TSC lists of transferred teachers per county- 2020

The Teachers Service Commission, TSC, has transferred a total of 47 teachers in Bungoma County. Part of those transferred were serving deputy principals who have now been deployed to be principals.

The Commission has been carrying out delocalization, deployment and transfers of school heads to fill gaps left by those who have since retired, left service or promoted.

TPAD 2 appraisal agreement, arbitration and countersigning

During the TSC teacher appraisal process, in the new TSC TPAD2 system, both the appraiser and appraisee are supposed to reach an agreement on the marks awarded for each standard. If you are the appraisee, then you will hold a meeting with your appraiser to discuss the marks awarded for each standard.

The marks awarded by the appraiser will be able to be accessed by the appraisee since the appraisal process has now been made open.

To ensure fairness and openness of the appraisal process therefore, after the completion of the appraisee self-assessment and the appraiser’s assessment, both the appraiser and appraise will hold a meeting to review their joint rating and then reach an agreed rating.

During the appraisal meeting the appraisee and appraiser can either agree or disagree on the ratings. In case the two agree, the appraiser will submit the ratings and await counter signing.

When the appraisee and appraiser disagree on the ratings, the appraisal moves to arbitration.

What happens when the appraisee and appraiser agree on the ratings

Where both the appraisee and appraiser agree on the rating awarded by the appraiser. The appraiser will follow the following steps in the system:

  • Log into your appraiser account and click on the ‘Update Standards’ tab.
  • Click on Update Rating. Note the appraisal status before joint rating has a yellow colour interface and is labelled waiting.
  • Click on Action tab and select Agree from the drop down menu.

Where there is a discrepancy between the appraisee and appraiser ratings, both will discuss and re-look at the evidence provided and agree on a joint rating. The appraiser can then capture the jointly agreed rate by clicking the update rating button.

On choosing update weight, the following pop up window will be provided for the appraiser to key in the agreed weight. The appraiser should finish this process by clicking on Submit Rating button where a pop up window will show that the process was successful for the appraiser to click on the ok tab. The interface color code will now turn green.

What happens when the appraisee and Appraiser disagree on the ratings

The appraisee and appraiser may disagree on the ratings. This is done by clicking on the disagree button by the appraiser. When both appraisee and appraiser disagree up to seventy five percent (75%) of the ratings, the appraisal automatically goes to arbitration level.

Where the appraisee is not satisfied with the appraisal, then the appraisee may make a request for arbitration from the Teacher Portal Landing page. The appraisee should ensure that the appraisal status is completed during the appraisal meeting before requesting for arbitration.

Appraisee vs Appraiser Arbitration Process

The arbitrator will click on the schedule meeting to set the time and date for the meeting between the appraisee and the appraiser and notifications will be sent to both of them. On scheduling, the arbitration meeting, the appraisal moves to scheduled arbitrations.

The arbitrator can view appraisee self-assessment ratings and appraiser ratings and edit the agreed ratings for each standard by clicking update button.

Finishing the Appraisal Meeting

Once the appraisee and appraiser jointly agree on all ratings, the appraiser will have to click on the Finish Appraisal Meeting tab and the appraisal moves to appraisal awaiting counter-signing status.

Counter Signing

At the counter signing level, the counter signing officer will be able to view all teachers appraisals that are waiting to be countersigned by clicking on Appraisals tab, Institution Appraisals tab then on Countersigning tab.

The countersigning officer will click on the countersign tab against a teachers appraisal .The countersigning officer should then click on Countersign tab. This will prompt a pop up window for the officer to give their comments and a declaration statement that the
appraisal was based on evidence provided then submit.

On successful submission, the appraisal status will be Complete. Both the appraisee and appraiser will be notified that the appraisal is complete.

New, latest, TSC teachers recruitment guidelines, requirements, qualifications, marking scheme and scoresheet

The Teachers Service Commission, TSC, has revised the recruitment guidelines for new teachers. These guidelines come into force whenever a vacancy has to be filled competitively through an interview after an advertisement is made. Therefore, for those applying for a TSC teaching job and those involved in the recruitment (including the general public) should carefully read through these guidelines.

