TSC Interns Successful lists

The Teachers Service Commission, TSC, has given an update on the advertised 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate
  • x. Kra pin xi. Bank plate

The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. All the candidates who sat 2013 KCSE at Ichuni, a top the second highest hilltop after the famous Kiabonyoru hills in Kisii, attained the requisite university entry grade of C+. Out of the 82 candidates who sat the exam, the mean grades were distributed as follows: 16 A-, 24 B+, B 26, 14 B- and 2 C+.

Besides Kisii High School no other school in Kisii County beat the mean of 9.4 attained by the school in the just released KCSE result. The school is ranked at position 2 in the county, 23 nationally in the county schools category and 65 overall in the national ranking.

The school beat hitherto known academic giants in Gusii land notably, Nyabururu girls, Kereri girls and Cardinal Otunga Mosocho Boys. However, in non-academic ranking nationally the school stands tall at position 10.

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. Hot news; 

Duration of internship

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

TSC discipline and interdiction process; All that you should know

As a teacher employed by the Teachers Service Commission (TSC) you may find yourself on the wrong side of the TSC Code of Conduct and Regulations for teachers. You may be involved in an offence and is thus necessary that you understand the TSC discipline process for teachers.

THE TSC DISCIPLINE PROCESS

The discipline process begins in the institutions where teachers are based.  To  enhance quality teaching and learning, it is prudent that teacher managers, administrators/ supervisors are thoroughly conversant with the provisions of legal documents governing the conduct of teachers in the performance of their duties.

Administrators/ are expected to be more knowledgeable of these provisions in order to advise teachers appropriately.

  REPORTING MECHANISM OF ALLEGATIONS AGAINST TEACHERS

Allegations of misconduct against teachers may be reported to any of the following administrative structures:

  • The TSC Headquarters
  • The TSC County Offices
  • The Head of Institution
  • The Board of Management
  • Any government law enforcing agency.
  • Non State actors dealing with Protection of the Child.

Any person who believes that a teacher’s conduct is un-professional may lodge a complaint in the following manner:-

  • In writing, clearly indicating the nature of the complaint.
  • In a case of a verbal complaint, the person to whom the report is made shall cause the complainant to record and sign a statement of complaint.
 THE INVESTIGATION PROCESSES

Investigation is the examination, study, search for, tracking and gathering of factual information or establish the truth to ensure that miscarriage of justice is not done.

The Code of Regulations for teachers and the TSC Act 2012 mandates the Commission and Boards Of Management to investigate and assemble evidence.

Upon receiving a complaint about a teacher’s conduct, the Commission may proceed to investigate the matter as follows:

Where the allegation is made against a teacher

  • The head of the institution in consultation with the BOM and the County Director, shall institute investigation to establish if the teacher has a case to answer or not.
  • Where allegations made relate to an institution other than the one in which the teacher is stationed, both heads of institution, in consultation with the Board Of Management and the County Director(s), shall jointly conduct the necessary investigations.

Where the allegation is made against a head of institution:-

  • The County Director, in liaison with the Board Of Management, shall institute investigation to establish the authenticity of the allegations.
  • Where allegations made relate to an institution other than the one the administrator heads, the County Director(s), in liaison with the Board Of Management of the institutions involved shall conduct the investigations. County Director/Board Of Management in whose jurisdiction the teacher in question is stationed shall lead the investigation process.

THE STAGES OF THE INVESTIGATION PROCESS

i) Preliminary Stage/Initial Stage
(a)Complaint

The investigating officer records the Complaints as follows:-

  • The name of the person who complained/reported, and his full identity i.e. His/her name, ID No. Age, place of birth, current residence, her date he/she reported., address/mobile numbers.
b)The  Recording

The Reporting Officer to record main points in summary  as follows:-

  • What happened? – allegation
  • Where it happened? – place/crime scene.
  • When it happened? (date, month, year and time)
  • Who was involved – found out through investigations
  • How did it happen? – found out through investigation
  • Why did it happen? – found out through investigation

In case of sexual intercourse, the reporting party should ensure that the students/pupils, append their name, age signature, admission no./class. There is need for the officer to read the statement and be satisfied that it gives enough information to support the case/claim/ allegation leveled against the accused.

The recorded statement to be read back to her/him.  The investigating officer to record that it was read out and both append their names, signature and identification number.  This is to certify that the record is a true account.

In cases where the complainant can neither read nor write the investigating officer writes the oral evidence in the presence of a credible witness and both to append their signatures/thumb print.

c)Witnesses

Witnesses must record statements and append their names, signature, identification number, admission numbers, class and date. These too should read aloud to the witnesses and should be recorded that this was done in the presence of the witnesses.

