation. The Council reserves the right to transfer answer scripts from any examiner/team to another examiner/team should circumstances

 

  • Examiners are NOT allowed to carry away answer scripts, marking schemes or any marking materials from the marking rooms/centres neither allowed to bring in any unauthorized materials. All marking must be done in the specified rooms at the marking centre. Any examiner found contravening this regulation will be dismissed instantly and a report made to his/her employer for disciplinary

               Integrity

 

Integrity is an important requirement for being an examiner as per section 26 of KNEC Act no 29 of 2012.

  • Examiners are required to complete claim forms accurately and You are therefore warned that any false claims presented at the marking centre will not be paid. Any examiner who presents false claims to the Council with intent to defraud the Council of funds will be liable to instant dismissal from the marking exercise and prosecution.

 

  • Examiners are required to declare on the declaration form the candidates and centres whose answer scripts should not be allocated to them. They should also declare to the Team Leaders when marking is in progress.

               Security

  • Examiners are discouraged from carrying personal electronic gadgets, like laptops and tablets to the marking centre
  • Every person getting into/out of a marking centre shall be subject to security check/frisking at the gate.

 

  • The Council has banned use of mobile phones in the marking, script and e-capture rooms. Examiners will be required to put their mobile phones off or in a silent mode and store in one desk, under the supervision of Team Leaders. They will however, use the phones during tea/lunch breaks outside the rooms.

               Travelling to the Marking Centre

  • All examiners are required to make their own travel arrangements from their official contact addresses to the marking centre.

 All examiners are expected to reside in the marking centres, unless with clearance from KNEC.

All examiners should report to the marking centres for their subject/paper by 6.00 p.m. on the eve of the marking date shown on the letters of invitation. The Council will not be responsible for any expenses incurred by examiners who report for marking before the official arrival date.

 

  • Examiners should carry their letters of invitation and present them to the Centre Organizers at the time of checking

 

  • In this regard, Chief Examiners and Examiners in Charge should not permit any person without the invitation letter to participate in marking without the express authority of the Council Secretary/Chief

 

        Institutional Rules and Property

 

  • Examiners are required to respect and to be personally responsible for all Council and institutional property issued to them and exercise great care when using institutional crockery and cutlery to avoid loss and/or breakage while at the marking

 

  • Examiners must return all the property issued in their names to the relevant authorities at the marking centres before they leave the Failure to do so may lead to their being surcharged.

 

  • All examiners must observe the meal times and hours for visiting sick bay as set out by the administration of the marking
  • Examiners’ marking rooms and hostels are out of bounds to unauthorized

 

  • Marking centres are out of bounds to members of the mass media and examiners should not discuss marking and other welfare issues with members of the press or other unauthorized persons or in the social media during and after the exercise. Any examiner found contravening this regulation shall be instantly

        Payment of Examiners Expenses

  • The Council will reimburse the following expenses incurred by examiners:
    1. coordination fee allowance per day;
  1. travel (inclusive of subsistence) from the examiners’ official contact addresses to the marking centres and return at a fixed
  • Basic fees as indicated in the invitation letter
  • Payments to Examiners at the marking centre will be made on production of their original National Identity card. Examiners must ensure that they bring their identity cards to avoid Should the payments be made through M-pesa or bank account modes, Examiners will be required to furnish the Council with correct personal Mobile Numbers and bank account details.

 

NB: KNEC shall only make payments upon receipt of processed claims from the marking centres. All examiners are requested to cooperate in verifying their personal details on time.

 

  • Taxation

 

All Kenyans are required by law to pay taxes. Kindly note that payment to all contracted professionals shall be taxed in accordance with the Kenya Revenue Authority (KRA) regulations and guidelines.

 

               Enquiries on Payment

 

Examiners should note that for security reasons, casual visits to the Council offices are not allowed. Enquiries about claims should be made in writing. Visits to Council offices will only be allowed if appointments had been made in advance through the Chief Examiners and Centre Organizers.

 

               Medical Expenses

 

  1. The Council will make arrangements to avail a First Aid Kit at the marking centres for care of minor ailments such as headaches and stomach upsets. In such cases examiners MUST sign against any forms of treatment for purpose of

 

  1. Examiners are encouraged to take the necessary precautions against malaria whenever they have to travel to marking centres far away from their duty stations.

 

  1. The Council will not meet inpatient, optical, dental, maternity treatment, laboratory tests and surgery medical expenses incurred by any examiner.