GENERAL GUIDELINES

According to TSC, all applicants must be registered teachers as per Section 23(1) of the Teachers Service Commission Act Cap 212. Those without Registration Certificates must attach a printout showing verified status as evidence of application for registration. However, applicants who fail to meet registration requirements will not qualify to be recruited. Applicants who apply for confirmation of results from the Kenya National Examinations Council, KNEC, should give the address of the County Director where they have submitted their applications. Applicants working in other Government Departments and who meet the requirements are eligible to apply. Applicants will be required to submit their applications to the Secretary Board of Management of the respective institution with a copy to the office of the respective TSC Sub-county director. Upon receipt of applications Heads of Institutions MUST acknowledge in writing. On completion of the shortlisting process, Heads of Institutions should promptly advise those who do not meet the shortlisting criteria (specifying the reasons). The TSC Sub-County Director shall compile a list of all applicants in every Institution for ease of reference and present it during the interview. The date, venue and time of the interview should be displayed on notice boards at the County, Sub-Counties, Zonal and Institutional offices. Heads of Institutions should communicate to all shortlisted applicants through SMS (short message service) at least seven (7) days before the actual date of interview. This provision MUST be strictly observed to ensure that all applicants are notified of the date of the interview, venue and time. All applicants, irrespective of gender, disability, ethnicity or Home County should be given equal opportunity. However, in case of a tie, consideration will be given on the following aspects in their order of priority: a). Applicant (s) with disability(ies); b). Age of the applicant (44-45 years) with previous teaching experience of three years and had not worked with the Commission previously c). Quality of certificates presented i.e. higher aggregate KCSE grade should first be considered. If the applicants tie at the aggregate grade, the subject grades should be used; d) Preference will be given to the applicants who have not been previously employed by the Commission. The names of interviewed applicants ranked in order of performance during the selection process for each vacancy (Appendix iii) will then be submitted to the Commission. Applicants who were previously employed by the Commission MUST declare their past employment history and reason(s) for termination of service (with evidence) in their application. Applicants who were previously employed by the Commission and FAIL to declare shall be disqualified. Applicants who were previously offered employment by the Commission and failed to take up the appointment without notifying the Commission are NOT eligible for employment. TSC County Directors MUST ensure that Heads of Institutions confirm online registration status of the applicants to avoid engaging unregistered/deregistered teachers in the selection process.

 AUTHENTICITY OF ACADEMIC, PROFESSIONAL AND OTHER RELEVANT DOCUMENTS

Applicants must present original and legible photocopies of the following documents: – 1). National identification cards; 2). National Council of Persons with Disability (NCPWD) Card (where applicable); 3). KCPE Certificates; 4). KCSE Certificates (include first attempt certificate if repeated exams); 5). Diploma/Degree Certificates and official transcripts; 6). Primary and Secondary Schools leaving certificates NB: Provisional transcript shall not be accepted. Where names on the submitted documents differ, the applicant will be required to submit a sworn affidavit. The selection panel shall vet each applicant to verify that: –
  • He/she meets the requirements of the TSC advertisement;
  • All the submitted original academic and professional certificates, as well as official transcripts are authentic. The Secretary, Board of Management should certify photocopies of the original certificates and authenticate the information provided, to the TSC County Director. Photocopies used during application must be the true copy of the original certificate presented during the interview;
  • The proof of application for confirmation of results from KNEC has been availed where the certificates are missing.
NB: The onus is on the concerned applicant to follow up with KNEC for the confirmation of results within fourteen (14) days after the interview date. Where results have been confirmed, the original statement of confirmation of results MUST be submitted together with Application for Employment Form. Once the interview process is completed, the results must be communicated to all applicants the same day and the successful applicant(s) from the merit list be issued with the TSC Application for Employment Form (s). It is the responsibility of the TSC County Director/Representative to ensure that the:- Exercise is fair and transparent; Successful applicant(s) on the merit list fill the Application for Employment Form (s). The Secretary of the Board of Management should ensure the Application for Employment for Form (s) is correctly filled by the applicant(s) without erasing or defacing.

The completed Application for Employment Form(s) together with other relevant documents should be submitted to the TSC County Directors office. The TSC County Director upon verification and ensuring that all the requirements are fulfilled will submit the recruitment documents to the TSC Headquarters within the stipulated timelines. Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence; shall be disqualified and considered for deregistration subject to a disciplinary process.