Statements written in vernacular should be translated by a credible person  who indicates and signs accordingly

Statements written for witnesses who can not write be acknowledged accordingly and read out to them before they thumb stamp.

 ii) Interview/Inquiry/Hearing Stage

In Law the right to be heard fairly includes the following elements:-

  • Giving sufficient time to the teacher to prepare his/her defence/case before the case is heard.
  • Informing the teacher fully and clearly the charge or case against him/her.

During the hearing stage the following should be observed:-

  • All adverse evidence be given in the presence of the teacher.
  • All adverse evidence be made known to the teacher.
  • The teacher be heard in person unless his conduct or the nature of offence makes it impossible for the proceedings to be conducted in his/her presence.
  • The teacher be afforded fair opportunity to question or challenge the adverse evidence (cross examine the witnesses and call witnesses to testify against adverse evidence).
  • In short no bias or hostility should be shown against the teacher.

iii) The Decision stage

During this stage the investigating panel should:-

  • Never be unduly influenced by extraneous matters
  • Not simply ignore without explanation the teacher’s defence.
  • Arrive at a decision which appear reasonable (justified/unbiased).
  • The investigating panel compiles a report/minutes indicating whether the teacher has a case to answer or not.

If the panel is satisfied that there is sufficient evidence of a breach of the Code by a teacher:-

  •  It recommends appropriate disciplinary action against the teacher; (warn or interdict)
  • A teacher found guilty of minor professional misconduct after serving a show cause may be given  a maximum of two administrative warnings and subsequent misconduct will lead to automatic interdiction.
  •  A teacher found guilty of major offences should be interdicted.

c) Where a teacher’s misconduct is as result of a medical condition, the BOM shall not interdict the teacher but shall investigate, assemble evidence and submit a report to the Commission for administrative action, which may include:

– Grant sick leave;

– Terminate services;

– Recommend his/her case to the Medical Board      for assessment;

– Retire the teacher in public interest;

– Retire the teacher compulsorily;

THE TSC LETTER OF INTERDICTION.

The interdiction letter should be in the prescribed format as provided in the CORT

Only the designated TSC officers  shall interdict. The Secretary to the Board shall only interdict after he/she has been authorized by a minute of the full BOM.

The interdiction letter should be forwarded to the TSC Headquarters with certified copies of all supportive documentary evidence and the investigation report/minutes of the BOM duly authenticated by the investigating officers should accompany it.

NB: The Commission has the discretion to undertake direct investigation or re-investigate into any allegations as it may deem necessary.

THE TSC PROCESS OF INTERDICTION

The Commission/TSC County Director/BOM:

  • On receiving allegations against a teacher, conduct investigation and assemble evidence to establish whether the teacher has a case to answer or not.
  • Will invite and interview the teacher and witnesses (if any) except for desertion cases.
  • If satisfied that the teacher has a case to answer, serve the teacher with a letter of interdiction on the form prescribed in the Code of Regulations for Teachers specifying the actual allegations made against him/her.
  • Send a copy of interdiction letter to the Secretary TSC/County Director attaching all the relevant documentary evidence.
  • Ensure that the interdicted teacher/head teacher clears   and leaves the institution and institution house (where   applicable) within 48 hours upon receiving the letter of interdiction.
  • A teacher shall be paid half salary during the period of   interdiction except in the following cases:
    – chronic absenteeism
    – desertion
    – having been jailed or held in legal custody
    – misappropriation or mismanagement of public funds
    – fraudulent claims and receipt of funds
    -use of false certificates
    – forgery, impersonation, collusion; and
      – immoral behaviour.

The Insurance Company works closely with health providers like Bliss and Mediheal to provide various medical cover packages to teachers and their dependents. To receive AON services the Principal Contributor and Dependants must first be registered. Requirements and Eligibility

Principal Member

All teachers employed by the Teachers’ Service Commission (TSC) and actively in service are automatically eligible to be covered under the Minet Teachers’ Medical Scheme as Principal Members. As thus, all teachers should benefit from the medical cover as they are covered.

Dependants

The following persons are considered dependants and are eligible for cover: • One (1) legal spouse of the member • Four (4) unmarried biological or legally adopted children who are dependent upon the member for support, provided that such children are aged not less than 38 weeks (full term birth) and not more than 18 years, a condition that is extended to 25 years, if the children are enrolled in a recognised post-secondary institution • No age limit applies to child dependants with a disability

Change of Dependants

Once registered, it is not possible for the principal member to change their dependants until the end of the policy period unless as a result of death or divorce of a spouse. However, at the start of each policy period, you will have a chance to review your cover and make changes to your dependants should you wish to. The end of a policy year normally occurs in September of every year.

