TSC promotions for teachers

If you are a teacher working with the Teachers Service Commission, TSC, you should then know that promotions of teachers is meant to motivate them. The Commission usually advertises available promotion vacancies for which teachers who meet the set criteria apply.

WHAT TSC CONSIDERS BEFORE PROMOTING TEACHERS?

When promoting a teacher, the Commission considers the following:

(a) merit and ability as reflected in the teacher’s work, performance and results;
(b) seniority and experience as set out in the scheme of service;
(c) existence of a vacancy and
(d) academic and professional qualification of the teacher.

You must take the Teacher Performance Appraisal and Development, TPAD, seriously. This is because the Commission shall in promoting a teacher, consider the appraisal reports submitted in accordance with regulation.

A teacher re-employed by the Commission shall complete at least three years of continuous service before the teacher is considered for promotion.

See also;

The Commission shall conduct competitive promotion through interviews and the teacher professional development programmes.

A teacher may be promoted under competitive terms by:

(a) making an Application online.
(b) successfully completing the Teacher Proficiency Course or promotional interview administered by the Commission for that purpose.

The Commission may refuse to consider a teacher for promotion if the teacher has not completed:

(a) two years from the date the teacher was found guilty following a disciplinary action; or
(b) one year from the date the teacher was issued with an administrative warning:

Once promoted, it is necessary to take up the offer without hesitation. This is because, an offer for promotion lapses if not taken within thirty days, except for teachers on paid study leave or on secondment.

New, latest, TSC teachers recruitment guidelines, requirements, qualifications, marking scheme and scoresheet

The Teachers Service Commission, TSC, has revised the recruitment guidelines for new teachers. These guidelines come into force whenever a vacancy has to be filled competitively through an interview after an advertisement is made. Therefore, for those applying for a TSC teaching job and those involved in the recruitment (including the general public) should carefully read through these guidelines.

GENERAL GUIDELINES

Applicants who were previously employed by the Commission MUST declare their past employment history and reason(s) for termination of service (with evidence) in their application. Teachers will now join President Uhuru Kenyatta and other civil servants in contributing towards the covid-19 fund. The Teachers Service Commission, TSC, has now made a provision for willing teachers to either contribute to the kitty directly or give permission for the commission to deduct the pledged amount.

Through short messages circulated to teachers, the commission gives the teachers freedom to choose whether to contribute through a paybill or via check-off system.

“TSC is playing its part in the fight against Corona Virus. You can join us by making a voluntary contribution to Pay Bill No 625625 Account No 01001005707400,” says the Commission.

“The monies will be channeled to the Kenya COVID-19 Emergency Response Fund,” the commission adds.

report back to school by Monday- TSC Boss tells teachers

The Teachers Service Commission, TSC, has ordered teachers to report back to their schools. According to TSC Boss Dr. Nancy Macharia, all Primary and Secondary School teachers will be expected to report to their respective schools by Monday, September 28 to prepare for imminent re-opening.

“We have deliberated as a committee and we are therefore now asking our teachers to report back to schools on Monday September 28, 2020, to prepare for the eventual reopening of schools,” said Dr Macharia, while addressing the media at the Kenya Institute of Curriculum Development (KICD) on Monday.

“We will continue asking our teachers for their sacrifice, creativity, resilience and innovative sense they have had so that both learners and parents are assured of safety and syllabus coverage when schools do open….We wish to assure the country that our teachers are totally prepared and ready to help our children recover the lost time and save the academic year was that at risk of being lost. We know our teachers will do this and we ask all of you to support them.” Added the TSC Boss.

She was addressing the media moments after attending the education stakeholders’ meeting. The committee comprised of officials from the Ministry of Education, TSC, private schools, private schools, teachers’ unions, doctors’ union, school heads and religious leaders.

Related news;

Education Cabinet Secretary George Magoha on his part said the decision on when to reopen schools will be made soon.

“We have not said schools are opening. We shall give you dates after appropriate government machinery has met,” said Prof Magoha while warning that schools have not been reopened for learners.