SELECTION PANEL

The Selection Panel shall consist of the following seven (7) members: 1). Chairperson, Board of Management – Chairperson 2). Two (2) members of the schools BOM – Members 3). Head of the Institution – Secretary 4). Deputy Head of the Institution – Member 5). Subject Specialist – Member 6). The TSC County Director/Representative – Member TOTAL: 7

 SELECTION PANEL FOR SCHOOLS WITHOUT BOMs

1). TSC County Director – Chairperson 2). Head of the Institution – Secretary 3). Deputy Head of the Institution – Member 4). Subject Specialist – Member 5). TSC Sub County Director – Member 6). TSC Human Resource Officer – Member 7). PA Chairperson – Member TOTAL 7__

SELECTION CRITERIA

The Secretary, Board of Management shall present a compiled list of all applicants to the selection panel. The selection panel shall harmonize the list of applicants with that of the TSC Sub County Director and conduct interviews for those who meet the criteria. The County Director should note any inconsistency (ies), make decision(s) based on the guidelines and advise the applicants /panel and the Commission accordingly. Applicants shall present themselves in person to the selection panel. The panel shall score each applicant based on the selection score guide (Appendices 1 (a) or 1 (b) NB. An applicant whose special need is related to hearing and/or speech shall be allowed to be accompanied by a sign language interpreter.

QUALIFICATIONS

1). Graduate Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE and C+ (plus) in each of the two teaching subjects or two (2) principles and one (1) subsidiary pass at A Level. In addition, they must have: a). A Bachelor of Education Degree with two (2) teaching subjects. b). A Bachelor of Science or Arts Degree plus a Post Graduate Diploma in Education (PGDE) with two teaching subjects. c). Bachelor of Science with Education / Bachelor of Arts with Education with two teaching subjects. NB: i). Bachelor of Education holders with a mean grade of C Plain and C Plain in the two teaching subjects at KCSE and have undertaken a Diploma in Education or gone through the A level system in the relevant area(s) are eligible. ii). Bridging/Pre-university certificates for those who completed the course before December 31st 2015 can be considered.

2). Diploma Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or Credit pass) in the two teaching subjects or one (1) Principle and two (2) Subsidiaries at A level. In addition, they must have: a Diploma in Education from a recognized Teacher Training Institution. NB: a) Diploma Teachers who graduated in 2008 or before with a mean grade of C (plain) and C (plain) in the two teaching subjects are eligible; b) Hearing impaired and blind, are enrolled for training with mean grade of C and C in the two teaching subjects thus are eligible.

3). Technical Teachers

Applicants must have a minimum mean grade of C+ (plus) at KCSE or its equivalent with at least C+(plus) (or credit pass) in the two teaching subjects or one (1) principle and two (2) subsidiaries at A level. In addition, they must have: Bachelor of Education Technology (Bed TECH); OR (i) Bachelor of Science (BSC) in any relevant technical Subject(s)/Course; (ii) Higher Diploma in a Technical course; or (iii) A Diploma in a Technical Course. Further, they should have a Diploma in Technical Teacher Education from Kenya Technical Teachers College (KTTC) or a Post Graduate Diploma in Education GDE) from a recognized University. NB: 1) Applicants whose training is in subjects that are currently not in the Curriculum do not qualify, irrespective of their having undertaken a Post Graduate Diploma in Education (PGDE) and enhancement e.g. Bachelor of Science /Bachelor of Arts in:
  • Natural Resources
  • Meteorology
  • Forestry
  • Animal Husbandry
  • Horticulture
  • Farm Machinery
  • Fisheries
  • Anthropology
  • sociology
  • Theology/Divinity
  • Journalism etc.
2) Applicants with Economics/Commerce/Accounting, Social Education and Ethics (SEE) can apply for Business Studies and CRE/IRE vacancies respectively. 3) Diploma Teachers with English/other subjects qualify for employment as English/Literature teachers. 4) All applicants must have studied the two teaching subjects at KCSE except for Agriculture, Business Studies, Home Science, and Computer. For those who did not study Business Studies and Computer, one should have attained a minimum of C+ (Plus) in Mathematics in KCSE. For those who did not study Agriculture and Home Science, one should have attained a minimum of C+ in Biology at KCSE. 5) Graduate Teachers should have studied a minimum of eight (8) course units in each teaching subject. 6) Applicants presenting enhancement certificate(s)/official transcripts in a teaching subject(s) from recognized institution (s) qualify for employment. 7) Applicants previously employed under contract and whose services were terminated due to inadequate units in teaching subjects and have since obtained enhancement certificates with adequate units are eligible to apply. 8) Applicants applying for computer studies MUST have taken a course on teaching methods. 9) For applicants trained in Special Needs Education-, KSL and Braille are considered as teaching subjects e.g. Biology/KSL, Geography/Braille.