Terms and Conditions of Cover for Dependants

• Pre-mature babies i.e. babies born before 38 weeks are covered under maternity • The legal spouse of the dependant will be covered up to the age limit of 70 years • The cover does not cater for relatives of the principal member such as mother, father, sisters, brothers, nephews, nieces or grandchildren.

Registration Process 

Teachers/ Principal Members

All teachers in active service with Teachers’ Service Commission (TSC) are automatically eligible for cover. The principal member is, however, required to register themselves and their dependants. The registration process is done in two steps: Unstructured Supplementary Service Data (USSD) registration and biometric registration. Ensure you have the below mandatory details: • TSC Number • ID Number

Principal Member Registration

Step by step Guide:

Step 1: Dial *865# from your Safaricom or Airtel mobile phone number Step 2: Key in your TSC and National ID Numbers when prompted. The details will be verified against the AON Minet database. Step 3: If successful, you will be prompted to enter your name (surname and other name), role and gender. Once done, you will receive a message confirming your successful registration onto the scheme and a prompt to register dependants.

Dependants Registration

THE REGISTRATION PROCESS Step 1: Dial *865# from your Safaricom or Airtel mobile phone number Step 2: Select the dependant you wish to register, i.e. spouse or child Step 3: Enter Date of Birth, full name, ID Number/Birth Certificate Number If not successful, kindly contact AON Minet on their call centre hotline numbers for further assistance.

THE BIO-METRIC REGISTRATION PROCESS

Biometric Registration is carried out at the service provider’s premises. It follows the steps below: Step 1: Present yourself at the service provider on their active panel (you can access the list of active providers by dialing *340#) Step 2: Identify yourself or your dependant with the TSC number Step 3: The service provider will generate an SMS that contains the One-Time-Pin (OTP), sent to the principal member’s mobile number Step 4: You will present this OTP to the service provider representative to kickstart the fingerprint registration Step 5: You will be requested to place your index finger and thumb on the biometric device and the impressions will be recorded against your membership record NB: Children under 5 years of age will be registered under either the parent or an appointed guardian.

HOW TO CHECK IF DEPENDANTS DETAILS ARE WELL CAPTURED

Once dependants have been registered, it is important to check on the AON portal to see if the captured details are correct. But, the dependants must first be captured on AON portal. This can be done by using the Minet Self Service Portal; https://collaborationkenya.minet.com/tsc The same portal can be used to upload dependants’ supportive documents.

LIST OF DOCUMENTS TO UPLOAD AND HOW TO DO IT

After successfully registering, one has to provide proof via uploaded documentation. The documentation includes that for all dependants. The following documents are required, where necessary: 1). Adoption document; for any adopted child. 2). Birth Certificate/ Birth Notification for all registered children. 3). Change of Dependant document. 4). Change of details document; whenever an amendment is made to the originally declared information. 5). Marriage document/ Marriage certificate. 6). National Identity Card. 7). Proof of Disability. 8). Proof of school (A school ID is required).

UPLOADING THE DOCUMENTS, ONLINE

To upload the documents to AON- Minet, use this simplified procedure; 1). Scan the documents and store them in a location you can easily remember. 2). Visit the official Minet upload portal by using the link; https://collaborationkenya.minet.com/tsc 3). To attach a document, enter your full name, mobile phone number, TSC Number and description of the document to be uploaded. 4). Select the document to be attached and click on Choose file. 5). Finally, click on upload. 6). Repeat this procedure for all the required documents.

HOW TO ACCESS MEDICAL SERVICES

Members of the Teachers’ Medical Scheme can access any of AON Minet service providers on the Company’s online panel countrywide. This list is accessible by dialling *340# from your Safaricom/Airtel line. Follow the on screen prompts to access the service you desire.

REFERRAL AND SPECIALIST SERVICES

Instances where a member may require referral/specialist services include: 1. Where the service sought cannot be accessed directly such as an x-ray, MRI, chemotherapy or specialised services such as gynae care, oncology, etc. In this instance the member will visit a primary healthcare service provider who will issue a referral letter to the member allowing them to seek the service at a referral service provider within AON Minet’s panel. 2. Where the service provider is not contracted to give a particular service. In this instance, the service provider will issue a referral letter to the member indicating the service they seek and the name of the service provider they are referring the member to.

