The Teachers Service Commission, TSC, has given an update on the advertised 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
i. A valid certificate of Good conduct
ii. A valid personal accident cover
iii. National ID card
iv. Disability card if any
v. Two passport size photographs
vi. KCSE certificate
vii. KCPE certificate
viii. Diploma / degree certificate and Transcripts

Latest TSC News- The Kenya Secondary Schools Heads Association (KSSHA) wants the Teachers Service Commission (TSC) to stop the delocalization of school principals to work away from their homes.
The Bungoma KESSHA chairperson Edward Bikala argued that delocalization policy should be repealed with immediate effect to allow teachers to serve in their counties.
He spoke in Webuye during the burial ceremony of Wycliffe Kiveu who was the principal of Maralal National school in Samburu, who died of Covid-19 related illness.
“Covid-19 is killing our teachers, they die far from their families and that is why we want the government to stop delocalization of teachers,” said Bikala.
His sentiments were echoed by his counterpart from Kakamega County who registered fear over the speed at which high school principals in the area have been losing their lives due to the Covid-19.
Kenya National Union of Teachers (KNUT) Bungoma East branch secretary Aggrey Namisi observed that a number of the teachers’ deaths had also been attributed to transfers implemented by the Teachers’ Service Commission.
The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a few administrators were moved.
The exercise has seen the execution of transfers for thousands of long serving principals and school heads; with some supporting and others opposed to the delocalization policy. A number of school administrators moved, so far, were those serving in their homes.
Others had also served in the same stations for a long time. Targeted administrators were mostly transferred to other counties and in some instances different regions.
The Teachers Service Commission (TSC)will hire 5,000 teachers on permanent basis in July, 2021. Another 6,000 new teachers will also be recruited this year on internship basis.
According to TSC Boss, Dr. Nancy Macharia, the Treasury has allocated Sh2.5 billion for the recruitment of new teachers in the 2021/20222 financial year.
“This is to ease the teachers load in handling the increased enrollment. Qualified unemployed and registered teachers to look out for advertisements for applications next month,” Says Dr. Macharia.
Dr. Nancy Macharia, says teacher shortage in public schools stood at 103,931 as of January, 2021. According to TSC latest records, post-primary institutions have a shortfall of 57,822 teachers, while primary schools have a deficit of 46,109.
HOW TO APPLY FOR THE TSC ADVERTISED VACANCIES
Applications for the Teachers Service Commission (TSC) vacancies are done purely online. In filling the advertised teaching vacancies the Commission invites qualified teachers to submit their applications online at the TSC online recruitment portal; https://hrmis.tsc.go.ke/.
TSC does not accept hard copy applications and therefore you must carefully submit your application online. Some teachers have failed to make it to the TSC shortlisting of applicants because of their failure to submit their applications as required. But, this problem may not get you as we will take you through the correct step-by-step application procedure.
ONLINE APPLICATION PROCEDURE FOR THE ADVERTISED TSC VACANCIES
It is important for you to note that the application procedures for primary and secondary school teachers are not the same. As thus, carefully go through the two procedures below to note the difference.
Primary Teachers Online Recruitment Application Process
In case you are submitting applications for the advertised vacancies in primary schools, then this is the correct procedure for you to follow;

GUIDELINES FOR RECRUITMENT OF TEACHERS- 2021/2022
RECRUITMENT GUIDELINES FOR TEACHERS IN POST PRIMARY INSTITUTIONS (SECONDARY SCHOOLS AND COLLEGES)
GENERAL INFORMATION ON RECRUITMENT GUIDELINES.
Following the advertisement for recruitment of teachers, Boards of Management are required to conduct the selection process for the advertised vacancy(ies) in their institutions
The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act, and TSC Code of Conduct and Ethics 2015.
The Head of Institution is required to induct the panel members on the relevant sections of the Act before the commencement of the selection exercise.
All applicants must be registered teachers as per section 231 of the Teachers Service Commission Act, 2012. Those without Registration Certificates must attach a printout of the application form/payment receipt as evidence of application for registration.