 VALIDATION OF DOCUMENTS BY THE COUNTY DIRECTOR

The County Directors should: – 1). Ensure that the Application for Employment Forms have all the attachments required; 2). Vet the recruitment documents to verify that the applicant(s) recruited qualify for employment as per the provisions of the recruitment guidelines; 3). Ensure the Principal has signed section C of the employment form confirming the candidate qualifies/merits to be employed; 4). Compile any complaints received and submit appropriate action taken or recommendations to the Commission.

 DOCUMENTS TO BE SUBMITTED TO THE TSC HEADQUARTERS

The TSC County Director is required to hand over the following documents to the TSC Headquarters: a). Duly filled Application for Employment Form(s) together with a copy of the acknowledgement of receipt of application for employment, certified copies of academic certificates, professional certificates and all official transcripts, identity card, NCPWD Card (where applicable) and two passport size photographs in respect of successful candidate(s); (b) A list of all applicants in order of merit for the advertised vacancies in (Appendix (III), clearly indicating the applicants who failed to attend the interview; (c) Duly signed Board of Management meeting minutes; d). A commitment letter duly signed by the applicant binding him/her to teach in the station for a minimum period of five (5) years, and three (3) years in the case of North Eastern Region; e). Completed selection score guide duly signed; f). Copy of teacher registration certificate/evidence of verified application for registration; g). Certified copy of a bank plate; h). Duly completed pay point particulars form; i). Copy of KRA PIN certificate; j). Copy of NHIF Card; k). List of applicants who are Persons with Disabilities (PWD).

 COMPLAINTS

Any applicant who is dissatisfied with the process should submit to the TSC County Director a written complaint immediately and send a copy to the TSC Headquarters not later than seven (7) days after the selection process and send a copy to the TSC Headquarters; The TSC County Director should within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter inform the Headquarters on the action taken; Where the complaint is levelled against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

IMPORTANT NOTES

  • Under no circumstances should the Application for Employment Form(S) be defaced or photocopied for use.
  • Clarification and advice on issues of qualifications arising from these guidelines, should be sought from the TSC County Directors.
  • Notwithstanding the decentralization of the function of teachers recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded in carrying out recruitment directly from the TSC Headquarters.

BOARD OF MANAGEMENT CHECK LIST

The successful applicant will be required to submit the following to the Secretary, Board of Management: – 1). Duly signed application for employment letter; 2). Duly signed commitment letter to serve in the school for a minimum period of five (5) years and three (3) years in the case of North Eastern region; 3). Original and copies of the following: – National Identity card (both sides); NCPWD card (where applicable); 2 passport size photographs; Certificates and testimonials; KCPE, KCSE, A Level, Diploma, Degree etc; Official Academic transcripts; Teacher Registration Certificate/evidence of verified status of Application for registration; KRA PIN certificate; Bank Plate; Duly filled pay point particulars’ form; NHIF Card; Primary and secondary school leaving certificates and other testimonials; Acknowledgement of receipt of application for employment; Evidence of separation from the Commission for those previously employed by TSC. NB: The Principal/Secretary Board of Management is expected to verify and certify all the above documents before issuing the Application for Employment Form (APPT 1) to the successful applicant.

TSC CHECK LIST

The Secretary, Board of Management is required to submit the following to the TSC Sub County Director 1). Duly filled and signed Application for Employment Form (APPT 1); 2). Minutes of the selection panel duly signed; 3). Completed selection score guide duly signed; 4). Duly signed commitment letter to serve in the school for a minimum period of five (5) years and three (3) years in the case of North Eastern region; 5). Certified copies of the following: –
  • National Identity card (both sides)
  • NCPWD card (where applicable);
  • 2 passport size photographs;