 

  1. Examiners who are already ill are advised not to take up the marking contract for the session but instead write indicating their willingness to mark in

 

               Senior Examiners

  • Senior examiners are requested to carry out thorough and continuous co-ordination as well as accurate completion of the various documents related to Marking and

 

  • Chief Examiners and Examiners-in-Charge will be informed the dates for co-ordination meetings under separate

 

  • All senior examiners will be availed the various documents related to their work through the Centre Organizers.

 

  • The KNEC Senior Officer will issue stationery to the Chief Examiners and Examiners in Charge who will be responsible for the distribution of stationery to examiners and ensure that all non-consumable stationery items issued to examiners are returned and handed over to Centre Organizers before the examiners leave the marking

 

  • The Chief Examiners and Examiners in Charge will organize checking of marked answer scripts and the transfer of marks on to mark sheets by the Examiners. The Chief Examiner/ Examiner in Charge should be satisfied that all marks printouts and other documents have been properly completed and handed in before examiners leave the marking centre. It is the responsibility of each examiner to obtain such clearance before leaving the marking

 

  • The Team leader will keep a record of the number of scripts coordinated and This record will be updated as the marking progresses. He/she must ensure that examiners sign the final document as it will form the basis for payments.

 

  • At the closing of marking, the Chief Examiner must ensure that all examiners sign the final record of number of answer scripts marked No payment will be honoured unless all the examiners have signed.

 

  • Chief Examiners/Examiners in charge will obtain from paying officers and return duplicate copies of all the vouchers of payment of coordination fee, advance, travel and any other payments made to examiners during the marking session. These copies will then be submitted to the Centre Organizer who will in turn submit them to the Council office at industrial Area, Likoni Road at the end of the marking

 

               Senior Examiners Marking Report

 

It will be the responsibility of the Chief Examiner/Examiner in Charge to ensure that the Chief Examiner’s Report is written, in detail and accurately. The contract between the KNEC and the Chief Examiner will only be realized after successful marking and submission of the Chief Examiner Report to KNEC. They are also expected to submit a detailed report about the marking centre i.e. cleanliness of marking centre, promptness of payment, food,

 

reception, adequacy of accommodation facilities, security and availability of Centre Organizers and their Assistants.

 

  • Any problems encountered at the marking centre should be communicated to the Chief Examiner or Examiner in Charge who will then communicate to the Centre Organizer. This channel of communication must strictly be adhered to. Under no circumstance may examiners communicate with the press or other parties regarding any aspect of their work, before, during and after the

 

Obligations between the Examiners and KNEC

  • Scope of Work

The marking service to be provided by the examiner is as follows:

 

  • Normal marking of examination answers scripts;

 

  • Checking of marked answer scripts to ensure validity, reliability and accuracy of mark allocation;

 

  • Verification and adjudication of captured

 

                 Payments

The fees and expenses for the marking to be made by the KNEC shall include:

 

  • Stipulated travel and subsistence expenses incurred while travelling to and from the marking centre;

 

  • Coordination fee per day;

 

  • Stipulated commuter allowance for examiners commuting from their residences to various marking centres using own or public means with express approval by the Council;

 

  • Script and Basic

 

               Obligations/Responsibilities of an Examiner

 

  • The Examiner must not disclose his/her identity as a marker or divulge any information acquired in the course of their work;

 

  • The Examiner will be expected to adhere to the marking regulations as set out by the Council;

 

  • The Examiner will complete mark printouts and claim forms accurately and honestly;

 

  • The Examiner will not be allowed to do partial marking unless

due to illness or unforeseeable circumstances that may rise;

 

  • The Examiner should declare on the Acceptance Form the centres whose answer scripts should not be allocated to him/her before the marking starts due to conflict of interest;

 

  • The Examiner must ensure that his/her work is checked and validated by another examiner by exchanging marked answer scripts;

 

  • The Examiner must not carry away the Council, question paper, marking scheme, and other marking materials either in their original form or photo copies;

 

  • The Examiners shall air his/her grievances on welfare issues to the Senior Examiners and not directly to the Centre Organizer;

 

  • All Examiners are expected to bring their own personal effects including towels, soap

 

  • All Examiners should verify and sign against their details including their own bank account and Mobile numbers. The Council will NOT be held accountable for payments made to incorrect mobile and bank accounts provided by Examiners.