“It is not for me to give the date for the re-opening, I will table this report before a larger committee for a deliberation on the actual date for the resumption of schooling,” he added.

But, in what will be taken as a very clear indication of imminent reopening, the CS said it is high time that schools were reopened.

“We shall give appropriate dates for opening schools after appropriate Government machinery has gone through. I think it is about time to call our children back to school.” He said.

The teachers will be expected to prime schools before learners report back. Those that may have been destroyed by natural calamities like floods will have their kids transferred to neighbouring schools.

“The schools that have been destroyed or damaged, the children will be moved to other schools.” He explained.

The new TSC Mwalimu Care App for all teachers (Download and use App)

The Teachers Service Commission, TSC, has launched a new mobile application for all teachers. The new App (Walimucare App) will enable the teachers access Covid-19 health tips, talk to a doctor and get medical advice on all ailments; without necessarily doing a physical visit to the hospital.

In her speech during the release of 2020 KCSE results,TSC CEO Dr. Nancy Macharia said that Walimucare App is a huge milestone towards bringing health cover closer to the teachers.

“WalimuCare app allows teachers to access tele-medicine access anytime and from anywhere, including isolation centres and their homes.” Said Dr. Macharia.

She further assured teachers that the Commission has provided full medical cover for COVID-19-related ailments as well as a medical insurance application through their health insurance provider MINET.

According to Dr. Macharia, the app allows teachers on TSC payroll with their enrolled dependants to access medical attention as well as reaching a doctor with ease.

She said the new Walimucare App has been launched to assist teachers not only in accessing medical attention but also to help teachers access Covid-19 tips, talk to a doctor as well as emergency health complications.

This she said,is part of the Commission’s efforts to improve teachers working conditions better, health being one of them.

Teachers are therefore advised to download the Walimucare app from play store or google store, whichever is applicable in one’s phone.

TSC advises School Principals against the interdiction of teachers in need of assistance.

TSC advises School Principals against the interdiction of teachers in need of assistance.

The Teachers Service Commission (TSC) has requested that school leaders pay greater attention to teachers and aid them in addressing their issues whenever feasible, rather than hastily advocating for their interdiction.

During the closing ceremony of the Migori County Conference of the Kenya Secondary School Heads Association (KESSHA) in Kisumu, Nyanza Regional TSC Director Japhat Kariuki encouraged the principals to exercise caution when formulating charges for the interdiction of teachers who require support.

“We have been making an error by continuously placing blame on teachers, particularly those struggling with alcohol and other substances. There is a prevailing sentiment that they have become unfit to teach. As principals, it is essential to understand the underlying issues faced by these teachers instead of hastily pursuing their interdiction,” remarked Kariuki.

He indicated that teachers also confront social challenges such as familial conflicts and disagreements, which often significantly affect their performance in educational institutions.

For instance, when a marriage deteriorates, the affected teachers typically do not remain unchanged, he noted. Such teachers require psycho-social support, and advocating for their interdiction only exacerbates the situation and is a cruel action.

“When teachers face difficulties, rather than being condemned, they should be supported to regain their footing,” he asserted.

According to TSC Legal Officer Cavin Anyuor, the responsibility for the interdiction of teachers lies with the school heads.

“It is not the TSC that integrates teachers. It is you (Principals) who identify the issues and submit them to the board of management,” remarked Anyuor.

In a similar vein, Anyuor encouraged the heads to ensure that only significant matters are utilized as grounds for interdiction.

“As you wield this authority, let us act judiciously and procedurally, refraining from engaging in trivial debates,” said Anyuor, citing an instance where a head teacher recently denied a Junior School teacher a plastic chair on the basis that the teacher should sit beneath a tree.

As a sustainable methodology for teacher management, the TSC Regional Director articulated that school heads must enhance their knowledge concerning Teacher Induction, Mentorship, and Coaching (TIMEC).

