2020 TSC Teachers Recruitment news

The Teachers Service Commission, TSC, has been asked to stop employing teachers on internship. The National Assembly Education Committee wants the Commission to put a break on the internship programme and focus on employing teachers on permanent and pensionable terms.

While appearing before the Committee on Wednesday January 19, 2020, TSC boss Dr. Nancy Macharia said the Commission is seeking to recruit an additional 10,000 teacher interns this year. Macharia was quick to defend the move saying their budgetary allocation from the National Treasury is stifled making it difficult for the Commission to employ teachers on permanent basis.

According to Dr. Macharia, TSC has only 2 billion shillings for recruitment against a budget of 15.4bn Shillings.

Macharia said the Commission will also recruit 5,000 teachers on permanent and pensionable terms this year to close the teething staffing gaps; more in secondary schools. She said the 100% transition policy has overstretched the teaching work force in the country hence need for additional teachers. The TSC boss appeared before the Committee to present the Commission’s budget for the 2020/2021 financial year.

TSC kicked off the internship programme in 2019 with about 10,000 teachers enrolled on the program. An intern teacher in secondary school earns Sh15,000 per month while their primary schools’ counterparts pocket Sh10,000 per month.

Reopening dates for schools, universities and cololeges; CS Magoha to make the announcement

Kenyans will, SOON, have the final details on when schools are expected to reopen. During the 10th state of the nation address on Monday, President Uhuru Kenyatta said Education CS George Magoha will be releasing exact details on reopening of schools, universities and colleges.

The President directed the CS to convene a Stake holders’ meeting so that to come up with final recommendations.

“The Ministry (of Education) will then communicate to parents and students on a way forward in regards to their studies,” said President Uhuru.

The President at the same time directed that all government institutions should be availed, unconditionally, to the Ministry of Health for isolation and quarantine purposes.

“That any Government Institutions including all sporting facilities, stadia and educational institutions and other Government facilities, upon designation by the Cabinet Secretary for Health as a public health facility, shall be availed to the Ministry of Health for Isolation and Quarantine purposes,” he directed.

CS Magoha had earlier announced that all primary and secondary schools would reopen in January next year, when the covid 19 infection curve would have flattened.

CS Magoha had announced the the 2020 academic year will be considered lost and learners will have to repeat their current classes next year.

Plans of reopening universities and Colleges in September this year may also face serious setbacks after several institutions, so far, failed to meet the minimum requirements for compliance with health guidelines on covid-19.

A top level management team from the Ministry, led by CS George Magoha, has been traversing the country to assess preparedness of the institutions; ahead of the planned reopening.

The high daily infection rates may also thwart any reopening plans for the higher learning institutions in September.

University of Nairobi has since shelved any plans of reopening in September. The University Vice Chancellor Professor Kiama Gitahi has ruled out any form of on-campus learning this year saying the Senate has reached the decision to help fight the spread of coronavirus.

“University of Nairobi is at the epicentre of COVID-19. We are responsible people to observe how the situation is unfolding and only allow learning when we are advised by experts to do so,” said the VC.

The university’s decision has informed by the high rate of infections and mortality within members of the staff.

“By Saturday we had 21 cases of positive staff and they are increasing… we’ve lost others and its a fact. UoN has over 65,000 students who live in all parts of Nairobi. You cannot tell us that putting sanitizer in the hostels will help. Until we are advised by experts. We do not think will reopen anytime soon,” Prof Kiama added.

The Ministry of education has at the same time come up with tough regulations that will be followed when schools reopen. The new measures demand for complete social distance in dormitories, classrooms, libraries and at water points.

TPAD 2 Lesson Observation Form for teachers free download

All Teachers employed by the Teachers Service Commission, TSC, are required to be appraised on termly basis. The Commission has developed a new Teacher Performance Appraisal and Development (TPAD 2) system. Part of the appraisal requires that a teacher be observed atleast once in a term and a Lesson Observation Form be filled. Lesson observation portal is provided in TPAD online system.

The observer is required to enter the marks on the online lesson observation portal after observing a teacher. This is a compulsory target the online appraisal will remain incomplete to at least 97% if the marks on the duly filled lesson observation form (LOF) are not uploaded on the teacher’s online appraisal. According to TSC, there should always be a preparatory meeting before the lesson observation and a feedback session after the lesson observation.