AON Places teachers in lower grades; reduces benefits: TSC News

Teachers have been caught by a huge surprise after realizing that AON Minet which provides medical cover to them decided to place them in lower job groups. Teachers who logged onto their accounts discovered that they had been placed in lower grades meaning they will enjoy limited services and cover. This is because the cost of the medical cover provided to teachers is dependent on the respective teachers’ job group. A spot check on the TSC contracted AON portal, the teachers have been placed in inferior grades and thus will not enjoy all benefits attached to the current job grade. Teachers complained that their details on the AON portal showed a grade lesser than where placed currently by their employer, the Teachers Service Commision (TSC). “Login into Aon minet self care portal using the link above (https://collaborationkenya.minet.com/tsc)  and check the job group you are listed into and gender. This is because a majority of us are listed in job group K and yet you are in Job group L or above, thus depriving you a significant amount of cash e.g the inpatient cover for K is 450,000 while in L its 600,000,’ complained one teacher. It is notably not possible for one to change the Job group by self because the tab has been disabled by AON Minet. Consequently, one should visit the AON offices or contact them via phone for assistance before December 6. Remember to update details of your dependants.

The medical scheme allows for change of dependents at the beginning of a policy year. If you wish to do this you have until 6th December, 2019. These changes will officially take effect in the month of December. Kindly log in to https://collaborationkenya.minet.com/tsc, click on change of dependent, fill in the changes as required and attach supporting documentation as listed on the form.

HOW TO CHECK IF DEPENDANTS DETAILS ARE WELL CAPTURED

Once dependants have been registered, it is important to check on the AON portal to see if the captured details are correct. But, the dependants must first be captured on AON portal. This can be done by using the Minet Self Service Portal; https://collaborationkenya.minet.com/tsc The same portal can be used to upload dependants’ supportive documents.

LIST OF DOCUMENTS TO UPLOAD AND HOW TO DO IT

After successfully registering, one has to provide proof via uploaded documentation. The documentation includes that for all dependants. The following documents are required, where necessary:
  • 1). Adoption document; for any adopted child.
  • 2). Birth Certificate/ Birth Notification for all registered children.
  • 3). Change of Dependant document.
  • 4). Change of details document; whenever an amendment is made to the originally declared information.
  • 5). Marriage document/ Marriage certificate.
  • 6). National Identity Card.
  • 7). Proof of Disability.
  • 8). Proof of school (A school ID is required).

Schools receive government fees capitation for first term

The government has released Sh32.5 billion to secondary schools tp cater for first term, 2020. This comes at a time when schools are grappling with high students’ populations occasioned by the 100 percent policy. Over 92 percent of the learners who sat for the 2019 Kenya Certificate of Primary Education, KCPE, have now reported to form one following the Ministry’s spirited move to actualize the transition policy.

The revelations were made by the Education Cabinet Secretary, Prof George Magoha, about a fortnight ago at Moi Girls High School, Nairobi.

“The government has sent money for free day secondary today. Do not listen to what other people are saying. No principal is allowed to send children home for lack of fees,” the CS said.

NEMIS CAPTURE OF LEARNERS

This comes even as some schools claim the money is yet to hit their accounts.

Disbursement of capitation funds is done on a ratio of 50 per cent for first term, 30 per cent and 20 per cent in second and third terms respectively, where each student receives at least Sh22,240 every year.

Schools have also been urged to capture all their learners on the National Education Management System, Nemis. While dispelling rumours that the Ministry was planning to do away with Nemis, the CS reaffirmed that the system is ‘here to stay’.

This is how to do it. CS George Magoha helps this young girls to dress up as he led the Form One admission mop up exercise in Nairobi that saw more than 15 students admitted to various schools. The CS said 92pc of last year’s one million students have been admitted in the spririt of 100pc transition.

SCHOOL FEES

Magoha has been leading the Form One admission mop up exercise in different parts of the Country. In Nairobi, on Monday January 27, 2020, the exercise saw more than 15 students admitted to various schools. The CS warned schools turning away students for lack of fees that stern action will be taken against them.

Magoha directed schools to follow the stipulated school fee guidelines to the latter. For all national schools and Extra County schools located in major towns, the maximum fees has been set at Sh75,798 per year. Of this, the government through its FDSE programme will pay Sh22,244. The remaining balance will be paid by the parent or guardian.

The government will provide capitation for each learner in a boarding school that is equal to capitation for each learner in a day school. In order to meet the cost of boarding, parents will pay the boarding fees applicable to different categories of schools and location.