“The overarching goal of TIMEC is to establish teacher support initiatives, including induction, mentorship, and coaching within the educational service. TIMEC is driven by the imperative to adopt both preventive and corrective strategies in managing a teacher’s professional conduct and performance,” stated Kariuki.

The regional chief observed that many principals tend to neglect the proper induction of new teachers, resulting in numerous individuals becoming disoriented.
“When a new teacher arrives, many of you typically invite the deputy to accompany them under the pretext that you are occupied and departing for a meeting. Once you exit the school’s gate, the deputy subsequently transfers the new teacher to the head of department… Ultimately, they proceed to the staffroom, absorb information organically, and conclude feeling disoriented,” remarked Kariuki.

He underscored that school leaders hold a responsibility to acquaint the inductee with professional duties, pertinent laws and regulations, as well as processes and procedures within the teaching profession.

Inductions ensure that educators cultivate emotional intelligence, establish a sustainable institutional culture, and enhance interpersonal relationships and skills, among other considerations. Kariuki humorously indicated that instructors whose students doze off in class ought to receive mentorship from a more seasoned colleague regarding exemplary practices.

“Such an educator should receive guidance on optimal classroom management techniques. How is it possible to enter a classroom and persist in teaching as though nothing is amiss while nearly all students are asleep? ” inquired Kariuki.

School leaders and other senior faculty members in the institution should likewise mentor their junior counterparts on how to achieve a balance between professional responsibilities and personal life, as many are increasingly confronting familial difficulties, he added.

Moreover, Kariuki urged the principals to institutionalize coaching to ensure that skills are refined for the achievement of quality outcomes.

“Teachers who have been instructing but have never attained an A should be coached to enhance the value of their professional contributions,” he stated.

He further emphasized that TIMEC pertains predominantly to comprehending human behavior, instructing individuals precisely on what actions to undertake, and establishing an environment where they can refine their skills.

School heads, County officials warned by TSC over irregularities in the recruitment of new teachers

The Teachers Service Commission, TSC, has issued a stern warning to school Principals against locking out some applicants in the ongoing teachers’ recruitment exercise. This is after it emerged that some applicants who had been shortlisted failed to receive invitations to the interviews.

In some schools less than five applicants were invited against a total of over 15 as per the TSC merit lists. The lists of shortlisted candidates for some schools are also conspicuously missing.

“It has been realized that some school heads collaborating with some Directors have converted the whole process (of recruitment) into personal business. The Commission has received complains from applicants for not accessing the merit lists for a number of schools,” says a note from the Commission.

The Commission has ordered the school heads, County and Sub County Directors to make the lists public and ensure that all shortlisted applicants are invited for interviews.

About 300,000 teachers submitted their applications to fill the advertised 11,000 vacancies in primary and secondary schools.

According to the released recruitment timelines, the County selection process and filling of application for employment forms by successful candidates will be done between Thursday October 8, 2020 and Wednesday October 14, 2020.

THESE TEACHERS WILL CONTINUE MISSING SALARIES- TSC

The Teachers Service Commission (TSC) has released a list of teachers who are set to miss this month’s salary for failing to meet employment requirements. The list features newly employed teachers (who have not received any salaries, so far) for failing to submit their casualties.

According to the commission, a newly employed teachers must have his/ her casualty form filled by the head of institution and the teacher and then sent to TSC headquarters for appointment onto the payroll.

“Upon employment, the teacher is required to report to the duty station within two weeks from the date of posting. The head of institution should then  promptly submit a Casualty Return to the TSC headquarters,” reads the employment guidelines; in part.

Without the casualty form (see image below) being filled properly and sent to TSC, a teacher will not be put on the TSC payroll and will hence miss salaries.

Most of those affected are intern teachers who were hired in November, 2019. By end of March, 2020 a total of 2,159 intern teachers were yet to be placed on the payroll.

“Some of these pending cases have either one or two documents missing or were not properly filed. Once that is done we shall have all of them on payroll,” TSC head of communications Beatrice Wababu had said.