FIELDS OF THE LESSON OBSERVATION FORM

The Lesson Observation Form contains the following fields:

  1. Name of School
  2. Teacher’s details: Name and TSC Number
  3. Observer’s Name and TSC Number
  4. Class/ Form/ Grade
  5. Total Number of Learners present during the lesson
  6. Lesson Time and Date
  7. Subject/Learning Area and Topic/Strand
  8. Observation Areas and the Performance Indicators to be appraised:
  • Introduction and Lesson Organisation: Review of the previous lesson/content related to the current lesson, State the objective of the current lesson, Link the previous lesson to the current lesson, Quality of introduction and captivating/ capture learners interest.
  • Content Delivery: Mastery of content in line with the syllabus, Answering of students questions accurately, Teaching with lesson notes and lesson plan summarized the lesson by highlighting the key points, Covering the lesson within the stipulated time (Started on time and ended on time).

Teachers will soon have to go back to class for refresher courses as the Teachers Service Commission (TSC) plans to set up a school to train all teachers.  A recent research by the Commission shows that most teachers exhibit weaknesses in teaching strategies, preparation of professional records and poor classroom management.

Others show incompetency in handling learners with special needs and weak assessment and feedback skills.

The buck does not stop with classroom teachers only, as school administrators (Principals and Head Teachers) are not left behind, either.  According to the TSC concept paper, some school heads and principals have poor resource utilization abilities. Others are not able to analyse books of accounts, communicate effectively with teachers and parents.

It is on these findings that the Commission proposes training sessions for teachers on classroom management, effective teaching approaches and professionalism.

“The over-arching goal of the Institute will be to enhance the quality of education by providing teachers, assisted by the education partners, with a formal structure for professional support and professional development,” reads the TSC policy document; in part.

In the new teachers’ appraisal system, teachers will be expected to undergo Teacher Professional Development (TPD) by undertaking refresher courses.

Before the Covid19 pandemic broke-out, the Commission had already contracted institutions that will be offering the refresher training programme modules. The new institute will be tasked with establishing procedures and criteria for the probation and full recognition of Teacher Professional Development (TPD) service providers. It will, at the same time, come up with procedures and criteria for the probation and full recognition of Teacher Professional Development (TPD) service providers.

The teachers will be expected to meet the training costs for the modules that will be offered during school holidays. Of importance to note is the fact that the training will be mandatory for all practicing teachers. A teacher who will fail to undertake the short courses would be deemed to have violated the TSC code of regulation and may face disciplinary action from the employer.

Already, Kenyatta University, Mount Kenya University, Riara University and Kenya Education Management Institute (KEMI) had been identified to offer the Teacher Professional Development modules.

A teacher will be at liberty to choose an institution of his/ her choice where to take the TPD modules. Teacher Professional Development will continuously update teacher knowledge, skills, attitude and values encourage teachers’ learning communities.

The good news for teachers is that most of the TPD modules will be available online. “Many components of the TSC Teacher Professional Development programme will be available to teachers online and will be accessed through mobile phones,” said the the Commission, early this year.

The new institute will form strong basis for promotion of teachers through organisation of workshops and conferences and the publication of newsletters, research reports and articles on educational issues.

Other roles to be performed by the institute include to establish school-based support groups that will offer Coaching, mentoring, classroom observations, lesson study/action research, book/journal reviews and collaborative subject mastery development to teachers.

TSC requires 50,000 more teachers to address staffing gaps

The Teachers Service Commission, TSC, is planning to recruit an additional 5,000 teachers on permanent and pensionable terms. This is according to the commission boss Dr. Nancy Macharia. While appearing before the National Assembly’s Education Committee on Tuesday, Dr. Macharia said the teachers’ employer will require close to Sh1.2 billion in the 2020/2021 financial year to recruit the teachers so as to close the teething staff shortages experienced in public schools.

She said part of the money will be required to recruit 10,000 more teachers on internship. There are currently over 10,000 intern teachers who were recruited during the 2019/ 2020 financial year.

This comes as the commission reports that the country is facing a shortage of about 50,000 teachers. A situation that has greatly overburdened the available tutors. According to Dr. Macharia, primary schools require 48,173 more teachers to address the shortage. There are 211,046 primary school teachers currently out of the required number of 259,219.

Garissa, West Pokot, Wajir and Narok counties headline the list of counties with the highest staff shortages. A closer look at this list shows that most of these areas are largely hardship areas.

Nairobi, Kirinyaga, Laikipia, Uasin Gishu, Nyeri, Nyandarua, Murang’a, Meru, Isiolo, Elgeyo Marakwet, Embu and Kiambu counties are more comfortable in terms of meeting their staffing needs.