However, successful candidates who fail to meet registration requirements will not be recruited.
Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they have submitted their application.
Applicants working in other Government departments and who meet the requirements are eligible to apply.
Applicants will be required to submit their applications to the Secretary, Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director
Heads of Institutions MUST acknowledge al applications upon receipt and, on completion of the selection process, promptly advise those who do not meet the criteria (specifying the reasons).
The TSC Sub-County Director shall compile a list of a applicants in every institution for ease of reference and present it during the interview.
The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices.
Heads of institutions should communicate to all applicants through SMS (short message service) 7 days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the interview date, venue and time.
All applicants, irrespective of gender, ethnicity or home county should be given equal opportunity.
However, in case of a tie: consideration will be given to:
Applicant (s) with disability(ies)
Quality of certificates presented, KCSE, KCE; Higher aggregate KCSE/KCE grade should first be considered. If the candidates tie at the aggregate grade the Score in teaching practice will be considered.
Preference will be given to the applicants who have NOT been previously employed by the commission
The names of interviewed candidates ranked in order of performance during the selection process for each vacancy (appendix i w then be submitted to the Commission.
AUTHENTICITY OF ACADEMIC AND PROFESSIONAL DOCUMENTS
Applicants must present original and legible photocopies of the following documents:
National Identification Card
CPE/KCPE certificates
KCE/KCSE certificates (include first attempt certificate if repeated exams)
Diploma/Degree Certificates and official transcripts
Primary and Secondary Schools leaving certificates
NB:
Provisional transcripts shall not be accepted Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit.
The selection panel shall vet each applicant to verify that:
He/she meets the requirements of the TSC advertisement.
All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the certificates and authenticate the information provided to the TSC County Director.
A proof of application for confirmation of results from KNEC has been availed where the certificates are missing
NB: The onus is on the concerned teacher to follow up with KNEC for the confirmation of results within 14 days after the interview date.
Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment form
Once the interview process is completed, the results must be communicated to the applicants the same day and the successful candidate(s), from the merit list, issued with the TSC Application for Employment Form.
It is the responsibility of the TSC County Director/Representative to ensure that the:
Exercise is fair and transparent.
Successful applicant (s) on the merit list fill the Application for Employment form.
The Secretary of BOM should ensure the Application for Employment form is correctly filled by the successful applicant without any erasure or defacing
The completed form(s) together with the other relevant documents should be submitted to the TSC County Director’s office. The TSC County Director, upon verification and ensuring that a the requirements are fulfilled, will submit the recruitment documents to the TSC Headquarters within the stipulated timeline.

SELECTION CRITERIA
The Secretary Board of Management shall present a compiled list of all applicants to the selection panel.
The selection panel shall harmonize the list of applicants with that of the TSC Sub- County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency[ies), make decision(s) based on the guidelines and advise the Candidates/panel and the Commission accordingly.
Applicants shall present themselves in person to the selection panel. The panel shall score each candidate based on the selection score guide (appendix I (a) or l (b).
QUALIFICATIONS
Qualifications for Graduate Teachers
Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one () subsidiary pass at ‘A’ Level. In addition, they must have:
A Bachelor of Education Degree with two (2) teaching subjects.
A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education(PGDE) with two teaching subjects.
Bachelor of Science with two teaching subjects.
NB:
Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma i Education or gone through the A level system in the relevant area(s) are eligible.
Bridging /Pre-university certificates for those who completed the bridging course before December 31St 2015 can be considered.
Qualifications for Diploma Teachers
Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (I) principle and two (2) subsidiaries at ‘A’ level. In addition, they must have a Diploma in Education from a recognized teacher training Institution.
NB: Diploma Teachers who graduated on or before 2008 with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible.
Qualifications for Technical Teachers.
Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one () principle and two (2) subsidiaries at ‘A’ level In addition, they must have:
Bachelor of Education Technology (Bed TECH). OR
Bachelor of Science (Bsc) in any relevant technical Subject[s)/ Course.
Higher Diploma in a Technical course or
A Diploma in a Technical Course.
Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education (PGDE) from a recognized University.
Persons With Disability (PWD) Hearing impaired and Blind, are admitted for training with mean grade of C and C in the two teaching subjects thus are eligible
For applicants trained in Special Needs Education, KSL and Braille are considered as teaching subjects e.g. Biology/KSL, Geography/Braille.
NB: Candidates whose training is in subjects that are currently not in the curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement. e.g. Bachelor of Science /Bachelor of Arts in:

Applicants with Economics/Commerce/Accounting, Social Education and Ethics (SEE) can apply for Business Studies and CRE/IRE vacancies respectively.
Diploma Teachers with English/other subject qualify for employment as English/Literature teachers.
All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer. Where an applicant did not study business Studies and Computer, he/she should have attained a minimum of C+ (Plus) in Mathematics in KCSE.
Where an applicant did not study Agriculture and Home science, he/she should have attained a minimum of C+ in Biology at KCSE
Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subject.
Candidates presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from recognized institution (s) qualify for employment.
Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply.
Applicants applying for computer studies MUST have taken a course on teaching methods.
VALIDATION OF DOCUMENTS BY TSC COUNTY DIRECTOR
The County Directors should:
Ensure that the employment forms have all the attachments required.
Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines
Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed.
Compile any complaints received and submit report on appropriate action taken or recommendations to the Commission.
DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS
The TSC County Director is required to hand over the following documents to the TSC Headquarters:
Duly filled application form(s) for employment together with a copy of the acknowledgement of receipt of application for employment, certified copies of academic certificates, professional certificates and all official transcripts, identity card and two passport size photographs in respect of successful candidate(s).
A list of all applicants in order of merit for the advertised vacancies in Appendix (II (clearly mark the candidates who failed to attend the interview).
Duly signed minutes of the Board of Management.
A commitment letter duly signed by the candidate binding him/her to teach in the station for a minimum period of five (5) years, and 3 years in the case of North Eastern region
Completed selection score guide duly signed
Copy of teacher registration certificate/evidence of application for registration.
Certified copy of the bank plate
Duly completed pay point particulars form
Copy of KRA PIN certificate
Copy of NHIF certificate
List of applicants who are Persons with Disabilities (PWD).
COMPLAINTS
Any candidate who is dissatisfied with the process can make a complaint in writing to the TSC County Director not later than seven (7) days after the selection process and send a copy to the TSC Headquarters.
The TSC County Director should within 7 days address all complaints raised after the selection process has been completed and thereafter inform the headquarters on the action taken.
IMPORTANT NOTES FOR APPLICANTS
Under no circumstances shall the Application for Employment form be defaced or photocopied for use.

The Teachers Service Commission (TSC) has warned teachers and Kenyans to be wry of fraudsters who are calling to ask for money in order to offer services. The Commission has at the same time given a list of services that attract charges.
“We would like to assure teachers, staff and other stakeholders seeking services from us that we do not charge for recruitment, transfer, promotion and pension services.” Says TSC.
A number of Kenyans have lost colossal amounts of money to fraudsters masquerading as TSC agents. A case in point is where the con men and women call teachers in the ptetext of assisting them get promotions.
According to the TSC Service Charter, the following services are offered at no cost:

The Teachers Service Commission, TSC, may decide to reverse the interdiction of a suspended teacher. In such a case, the Commission sends a revocation of interdiction letter to the teacher.
Several reasons may make the TSC to reverse the interdiction of a teacher. A number of reasons may precipitate such a decision. These include:
Irregular and faulty interdictions i.e if the Commission detects malice in the allegations made,
Interdictions being done without adherence to the laid down procedures e.g. failing to give teachers an opportunity to appear before the investigation panel together with the accusers and witnesses to defend themselves against the allegations raised.
Poor and inadequate investigations at the institution/county level,
Delays in submission of supportive evidence e.g. availing duly signed Board Of Management minutes, statements and report in support of allegations raised.
Issuing casualty returns on desertion before expiry of fourteen (14) days.
