2020 TSC mass recruitment dates and venues per county

The Teachers Service Commission, TSC, has released the interview dates and venues for teachers’ recruitment per county.

The Commission is seeking to fill 4,000 new vacancies on permanent and pensionable terms for secondary school teachers and another 1,000 promotion posts for primary school teachers. The 4,000 posts are meant to support the 100 percent transition from primary to secondary schools.

The Commission looking forward to fill another 5,474 vacancies for primary and 1,100 vacancies for secondary schools to replace teachers who have exited service.

Those recruited will report to their new schools in January next year, 2020.

In Baringo County, recruitment for secondary school teachers will be done between September 17 and 21, 2020.

Important details for teachers who applied for the TSC Internship vacancies in Kiambu County. The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin
  • xi. Bank plate

SRC stops salary increments for teachers, Civil servants for two years

The Salaries and Remuneration Commission (SRC) has freezed salary increments for teachers and other civil servants for a period of two years. According to the latest circular by SRC, no new Collective Bargaining Agreements (CBAs) will be signed during the 2021-2022 and 2022-2023 financial years.

Also to be freezed are any adjustments in allowances paid in the public service.

Teachers are the most hit by the current freeze as they have been pushing for a new CBA; that would have seen their salaries increased.

The Commission says the freeze in salary increments as a result of the tough economic times and the Covid 19 pandemic. Further, the current Public Sector Wage bill consumes a larger percentage of revenue than the target set in the Public Finance Management Act 2012 and a larger percentage of GDP compared to average for developing countries.

But, all is not lost as this directive may be rescinded if the economy recovers well.

“The National Treasury will review the performance of the economy and advise SRC as/and when the review can be done based on the prevailing circumstances to ensure affordability and fiscal sustainability.” Says the SRC.

On a positive note, though, normal yearly salary increments will proceed as usual.

“Annual salary notch adjustments in existing salary structures, as set or advised by SRC, will continue to be applied within budget allocation.” SRC adds.

TSC proposals now null and void

Earlier, the Teachers Service Commission, TSC, wanted a basic salary increment for teachers of between 16 percent and 32 percent; with classroom teachers getting the higher perks.

The 16 percent rise in basic pay should have been for teachers in administrative grades (C4 to D5) who reaped big from the 2016-2021 CBA. Classroom teachers in lower grades (B5 to C3) were to be awarded an increment of 30 percent.

But, the teachers’ unions ,Kenya National Union of Teachers (KNUT) and Kenya Union of Post Primary Education Teachers (KUPPET), vehemently opposed to the proposals terming them a drop in the ocean. The unions claimed there were no talks between them and TSC to come up with the new salary scales; as should be the case during the CBA negotiations.

KNUT then proposed a basic pay rise of between 120 and 200 percent, while KUPPET wanted 30 to 70 percent increment.

For allowances, TSC proposed a 20 percent increment in commuter and leave allowances. On its part, house allowance was to be increased by 10 percent. These proposals were by far much lower than what the unions were proposing.

All these proposals are now null and void as any hopes of a new CBA being signed, any time soon, have been dashed.

Some teachers employed by the Teachers Service Commission (TSC) are greatly affected by addiction to alcoholism and drug abuse. This hinders their performance of duty. Such teachers may find themselves on the wrong side of the TSC Code of Conduct and Regulations. This includes but not limited to absenteeism.

Alcohol, Drug/Substance Abuse (ADA) contributes to conflict, indiscipline and loss of employees at the workplace. Lack of control of these negative habits has the potential of far reaching effects on the delivery of service and may undermine public confidence in the organization.

The Commission does not, though, victimize such teachers. Instead, teachers with such disorders have been covered in the latest TSC policy on well being of employees. This policy provides guidelines for the prevention and management of Alcohol and Substance Abuse in the Commission.

TSC Intervention measures against Alcohol and Drug Abuse

The Commission considers employees who have alcohol and substance disorder to be psychopathic persons with mental illness. The Commission has therefore adopted the following measures for prevention, management and mitigation of Alcohol and Drug Abuse:

  1. Prohibited the sale and use of alcohol and drugs in all workplaces.
  2. Ensured that employees with alcohol and drug related problems are helped to recover while receiving all services and benefits as stipulated in the Employment contract.
  3. Grants sick leave to all employees with ADA challenges twice within their employment term. Any additional seek leave days shall be granted on a case-by-case basis and at the discretion of the Commission.
  4. Displays and avails Information, Education and Communication (IEC) materials about Alcohol, Drug and substance Abuse at all workplaces.
  5. Supports the formation of psycho-social support networks and encourage employees with ADA issues to join and benefit from the after-care programmes to avoid relapse.
  6. Continuously conducts sensitization programmes on alcohol and substance abuse for employees in all counties

Programmes for Alcohol and Drug Abuse

The Commission has undertaken the following programs to alleviate Alcohol and Drug Abuse at the work place.