The commission is at the same time seeking about Sh500 million to be used by its field operations to facilitate its officers.

“Field officers play a key role in ensuring maintenance of teaching standards through regular monitoring and quality assurance at the school level,” Dr. Macharia told Legislators this past Tuesday.

On his part, Education Cabinet Secretary says the ministry is in need of Sh429 million to mitigate the effects of covid-19 in the sector. Prof. Magoha says part of the funds will be utilize in buying sanitizers, soaps, masks and carry out covid-19 tests for staff and students in the various Technical and Vocational Education and Training, TVET, institutions in the country.

The CS, while appearing before the National Assembly’s Education Committee on Tuesday, sought for an additional Sh6.6 billion shillings. Of this amount, Sh3.8 billion will be used in catering for needs of the projected 300,000 new numbers of TVET students. There are currently 173,000 students studying in the TVETS countrywide. The remaining Sh2.8 billion is to be directed towards recruitment of an additional 3,674 TVBETs tutors.

Latest TSC message to teachers on AON medical cover

Teachers employed by TSC get a medical cover from AON. The cover is for both inpatient, outpatient and other medical needs. To benefit from the cover, a teacher is supposed to update his/ her details on the AON portal.

For your dependants to also benefit from the cover their details must also be updated on the portal. It is notable that some teachers are yet to update details of their dependants. This has forced TSC to send a communique to the affected teachers.

“The TSC medical scheme requires you submit supporting documents for your dependants,” reads the TSC message in part.

according to the message the teachers have up to the 15th of June this year to ensure that the details are up to date.

Documents that should be uploaded include: Adoption document (for any adopted child), Birth Certificate/ Birth Notification for all registered children) and the change of Dependant document. Others are Change of details document; whenever an amendment is made to the originally declared information and a Marriage document/ Marriage certificate.

Also to be uploaded is a copy of your National Identity Card, Proof of Disability and Proof of school (A school ID is required). Please note that not all documents are required for everyone. Just upload documents that are appropriate in your case.

To upload the documents to the AON- Minet portal, use this simplified procedure;
  • First of all you will have to Scan the documents to be uploaded. Store these documents in a location that you can easily remember; either in your phone or computer.
  • Next, visit the official Minet upload portal by using the link; https://collaborationkenya.minet.com/tsc.
  • You will then have to enter your full name, mobile phone number and TSC Number. Then, give a brief description of the document to be uploaded.
  • Select the document to be attached and click on Choose file.
  • Finally, click on upload.
  • Repeat this procedure for all the required documents.

The Commission is mandated to register trained and qualified teachers before they engage in any teaching services in the country. Effective teacher management requires use of accurate and up to date data. Bulk SMS

The bulk SMS platform has enabled the Commission deliver time- sensitive notifications, and other important information directly to the mobile phones of teachers and Secretariat Staff. TSC is now able to send out invitations to teachers for interviews, discipline hearings and cordial messages such as Christmas, Idd Ul Fitr, Easter, New Year’s. It has also been integrated with other systems to give instant feedback such a successful completion of a job application, registration amongst others. The Bulk SMS presents a more cost effective way of communicating to employees as opposed telephone calls or sending letters.

Human Resource Management Information System (HRMIS)

This was developed to enable the Commission manage its human resource. Secretariat Staff now apply for leave, undertake performance appraisal and access medical scheme administration services such as updating their profiles, adding beneficiaries and give feedback about services in hospitals. They also can initiate card replacement and check referral hospitals in the various towns and regions. The use of technology-based service channels, have improved service delivery greatly by reducing the human interface and providing timely response, accessibility and efficiency. Teachers no longer need to leave their stations to access services. They are able to access them even through their personal phones. The Teachers Service Commission, TSC, Lamu County invites applications from suitably qualified candidates to fill 67 teacher internship posts for Primary Schools.

Interested candidates, who meet the required qualifications, should make their applications to TSC County Office Lamu on or before Monday 6th January, 2020.

Eligibility for Internship

Eligible candidates should meet the following basic requirements:

  • i. Be Kenyan Citizen;
  • ii. Have original academic and professional certificates;
  • iii. Be unemployed and has not previously been employed by the Commission
    on permanent terms;
  • iv. Must be registered as per the TSC ACT 2012;
  • v. Be a holder of a P1 Certificate for Primary Schools;
  • vi. Be ready to be posted to any public educational institution within Lamu County where their services are required;
  • vii. Must have a Personal Accident Insurance to cover for personal risks during the internship period;

In addition to the above, successful interns shall be required to produce;

  • i. A valid Certificate of Good Conduct;
  • ii. National Identity Card (ID) or copy of passport and a copy of KRA PIN Certificate;
  • iii. Two (2) coloured passport size photographs;
  • iv. Teacher Registration Certificate.