BENEFITS

Inpatient Services

As part of the inpatient cover, the principal member and/or dependants are eligible to receive the following benefits: • Hospital accommodation charges:  Group G-N standard ward bed rate net of NHIF rebate pay  Group P-R standard private ward bed rate net of NHIF rebate per day • Doctor’s/Surgeon’s fee • ICU/HDU theatre charges • Drugs/medicine, dressings and internal surgical appliances • Pathology, x-ray, ultrasound, ECG, MRI scans and computerised tomography • Inpatient radiotherapy, physiotherapy, hydrotherapy and chemotherapy • Emergency road and air evacuation within East Africa leading to admission • Hospital accommodation for accompanying parent or guardian for hospitalised children below seven (7) years • Post hospitalisation benefit (within 21 days after discharge from hospital) • Treatment of congenital defects/genetical disorders • Treatment of pre-existing and chronic conditions (including cancer) • Treatment of HIV/AIDS related conditions • Rehabilitation services including services like home care, physiotherapy and occupational therapy • Inpatient ophthalmological and dental surgeries Note that all the payments related to the medical cover are net of NHIF rebates, rates and deductions.

Outpatient Services

The Teachers’ Medical Cover offers unlimited outpatient consultations. These will include but are not limited to: • Routine outpatient consultations • Diagnostic laboratory and radiology services including x-ray, ultrasound, MRI and CT Scans • Day care surgery for minor surgical treatment that may not require admission • Prescribed physiotherapy • Prescribed drugs and dressing • Prescribed routine laboratory tests • HIV/Aids related conditions and prescribed ARVs to the full limit per family per annum • Dialysis • Routine immunisations and KEPI vaccinations • Pap smear for ladies and PSA for men (principal member only) • Routine antenatal check-ups

Maternity Services

  • Routine antenatal check-ups
  • Delivery fees
  • Postnatal care up to six weeks
  •  Routine immunisations and/or KEPI vaccinations
  • Emergency and elective caesarean section
  • Congenital conditions
  • Pre-maturity expenses
Maternity benefits are only available to the principal member and spouse. New born babies must be registered immediately upon birth.

Dental Services

Dental benefits under this cover included but not limited to: • Dental consultation and anaesthetist’s fees • Root canal treatment • Tooth extractions • Scaling necessitated by a prevailing medical conditions and prescribed by a dentist

Optical Services This benefit caters for expenses related to eye treatment. This includes but is not limited to the cost of: • Lenses • Spectacle frames

Evacuation

Should an emergency occur, contact Minet immediately via the Call Centre Hotline number. Scheme members will be covered for the following Road and Air ambulance and Evacuation services: i. Emergency Air Ambulance Evacuation Services within East Africa ii. Emergency Road Ambulance Evacuation services within East Africa iii. Overseas Evacuation/Treatment abroad in India, where treatment is not available locally and within policy limits In cases where a member is involved in a medical emergency, they will access services at the appointed service providers in the region. Minet Kenya Insurance Brokers Limited’s emergency response team will be receiving the requests and will coordinate the evacuation process.

Wellness Packages

To ensure the wellbeing of clients, AON takes time to conduct wellness checks & educate members. The benefits under this scheme include, but are not limited to: • Health education and lifestyle improvement programmes – doctors and other experts educate and engage members on lifestyle choices and disease management • Preventive care programmes carried out during wellness drives • HIV/AIDS workplace programmes – the team engages the clients in voluntary counselling and testing

Chronic Disease Management

Chronic diseases covered include but not limited to: cancer, hypertension, asthma, diabetes, pepticulcer diseases, arthritis, cardiac failure, epilepsy, chronic renal disease, schizophrenia, bronchiectasis, chronic obstructive pulmonary disorder, thyroid disease, systemic lupus erythematosus and hyperlipidaemia. To enrol to AON Chronic Disease Management (CDM) programmes, fill in a CDM form available at Minet county offices countrywide. The CDM form is available on the website. AON CDM team will ensure your drugs are delivered to you and that your progress is monitored regularly.

Psychiatric & Counselling Services

This covers psycho-social support programmes for employees for conditions such as chemical dependency, stress, post-traumatic counselling, relationship difficulties, anxiety and depression, parenting, legal or financial distress, etc. Services include but are not limited to: • Psychosocial tele-counselling services through the Minet tele-counselling centre toll free line 0800 720 029 • On-site counselling services in some special instances • Referrals for face to face counselling by a specialist

Last Expense Benefits

Last expense is a benefit payable to the next of kin upon the demise of the principal member to aid in funeral arrangements. It is payable within 48hrs and via Mobile Money Transfer provided all information required has been availed to Minet. The benefit is KShs. 100,000 across all job groups. A Death Notification, a Burial Permit or an official TSC letter can be sent by email to Minet Kenya. The email should include the following: • Name of Deceased • TSC Number • Date of Death • Next of kin’s name and designation (spouse and children) • Next of kin’s ID Number • Next of kin’s contact (mobile number) Teachers should ensure that the next of kin information held by their employer (TSC) is correct and up to date including phone numbers. NOTE: This benefit is only applicable to the principal member (teacher) and not dependants.

