TSC new 2021-2025 CBA for teachers

The Teacher Service Commission (TSC) has finally agreed and signed the new 2021-2025 Collective Bargaining Agreement (CBA) with teachers’ unions. The new CBA was signed on July 13th, 2021. Read details on the new CBA below.

In the new non-monetary CBA, female teachers will now ‘enjoy’ an enhanced maternity leave of 120 days; up from the current 90 days.

On their part, male teachers will now proceed on a 21 days’ paternity leave; up from the current 14 days.

The Commission has at the same time offered a preadoptive leave for teachers adopting kids plus a promise to fast track promotions of teachers in arid and semi-arid areas.

Also in the TSC basket of ‘goodies’ for teachers is a transfer allowance; equivalent to one month’s salary.

This means that teachers will continue earning their current salaries as the Salaries and Remuneration Commission (SRC) has freezed salary increment for teachers and other public servants; for a period of two years.

TSC teacher promotions and new salaries 2021

SIGNING OF THE 2021-2025 COLLECTIVE BARGAINING AGREEMENTS WITH TEACHER UNIONS

On June 29, 2021, the Teachers Service Commission (TSC) met with officials of all the three recognized trade unions representing teachers in the public sector to kick-start negotiations for the 2021-2025 Collective Bargaining Agreement (CBA).

The three unions are: The Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and Kenya Union of Special Needs Education Teachers (KUSNET).

At the first meeting held here at the Safari Park hotel, TSC tabled its offer on the CBA. Although the unions’ proposals included financial components, the Commission besieged the parties to factor in the advice of the Salaries Remuneration Commission (SRC) that directed a freeze in salary reviews in the public sector for the 2021/2022 and 2022/2023 financial years.

The Commission also considered the current economic situation obtaining in the country  and  the  persistent  COVID-19 pandemic, which has immensely affected the world of work.

During the negotiations, the teachers’ unions did not agree with the fact that remunerative components would remain as currently obtaining in the teaching service.

Keen to ensure industrial harmony within the sector, the TSC invited the unions to a second meeting on July 13th, 2021 to scale up the negotiations and agree on a new CBA that will succeed the 2017-2021 CBA which expired on June 30th, 2021.

After frank, sincere and open discussions the TSC and teachers’ unions reached an agreement. The Commission, therefore, on 13th July, 2021, signed a new CBA with the three recognized teacher unions to cover the period 2021-2025.

The TSC thanked the unions for embracing dialogue and professionalism in the spirited fight for the rights of their members, who are indeed TSC employees.

TSC, also appreciated both parties for taking into account the current economic situation in the country and the effects of the persistent Covid-19 pandemic.

The TSC thanked all the three unions for hitting yet another milestone in the teaching service. The unions demonstrated restraint, commitment and sacrifice during negotiations, especially in the middle of very harsh economic times in the country.

The Commission thanked all teachers for being committed to serve, toil and shine for the betterment of our children’s education.

TSC assured teachers that it shall work round the clock to continuously improve your terms and conditions of service in the best way Possible.

The TSC vowed to continue providing a conducive environment for all the 330,671 teachers to effectively discahrge and excel in their duties.

As part of the Commission’s efforts to recognize exemplary teachers, the Commission has rolled out an exercise to capture data of all those staff who excel in various spheres of work with a view to rewarding them accordingly as would be decided from time to time.

These areas would include excellence in national examinations, sport, theater, institutional management, innovation, research, and advocacy, among others.

TSC promotion 2021 list for Curriculum Support Officers

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 209 teachers have been promoted to position of Curriculum Support Officers at T-Scale 10 (C5). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

The filled vacancies

The promoted teachers will fill the 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. Similarly 6,680 teachers have been promoted from grade C3 (Formerly L) to grade C4 (Senior Master IV); which is the entry grade to the administrative positions in Post Primary Learning Institutions.

10,000 new recruitment and promotion vacancies advertised by TSC

The Teachers Service Commission (TSC) has advertised close to 9,000 new recruitment vacancies for teachers. 4,000 vacancies are for Secondary schools new recruitment to support the Government’s 100 per cent transition policy from primary. Another 927 vacancies are to replace secondary school teachers who have left service due to natural attrition.

Also advertised are 2,987 new vacancies for Primary schools new recruitment. Another 1,000 practicing teachers in primary schools will be promoted and deployed to secondary schools.