  1. Established Psycho-social support networks in all counties to assist employees with ADA related challenges.
  2. Identification, assessment and referral of ADA clients for rehabilitation is always done.
  3. Provision of after-care services to ADA clients
  4. Conducts peer education, guidance and counseling programmes on ADA
  5. Established and strengthened of ADA desks in all TSC offices across the country.

TSC promotions; TSC shortlists teachers, deputies, who applied for administrative posts; sets interview dates

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the various administrative posts that it had advertised in August, 2019. TSC had advertised 6,043 promotion/ administrative vacancies. Of these, 2,310 are for head teachers(T scale 10; Grade C5) while, the remaining 3,733 are for Deputy Head teachers II (T scale 9; Grade C4). Applications were submitted online and Shortlisted candidates have been invited for interviews at varied dates and venues.

REQUIREMENTS FOR APPOINTMENT

According to the TSC advert, for one to be appointed to the grade of Head Teacher, a teacher must:-

  1. Be serving under career progression guidelines
  2. Have served as Deputy Head Teacherfor a minimum period ofthree (3) years;
  3. Be currently serving as Deputy Head Teacher II TSC Scale 9;
  4. Be in possession of a Bachelor of Education degree or its equivalent;
  5. Have satisfactory rating in the performance appraisal;
  6. Meet the requirements of Chapter Six (6) of the Constitution;
  7. Have demonstrated ability to supervise, mentor and provide professional support.

On the other hand, one must meet the following requirements in order to qualify for appointment to the grade of Deputy Head Teacher II:-

  • i. Be serving under career progression guidelines
  • ii. Have served as Senior Teacher for a minimum period of three (3) years;
  • iii. Be currently serving as Senior Teacher I T- Scale 8;
  • iv. Be in possession of a Bachelor of Education degree or its equivalent;
  • v. Have satisfactory rating in the performance appraisal;
  • vi. Have demonstrated ability to supervise, mentor and provide professional support to other teachers;
  • vii. Meet the requirements of Chapter Six (6) of the Constitution; and
  • viii. Meet any other requirement the Commission may deem necessary.

Roles of TSC

The Teachers Service Commission, TSC, was established by the Constitution of Kenya 2010 in Chapter 13 Part 3, article 237. The Commission manages teachers in all public primary and post primary learning institutions; both secondary and Teachers Training Colleges (TTCs).

FUNCTIONS OF TSC- KENYA

The Commission performs a number of roles as outlined in the Constitution. These include:

  • To register trained teachers,
  • To recruit and employ registered teachers,
  • To assign teachers employed by the Commission for service in any Public School or institution,
  • To promote and transfer teachers,
  • To exercise disciplinary control over teachers,
  • To terminate the employment of teachers,

The Teachers Service Commission (TSC) has released a list of teachers who are set to miss this month’s salary for failing to meet employment requirements. The list features newly employed teachers (who have not received any salaries, so far) for failing to submit their casualties.

According to the commission, a newly employed teachers must have his/ her casualty form filled by the head of institution and the teacher and then sent to TSC headquarters for appointment onto the payroll.

“Upon employment, the teacher is required to report to the duty station within two weeks from the date of posting. The head of institution should then  promptly submit a Casualty Return to the TSC headquarters,” reads the employment guidelines; in part.

Without the casualty form (see image below) being filled properly and sent to TSC, a teacher will not be put on the TSC payroll and will hence miss salaries.

Most of those affected are intern teachers who were hired in November, 2019. By end of March, 2020 a total of 2,159 intern teachers were yet to be placed on the payroll.

“Some of these pending cases have either one or two documents missing or were not properly filed. Once that is done we shall have all of them on payroll,” TSC head of communications Beatrice Wababu had said.

The list at our disposal shows some close to 400 newly appointed teachers whose files are without casualties.

The list contains the affected teachers’ TSC numbers, names, work station and payroll processing status (indicating that the casualty has not been received). The TSC payroll is closed usually by 15th of every month and teachers can then receive their salaries from 20th, onward.

Meanwhile, the commission has commended teachers for being in the forefront in fighting the covid-19 pandemic.

“As the campaign against spread of Covid-19 enters a critical stage, we are happy with teachers’ compliance with government directives in this war,” says Wababu.

FINAL COVID 19 GUIDELINES ON  HEALTH  AND SAFETY PROTOCOLS FOR  REOPENING  OF BASIC EDUCATION INSTITUTIONS.