Failure to fill in/forward casualty and casualty/ appointment returns on time.
Failure to carry out prompt and exhaustive/comprehensive investigations prior to interdiction.
Failure to involve the Board of Management, BOM, during investigation process,
Failure to give specific charges on interdiction.

RE: REVOCATION OF INTERDICTION
Pursuant to the hearing of your discipline case on …………., I directed by the Teachers Service Commission to inform you that, the Commission carefully considered your case and has determined that you are not guilty of allegation/s made against you. Subsequently, your interdiction is hereby revoked.
Accordingly, any salary and allowances that would otherwise have been payable during the period of your interdiction will be paid to you in full once you are reinstated on payroll.
Please note that, payment of any salary is subject to Part VII of the Code Regulation for Teachers and will be effective only after you report for duty and start teaching. You will be posted immediately.

STEP 2: In the new window, the following details and Click Next Page Button to Continue: ID Number/Passport Number, Tsc Number, Surname as per Registration Certificate and Your Phone Number.
STEP 3: An SMS with a code will be sent from TSC to the entered phone number. Input the 4-digit verification code sent by TSC via SMS: This code enables the Commission to ensure that it is the respective teacher filling the online form before it updates your profile. Enter the code in the window below and click ‘verify’. In an event you failed to receive the code, select ‘send code again’. The code is a four-digit number.
STEP 4: Proceed to the next window so as to edit your application. Most details have been pre-loaded for you. Click ‘Next’ once done. You will see the success message ‘Your basic details have been updated, proceed to upload other documents’. You will be redirected to a new window.
STEP 5: In the new window, you will update your Academic Qualifications Details. You will also be expected to upload a Minimum of 3 documents and a Maximum of 4. To update a document, click ‘choose file’. Locate the appropriate file in your storage and double click on it to upload it automatically. Click ‘save documents’ every time you upload a document. Repeat this process until you upload all the required documents.
STEP 6: Click ‘Next’ until you complete the process. By now, you would have successfully updated your profile as required by TSC.
The 2021 Kenya Union of Post Primary Education Teachers, KUPPET, election has attracted a large number of aspirants; than has been the case in the recent past. And female teachers have joined the race, in their numbers, to have a share of the lucrative KUPPET county seats.
Heated online campaigns have rented the air in the past few months with prospective candidates teams’ opponents taking jibes at each other. Indeed, ‘politics is a dirty game’, an act that has been perpetuated by the unleashing marauding agents to smear opponents’ names.
It is Kisii county, though, that has recorded the highest number of aspirants; if the number of those who have declared interest to run is anything to go by. A quick check reveals that up to 40 candidates have so far shown interest in clinching the 11 KUPPET posts in the county.
Nyamira county, on the its part, with aspirants recording a lacklustre performance. Surprisingly one two new aspirants have come out to try and take up the cudgels for the seats. Only 2 contestants, Renson Mokaya (Vice Chair) and Mosiria Mikuro (Secretary for Gender), who have publicly declared their interests. Others are either keeping their cards close to their chests or fearing facing the Lewis Nyakweba led incumbent team.
KISII COUNTY KUPPET ASPIRANTS
Back to Kisii county, the current Chair is expected to come up against his fierce combatant, Tom Ombwori; whom he defeated during the recent by-election.
The seat of executive secretary has attracted new entrants like Abincha Joseph and Onsare Shedrack who will square out with Omari Otungu (incumbent).
Denis Manasse (incumbent) will face off with Maticha Samwel, Omwamba Julius, Geofrey Mogire and Dancan Matoke (among others) in the race for the Vice Chairperson’s seat.
Celebrated Kisii county soccer coach, Akanga Evans, will battle it out with Evans Okindo (reigning), Geoffrey Mariita and Saphinah Kenyando in a bid to grapple the Assistant Executive Secretary post.
The Treasurer’s post has attracted Amos Nyamari and Hamelyn Motika who will try to wrestle the seat from Francis Ogutu.