Application Deadline

According to TSC Boss, Dr. Nancy Macharia, interested and qualified candidates should submit their applications online through the Commission’s website not later than July 12, 2021.

Qualifications for the vacancies

Qualifications for the 4,000 Secondary schools new recruitment vacancies

To qualify for recruitment of the 4,000 secondary teachers, a candidate must be a Kenyan, holder of at least a diploma in education and registered with TSC.

An applicant must be a Kenyan, hold a P1 certificate or hold a Bachelor’s degree in Education with two teaching subjects.

The candidates are also expected to have attained at least a mean grade of C+ (plus) in the Kenya Certificate of Secondary Education (KCSE) examination and a similar grade in two teaching subjects or its equivalent.

Additionally, applicants must ensure that certified copies of degree certificates and academic transcripts are filed to the Commission through TSC County Directors within one month of the date of this advertisement.

Qualifications for the 1,000 Deployment vacancies

TSC is also seeking to recruit 1000 primary school teachers, with successful ones expected to be posted to any part of the country and not necessarily in counties they are recruited.

Interested candidates must also be Kenyans, hold a P1 certificate and registered under TSC.  The TSC advert is expected to be put out to the public today.

Successful candidates for promotion will be appointed at T-scale 7, Grade C2 under Career Progression Guidelines (CPG) for teachers and will be deployed to schools where vacancies exist.

Successful candidates will be required to present original academic and professional certificates, to or more application for employment will be disqualified,” said Macharia.

TSC has at the same time released new recruitment guidelines as the 2021/2022 recruitment guidelines will be used.

TSC urges teachers to go for Covid 19 vaccine

Teachers in the Country have been urged to go for the COVID-19 government vaccine offered free at the various medical centres to protect their lives as well as those of students.

The Teachers Service Commission (TSC) Chief Executive Officer, Nancy Macharia, called on the trainers not to ignore the vaccine, adding that the President granted all teachers an opportunity to get the vaccination regardless of age.

“Let us utilize this  opportunity to protect our lives,” revealing that it is sad to note that so far, the commission has  lost 37 secondary school teachers; including 24 principals, three Deputy Principals and 10 classroom teachers.

Speaking on Monday during the release of exam results for the 2020 Kenya Certificate of Secondary Education (KCSE), Mrs Macharia however lauded the 151,494 teachers who have so far been vaccinated as of yesterday.

According to her, this constitutes 48.9 per cent female teachers and 51 per cent male.

This figure she stated was impressive despite the fact that most teachers have been on the move, either during the administration of the examination or during the marking exercise.

“The Commission is impressed with the high rate of COVID-19 vaccine uptake among teachers. Majority of the teachers aged 58 and above have taken the jab,” she said.

TSC TEACHING SUBJECT COMBINATIONS TO AVOID AT ALL COSTS

A number of teaching subjects are currently flooded by graduates who are yet to be employed by the Teachers Service Commission, TSC. It is advisable that you avoid such subject combinations at university/ college as it will take you many years to be employed.

1) Kiswahili/History

Despite having a language that is compulsory in all High Schools, this combination has remained flooded making graduate teachers to stay for as long as 5 years without being employed by the TSC. Students going to the university should avoid this combination like a plague for now

2) Mathematics/Business Studies

Another combination that has remained disappointing over the years is this. It is reported that 4 years is the minimum number of years you will stay without permanent employment. For now this combination should be avoided until further notice.

3) CRE/History

Another combination that has demoralized teachers is Religion and History. Due to its nature of comprising only optional subjects, it has remained to be the lowest sought for by employers.

4) CRE/Geography.

This combination comprises of purely optional subjects and is rarely advertised by the Teachers Service Commission. Hence it takes the longest of times for someone to be absorbed by TSC

5) Mathematics/Geography

The nature of Mathematics is that it is stroked /accompanies various other subjects including Chemistry, Physics, Biology, Business Studies, Computer and Physical Education. Therefore, Geography being the only humanity that accompanies Mathematics makes it difficult to be employed by TSC.

Full list of the 31 teachers awarded by TSC

The Teachers Service Commission, TSC, has honoured 31 teachers who have consistently demonstrated exemplary performance in teaching, management and effective delivery of the curriculum for quality education.

The teachers are drawn from all over the country.

