ENTRY/ EXIT RETURNS

These are returns filled and filed by the head teachers, administrators or authorized officers entrusted with the responsibility by the Commission for onward respective processing at the Head Office and proper communications on issues like interdiction, injunction, suspension etc undertaken.

(Exit/ Entry Returns can only be accessed once Logged In by Head of Institution).

TEACHER REGISTRATION

In accordance with article 237 of the Constitution of Kenya, Section 23 of TEACHERS SERVICE COMMISSION ACT No. 20 of 2012, it is an offence for any person to engage in the teaching service unless such a person is registered as a teacher. This system provides a platform for online application and registration.

Here are the details to be filled on the Online Wealth Declaration Form;

Personal Declaration

WEALTH DECLARATION 2021-2022

All teachers have been directed to fill Government wealth declaration forms from November 1, 2021 in new guidelines published in the Kenya Gazette.

A July 30, 2021 Kenya Gazette Notice signed by TSC CEO Dr Nancy Macharia spells out new requirements for filling the wealth forms in accordance with the Public Officer Ethics Act, 2003. Those who fail to comply risk punishment by the Ethics and Anti-Corruption Commission.

Dr Macharia says the Commission will review each declaration of income, assets and liabilities to determine if they adhere to the requirements of the Ethics Act.

“The Commission shall review the information in the forms to determine if the assets are disproportionate to the income or whether there are concerns of impropriety, conflict of interest or any other breach to the Ethics Act,” she says.

The process of wealth declaration; How to easily declare assets, liabilities and incomes online by TSC teachers

Teachers and the Commission’s secretariat staff are required to declare their wealth every two years in accordance with the Act, which covers all employees in the public service.

More than 3,000 teachers and secretariat staff who last year failed to meet the declaration deadline had their salaries withheld for two months. The Commission, however, released the salaries because the guidelines for the declaration process had not been gazetted.

Those who contravene the requirements face a fine of KSh1 million or a year’s jail term.

The TSC submits to the EACC, two-year declarations every July 31 stating the number of people on its payroll. It is also required to state the total number of public officers who have submitted declarations within the prescribed time and those who have failed as of June 30 every year.

  • Go to Teachers Online Services
  • Click on Declaration of Income, Assets and Labilities

CREATING PASSWOR FOR FIRST TIME USERS

  • Enter your TSC number
  • Provide your mobile number and VALID e-mall address
  • Set your preferred password and repeat to confirm

LOGGING INTO THE SYSTEM

  • Type in your TSC number
  • Enter your password and click on Log in button
  • Select Wealth Declaration menu and click on General Info

  • Read through the general Information and click:

ONLINE WEALTH DECLARATION OF 2019-2021 INCOME, ASSETS AND LIABILITIES

Section 26 & 27 of the Public Officer Ethics Act (POEA) requires all Public Officers to declare their Income, Assets and Liabilities (IALs) every two years. The previous declaration was done in 2019. Consequently, all employees are expected to make their Declaration by 3 1st December 2021.

  1. MODE OF DECLARATION

In order to enhance efficiency, the Commission introduced an online declaration portal. Each employee is expected to fill an online declaration following the steps outlined in the Declaration of Income, Assets and Liabilities (DIALs) Instruction Manual.

  1. ACCESSING ONLINE PORTAL

The Declaration Form can be filled and submitted by accessing the Teachers Online Portal through https://teachersonline.tsc.go.ke/

Take note that one can access this information using a computer, laptop, lpad or a smart phone.

Ill. INSTRUCTION MANUAL

A Do-it-yoruself” instruction manual has been provided and is available on the TSC website https://teachersonline.tsc.go.ke/ under the Download Manual link, immediately next to the Declaration link. One can complete the Declaration process by following the prompts in the form after logging in.

IV        MONITORING OF THE DECLARATION

All Heads of Institutions are required to update the TMIS records for their respective schools by 15th September, 2021 to enhance efficiency and accountability of the DIALs process.

Heads of Institutions are also required to monitor the declaration progress in their respective institutions and report on non-Compliance as reflected in Part B in the DIALs Instruction Manual by 31sr December, 2021.

V           ADDITIONAL INFORMATION

  • Employees who have been in employment for a period of less than two (2) years are expected to submit their Initial declarations and the system has been customized to facilitate this
  • All teachers employed by TSC are required to declare their Income, Assets & These include teachers on:
    • Leave of whatever nature
    • Interdiction
    • Suspension
    • Authorized absence of duty
  • Any teacher employed by the Commission who fails to submit the declaration or gives false or misleading information will be liable to a fine of Kshs 1,000,000 or be imprisoned for a term not exceeding one year or both upon conviction. Further, the teacher will be subjected to administrative disciplinary action as per the TSC Administrative Procedures on

{d) The Declaration can only be accessed by individuals who have activated their official @mwalimu.tsc.go.ke email address. This will be vital for user-credibility, setting, accessing and resetting individual passwords for the Declaration as applicable. A copy of the submitted Declaration will automatically be sent to the teacher’s email.

Ensure that:

{i)  The information filled is accurate.

(ii) You receive a copy of the duly filled declaration   in your email as confirmation of successful submission.

{iii) All sections of the declaration are filled completely. Incomplete declaration forms will be rejected by the system.

The Commission will not accept any physical {hard copy) form as a confirmation of declaration. 

Teachers are encouraged to make their Declarations early to avoid last minute rush that may lead to system congestion or downtime.

The system will be opened with effect from 1 st October, 2021 to midnight of 31 st December 2021 to facilitate the exercise. Note that declarations made after the midnight of 31 st December, 2021 will not go through.