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the advertized 10,300 teacher internship posts for Primary and Secondary Schools. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office. According to instructions on the memo, the shortlisted Candidates are required to carry the following to the interviews; whose dates will be announced in due course:
  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card

Eligibility for Internship

Eligible candidates should meet the following basic requirements:
  • Be Kenyan Citizen;
  • Have original academic and professional certificates
  • Be unemployed and has not previously been employed by the Commission on permanent terms;
  • Must be registered as per the TSC ACT 2012:
  • Be a holder of a P1 Certificate for Primary Schools and a minimum of a Diploma in Education Certificate for Secondary Schools applicants
  • Be ready to be posted to any public educational institution in Kenya where their services are required:

2020 Co Curricular activities/ Games guidelines: Referees, Coaches and Team Managers’ payment rates as set by the Ministry

The Ministry of Education has released new guidelines for all Co-Curricular activities. In the new guidelines, responsibilities of various officials to be in charge of the Co-curricular activities have been stipulated. Financing for Co-Curricular activities has also been outlined. The sources for funding include: Co- Curricular Activity (CCA) Vote head, Free Primary Education (FPE) funds and Free Day Secondary Education (FDSE) funds. The Ministry of education disburses Co- Curricular Activity funds to the Sub- county Directors of Education (SCDEs), County Directors of Education (CDEs) and Regional Directors of Education (RDEs). These field officers have Authority to incur expenses for the various activities.

In the new guidelines, Counties will now pay referees as Sub Counties bear the responsibility of paying their coaches and Team Managers. This means that referees will now receive a flat rate payment unlike in the past where they would receive payments depending on the number of matches officiated. The same will be applied to Regional level championships.

Here are the latest guidelines from the Ministry;
‘RE: THE 2019/2020 REVISED GUIDELINES ON FINANCIAL OBLIGATIONS DURING THE CO-CURRICULAR ACTIVITIES CHAMPIONSHIPS/ FESTIVALS, AT VARIOUS LEVELS

During the co-curricular activities retreat held on 23rd to 25th September, 2019 at Machakos University, the stakeholders revised the guidelines that were earlier released on 5th November, 2018 and 28th January, 2019 on the above mentioned subject.
This revision is aimed at promoting fairness in co-curricular activities expenditure at the various levels. The guidelines are as follows;

School – zonal level

The participating schools are to meet all costs at school up to the zonal level. Such expenses include:

  •  Provision of sports/festival facilities
  • Preparation and training of teams in various sports
  •  Transport teams to zonal championship
  • Pay lunch allowances to school teams officials and referees at zonal championship
  •  Provide meals/refreshments to the school teams

The schools are expected to get funds for this purpose from the activities fund and should not charge parents.

Sub-county Level
  • The school to transport the teams to and from the sub-county competitions and also pay lunch allowances to team official e.g. coaches, driver etc
  • Schools to feed their own teams
  • The SCDE to pay for the referees, judges, sub-county committees, field preparations, certificates and other related administrative costs
County level

During the county championship, the respective SCDE and CDE will be responsible for their teams as follows;

Sub-county Director of Education
  • Transport the teams to and from the county championships/ festivals
  •  Provide lunch to the sub-counties teams
  •  Pay the coaches, chaperons, team managers, drivers and sub-county committee
County Director of Education
  • The CDE to pay the referees, county executive committee and other championship/festival administrative costs e.g. field preparations, security etc.
  • Allowances will be paid as per approved budgets
Regional level

At this level, the CDE and RDE will be expected to share the expenses as follows:

  •  CDE to transport the county teams to and from the regional competition
  • CDE to pay allowances to the coaches, chaperons, team managers and county executive committee allocated duties, as per the approved budget
  • CDE feeds the county teams/accommodation
  • RDE pays the referees allowances, as per the approved budget
  • RDE to pay administration costs, such as field preparation, security, first aid, executive committee, refreshments, etc
National level

At this level, the RDE and MOE HQs will share expenses as follows;

  •  The RDE to transports teams to and from the national venue
  • The RDE to pay allowances to team officials such as, coaches, chaperons, team managers, drivers and executive committee assigned duties
  • MOE HQs to pay for teams accommodation in the host schools
  • MOE HQs to pay the referees allowances as per the approved budget
  • MOE HQs to cater for officials and teanis refreshments
  • MOE HQs to subsidize on field preparations/hire
  • MOE HQs to pay for badges, certificates, security, ambulance and other related administrative costs.
Host RDE