 

  • Examiners allowed to use their own vehicles to the marking centre must present the vehicle’s original log book to the Centre Organizers and the current duplicate Insurance Certificate for verification during the actual marking.

 

  • It is the responsibility of each commuting examiner using own vehicle to a marking centre to ensure that the vehicle is recorded by the Council staff on daily basis. Commuter examiners using public means should also sign in on daily Failure to do so may result in the claim not being honoured for payment.

 

  • Before leaving the centre, the examiner must ensure that he/she signs against their claims showing the actual number of answer scripts which he/she will have marked on the final document that will be sent to KNEC as it form the basis for

 

 

               Duration of the Contract

 

Unless otherwise agreed this marking contract shall be for this marking period from the date mentioned hereof and shall be

 

renewed thereafter for every marking session from year to year until terminated.

How to enter lesson attendance summaries for all teachers online: New TPAD 2 simplified guide

The Teachers Service Commission, TSC, expects appraisers to fill summaries of data on lesson attendance per week for all teachers. These summaries are compiled using the manual TSC sheets and fed into the new Teacher Performance Appraisal and Development (TPAD) system. It should be noted that the summaries are done by either the Deputy Head/ Principal, Senior Master/ Teacher or Head of Department; the one in-charge of the appraisals for teachers.

HOW TO EASILY FILL THE TPAD LESSON ATTENDANCE SUMMARIES FOR ALL TEACHERS, ONLINE

The lesson attendance summaries for all teachers in a school are to be filled on Fridays of every week. This is done before mid night on Friday. It is only the appraiser who is able to file the summaries.

To enter the lesson attendance summaries for teachers, use the procedure below:
  1. Access the New TPAD 2 log in window by clicking on this link: New TPAD2 portal. (Remember you must have to register online before logging in).
  2. Enter your TSC Number, ID Number and Password correctly.
  3. Next, click on Login to access your Dashboard.
  4. Select Appraiser Appraisals from the Menu on the top left corner of your window.
  5. Now, click on Weekly attendance to access the Lesson attendance summaries window.
  6. Scroll down to ‘Add Attendance’ and click on it (This is after you have declared the year, term and the date when the week ends; that Friday).
  7. You will now be able to add each teacher’s weekly lesson attendance Summary.
  8. Click in the box indicated ‘Select Teacher’ and choose the teacher for whom to declare his/ her lesson attendance. Select the Week’s ending date, number of lessons to be taught and the actual number of lessons taught. Then, you will also enter the number of lessons recovered by the teacher and attendance remarks.
  9. Click on ‘Save’ to file the data. Repeat the same procedure for teachers in the institutions. It should be noted that the details (names) for all teachers in the institution have been pre-loaded automatically.

This is why students from slums with low marks were selected to join National Schools

Education Cabinet Secretary Prof George Magoha has defended the government’s move to give affirmative action to students from slums saying it gives them a chance to acquire quality education.

Speaking during the commissioning of a CBC classroom at Muchungucha secondary school, Murang’a, he stated that it was only fair for students from poor backgrounds to join national schools and compete with other students.

“Children from Kiandutu slums in Thika or those from Mji wa Huruma in Nairobi were given affirmative action to join national schools,” he said.

He also noted that this affirmative action is important so that the country can continue existing peacefully

“We must ensure that the weakest are taken care of,” he said, adding that he himself came from a poor background and was the beneficiary of a scholarship by President Jomo Kenyatta.

The CS noted that the Kenyan middle-class who can afford private school should do so.

“If you can afford to take your child to a private school, please do so that other less fortunate students get into the good public schools” he said. “If we don’t give affirmative action to some of these students, that will be the end of their dreams,” he added.

He lauded the President for introducing affirmative action and for providing money for 4,000 scholarships to needy students this year.

On the matter of CBC classrooms, the CS said that he expected that all classrooms in Murang’a are completed by April 20.

“In Murang’a, the classrooms are at 90 percent and they must be completed by April 20,” he stated. “We are rushing against time to complete phase one before schools reopen on April 25,” he added.

According to the CS, those contractors who have been efficient during the first phase of construction will be contracted during the second phase that is set to be done between May and July 2022.

    How to Select Grade 10 Subjects and schools

    To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

    1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.

    2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.

    3. Select Preferred Senior Schools:

    • For each subject combination, select four schools from the available clusters.
    • This ensures a diverse range of options and equal representation from different categories of schools.