Knut wants creation of Comprehensive Schools run by Headteachers

Knut wants creation of Comprehensive Schools run by Headteachers

The Kenya National Union of Teachers (Knut) wants the creation of Comprehensive schools to be done immediately. The Teachers’ Union has appealed to Members of Parliament to pass the Sessional Paper Number 10 of 2024 in order to help fix challenges that the basic education sector faces before the transition to senior school in 2026.

The union wants the policy document, which has been gathering dust at the Ministry of Education since last year, passed to legally create comprehensive schools that run from Pre-primary to Grade Nine and under one school head. Knut hopes this will cure reported tensions that cropped up after junior school was domiciled in primary schools under the head teachers who managed primary schools.

Kenya does not have teachers specifically trained for junior school and those deployed there are for secondary schools. Before the segment was taken to primary schools, it was referred to as junior secondary school. If passed, the policy will make powerful head teachers manning primary schools from pre-primary to Grade 9.

“To strengthen curriculum implementation in Basic Education, the government will adopt a 2-6-3-3-3 Education Structure and establish a comprehensive school system where all levels of learning from pre-primary to grade nine are managed as one institution under one head of institution,” the policy document reads in part.

Knut’s national deputy chairperson, Malel Langat, said the sessional paper is crucial for reforms in the education sector. He said passage of the sessional paper will bring to an end squabbles between junior school teachers and the head teachers.

Also at stake is the fate of the 46,000 junior school teachers who are currently affiliated to and pay agency fees to the Kenya Union of Post-Primary Education Teachers (Kuppet) but who are also claimed by Knut.

“We urge all the MPs to hasten the passage of the Sessional Paper Number 10 of 2024 to help teachers and reform the sector because it was informed by the recommendations from the Presidential Working Party on Education Reforms,” Dr Langat said.

The dispute on Juniour School Teachers highlights a growing rivalry between the two unions over membership and the associated revenue.

KNUT claims that the Junior School teachers, who are now under permanent and pensionable terms after two years of internship, belong to them by virtue of their posting in primary schools.

The union’s secretary-general, Collins Oyuu, maintained that the teachers should not be under KUPPET’s jurisdiction, as they are stationed in primary institutions, not secondary schools.

“The JS teachers are in primary schools, which fall under Knut’s jurisdiction and not secondary schools, which are our sister union KUPPET’s grounds,” he said.

According to Oyuu, the Teachers Service Commission (TSC) has been deducting agency fees from the JS teachers and remitting them to KUPPET, an action he criticised as unfair. He alleged that TSC’s actions were intended to create division between the two unions.

“We are currently driven by the Presidential Working Party on Education Reforms, and the recommendation therein has no junior secondary school, but JS. It is a position recognised by the government. The JS teachers are in the primary section, and fall under the purview of KNUT,” Oyuu stated.

The policy is also expected to further expand the role of head teachers mandating them to take charge of pre-primary up to Grade 9.

The competency-based curriculum (CBC) was rolled out in 2019 through a phase-out and phase-in strategy of the 8-4-4 and 2-6-3-3-3 structures. The first cohort of the CBC is currently in Grade 9 and will transition to senior school next year.

Proprietors of private schools, through the chairperson of the Kenya Association of Private Schools Charles Ochome, said they have set up comprehensive schools while some private schools will have standalone senior schools.

“Many parents would want stand-alone senior. But we have comprehensive schools; those with big land can designate where they can have the pre-school, middle school, JS and SS,” he said.

Recently, Knut Secretary-General Collins Oyuu urged junior school teachers to work in harmony with their colleagues from the primary section.

“We are telling our young men and women teaching in junior school, which is domiciled in primary schools, that a teacher is a teacher. Do not think that another teacher is inferior to the other,” he said.

Mr Oyuu told the teachers to have proper relationships with the Kenya Primary Schools Heads Association.

“These are the teachers manning ECDE, primary, and junior school, which are comprehensive schools,” he said, adding that the heads of institutions should be remunerated differently from their current salaries to reflect their added responsibilities.

