Teachers Service Commission Introduces Stringent Measures on Misuse of Public Funds

An April 22, 2025 circular stated that concerning the surcharge policy, the Commission aims to foster a culture of financial accountability and transparency among its personnel.

This policy aligns with the Commission’s commitment to eliminate corruption and economically driven crimes at the national level.

It is also further guided by the provisions of the Public Finance Management (PFM) Act and various constitutional articles regarding the prudent use of public resources.

The circular expresses that TSC expects all its staff, especially institutional heads, to take full responsibility for the public funds entrusted to them.

It further clarified that all individuals responsible for any resulting financial loss to the state will be surcharged and subjected to disciplinary actions, particularly those whose violations are noted in internal or external audit reports.

The TSC plans to promote accountability and transparency by collaborating with other institutions, including the Ethics and Anti-Corruption Commission and Directorate of Criminal Investigations.

The aforementioned initiatives are anticipated to ensure that every financial misconduct is handled fairly in a court of law.

The commission noted that the new policy builds on prior interventions, including the 2020 “Management of Salary Over-payments,” which aimed to minimize financial irregularities while enhancing oversight.

TSC Chief Executive Officer Nancy Macharia insisted on strict adherence to the new regulations and urged staff to familiarize themselves with the procedures and apply them in their daily tasks, emphasizing that any lapse in accountability should be regarded as a violation not only of the law but also of the professional standards required of all public servants.

To enhance the systems for combating these laws and regulations, sensitization and training sessions will be organized across TSC institutions to gradually promote a culture of fiscal responsibility.

It is expected that these engagements will contribute significantly to ongoing reforms in the public service and elevate the status of the teaching profession.

Communicating the policy to key government representatives and stakeholders is a significant milestone in the Commission’s efforts to safeguard public resources and enhance service delivery.