Group Life Benefits

This benefit is payable to the family of the deceased to assist in re-organising their lives after the demise of the principal member. This benefit graduates progressively across job groups and is only applicable upon the demise of a principal member. To access group life benefit, the following information should be availed to Minet at the earliest possible convenience: • Name of Deceased • Death Certificate of Deceased • Burial Permit • Surrender of original or copy of ID card of the deceased • Bank details: Bank Name, Branch, Account Name and Account Number

Overseas Evacuation/Treatment Abroad

In line with Ministry of Health regulations, members will ONLY be evacuated for treatment abroad in cases where the treatment required is not available locally and where the Director of Medical Services has approved. In case one is referred for treatment abroad, the following benefitis are payable within the medical scheme: • Airfare – economy class for the patient and accompanying person/doctor/nurse in cases where the patient is not ambulant and is critically ill • Accommodation and transport within the destination of treatment at local rates

Verification of Requests

• Receipt of request for overseas treatment and vetting by Minet clinicians • Request for a comprehensive medical report from the doctor which should include: o Reason for overseas referral; o The facility the member is being referred to; and o Whether treatment is locally available or not. • Analysis of medical history and recommendation of most appropriate treatment plan • Initial consultation with local doctors (if deemed necessary) and advice on the admissible and inadmissible bills as per policy • The member will be referred to the Director of medical services for clearance Securing Credit Facility • The medical report will be shared with the overseas providers for quotation purposes • Where the referral is not specific to one particular provider, we will request for several quotations • Once credit facilities are secured, all travel arrangements finalised and travel date confirmed, we shall issue a guarantee of payment.

Travel Assistance

• Minet will ensure that all details relating to the particular treatment are available and communicated to you e.g. in case of a renal transplant, all relevant medical and legal documents required • All information relating to travel preparation will be made available e.g. yellow fever vaccination, etc. • Scanned copies of the passport (bio data details) for the patient and a medical aide (if necessary) will be requested at this stage • Minet will send an invitation letter to the hospital and a copy will be mailed to you for visa application • Once a visa has been issued, the dates of travel will be confirmed and tickets booked and issued While abroad, the following process will be followed to ensure that the patient and accompanying person are well taken care of. Through AON  travel agency, we will: a. Facilitate airport pick up and transfer to the hospital b. Introduce you to a Guest Relationship Officer (GRO) who will give assistance in: • Mobile connectivity – acquiring a local calling (pre-paid) card • Money exchange – changing your foreign currency to the local currency • Overseeing your admission to hospital and hotel check-in and hospital registration • Frequent updates – regular follow up and monitoring of your treatment plan including daily updates to Minet Upon Discharge from Hospital • Minet will facilitate transfer to the airport. The patient will be requested to fill in our customer satisfaction feedback form prior to departure • Minet will link them up to a local specialist upon returning to the country for follow up and monitoring of health.

NATIONAL HOSPITAL INSURANCE FUND, NHIF

Members are entitled to statutory benefits under the NHIF scheme as they still pay their statutory deductions. The Minet Teachers’ Medical Scheme is a private health insurance cover designed to draw on the benefits offered by public health insurance. Contributing to the NHIF increases the overall health benefits that teachers can utilise. It also increases the facilities accessible to members. Teachers covered under the scheme are encouraged to visit the nearest NHIF office and update all dependant details. Recent changes by NHIF have resulted in more benefits for all those who make contributions to the fund. NHIF now caters for additional expenses besides the daily hospitalisation rebate and outpatient services offered at any NHIF accredited facility across the country. Members of the fund can also access particular services in most facilities including certain private hospitals. Minet Teachers’ Medical Scheme, like all private insurances, will only cater for bills net of NHIF. However, in order to tap into your NHIF benefits, it is important to ensure that you have your NHIF card and ID card during hospital visits, and that all dependants are duly registered. Minet Teachers’ Medical Scheme members also need to be aware of NHIF services which require the patient to seek pre-authorisation from NHIF. The pre-authorisation procedure is as follows: 1. Request your healthcare provider/hospital/doctor to fill in the NHIF pre-authorisation form. The provider will attach the following documents: a pro-forma invoice/quotation and the relevant medical records/diagnosis. 2. Submit the documents at any NHIF office. 3. An approval/undertaking will be issued within 24 hours. The letter of undertaking should be collected from the same NHIF office. 4. Attach a scanned copy of the NHIF undertaking when sending your private insurer’s pre-authorisation form to us. 5. Minet will issue an undertaking for the difference.