It may be an all female affair in the bid to seal the Assistant Treasurer’s seat. Kenya Secondary Schools Sports Association (KSSSA) Committee Member, Nancy Nyaenya (also a member of the Nyanza Region Secondary Schools Sports Association, NRSSSA) will be battling it out with Stellah Ong’era (incumbent). Another aspirant for the seat being Rael Mochache.
Other contestants
The seat of Organising secretary has attracted Abel Kenyanchui (holder) and Dennis Omwansa. Miller Orandi will battle it out with Conrad Rwenyo for the Tertiary Secretary seat; with the latter being the current office bearer. In the Gender Secretary’s post, incumbent Lydiah Kebati will square it out with Jentrix Ogola, Irene Angoi and her namesake, Irene Mariga.
A showdown is looming with battle lines have been drawn in the race for the Homabay county KUPPET seats. What is expected to be one of the hotly contested seat is that of Executive Secretary. The post has attracted the interested of the current Secretary to the NRSSSA and KSSSA member Tom Thomas Odhiambo. Stephen Yogo (office bearer) will face a colossal duel in a bid to try and keep the seat; considering the influence of Tom Thomas.
Some of the other contents who have shown intent of running are; Brenda Rita (Gender), Obora Patel (Secretary-Secondary), Kajwang Michael (Organising Secretary), and vocal games teacher Oduor John Felix (popularly known as Felo Jachelsea). Everline Odongo will face off with Beatrice Awiti for the Treasury’s post. While, Churchill Aroko (Churchill) and Teddy Erics Oginga will battle for the Assistant Executive Secretary’s niche.
Some of the Contestants who have expressed interest to run for the Migori County seats are: Owiti Paul and George Okatch (both eyeing the Vice Chair’s post), Mijungu Kevin (Assistant Executive Secretary), Jecinter Robi (Treasurer) and Nyabuongi Fredrick (Secretary-Secondary). Others Lilian Ogutu and Sheila Omuga (both going for the Gender seat). Executive Secretary Orwa Jasolo will wrestle with Ken Boro for the seat. On their part, the trio of Kevin odhiambo, Seth Kanyango and festus Obonyo have daggers drawn to try and clinch the Organising Secretary’s post.
OTHER COUNTIES
Online campaigns are ongoing in all other counties, countrywide; with some teachers opting to have small group meetings. The campaigns have greatly been affected by the current covid-19 pandemic; that has seen prolonged closure of learning institutions. The Ministry of Health’s guidelines on public meetings have also dented the campaigns; that are usually carried out with vigor and ferocity.
Elections to fill the county and national seats are done after every five (5) years. The Branch Executive Committee is made up of the Chairperson, Vice Chair, Executive Secretary, the Assistant Executive Secretary the Treasurer, Assistant Treasurer and Secretary in charge of Gender.
Other members are: Secretaries in charge of Tertiary and Secondary, Branch Organising secretary, and three women representatives; who are appointed for gender and regional balancing after elections.
The Teachers Service Commission, TSC, has moved to help teachers experiencing problems during online applications for the advertised vacancies. Some applicants have been unable to file their applications due to errors on the TSC online system. Most prominent are errors on the new applicants’ dates of birth; being captured as 1970.
Other errors experienced are on Names and TSC Numbers.
“Some teachers could be experiencing problems that include date of birth and subject combinations while carrying out online job application. If such challenges affect you, please fill in your details in the link provided here and submit.” Reads a presser by the Commission.
The teachers employer has released the date when the newly recruited teachers are expected to report to their stations. It is a reprieve for the tutors recruited in 2019 by the Teachers Service Commission, TSC, who have been waiting for the good news.

The teachers are now expected to report to their new stations on January 6, 2020. Posting letters for the teachers are ready at the County offices. The letters are to be picked by principals and school heads.
What you need to know about the posting letter.
The Teachers Service Commission, TSC, sends a letter of employment (Letter of probationary employment) to a newly recruited teacher after successfully vetting the teachers’ documents. The letter is sent to the teacher through the station where the teacher has been posted to serve under TSC terms. In the letter the Commission Secretary spells out the entry level of the teacher i.e Secondary School Teacher II for teachers entering the profession as degree holders. The station where the teacher has been posted and the subjects to be handled are also written on the employment letter.