Duration of Internship

The Internship period will be twelve (12) months.

Remuneration

This is not a remunerative position. However, interns attached to Primary Schools are entitled to a monthly stipend of Kshs. 10,000 (This stipend is subject to statutory deductions where applicable).

TSC to get real time school attendance by all teachers through Biometric Registration

Daily School attendance by all teachers will now be monitored by the Teachers Service Commission (TSC), in real time. This is after the Teachers Service Commission, TSC, announced that it will roll out the Biometric registration of all teachers in May this year. Once completed, the Commission shall then install Biometric gadgets in schools for teachers to clock in and out. Currently, teachers manually sign in and out of school.

The electronic registration of teachers will therefore expose teachers who miss lessons without written permissions. This enlisting of teachers is also expected to help the Commission to balance the teaching staff since it will unravel the imbalances across all public schools.

“We shall ensure optimal utilization of teachers and also balance areas that we shall feel are not well covered,” said Ibrahim Mumim (the TSC Director in charge of Administrative Services) on Thursday; during a stakeholders’ consultative meeting in Nairobi.

The meeting was attended, by among others, the Kenya National Union of teachers (KNUT) boss Wilson Sossion who supported these new developments.

“We shall support this program in totality… we are happy that the TSC is engaging us at the beginning.. It is only a mad man who can refuse and oppose a program of this nature that is supposed to help in planning,” said Sossion.

TEACHERS TO HANDLE MORE LESSONS

The Teachers Service Commission, TSC, is in a new bid to ensure maximum utilization of all teachers is achieved. Reports from the Electronic registration of all teachers that is expected to kick off in May, 2020, will help the Commission realize this object. Teachers should handle a minimum of 32 lessons of 40 minutes per week. This would translate to some 22 hours per week in line with the TSC staffing norms. The internationally recommended class size is 40 students per teacher.

2019 TSC Intern Teachers’ Recruitment, Interview dates and Venues per county; Uasin Gishu- Turbo

The Teachers Service Commission, TSC, has invited applicants for the 2019 Internship vacancies for interviews. In Turbo Sub County, Uasin Gishu County, all P1 Intern applicants are supposed to go for interviews in November, 2019. “All applicants shortlisted online are invited for an interview on Tuesday 19/11/2019 at St. Patrick’s Primary School within Eldoret Town at 8.00am,” reads a note to the applicants dated November 12, 2019. According to the interview note, the interview exercise will be a one day activity and is expected to end at 5.00pm; the same day.

More pay for teachers, employees as TSC pays April salaries; Tax relief factored in

The Teachers Service Commission, TSC, has finally paid April salaries for teachers. The salaries, that usually hit teachers’ accounts from 22nd of every month, were delayed this month as the Commission waited to configure income tax in line with the new regulations.

The teachers, just like other employees in Kenya, have something to smile about as there is a marginal increase in their salaries after President Uhuru Kenyatta signed into law the Tax Laws (Amendment) Bill, 2020. The coming of this bill is part of measures instituted by the government to cushion the public against effects of the Covid-19 pandemic. In the new tax regime, employees earning less than Sh28,000 per month have been awarded a 100 per cent Pay As You Earn (Paye) tax relief. While those earning above the Sh28,000 have received a Paye tax reduction of between 30 and 25 per cent.

The new income tax bands as released by the Kenya Revenue Authority, KRA.

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin
  • xi. Bank plate

Eligibility for Internship

Eligible candidates should meet the following basic requirements:
  • Be Kenyan Citizen;
  • Have original academic and professional certificates
  • Be unemployed and has not previously been employed by the Commission on permanent terms;
  • Must be registered as per the TSC ACT 2012:
  • Be a holder of a P1 Certificate for Primary Schools and a minimum of a Diploma in Education Certificate for Secondary Schools applicants
  • Be ready to be posted to any public educational institution in Kenya where their services are required:
  • Must have a Personal Accident Insurance to cover for personal risks during the internship period;

  • National Identity Card (ID) or copy of passport and a copy of KRA PIN Certificate:
  • Two (2) coloured passport size photographs
  • Teacher Registration Certificate.

Duration of internship

The Internship period will be twelve (12) months.