Introduction

The Government of Kenya announced the closure of all schools and learning institutions on March 15, 2020, as part of the measures to control the spread of COVID-19. The Ministry of Education developed Kenya Basic Education COVID-19 Emergency Response Plan, 2020.

The Education COVID 19 response committee that was inaugurated on 12th May 2020 recommended the following:

  • Gradual safe reopening of learning institutions
  • Staggered and in shifts where applicable
  • Priority be accorded to finalist and examination classes

Reopening process at a glance

 Prior to Reopening

Prepare critical policies, procedures and financing plans needed to improve schooling, with a focus on safe operations, including strengthening blended learning , communication to stakeholders  building capacity of relevant teams.

Adopt proactive approaches to  reopening and to reintegrate most vulnerable children in order to pick up quickly in education system. Invest in  infrastructure of all buildings for social distance, well ventilated, water, sanitation and hygiene to mitigate risks, and focus on remedial education to compensate for lost instructional time.

Minimum requirements that must be met before reopening.

Safe reopening in consideration of :

  1. Ministry of Health expert advice,
  2. Social distancing in the commonly shared areas –infrastructure ( classrooms,   dormitory, dinning halls, water points , toilets, assembly grounds)
  3. Adequate clean running water,
  4. Adequate and appropriate handwashing facilities at proximity of users,
  5. Provision of adequate liquid soap,
  6. Hand sanitizers to be used  under supervision of an adult where water   and soap is not available,
  7. Use of face masks or face shield by learners and staff,
  8. Thermo- guns for daily temperature monitoring and record keeping,
  9. Supply of cleaning detergents and disinfectants ,
  10. Re-organization of institution programmes to avoid congestion of learners and staff in one place ,
  11. Referral systems for the provision of mental health and psychosocial support for learners / trainees and staff ,
  12. Ensuring continued learning to all cohorts,
  13. Establishing surveillance mechanisms.
  14. Capacity build key stakeholders on public health and hygiene protocols to ensure compliance,

Guidelines and Protocols for Reopening

  • Frequent cleaning and disinfecting of commonly touched surfaces ( stair rails, door knobs, switches, desk tops),
  • Health and hygiene protocols( sneezing to the elbow, not touching the face, no handshake and hugging),
  • No gatherings,
  • Frequent and proper washing of hands/ sanitizing,
  • Learner transport to consider all hygiene protocols in accordance with the Legal Notice No. 50 on transport,

Last minute rush for applicants as Deadline for 2,014 Permanent Vacancies Nears

The deadline for new teachers seeking to fill 2,014 vacancies for primary, junior, and senior secondary school teachers is set to lapse on Monday.

The Teachers Service Commission (TSC) had posted a notice on May 6, stating that it would be replacing teachers who exited service through natural attrition.

“The teachers recruited will serve on Permanent and Pensionable terms of service. The deadline for the applications is May 19, 2025, midnight.” the notice read in part.

TSC noted that there are 1,309 vacancies in primary schools, 32 in junior secondary, and 673 in senior secondary schools.

To qualify for recruitment, candidates must be Kenyan citizens.

Applicants for primary school positions should hold a P1 certificate, while those applying for junior and senior secondary positions must have at least a diploma in education, with a minimum KCSE grade of C+ and C+ in two teaching subjects or their equivalent.

The applicants must also be registered as teachers under TSC.

The Commission has at the same time released the recruitment guidelines and a list of documents to be presented during the intervews.

TEACHERS SERVICE COMMISSION

TSC teacher’s pay from the T-pay portal https://payslip.tsc.go.ke/

The Teachers Service Commission, TSC, payslip is a monthly generated document that shows the much a teacher earns. The payslip is generated from the TSC payroll and can be downloaded from the TSC payslips portal (T-pay) by using the address https://payslip.tsc.go.ke/.

The payslip contains such crucial information as the teacher’s monthly gross pay, allowances and deductions. deductions from teachers’ pay include: Statutory deductions (like Pay as you earn -income tax, National Hospital Insurance Fund- NHIF) and third party deductions.

Teachers remit various amounts to third parties that include teachers’ unions, SACCOs and other deductions. The difference between third party deductions and statutory deductions is that third party deductions are not necessarily mandatory while statutory deductions are mandatory.

You can for example opt out of a deduction towards a Burial Benevolent Fund (BBF) but the same can not happen for individual income tax.