A newly recruited teacher works on probation for a period of not less than six (6) months. In some cases the probation period may be extended if the teacher’s performance is unsatisfactory; at worst, the teacher’s employment may be terminated before completion of the probation period. To be confirmed on permanent terms, the head of institution fills a recommendation form for the teacher that is sent to TSC for approval.
The teacher is expected to proceed to the posted institution as indicated on the employment letter and has a grace period of 30 days from the effective date; as stated on the letter.
The employment letter also spells out the expected basic salary per year depending on the entry grade of the teacher. The teacher is also entitled to monthly allowances pegged on his/ her grade. Allowances that the teacher may get include, but not limited to: House allowance and Commuter allowance. Teachers working in areas classified as hardship get hardship allowance on top of the two allowances. While, those working at schools with differently abled learners also receive Special allowance.
The teacher is expected to work in any part of the country where the Commission feels his/ her services are required. Additionally, the teacher will have to serve at the initial work station, where the first posting has been made, for a period of not less than five (5) years before requesting for a transfer. Though, in some cases such a teacher may be transferred under special consideration from the Commission on such grounds as Medical and insecurity; as may be deemed fit by TSC.
The employment letter is also copied to the Principal or head of institution and the TSC County Director.
Teachers across the country reported back to their work stations on Monday after staying at home for over six months. A spot check in most schools indicated that most teachers heeded to the Monday deadline set by the Teachers Service Commission, TSC.
This is the first time that teachers were reporting back to work following a closure of all learning institutions in March this year to combat spread of the deadly corona virus disease.
School heads were expected to convene meetings with teachers and other stake holders to prepare for reopening of the schools. Learners are expected to troop back to schools next month.
The Heads will then submit a status report to the Commission for further action. Among other items, TSC needs a report on level of preparedness of schools in terms of availability of water.
Ahead of the reporting of learners, teachers will be expected to prepare all professional records like schemes of work, lesson plans and other documents used in curriculum implementation.
The employer had warned of dire consequences for those who would not report to schools by Monday September 28, 2020. TSC field officers will collate information on numbers of teachers who have reported for duty and submit it to the head office.
In some schools teachers were seen tidying up the compounds by sweeping and mopping classrooms. On the other hand various committees were formed to oversee the preparations for reopening of the schools.
The reporting committees will prepare to check the temperatures of learners as they report back. While, the healthy committees will ensure the Ministry of Health’s guidelines on combating spread of covi19 are followed to the latter.
Schools are expected to reopen next month with candidate classes first to arrive in schools.
As teachers report back to schools they should ensure the following are done:
Build the capacity of institutional staff, learners, Boards of management and parents on the management of COVID 19.
Ensure adequate clean running water and sanitation facilities in the institution and procure water tanks where applicable.
Develop the protocols on hygiene and social distancing measures to be put in place before re-opening.
Stock up the institution with key supplies including disinfectants, liquid soaps, non-touch thermometers, face masks and first aid kits.
Collaborate with institution sponsors to ensure provision of psychosocial and spiritual services.
Map an emergency health facility that is within 10km and collaborate with the County Government to have some health personnel assigned to the institution for regular monitoring and sensitization.
Carry out risk assessment for suitability focusing on space, water, sanitation, provision of meals, transport of learners using the risk assessment matrix, provided by MoE and develop mitigation measures.
Ensure compliance to guidelines for issuance of letter of compliance to the institutions.
Communicate to parents, teachers and learners on:
Health and safety measures
Re-opening of the institution based on the calendar released by the ministry.
Constitute institutional COVID19 response committee to coordinate response strategies comprising of five members, one being a learner, non-teaching staff, one BOM member and teachers.
Ensure there is a designated room within the institution premises for use as a sick bay or for temporary isolation in case presumed cases occur in the institution.
Ensure revision of institution rules and regulations and daily routine to be responsive to the changes occasioned by COVID 19 pandemic.