    SELECTION OF PATHWAYS AND SENIOR SCHOOLS

    • Determination of pathways per senior school
    • Determination of vacancies for boarding and day schooling in senior schools
    • Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

    The learner will select 12 schools for their chosen pathway as follows.
    – Four 4 schools in first choice track and subject combination
    – Four (4) schools in second choice subject combination
    – Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

    Out of the 12 schools selected based on pathway;

    • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
    • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
      Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

    How Placement of learners to Senior Schools (SS) at Grade 10 will be done

    It will be based on:

    • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
    • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
    • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
    • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

    Admission and replacement process

    • Placement results will show where learners have been placed
    • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
    • All schools, both public and private shall admit Grade 10 through KEMIS
    • Leaners will be entered to the KEMIS System only after reporting physically to the school.
    •  Daily online reporting shall be monitored through KEMIS

    Replacements

    •  Schools with vacancies will declare through their respective county directors of education
    •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
    • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
    • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
    • Replacement will be done once and shall be irreversible

    How to Select Grade 10 Subjects and schools

    To select Grade 10 schools and subjects under the Competency-Based Curriculum (CBC) in Kenya, Grade 9 learners should first choose a career pathway (STEM, Social Sciences, or Arts & Sports Science). Then, they’ll select three subject combinations within that pathway and finally, choose four schools for each combination, totaling 12 schools. To select preferred Grade 10 Schools and Subject Combinations, use the Ministry of Education portal selection.education.go.ke.

    1. How you can Choose a Career Pathway:

    • Identify your interests and potential career aspirations.
    • Select one of the three pathways: STEM, Social Sciences, or Arts & Sports Science.
    • Confirm your choice to proceed with the pathway.

    2. Select Subject Combinations:

    • The portal will provide you with a list of subject combinations available within your chosen pathway.
    • Choose three subject combinations that align with your interests and strengths.

    3. Select Preferred Senior Schools:

    • For each subject combination, select four schools from the available clusters.
    • This ensures a diverse range of options and equal representation from different categories of schools.
    • A total of 12 schools will be selected: 4 for the first subject combination, 4 for the second, and 4 for the third.

    SELECTION OF PATHWAYS AND SENIOR SCHOOLS

    • Determination of pathways per senior school
    • Determination of vacancies for boarding and day schooling in senior schools
    • Selection of pathways, subjects’ combination and schools by grade 9 learners Selection based on pathway

    The learner will select 12 schools for their chosen pathway as follows.
    – Four 4 schools in first choice track and subject combination
    – Four (4) schools in second choice subject combination
    – Four (4) schools in third choice subject combination (Total 12 schools) Selection based on accommodation

    Out of the 12 schools selected based on pathway;

    • 9 will be boarding schools; 3 from the learners’ home county, 6 from outside their home county/county of residence.
    • Three (3) day schools in their home sub county/sub county of residence. (Total 12 schools)
      Pre selection – A school that does not allow open placement can apply to be pre-select if it meets the criteria defined by the Ministry of Education.

    How Placement of learners to Senior Schools (SS) at Grade 10 will be done

    It will be based on:

    • Top 6 learners per gender in each STEM track per sub-county will be placed for Boarding in  schools of choice
    • Top 3 learners per gender in each Social Science track per sub-county will be placed for Boarding in schools of choice
    • Top 2 learners per gender in each Arts and Sports Science track per sub-county be placed to Boarding schools of their choice
    • Placement of Candidates with Achievement Level of averaging 7 and 8 per track to boarding schools of their choice

    Admission and replacement process

    • Placement results will show where learners have been placed
    • Admission letters/joining instructions shall be accessed online using the learner’s assessment Number.
    • All schools, both public and private shall admit Grade 10 through KEMIS
    • Leaners will be entered to the KEMIS System only after reporting physically to the school.
    •  Daily online reporting shall be monitored through KEMIS

    Replacements

    •  Schools with vacancies will declare through their respective county directors of education
    •  Learners who wish to change schools will make requests through the heads of junior schools at least 2 weeks before the official grade 10 reporting date
    • Priority shall be given to those who had earlier selected the schools they are requesting for  Approvals by MoE shall be based on senior schools’ documented capacity
    • Upon a request’s approval, the joining instructions shall be accessed online; at no time shall a school issue printed letters for replacement cases
    • Replacement will be done once and shall be irreversible