If a region is hosting the national championship, the RDE will be required to;

  •  Identify the schools to accommodate teams
  • Identify and book venues/play fields
  • Form and cater for the hosting committee
  • Ensure the field/venues are prepared to the required standards
  • Provide and pay for chairs & tents used during opening and closing of the games championship’

Teachers have devised ways of smarting out of the effects meted by the current Corona virus pandemic. Instead of just idling around, the teachers are maximizing on the ample time span at their disposal to rake it in. The current Covid19 Pandemic has seen a quick shift in lifestyle; with the onset of the stringent measures actualized by the government to combat the pandemic.

Some teachers are offering online services at a pocket friendly fee. Top in this list is the crop of tutors providing Kenya Revenue Authority, KRA, services. These include: Registering new KRA certificates, Filing individual tax returns, downloading P9 certificates, Resetting KRA Passwords, changing KRA individual Email addresses, Changing and updating tax obligations on iTax portal. These services are provided at charges of between Sh.0 and Sh.500. still on online assistance, one can be assisted with online services partaining to Teachers Service Commission (TSC), Higher Education Loans Board (HELB) and Kenya Universities and Colleges Central Placement Service (KUCCPS).

“I file between 10 to 15 KRA returns (and other related services) per day; on average. I charge Sh.150 for those with withholding certificates and Sh.100 for those without the certificates,” said one teacher who has been offering the service for about five years, now. A quick calculation shows that this teacher earns close to Sh.1,000 per day.

According to this teacher, his clients are only expected to send iTax log in credentials via WhatsApp. payment is done via Mpesa once the E-slip is generated. “I have seen a spike in the numbers of clients this year. This is partly to the current corona virus pandemic that has seen closure of most cyber cafes and Huduma Centres,” he adds. At Huduma centres filing is done at no cost and all that one needs to present is his/ her P9 form.

“Most of my clients are teachers. I reset their KRA passwords free of charge. I have specialized in filing returns for teachers contracted by the Kenya National Examinations Council, KNEC, as examiners. For this group of teachers, declaration of withholding tax is required,” he notes. This is the easiest task to execute as one requires only a working computer (with the necessary software) and a MODEM/ phone.

Then, there are those teachers providing E-learning services, exam materials and consultancy services. since kids are at home, most parents are grappling with engaging the kids. As such, electronic revision materials are coming-in-handy. Some teachers have developed a number of these materials in soft copy. They then share question papers on various social media platforms. To assess the work done at home, parents and/ or teachers require marking schemes. Consequently, the teachers provide their phone contacts on the question papers and those willing can request marking schemes for as low as Sh.50 per paper set. The marking schemes are sent via Email or WhatsApp after the payment is completed through Mpesa.

Since some schools have created WhatsApp groups for their learners (using the parent/ guardians’ phone numbers), it is booming business for these tutors. Other schools have been providing assignments through email services.

Similarly, a section of teachers has been executing paid online advertisements and promotional services. One provides a referral code to a given online service provider and gets commissions if a customer uses the code. But, on a sad end, this has become the new scamming avenue for scammers. The scammers promise ‘huge bonuses’ to any one who shares the link to a given number of individuals or social media groups.

There are also those teachers earning from writing services; by writing a given number of articles or pages. Others are paid for completing online assignments. Block chain and Bitcoins are other avenues used to mint money online.

Finally, the current situation has provided those with businesses, firms and farms ample time to maximize on profits.

TSC employment confirmation letter

If you are a newly employed TSC teacher, then you will be expected to work on probation before you are employed on permanent and pensionable terms. Probation usually takes a minimum period of six (6) months but can be longer than this.

The teacher’s effective date of employment is the first day you report to duty and a casualty is sent to the Commission such that your salary is processed. At the end of your probation period, you should apply to the Commission so as your terms of employment are changed.

The application for confirmation is done in writing through your Principal/ Head Teacher. This should be done a month before expiry of the probation period.

To apply, for confirmation of employment, you are supposed to fill the ‘application for confirmation of employment form‘ and which must be endorsed by the Principal/ Head Teacher. Four copies of this form are required. Details on this form include: Teacher’s name, TSC Number, Grade (entry grade), date of appointment, name of current institution and the teacher’s self assessment report.

