TSC should hire more teachers- Kuppet says

The Teachers Service Commission, TSC, has been urged to hire more teachers so as to replace those retiring soon. Staffing gaps are also likely to be experienced as those above 55 years could be given early retirement since they are susceptible to Covid-19.

The Kenya Union of Post Primary Education Teachers – KUPPET, says about 25,000 teachers are aged 58 years and above and will definitely retire from June 2021.

“Half of the 25,000 teachers who are aged 58 years and above are remaining with a year or less in the service,” said Kuppet Secretary General Akelo Misori in a letter written to TSC this week.

The says since March, about 36 teachers have succumbed to Covid-19 causing more harm in the teaching service.

He added that between 2021 and 2023 a total of 50,000 teachers would have left the service as majority will be due for retirement while others may leave due to natural attrition.

“For this reason, Kuppet has written to the Teachers Service Commission and relevant government departments calling for urgent plans to increase the number of teachers and take other measures to maintain education services at the current levels,” He added.

In its proposal Kuppet advises the Commission to hire at least 15,000 per year between 2021 and 2026. Misori added that the 12,000 teachers being hired by TSC are not sufficient enough to plug the shortage.

Misori says that the Commission has not provided a clear path on how to implement the covid 19 regulations in schools adding that teachers aged 55 years be left to retire at will.

“At the moment, head teachers, principals and TSC County Directors have no direction on how to implement the directive, as a result, many teachers who deserve the leave of absence have been denied permission to stay away from schools,” the Kuppet Secretary General lamented.

In January, his year, the Commission hired 2,120 teachers to replace those who had exited service through Natural Attrition (1591 posts for Primary Schools and 529 posts for Secondary Schools).

In September TSC recruited another 4,000 new teachers on permanent and pensionable terms for secondary school teachers and 1,000 promotion posts for primary school teachers.

Job Description

Duties and Responsibilities performed by Principal Teacher Management Officers

Duties and responsibilities at this level will entail: –

  1. Facilitate the processing of teacher registration;
  2. Implementing policies and guidelines related to teacher management functions;
  3. Identifying vacant posts as per the establishment in all public learning institutions and prepare advertisements for the posts;
  4. Analyzing data on teachers relating to the teacher management function;
  5. Identifying gaps in the teacher establishment for decision making;
  6. Identifying and establishing skills inventory for teachers in public learning institutions;
  7. Advising the management on issues pertaining to special needs education;
  8. Responding to queries on special needs education;
  9. Sensitizing all teachers on gender & disability mainstreaming in all public learning institutions;
  10. Compiling sub-county public complaints report on matters affecting teachers; and
  11. Coordinating professional teacher development programmes to ensure continuous improvement of teachers’ skills.
  12. Investigate allegations of professional misconduct within the sub-county;
  13. Receive applications for transfer of service of teachers to public institutions for submission to the county office;
  14. Receive applications for release of teachers to other institutions for submission to the county office
  15. Receive retirement documents and submit to the county office;
  16. Supervise staff within the sub county office; and
  17. Perform any other duty as may be assigned by the County Director.

Requirements for Principal Teacher Management Officers

For appointment to this grade, an officer must have: –

  1. Served satisfactorily as a Teacher for a minimum period of Six (6) years;
  2. Served at a minimum grade of C5, T-Scale 10 for a minimum period of three (3) years;
  3. Bachelor of Education or Bachelor’s Degree and a Post Graduate Diploma in Education;
  4. Certificate in computer application skills;
  5. Met the requirements of Chapter six of the Constitution; and
  6. Demonstrated merit and ability as reflected in work performance and results.

Applicants shall be required to have the following valid documents during application:

  • a)      Certificate of Registration as a teacher;
  • b)     Certificate of Good Conduct.
  • c)      Clearance Certificate by Higher Education Loans Board.
  • d)     Clearance Application from EACC.
  • e)      Clearance Certificate from a Credit Reference Bureau.
  • f)      KRA Tax Compliance Certificate.
  • g)      Highest Academic Certificate.

  1. Successful candidates may be deployed in any station within the Republic of Kenya as a Sub-County Directors.

Must have TSC Documents for all Heads of Institutions- Pursuant to regulation 42(2) of the Code of Regulations for Teachers 2015, the head of institution is required to perform the role of quality assurance within the institution. In addition, regulation 71 assigns the head of institution the role of lead educator and administrator.

While performing this role, the head of institution is required to maintain institutional records and documents in regard to educational management and curriculum implementation.

In this regard, the following documents shall be used to assess whether the Head of the Institution has embraced institutional based Quality Standard Management (QSM) in maintenance of teaching standards.

The listed records must be acquired, prepared, used, updated and maintained at all times. This checklist is intended to assist the head of institution maintain professional documents for the institution, which could be referred to by an officer for the purpose of assessing the head of institution.

This checklist shall apply to all public learning institutions which include: Primary and Secondary schools, Teacher Training Colleges (Certificate &Diploma), KISE, KIB and CEMASTEA.