    Here is the complete list of items required for admitting a new student/ form one via the National Education Management Information System, NEMIS:
    1. The admission letter.
    2. The learner’s index number, in full.
    3. The Learner’s Birth Certificate.
    4. The learner’s Unique Personal Identifier, UPI.
    5. The learner’s Contact details: Home county, Home Sub- County, Postal address, E-mail address and Phone Number.
    6. Learner’s passport size photograph.
    7. Learner’s special needs; if any.
    8. Mother’s details: ID Number, Name, E-mail and mobile number.
    9. Father’s Details: ID Number, Name, E-mail and mobile number.
    10. Guardian’s Details: ID Number, Name, E-mail and mobile number.

    The Admission process

    Students will present their letters upon arrival for admission. The schools will then verify the existence of their names in the system. The form ones who report to Secondary schools, as placed by the Ministry, will undergo the following admission process:
    1. The form one reports to the school where placed by the NEMIS system and presents the admission letter that must be downloaded from the Education Ministry’s portal at http://www.education.go.ke/index.php/online-services/form-one-selection.
    2. The admission letter is received by the principal or any other individual as may be delegated by the principal.
    3. The Principal or delegated individual will then log onto the NEMIS system by using a smartphone, tablet or computer that has been connected to the internet (Since the admission process can only be executed online). Log onto the NEMIS system by using the official Ministry’s links: http://nemis.education.go.ke/ or http://nemissystem.education.go.ke/
    4. Once logged in (by entering the User Name and Password which is at the disposal of the Principal), Click on the tab indicated as ‘LEARNER’.
    5. From the drop down list, select Admit/Capture request.
    6. On the new window, type in the Kenya Certificate of Primary Education, KCPE, index number on the search UPI/INDEX box and click on search.
    7. The NEMIS system will automatically load, and display, the student’s details showing that the learner is selected to join the school. In case the learner has not been selected to join the school, please advise him/ her to go to the school where the placement has been effected as shown on the NEMIS system or get help from the local Education office. If the student is selected to join the school, then click on ‘ACCEPT PLACEMENT REQUEST‘.
    8. Fill in the required information to successfully complete the admission process.
    9. Repeat steps 1 to 8, above, for all the 2020 form ones selected to join the school.
    10. You can confirm whether the learners have been captured correctly by Selecting ‘View my Learners’ from the ‘LEARNER’ tab

    HOW TO COMPLETE THE ADMISSION PROCESS FOR ALL LEARNERS BY CAPTURING THEIR BIO DATA

    The admission process of a learner would be deemed complete once the learner’s Bio data is updated on NEMIS. This can be done by:
    • Clicking on the Learner Tab followed by ‘Capture Biodata for F1 Learners’.
    • Proceed to capture the details as would be required on the Displayed form.

    The ‘Learner’ Tab on NEMIS

    The ‘LEARNER’ tab, on the NEMIS window, can also be used to carry out the following learner related operations:
    1. PENDING REGISTRATION: View a list of learners whose Registration is pending. These are learners whose details have not been entered as required i.e missing some information like their photographs.
    2. VIEW MY LEARNERS: A menu used to view the list of all learners whose details have been fully updated on the NEMIS system.
    3. LIST OF ADMISSION REQUESTS: Shows the list of admission requests as uploaded onto the NEMIS system for approval by the Ministry of Education’s field officers.
    4. LIST OF PROCESSED ADMISSION REQUESTS: To display the list of learners whose admission requests have been approved by the Ministry of Education’s Field officers.
    5. RECEIVE LEARNER: Used to admit a continuing learner; who has transferred from another school.
    6. RELEASE LEARNER: Used to transfer a learner to join another school after the transfer has been granted by the Education Ministry’s Field Officers.

    Requesting for Extra Vacancies

    Where the capacity of a school has improved due to development of additional facilities in the year, a principal must request for placement of additional students and approval in NEMIS. To achieve this:
    1. Log onto the school’s NEMIS account.
    2. Click on the ‘LEARNER’ tab and select ‘ADJUST SCHOOL F1 CAPACITY’
    3. A window showing the school’s capacity details would be displayed.
    4. Choose the Gender for which you wish to adjust Capacity. Then, enter the new ‘Proposed F1 Maximum Capacity’.
    5. Click on the ‘Save’ button and wait for approval. Once approved, the school can then proceed to admit more learners to fill the available vacancies.
