TSC to hire 12,000 new teachers as 55,000 others get promotions.

The Teachers Service Commission, TSC, will be hiring 12,000 new teachers ahead of the January 2021 full reopening of schools. Under the Economic Stimulus Programme, the commission was allocated Sh2.4 billion funds to engage 12,000 interns.

According to TSC Boss Dr. Nancy Macharia, recruiting the additional 12,000 teachers will bring to 23,574, the total number of teacher interns hired since last year.

In the current financial year, the commission received a budget of Sh2.5 billion to employ 5,000 teachers on Permanent and Pensionable terms.

In a report tabled by Dr. Macharia during a two-day consultative forum with National Assembly Education Committee this week,  TSC requires Sh17 billion to hire about 26,000 teachers to address staffing gaps in secondary schools. An additional Sh8.1 billion will be required annually to hire 12,500 teachers to plug the normal shortage. The situation is worsened by current Covid 19 pandemic and the 100 percent transition policy.

Macharia says her target to enroll 12,500 new teachers yearly has not been met due to inadequate budgetary provisions. She added that under normal staffing, the commission needed 50,504 teachers to support the existing staff establishment.

The Commission is also set to train close to 118,000 teachers next month on the Competency-Based Curriculum (CBC) at a cost of Sh1 billion. See details on this training here.

“The commission intends to prepare teachers for eventual re-opening of schools through training, capacity building, sensitization and induction programmes,” She added.

Teacher promotions.

TSC says about 55,000 teachers have been promoted this year. Another 3,900 are scheduled for interviews. Similarly, 460 teachers have already been interviewed and their letters are on the way.

The Legislators wants the Commission to come up with a clear policy in promoting teachers in order to avoid situations where most stagnate in same job grades for long. But, Macharia was quick to point out that budgetary constraints were to blame.

“The criteria used in promotion of teachers include the availability of budget/funds; the existence of vacancies in the authorised establishment; merit and ability as reflected in the teacher’s work performance; academic and professional qualification among others,” she explained.

Dr. Macharia, sought the committee’s indulgence in finding a lasting solution to the challenges faced by the commission, among them; the need to develop a policy framework to guide the employment and promotion of new and older teachers.

KAGUMO HIGH SCHOOL’S FORM ONE SELECTION CRITERIA & ADMISSIONS

KAGUMO HIGH SCHOOL’S KCSE PERFORMANCE ANALYSIS

The school has maintained a good run in performance at the Kenya National Examinations Council, KNEC, exams. In the 2018 Kenya Certificate of Secondary Education, KCSE, exams the school registered a total of 233 candidates who managed to score a mean of B+ (plus); with a performance index of 67.992. In 2019, the school had a total candidature of 308 students.

TSC new registration requirements for primary school teachers

The Teachers Service Commission (TSC) has come up with new requirements for all primary school teachers. According to the Commission, the minimum qualification for entry into teaching in Kenya at all levels (including primary schools) be a Diploma in Education.

These new recommendations by TSC are geared towards realigning of the teachers as per the Competency Based Curriculum (CBC).

In the latest TSC recommendations, the Diploma in Education courses for CBC students at each level shall be three (3) years after 844 and senior school since they will have had time for specialization in the content areas.

Primary school teacher levels

Effectively, primary school teachers will fall into two categories, namely:

  • Diploma in Early Childhood Teacher Education (PP1&PP2) and
  • Diploma in Primary Teacher Education (Grade 1-6 ).

ECDE applicants with certificates from other bodies other than KNEC and MOE should have their certificates equated by KNEC.

Apart from National schools, Extra County schools are also very good schools in terms of facilities and performance in the Kenya Certificate of Secondary Education, KCSE, examinations. Most of the schools produce excellent results in KCSE exams and compete favourably with the National schools.

TSC Biometric Registration of all teachers- Latest News

The Teachers Service Commission (TSC) will roll out a mass count and bio-metric registration of all secondary and primary school teachers in the Country. The exercise was initially scheduled to commence in May last year (2020) could not take off as schools were closed due to outbreak of the Covid19 pandemic.

But, the Commission has now put all plans in place to roll out the head count in May this year when schools reopen for third term.

“The biometric registration shall entail validation of data of teachers in all public primary and secondary schools, Teacher Training Colleges, Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) and Kenya Institute of Special Education (KISE),” the Commission had earlier said.

The biometric registration of the teachers will involve the usage of their fingerprints to capture details. Additionally, each teacher will have to produce their national identity card or birth certificate and any other relevant identification documents such as employment or designation letters.

The exercise will also reveal teacher distribution based on subject combinations and will unearth staffing gaps that will inform training needs for various subject areas.

Seven counties will participate in the pilot roll-out of the program with the national exercise scheduled for August/ September 2021.

Uasin Gishu, Homa Bay, Bungoma, Nyeri, Kilifi, Kitui and Garissa were selected because they present both rural and urban setups with 143 institutions sampled from the areas consisting of primary, secondary and teachers training colleges.