Maintain positive demeanor on governments efforts to prevent the spread of COVID 19.
Maintain updated bio data of all learners and contact numbers and home addresses of the parents /guardians/caregivers for ease of management of emergencies.
Ensure that information of COVID 19 related measures is accessible to all learners, including those with disabilities, through sign language interpretation, captioning and easy read formats, among others.
Renovate, improve, or install (as necessary) age, disability and gender appropriate hygiene facilities like washrooms, toilets and bathrooms to ease congestion.
Develop learner’s movement protocols including designating entrances and exits for different learners’ cohorts, sectioned off common spaces and floor markings to direct foot -traffic flows.
Clean and disinfect institution buildings, including toilets using water and disinfectants and frequently touched surfaces.
Ensure adequate security and safety measures, including provision of a fence /barrier and guards to restrict entry to and exit from the institutional premise.
Restrict entrance of visitors in the institution and cancel institution events such as career days and motivation days until further notice.
Revise and adjust the institution budgets to reflect the current priorities addressing the impact of COVID 19 such as improved hygiene management.
Identify learners, teachers and other staff with pre-existing health conditions and ensure appropriate health attention.
Weekly progress report on the status on institution health and safety that might compromise curriculum implementation will be submitted to the Sub-County Director- Education.
Communicate regularly, clearly and accurately information to learners and staff to ensure that they are kept informed of important developments.
After weeks of shoving and pulling, the two recently appointed Teachers Service Commissioners have been sworn in. The two commissioners, Mbage Njuguna and Leila Abdi, were sworn in by the Chief Justice David Maraga on Monday.
It is the appointment of one of the Commissioners, Leila Abdi, that has elicited a heated debate over the last few weeks. During her vetting by Parliament the Law makers were surprised to learn that the said Commissioner did not have her Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) examination certificates.
It is also in the Public domain that she was born in Mogadishu, Somalia, but was raised in Kajiado County.
This prompted a voter in Mandera to opposs the nomination of Leila Abdi Ali as a member of the Teachers Service Commission.
While appearing before the Parliamentary vetting committee, Leila said her grandfather, Ali Kabati, was a freedom fighter and was Thika mayor for 40 years. She further said that she was raised in Loitoktok area and went to Loitoktok DEB Primary School. According to Leila she lost her parents at seven years and had challenges accessing education.
The two commissioners come in to replace the three whose terms expired. First to exit was Commission Vice Chair Cleopas Tirop whose term expired in May this year. Mr Tirop who was appointed in April 2013 exited after serving his six year-non-renewable term. Two other commissioners – Dr Salome Gichura and Saada Abdi Kontoma – left the Commission, this month; August, 2019.
Teacher Service Commission(TSC) should comprise of nine commissioners.
A plea by teachers’ unions to be apportioned a slot in the commission fell on deaf ears.
The commissioners are in charge of appointing and appraising school heads or confirming those working in acting capacity, promoting teachers, hearing and determining disciplinary cases. They also approve budgets and formulate policies.
Current TSC chairperson Dr. Lydia Nzomo. She chairs the TSC Commission.
Under Article 237(2) of the Constitution, the Commission is mandated to perform the following functions:
Register trained teachers,
Recruit and employ registered teachers,
Assign teachers employed by the Commission for service in any public school or institution,
Promote and transfer teachers,
Exercise disciplinary control over teachers,
Terminate the employment of teachers,
Review the standards of education and training of persons entering the teaching service,
Review the demand for and supply of teachers and
Advise the national government on matters relating to the teaching profession

The Teachers Service Commission is a Constitutional Commission established under article 237 of the Constitution.
It is mandated to, among other things, appoint and deploy institutional administrators. Pursuant to this mandate, the Commission invites applications from suitably qualified teachers for the posts shown below in line with the Career Progression Guidelines for Teachers.

Primary school teacher I (T-scale 6) is a promotional grade for primary school teachers. Among other requirements, to get promoted to this grade one must have served as Primary Teacher II T-Scale 5 for a minimum period of three (3) years. These tutors earn monthly basic salaries of Sh27,195.