COMPLETE DETAILS ON THE TEACHER’S PAYSLIP

YOUR payslip contains basic information as: the month and year, TSC Number of the teacher, Teacher’s name, Teaching Station, Retirement date, The teacher’s job group/ grade/ designation, ID Number, KRA Tax PIN, the employment terms (either probationary or permanent & pensionable) and the number of years to retirement.

Other details shown on the payslip are: The paypoint (Bank or SACCO name through which salary is remitted), Basic Salary, Allowances (Rental House, Commuter, Special, Hardship as appropriate), Total earnings, Third party deductions (Loans, insurance, medical cover, PAYE, NHIF and other deductions from the teacher’s gross pay), total deductions and then the teacher’s net pay for that particular month.

You can be able to access all your payslips, online, by setting the year and month on the payslips’ home page.

REGISTRATION FOR ONLINE PAYSLIPS AND THE LOG IN PROCESS

A teacher must first be registered in order to get his/ her payslips online. Initially the process was done online but, now you must visit your local TSC County office for you to be registered. To log into your T-pay account all you need is your TSC Number and Password.

Once registered you can then proceed to log into the T-pay system to view your payslips and P9 forms. The system also provides a function for teachers to send their latest pay slip to 30 parties such as banks, Saccos, among others, to facilitate acquisition of a loan.

You can also easily reset your T-pay password. This can be achieved by following the simple steps below;

  • Visit the payslips portal at; https://payslip.tsc.go.ke/
  • Click on the ‘Forgot password’,
  • Fill in the required details; (TSC Number, Select the secret question, provide the answer, enter your phone number, email and password)
  • The click ‘Reset Password’.

A teacher’s regret letter from TSC after filling the employment application form

Are you wondering on what will make a teacher to receive a regret letter from the TSC? Well. During the vetting process of newly recruited teachers, the Teachers Service Commission, TSC, may reject the application for employment by a teacher. Such a teacher will then be served by a regret letter; detailing the reasons why his/ her employment application has been rejected by the Commission.

Interviews and selection of new teachers is a delegated function that is done at the TSC County levels. Once the exercise is completed the TSC County Director submits the following to the TSC Headquarters;

  • County Selection Panel minutes duly signed by the Chairperson and Secretary;
  • County merit list (Appendix IV). Both in soft (Excel) via ddstaffingp@gmail.com and hard copy;
  • List of all selected applicants drawn from the current merit list (Appendix V)
  • List of all the applicants who did not appear in the merit list (Appendix VIwith names of absent candidates during the certificate verification exercise;
  • Duly filled Application for Employment Forms (APPT I) for the selected applicants;
  • Original statement of confirmation of PTE/KCSE/KCPE results from KNEC for applicants without original certificates;
  • Certified copies of the following documents in the order indicated below: –
  1. National identification card;
  2. National Council of Persons with Disability (NCPWD) Card (where applicable);
  3. Two passport size photographs;
  4. KCPE Certificates;
  5. KCSE Certificates (include first attempt certificate if one repeated exams);
  6. PTE Certificate;
  • Primary and Secondary Schools and college leaving certificates and other testimonials;
  • KRA PIN certificate, Bank form and Bank plate to facilitate appointment on payroll.
  • Written commitment by the applicant to serve in any county posted to, for a minimum period of five (5) years, and three (3) years in case of North Eastern region;
  • Panel score sheet (Appendix Iboth in soft (excel) via ddstaffingp@gmail.com and hard copy for the selected applicants;

NB: Where names on submitted documents differ, the applicants will be required to submit a sworn affidavit.

WHY A NEW TEACHER MAY GET A REGRET LETTER FROM TSC.

Once the documents have been submitted to the TSC headquarter, a rigorous exercise is carried out that involves close scrutiny of the documents. This exercise takes many days, and this explains the reason (s) as to why appointment letters delay for up to a period of over three (3) months.

Here are some of the reasons why a teacher may get a regret letter from TSC:

  • If the teacher took lesser units in the teaching subjects at college. TSC requires that a teacher takes a minimum of eight (8) units for each of the teaching subjects.
  • Except for Technical subjects, in post primary institutions, the teaching subjects must appear in the Kenya Certificate of Secondary Education (KCSE) certificate. For secondary school teachers, the minimum score for the teaching subjects is a C+ (plus).
  • If you got a mean grade of below a C+ (plus), for high school teachers, then count yourself unlucky. The Commission will have to reject your application for employment.
  • Your names should not conflict on your documents. In case of any disparities, it is necessary that you get a sworn affidavit.
  • Detected fraud; If the recruitment process was flawed at the County level and the ‘wrong’ applicant filled the TSC employment form, then the decision would be rescinded and the right candidate be employed.

These are just but some of the reasons that may make the Commission to reject a teacher’s application for employment.