To monitor daily attendance by teachers, the Commission shall then install Biometric gadgets in schools for teachers to clock in and out. Currently, teachers manually sign in and out of school.

The electronic registration of teachers will therefore expose teachers who miss lessons without written permissions. This enlisting of teachers is also expected to help the Commission balance the teaching staff since it will unravel the imbalances across all public schools.

Biometric registration piloting exercise

Plans are at an advanced stage to have the piloting of the Biometric capture of all teachers before the exercise is rolled in all schools; countrywide. Through the piloting exercise, the Commission is seeking to establish an accurate and database that will inform its policies and guide in decision making.

A number of schools (from the selected piloting counties, above) have been identified to participate in the Biometric Enrollment and Validation Of Teachers (BEVOT) pilot exercise set for the 17th to 21st of May 2021.

During the exercise, biometric data capture kits will be used and pre-loaded with data Integrated Personnel Payroll Data (IPPD) data base This data shall be validated using the documents presented by the teacher during the exercise. In addition, biometrics (face
prints) shall be collected as a means of teacher identification and authentication of the information provided.

The enrollment exercise will be conducted at the selected institutions during the official working hours; between 8:00 am and 5:00 pm on the said dates.

The school heads will be required to provide information and supporting evidence of the school’s class streams, time table and location. A soft copy pdf Version of the school timetable should be sent to the following email address Bevot@tsc.go.ke.

Documents to be presented by teachers for Biometric Capture.

During the Biometric capture exercise all teachers will be required to be physically present and avail the following documents for validation:

  1. Original TSC Certificate of Registration,
  2. Original National ID,
  3. Letter of first appointment,
  4.  Letter of last appointment and
  5. Academic Certificates.

How to receive the KCSE 2019 results via KNEC SMS code 20076 and online

This article provides a guide on how to receive and download the 2019 KCSE exam results. The 2019 Kenya Certificate of Secondary Education, KCSE, exam was administered by the Kenya National Examinations Council, KNEC. Kenya Certificate for Secondary Education Exams are usually conducted from the month of October with projects, practicals and theory papers to officially end in the month of November.
Once done, KNEC invites examiners who go through the students work; to ensure the results are ready for release.

Results Analysis and Release

After marking is done, the next step is to collate and analyze the students’ scores. Once computation is over, the results are presented to the Education Cabinet Secretary who first briefs the President before releasing the results to the public in a televised event.

Checking Results

Candidates who sat for the exam can check their results using three ways:

  • Using  KNEC SMS code 20076
  • Using an online KNEC portal
  • Visiting respective school 

CHECKING KCSE 2019 RESULTS USING SMS CODE 20076

This is the most effective and fastest way of checking for the results. To get KCSE results 2019 by SMS a candidate is required to send an SMS with your full Index Number to 20076. The service is viable for all the three network providers in the country Safaricom, Airtel and Telkom networks.

The cost of each SMS is Sh.25.

NB: Candidates must wait for official release of the results before sending an SMS.

Schools can access and download the results for all candidates via the KNEC online portal.

Here is the procedure:

  • Visit the Official KNEC website; https://www.knec-portal.ac.ke/
  • Then, click on Online results. You will be prompted to enter the user name and password. This credentials are similar to those used during registration of candidates.
  • The results for the whole centre would be shown on the screen.
  • Select the format that you wish to transfer the results to for downloading and printing.

Finally, candidates can check their KCSE 2019 results by visiting  their former schools a day after the official release of the exam.

Important Notes on Release Of Examinations Results

It is important to note the following concerning the KCSE results released by KNEC;

Examination Results Slips and Printouts

Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:

  • Institution’s Code and Name

This appears on the top left side of the printout. The institution’s code is a unique number by which an examination centre is identified by the Council. This is the number that an institution should always quote whenever communicating with KNEC.

  • Candidates Details

Below the institution’s name and code are details of the candidates. These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.

WHAT THE VARIOUS SYMBOLS ON YOUR RESULTS DENOTE

The important features of the examination results are as indicated below:-

  • X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
  • Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
  • P- denotes that the candidate’s examination results have been pended due to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
  • W- denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
  • U- denotes ungraded examination results due to infringement of the awards criteria.

Mean Grade Award Descriptions

  • Mean grade will be X, if a candidate is absent in all subjects
  • Mean grade will be Y, if one or more subjects are cancelled.
  • Mean grade will be U, if the entry requirements for the KCSE examination are not met
  • Mean grade will be CRNM, if the course requirements for the Teacher education, Business and Technical examinations are not met
  • Mean grade will be P, if results are pended
  • Mean grade will be W, if the examination results are withheld;

The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.

Release Of Certificates

Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions.

All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.
The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.
Upon the release of KCPE and KCSE examinations, the candidates can access their results through SMS number provided during the official release of results. The KCPE candidates are expected to access their result slips through the KNEC website immediately after release of the examination in their respective schools.