TSC LIST OF SACKED TEACHERS

The Teachers Service Commission (TSC) has released a list of teachers deregistered in 2021. The teachers have been removed from the TSC register for breaching the Code of Conduct and Ethics for Teachers.

The sacked teachers (see full list below) will not be allowed to teach in any institution, this is according to the Commission.

“Pursuant to section 30 of the TSC Act (2012), the Commission wishes to publish the names of teachers who have been removed from the Register of Teachers. Further, under the law, these teachers cannot engage in teaching in any learning institution.” Says the Commission.

Teachers express their fury against KNEC over exams; This is what has angered the teachers, lately

A section of teachers has been angered by the decision to use a hazardous chemical as one of the reagents during this year’s Kenya Certificate of Secondary Education, KCSE, exams. Teachers Manning the Chemistry practical exam castigated the Kenya National Examinations Council, KNEC, for exposing them and candidates to Xylene; a known, poisonous, organic compound. After the Chemistry Practical that was done on Friday November 8, 2019 the teachers could not hide their anger; pouring to social media to condemn the council.

I’m sure most of us here today (on Friday) witnessed the grave danger Chemistry teachers were exposed to during the KCSE Chemistry practical, Kuppet as our voice should not let this opportunity pass, use it to the advantage of science teachers,” wrote one teacher.

Principals have also raised concerns over the inflated cost of the chemical. “I spent close to Sh30,000 on this reagent (Xylene), alone. A litre was trading at Sh10,000 and given that I have 300 candidates (and each candidate required 10ml of the chemical) the school had to buy 3 Litres. What is so special with this reagent!” Wondered a school principal who sought for anonymity.

Of irritating to the Science teachers is also the failure by KNEC to recognize their supportive role in administration of the exams. Whereas other Professionals who are involved in exam administration are remunerated, teachers thronging the exam centres to prepare the exams walk home empty handed. “The Biology practical is slated for this coming Friday. I will spend a cool Sh3,000 to school and back home,” complained one teacher; involved in administration of the KCSE exams.

The hazards of xylene are well documented. Breathing xylene vapors in small amounts can cause headache, dizziness, drowsiness, and nausea. With more serious exposure, xylene can cause sleepiness, stumbling, irregular heartbeat, fainting, or even death. Xylene vapors are mildly irritating to the skin, eyes, and lungs.

The nervous system, respiratory system, cardiovascular system, and kidneys are primarily affected by exposure to xylene. Effects due to exposure to Xylene include:

  • Labored Breathing
  • Impaired Pulmonary Function
  • Increased Heart Palpitation
  • Severe Chest Pain
  • Accumulation of Fluid in Lungs
  • Respiratory Depression or Arrest
  • Ventricular Arrhythmias

Symptoms of Xylene exposure include:

  • Eye Irritation
  • Headaches
  • Dizziness
  • Fatigue
  • Tremors
  • Incoordination
  • Nausea
  • Vomiting
  • Stomach Discomfort
  • Impaired Short-term Memory
  • Impaired Reaction Time
  • Alterations in Equilibrium
  • Anxiety
  • Inability to Concentrate
  • Lack of Muscle Coordination
  • Death
  • Coma
  • Impaired Vision
  • Paralysis
  • Skin Irritation

How a teacher can easily apply for a TSC transfer online

Are you seeking to apply for a TSC teacher transfer? Well. You can now easily apply for your transfer online. This is because the Commission has digitized most services which are now available online via the new TSC E-platform.

The new E-platform now removes the manual and tedious transfer application process using hard copy TSC forms.

STEP BY STEP GUIDE ON HOW TO APPLY FOR YOUR TRANSFER ONLINE.

To apply for your transfer, online, follow the simple steps below;

  1. Go to TSC website (www.tsc.go.ke) and click online services and select Teacher Transfer.
  2. Enter your details-TSC No, ID Number, Mobile No and click login.
  3. A six-digit authorization code will be sent through your mobile number. Enter the authorization code and click login.
  4. On successful login, the system is able to detect if you are either a primary or a post primary teacher.
  5. Click ‘Submit a Request for Transfer’ to proceed.
  6. Enter all the details, and check the declaration box.
  7. After entering all the details and checking the declaration box, click ’OK’i. The system will display your current station and the requested County.
    ii. Click “File Attachment(s)’ button to attach supporting document(s) in case the request for transfer is due to insecurity and/or medical grounds.
    iii. You can also Edit, Withdraw or Print the transfer request.
  8. Click Browse to select the document to attach.
  9. Enter your Remarks.
  10. Check the dialogue box and Click Ok after attaching the document.a. Your attachment(s) will be displayed. You can either Remove or View your attachment.
    b. Click Submit Button.
    c. Once your application is successfully delivered, application status changes to “Pending”. (Please note the application status will keep on changing)
  11. Click Logout to exit from the system.