The Sessional Paper addressed, among others, access, relevance, equity and quality, governance and financing as well as experience in the implementation of Competency Based Education (CBE).

According to the Sessional Paper, the number of pre-primary schools increased from 41,779 in 2017 to 46,652 in 2022, while that of primary schools increased from 30,354 to 31,464. The number of secondary schools recorded a growth from 8,958 to 10,390.

During the same time, the Gross Enrolment Ratio (GER) for pre-primary improved from 77.1 percent to 111.2 percent. In secondary education, gross enrolment grew from 1.9 million to 3.9 million.

At the primary education level, the Pupil-Teacher Ratio (PTR) was 41 for public schools and 24 for private schools. At the secondary level, public schools had a pupil-teacher ratio of 29 compared to 14 in private schools.

The policy further states that the government will review the curriculum to rationalise the learning areas, and curriculum designs in tandem with local, regional and international trends.

The State will also review the categorisation of public secondary schools and provide for the selection and placement of learners into career pathways in Senior School, and promote equitable access to schooling and learning.

Once passed, the policy will mandate the government to review and implement capitation grants at all levels of basic education institutions, and establish a Minimum Essential Package (MEP) capitation for Basic Education institutions, and enhance national and county government consultations on financing pre-primary education.

Other gains include strengthening fiscal management and audit function in basic education institutions; developing and implementing a framework to regulate the acquisition of school uniforms in basic education institutions; developing a legal framework to streamline the management and coordination of scholarships and bursaries; developing a framework for resource allocation, resource sharing and stakeholder participation in learning.

On its part, Kenya Union of Post Primary Education Teachers (KUPPET) wants the Juniour Schools to be run by Secondary School Teachers and even moved to Senior School Level (current secondary schools).

Oyuu further insisted that the Labour Relations Act clearly outlines that union membership is voluntary and requires filling out a membership form, which he said the JS teachers had not done in favour of KUPPET.

“The law is very clear on the membership of a trade union by teachers. The Labour Relations Act states that one becomes a member of a union by filling a membership form, which has not happened in the current case,” he said.

He explained that membership should be determined by where a teacher’s services are based, reinforcing Knut’s position.

“The constituency of a union’s membership is based on where one’s services are domiciled. If your services are domiciled in primary school, you are a member of KNUT, and if you are in secondary, you are a member of the KUPPET,” Oyuu added.

Meanwhile, Section 49 of the Labour Relations Act states that workers who benefit from a Collective Bargaining Agreement (CBA) negotiated by a union are required to pay agency fees, even if they are not union members.

Government to employ 10,000 teachers and 1,000 interns

President Uhuru Kenyatta has announced that the government will employ 10,000 teachers and 1,000 ICT interns this year to support digital learning during the current covid-19 pandemic.

“KSh. 6.5 Billion (has been allocated) to the Ministry of Education. The purpose of this is to hire 10,000 teachers and 1,000 ICT interns to support digital learning,” the president said in an address to the public from state house on Saturday morning.

The hiring of the 10,000 more teachers will be good news to the education sector as it will go a long way in lessening the teething staffing gaps experienced in public school.

president Uhuru announced that the government will also hire 5,000 more healthcare workers with diploma and certificate education level for one year to enhance the public health system; that is crucial in the fight against the corona virus pandemic.

The president was addressing the nation on how his administration is mitigating the effects of the covid-19 pandemic.

“My administration has rolled out an 8-point economic stimulus program amounting to some Sh53.7 Billion. The first element will focus on infrastructure, a total of Ksh 5 Billion has been set aside to hire local labor to engage in this undertaking,” the head of state added.

In a bid to revamp the wildlife sector, the head of state announced a huge budget that will also see over 5,000 community scouts employed.

” We will engage 5,500 community scouts under the Kenya Wildlife Service at a cost of Ksh. 1 billion. Additionally, support will be made available to approximately 160 community conservancies at a cost of Ksh. 1 billion,” he announced.

He, at the same time, announced that the country had recorded 31 more cases of covid-19 positive patients bringing the total number to 1,192.