Remuneration

This is not a remunerative position. However, interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend is subject to statutory deductions where applicable)

Teachers’ Transfers: What TSC Boss Dr. Nancy Macharia, CS Magoha and IG told MPs- Full Report

The Committee on Education chaired by Tinderet MP Hon Melly on Wednesday February 26, 2020, held a meeting with the Ministry of Education, TSC, and office of the Inspector General of Police, following an order by the speaker of the National Assembly last week. The meeting was held to address the recent massive transfers of teachers working in the North Easter Region following attacks by Militia Group, the Alshabaab. RESPONSES BY TSC

The Teacher’s Service Commission was first to respond to the Questions raised by the Wajir West MP Hon Ahmed Kolosh, who last week; on the floor of the house, sought explanations why TSC has been transferring Teachers from the Region.

Below were the responses from the TSC Boss Dr. Nancy Macharia;

  • “Even as we are accused of removing teachers from N.Eastern, we did our best to ensure that they worked there, and even interdicted (and later rehired) some who were not in line with their employment terms.”
  • “Between 2018 and 2020, there have been sporadic attacks on Non-local teachers by some Locals in these regions, causing the instability of their stay there.”
  • “I want to let you know that it’s only in the North Eastern region that the Recruitment of Teachers is open round the Year. And we have even reviewed some of our laws to accommodate the volatile situation.”
  • “We have no issues whatsoever with sending teachers to any part of this country, but their security and Wellbeing is a priority to us.”
  • “The Commission has taken various initiatives to help solve the stalemate, including engagement of Government Institutions, Political and Local leaders. Some of whom have dismissed the security concerns raised by the teachers.”
  • ‘Since the beginning of attacks on teachers in N.E.R, the KNUT and KUPPET have piled pressure on us to transfer teachers from these regions,and even sponsored the teachers to file court cases against the Employer.”
  • “We have been portrayed as a heartless employer which has no regard for the wellbeing of our teachers in these regions, while in reality we have done our best to ensure their safety.”
  • “We are asking the Leaders of North Eastern region to help us in encouraging their locals who are trained teachers, to apply for teaching jobs in that region. And to encourage more of their people to train as teachers so they don’t need to demand for non-local teachers.”
  • “The continuous condemnation by local leaders on the transfer of teachers during attacks in the region have continued to cause panic among teachers left behind, who in turn, seek transfers too, in fear of their safety.”
  • “We have to emphasize here, that safety concerns of our teachers are of paramount importance to us as an employer, contrary to the misconception that we don’t care about their wellbeing once deployed to their stations of duty.”
  • “Teaching, like any other profession in this country, is a serious profession and if our teachers are to be marketable beyond our borders, we cannot lower our standards of qualification to be trained as a teacher.”
  • “I’m worried when its implied that we aren’t taking any affirmative action, we have done the best that we can to employ more teachers on Permanent and Pensionable basis almost immediately after graduation.”

  • “We still have a big number of police officers in training, whom we hope to deploy to this region in the next two months. Despite the fact that we have also lost a very large number of police officers in the area, during our intervention.”
  • “This is a very comprehensive and complex situation that needs a partnership between the local leaders and security personnel to handle. The leaders must talk to their people.”
  • “As unfortunately implied by Hon Kolosh, to us, if a death occurs on the ground, it’s not a matter of a local police officer vs a non-local officer, it is our officer who is accorded the same treatment regardless of their origin.”
  • “Any insecurity cases facing teachers were, and have always been, communicated in real time. We have always advised accordingly.”
  • “The National Police Service only comes in to respond because the TSC has given Insecurity as one of the reasons why they’re transferring teachers from the North Eastern region.”
  • “The question on why teachers were running to the bush and not to the police stations, is a matter we cannot generalize. The police officers deployed to the region have given their best service to the people and should be acknowledged so.”

RESPONSE FORM EDUCATION CABINET SECRETARY, PROF. GEORGE MAGOHA

On his part Prof. George Magoha, Cabinet Secretary Ministry of Education, told the Legislators the following;

  • “The Leadership of the Northern region should identify students fit to be trained as teachers, so they can be trained a soon as possible.”
  • “I am aware that there are 24,058 students in the North Eastern region who scored grade C plain and above. I dont see why we cannot train them to be teachers, to teach in their own locality.”
  • “Everything the MP who raised this question said is correct, except the omission of the fact that people died there, Kenyans died in the North Eastern region.”

While signing off Chair, Melly said; “We have heard the submissions of the Commission, the Ministry, and the I.G. We shall retreat to write our report on this matter as a Committee, bearing in mind all the issues presented before us today. In all, the Kenyan child is the priority in this matter.”