Option 1: Email notification

  1. Open your Email.
  2. Click the email notification Link to proceed.

  1. Go to TSC website (www.tsc.go.ke) and click Online Services, select HRMIS and click on ‘Teacher Transfer’ button.

CONTRIBUTIONS

Formal sector employees’ contributions are deducted and remitted to the Fund by their employers. This is done by Cheque or through E-banking.
For members under the voluntary category, they pay Kshs.500 per month (Kshs.6000 per annum). For those in formal employment, contributions are made as per their income.


HOW DOES NHIF PAY FOR CLAIMS

Claims are submitted by hospitals directly to NHIF after the contributors have been discharged from the hospitals. The claims are examined by the Fund to ensure validity before payment.

A claim can however be rejected and the hospital informed accordingly to incorporate either the missing documents or to address the abnormalities identified.
The Fund strives to pay claims within 14 days upon receipt of the claim from the hospitals. Members who opt to clear the bills with the hospital may launch a general claim directly to NHIF for reimbursement.


How to replace a lost TSC Registration Certificate (TSC online application process)

Did your TSC certificate get lost and you are wondering how you can get a duplicate TSC registration certificate? Worry no more. Now, you can easily apply for a TSC registration certificate replacement. The application process is simple and straight forward.

WHEN CAN YOU APPLY FOR A TSC REGISTRATION CERTIFICATE REPLACEMENT?

Please note that the Commission allows you to apply for a duplicate TSC registration certificate at any time. This is if your current certificate is either misplaced, lost or damaged. You can also seek a new certificate if the current one is defaced or you just want to change your names on the current certificate.

What are the Requirement for TSC certificate replacement Application?

To apply for a TSC certificate duplicate you will need;

  • To pay a non-refundable fee of Sh2055
  • Produce your bank payment slip
  • Your National Identity Card, ID
  • an affidavit or marriage certificate must be provided, in case of change of names.

Remember the applications is purely done online. Scan the documents before embarking on the online application process. These, once again, include:

    Commission. The law provides that any person convicted of the offence may
    be fined up to Ksh 100,000 or imprisoned for Twelve (12) months or both
    (Section 44 of TSC Act No. 20 of 2012).
  4. You can save part of this form and complete it on a later time if necessary.
  5. Scan and Attach Only the Required Documents:
    a. Only original documents should be scanned and uploaded.
    b. For Expatriate Teachers, attach a letter of clearance from Ministry of Education
    Vetting Committee.
  6. For New Registration a non refundable fee of Kshs. 1055/- deposited to the TSC Registration Account National Bank of Kenya (Direct Banking to A/C No. 01001000905001 or Simple Banking using Pay Bill Business Number 625625 is required for processing your certificate.
    Ensure you have Bank Deposit Slip before proceeding with the application.
  7. For Duplicate Certificate Application a non refundable fee of Kshs. 2055/- deposited to the TSC Registration Account National Bank of Kenya Direct Banking to A/C No. 01001005707400.

TSC interview dates and venues for new teachers’ recruitment 2020; All counties

2020 interview dates and venues for recruitment of teachers per county has been released. According to the Teachers Service Commission, TSC, the recruitment exercise in Uasing Gishu County will occur between September 16 and 18, 2020 at designated stations.

The interviews in this County will be done as per the advertised subject combinations. The designated recruitment centres shall be Sigogwet, Uasin Gishu High School and Turbo Girls.

SELECTION CRITERIA FOR ADMINISTRATIVE POSTS

To ascend to any of the administrative position in school, the Teachers Service Commission (TSC) has set a wide array of conditions that must be met by the teachers. These conditions and criteria for deployment are contained in the Career Progression Guideline for teachers of 2018 and the Policy on Appointment and Deployment of Institutional Administrators of 2017. Below is an outline of the various administrative positions for various cadres of schools:

A). PRINCIPALS OF SECONDARY SCHOOLS

The secondary schools have been stratified and principals heading the various categories are placed in different grades, thus;
i). Principals of Sub- County and All Day schools: To be appointed so as to head this category of schools, one must have served as a Deputy Principal (Grade D2) for atleast 3 years. These schools are headed by a Principal having Grade 3 (T- Scale 13).
ii). County Schools with with over 540 students: These schools are headed by Senior Principals, Grade D4 (T- Scale 14). To be appointed to this grade, a teacher must have served as a Principal at Grade D3 for a minimum period of three (3) years.
iii). National and Extra County Schools with over 1000 students: Headed by a Chief Principal of Grade D5 (T- Scale 15). To be appointed to this grade, one must first serve for atleast 3 years at a Senior Principal; Grade D4.