The basic salaries for these teachers are paid depending on the areas where they work. Teachers who work in Nairobi get a slightly higher house allowance compared to those plying their trade in rural schools. But, all these tutors earn an equal amount of commuter allowance; which is Sh4,000.
To know your exact salary, check your current salary (under the current salary column) and move along the row to the right. what you see under gross pay is what you will earn before deductions.
Those working in hardship areas (get Sh8,200) plus those handling physically challenged students get extra allowances.
Remember, the commission pays a flat rate of Sh4,000 per year as leave allowance. This is paid together with the January salaries.

Education Cabinet Secretary George Magoha on Friday received an interim report of the Education Covid-19 Response Committee at the Kenya Institute of Curriculum Development, KICD. While receiving the report CS Magoha said reopening of schools will not be a switch-on-switch off affair; it will be cautious, methodical and based on data, evidence from the Ministry of Health.

“INTERIM REPORT OF THE COVID-19 NATIONAL EDUCATION RESPONSE COMMITTEE
“On May 12th 2020, the Ministry of Education appointed the COVID-19 National Education Response Committee to advise the Cabinet Secretary on the most prudent steps to be
taken to ensure a return to normality in the basic education sector in the face of the Coronavirus crisis.
“Upon appointing the Committee, the team was advised to work with speed to submit an interim report to the Cabinet Secretary as part of the evidence upon which the Government will make further decisions regarding the extended school closure. The current one month extension to the school re-opening dates is set to end on June 4th 2020.
“The Committee has today presented the Interim Report to the Cabinet Secretary with various proposals on possible mitigation measures that, if put in place, will ensure the
health and safety of learners in schools once they are re-opened. The Ministry will review the report before advising the country on the steps to be taken regarding the academic
calendar, and the level of preparedness that will be required of all stakeholders involved in the running of ECD centres, primary and secondary schools, and teacher training institutions.
“The Ministry wishes to note that the COVID-19 situation obtaining during the time when the Committee collected views from all stakeholders has sharply changed this week when the infection rates have hit three digit figures. Further, the Ministry of Health has projected that the rates of COVID-19 infections are likely to hit a peak in August September 2020. The Ministry takes these projections seriously, especially in view of the fact that more than 350 of our schools are currently designated as quarantine and isolation centres.
“The import of this is that Kenyans should be aware that painful but necessary decisions will be made based on data and evidence provided by the Ministry of Health from time to time. All stakeholders should, therefore, be prepared to face the reality of a likely extended closure of our schools given that the Government will never sacrifice the health of our children at the expense of an education that can wait to be offered at a later time when the safety and health of children can be guaranteed.
“Henceforth, the Ministry will focus on coming up with strong mitigation measures that will be required in schools once they reopen based on the recommendations of the Committee and those provided by the Ministry of Health. As such, the Ministry will desist from focusing on school reopening dates and instead give priority to putting in place solid mitigation measures for the sector ecosystem.
“The Ministry recognizes that the process of reopening schools will not be a switch-on switch-off affair, but rather a carefully thought out and methodical process that must guarantee the safety and health of all learners, teachers and staff.
The Ministry plans to table some of these proposals before the National Emergency Response Committee this weekend to ensure further consultations to inform the making of a decision regarding the current one month school extension of schools, which expires on June 4th, 2020. These consultations will also take into consideration the fact that the current Government restrictions announced by His Excellency President Uhuru Kenyatta will expire on June 6th, 2020.
“Going forward, the Ministry wishes to urge parents, guardians and care givers to continue providing guidance to their children as they learn from home, including supervising their studies through the broadcast, online and digital learning currently being provided through the Kenya Institute for Curriculum Development. Parental engagement is extremely fundamental to ensure all-round development of our children during this period more than ever before.
“The Ministry will update the country from time-to-time on the current situation regarding the education sector based on the advice of the Ministry of Health. In doing so, the Ministry wishes to categorically state that all decisions will be made while giving priority to the health and safety of learners, teachers and other school staff.”