“I wish to state that the process of identifying the teachers to be rewarded today has been done in strict conformity to the TSC Performance Recognition, Reward and Sanction Policy Framework. All the 31 teachers will be feted based on the rewards system outlined in this TSC policy – which stresses on meritocracy and detailed due diligence in recognising staff.” Said TSC Boss Dr. Nancy Macharis during the celebrations of this year’s World Teachers Dayt.

“I wish to state that we are not in any way suggesting that the 31 teachers are the only remarkable teachers we have in the practice. In fact, this number is just the tip of the ice berg. And we, at the TSC, will keep finding more ways to ensure all our teachers feel recognised and appreciated for their work.” She added.

TSC promotion 2021 list for Deputy Principal III

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 1,590 teachers have been promoted to Deputy Principal III at T-Scale 11 (D1). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

New TSC Registration requirements (Secondary school teachers)

The Teachers Service Commission (TSC) has released new requirements for registration of Secondary School Teachers. The Commission wants the Bachelor of Education Science and Arts degrees (currently offered at universities) be scrapped.

In preparation for the full roll out of the Competency Based Curriculum (CBC) TSC proposes that the teachers be trained in Bachelor of Science and Arts areas for three years. They will then undertake a post graduate diploma in education for one year.

Further, TSC wants a Diploma in Secondary Education training course be introduced which will cater for defined learning areas/Subjects required in Junior and Senior Secondary level which have shortages.

Additionally, all the 8-4-4 and CBC students must now undertake first the Bachelor of Arts or Bachelor of Science Courses for a period 3 years majoring on the key subjects and thereafter undertake a Postgraduate Diploma in Education for a period of one year for teaching at Junior and Senior school and SNE .

There shall also be a Postgraduate Diploma in Teacher Education to cater for Teacher Education learning areas. This will be for preparing Teacher Educators who will be training the pre-service Teachers at the Teacher training colleges.

Categories of teachers to teach at Secondary Schools

The following categories of teachers will now be allowed to teach in secondary schools; under the Competency Based Curriculum (CBC):

  • Diploma in Secondary Teacher Education (Junior (7-9) and Senior (10-12) Secondary Level)
  • BA/BSC with Postgraduate Diploma in Education (Junior and Senior Secondary, SNE)
  • BA/BSC with Postgraduate Diploma in Teacher Education (Teacher Educator)
  • Diploma in Special Needs Teacher Education (Specialized Curriculum areas-  Autism, Deaf, blind, multiple disabilities and Multiple cerebral palsy for foundation, intermediate, Pre-vocational and vocational levels)
  • Diploma in Technical Teacher Education (Appropriate Technical subjects in Junior and Senior Secondary).

Post Training Certificate

Additionally, the TSC will require teachers to have the Post Training Certificate for In- Service Teachers not currently Employed by TSC.

This training will be undertaken by teachers who have completed ECDE , PTE ,DTE BED ; DIP ED and SNE training courses.

It will be offered within a duration of 9 Months During School Holidays (Distance learning elements during school time and online mode). Teachers will also do micro teaching during this training.

TSC promotion 2021 list for Deputy Head Teacher II

The Teachers Service Commission (TSC) has released the list of promoted teachers. The good news is that a total of 1,765 teachers have been promoted to Deputy Head Teacher II at T-Scale 9 (C4). These teachers have a reason smile as they will now earn an increased monthly salary with effect from March, 2021.

The Commission has also revealed the criteria used in promoting the over 16,000 teachers in 2021. According to the Commission’s revelation, a number of factors were considered in coming up with the final list of promoted teachers.

TSC says factors like regional balance, gender equity and affirmative action for ASAL (Arid and Semi Arid Lands) counties among others were considered. The Commission further adds that the promotions were equitably distributed across the regions

TSC reaffirms that the Promotion is guided by career progression guidelines under the current Collective Bargaining Agreement, CBA.

“All vacant positions are advertised and filled competitively. All teachers are given equal opportunities through interviews sessions.” TSC says.

The above considerations were applied in addition to the minimum qualifications for teachers to be promoted to the next grade.

A total of 16,152 teachers were promoted after the recent interviews.

The filled vacancies

The promoted teachers will fill the 1,341 vacancies for Deputy Principal I and another 1,096 vacancies for Deputy Principals II. Similarly 6,680 teachers have been promoted from grade C3 (Formerly L) to grade C4 (Senior Master IV); which is the entry grade to the administrative positions in Post Primary Learning Institutions.