i). Sub- County and All Day schools: Deputy Principal III of Grade D1 (T- Scale 11). To ascend to this position you must first serve as a Senior Master at Grade C5 for a minimum period of three (3) years.

i). Sub- County and All Day schools: Senior Master III of Grade C5 (T- Scale 10). To be promoted to this grade one must serve as a teacher at Grade C4 for over three (3) years.
ii). County Schools with with over 540 students: Senior Master II with Grade D1 (T- Scale 11). To ascend to this position, a teacher must have served as a Senior Master III of Grade C5 (T- Scale 10) for a minimum period of three years.
iii). National and Extra County Schools with over 1000 students: Senior Master I with a qualification of Grade D2 (T- Scale 12). To ascend to this position, a teacher must have served as a Senior Master II with Grade D1 (T- Scale 11) for a minimum period of three years.

D). HEAD TEACHERS OF PRIMARY SCHOOLS.

i). Primary schools with enrollment of below 1000 learners: Head Teacher with Grade C5 (T- Scale 10). To be appointed to this grade a teacher must have served as a Deputy Head Teacher at Grade C4 for atleast three (3) years.

The New TPAD 2 User account: How to easily create and log into your account

The new Teacher Performance Appraisal and Development (TPAD 2) system is here with us. The new system created by the Teachers Service Commission (TSC) is now up and running. Unlike the old TPAD system (which had seven teaching standards), the new system has only five teaching standards.

The new TPAD standards are broadly categorized into three;

  1. Instructional Delivery/ Teaching which has: Professional Knowledge and Practice, Comprehensive Learning Environment and Teacher Professional Development.
  2. Teacher Conduct and Professionalism,
  3. Community Practice.

In a nut shell, the new TPAD online system has the following features:

  • It is user friendly;
  • It has enhanced security features thus guaranteeing safety of stored data.
  • Generates reports (Termly and Yearly appraisal reports)
  • Offers instructional supervision planning
  • More Accessible
  • Provides audit trails
  • More interactive.

It is important to note that the new TPAD is continuous (appraisals done weekly) as opposed to the old system that offered summative appraisals at the end of the term.

CREATING A NEW TPAD ACCOUNT

It is time to create your new TPAD account. Creating this account is now fast and easy. Here are the easy steps to follow:

  • Access the new TPAD 2 home page by clicking on this link; https://tpad2.tsc.go.ke/auth/login
  • Next, click on ‘Create Account’. You will be prompted to enter the following details onto the dialog box that appears:
  1. Your TSC Number
  2. National Identity Number/ ID Number
  3. Phone Number
  4. Email Address
  5. Password
  6. Mode of notification (SMS)
  • Once done, now click on ‘Create Account’. Your new account will be activated after automatic verification of your details.
HOW TO LOG INTO YOUR NEW CREATED ACCOUNT

After successfully creating your new TPAD account, you now need to explore the system. To log into your account follow the following simple steps:

  1. Visit the new TPAD home page by following this link; https://tpad2.tsc.go.ke/auth/login
  2. Enter your TSC Number, ID Number and Password (that you had set when creating the new account).
  3. Finally, click on ‘Login’.
  4. Be patient as the system verifies the credentials. You will see the message thus; “Please wait. Verifying Credentials”.
  5. After verification, you will now see your TPAD Dashboard.

List of Shortlisted candidates for 2019 TSC Teacher Internship vacancies; Kericho County- Bureti

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate

Eligibility for Internship

Eligible candidates should meet the following basic requirements:
  • Be Kenyan Citizen;
  • Have original academic and professional certificates
  • Be unemployed and has not previously been employed by the Commission on permanent terms;
  • Must be registered as per the TSC ACT 2012:
  • Be a holder of a P1 Certificate for Primary Schools and a minimum of a Diploma in Education Certificate for Secondary Schools applicants
  • Be ready to be posted to any public educational institution in Kenya where their services are required:
  • Must have a Personal Accident Insurance to cover for personal risks during the internship period;

In addition to the above requirements, successful Interns shall be required to produce:

  • A valid Certificate of Good Conduct:
  • National Identity Card (ID) or copy of passport and a copy of KRA PIN Certificate:
  • Two (2) coloured passport size photographs
  • Teacher Registration Certificate.

Duration of internship

The Internship period will be twelve (12) months.

Remuneration

This is not a remunerative position. However, interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend is subject to statutory deductions where applicable)