The Principal/ Head Teacher’s comments are very vital as TSC gives them consideration before deciding on whether to offer you permanent terms.

WHY TSC MAY FAIL TO CONFIRM YOU ON PERMANENT AND PENSIONABLE BASIS.

Remember, TSC may fail to confirm you on permanent basis if your TPAD rating is deemed to be unsatisfactory. Confirmation may also be denied if you are found guilty of any of the following;

  • If you are absconding duty without express permission,
  • When you engage in unethical conduct such as but not limited to immoral behaviour, professional misconduct and being of infamous conduct as stipulated in the Code of Regulations for Teachers, CORT,
  • Disregarding orders from your bosses,
  • If your performance is not satisfactory and not in line with the relevant provisions of the Code of Regulations and Code of Conduct & Ethics for teachers.

Once confirmed, TSC will send a confirmation letter that spells out your employment terms. At this juncture you qualify to get pension from the government but after serving for a minimum of ten (10) years or upon retirement.

The work injury insurance Cover for Teachers: Latest TSC News

The Teachers Service Commission, TSC, is set to provide Work Injury Insurance to all teachers in Primary and Secondary Schools; employed by the Commission. The over 321 teachers now have a reason to smile as the Commission has advertized for tender bids to firms who would provide insurance against workplace related injuries. This will be good news more so to teachers handling Practical based subjects (science) who are highly susceptible to injuries and diseases; arising from the chemicals and equipment that they handle

Duration of Cover

According to the tender papers released by the Commission, the successful insurer will provide insurance services for three years; From January 1, 2020 to January 1, 2023. “The Administration Service will run for the twelve (12) months effective 1st January, 2020. The service/contract may be renewed for the next two years’ subject to satisfactory performance,” read the tender papers; in part.

Deadline for Submission of Tenders

Interested tenders are expected to make their bids not later than Wednesday 20th November 2019 at 9.00 am

What the Insurer will do

 Assess all work injury benefits claims lodged at the Commission, show due diligence and advice appropriately.
 Ascertain the legibility of individual claims.
 Investigate WIBA claims.
 Refer claimant for re-assesment to a panel of doctors appointed by the administrator where the assessment does not meet the criteria set as per the WIBA Act 2007.
 Coordinate with Medical Service providers and Administrator while investigating and authenticating treatment related to injury for the claimants.
 Advice the funds custodian (TSC) on amounts payable for compensation as a result of bodily injury and occupational illness.

Benefits Payable

Teachers will now get the following benefits:

1) On Fatal Accident: WIBA (Work Injury Benefit Act) During the period of cover, existing TSC Teachers and any additional teacher joining TSC will be covered. Benefits to be provided as per the provisions of the WIBA Act (2007).
2) On bodily injury: As provided for in the Act on occupational diseases.
3) On Occupation Illness: As provided in the Act.

Beneficiary Nomination:

Each member of TSC will nominate one or more Beneficiaries as recipients in the event of death. These, generally called the next of kin, will get compensation amount from TSC as may be determined.

Obligations Of Employer

How do I get a TSC certificate?

Getting a TSC Certificate is very easy. All you need to do is to apply online. You will need to meet the minimum TSC requirements for registration of new teachers. After making your application, it is important to look out for a response from the Commission. Expect a response within 30 days of making your application. Equally, you can check the status of your application online.

If you lose your certificate, you can apply for replacement online.

How do I replace a lost TSC certificate?

Did your TSC registration certificate get defaced or lost? Worry not. You can easily get a new TSC certificate by applying for a TSC Certificate Replacement online. You can, at the same time, apply for your names to be changed on your certificate.

How can I check my TSC number online?

Checking for your TSC number online is pretty simple. The procedure is the same as that followed when checking for your TSC Registration Status.

This can be done by visiting the TSC online portal. at https://teachersonline.tsc.go.ke/ Click on ‘Registration Status’ as  shown in the image below;

Next, enter your ID card or passport number and click ‘search’. You will receive your TSC registration confirmation on your screen.

How much does it cost to apply for TSC number?

The Teachers Service Commission, TSC, expects you to pay a processing fee when applying for a new TSC Certificate. You will be required to pay a processing fee of Sh1055 for registration purposes. This should be paid to the TSC account under National Bank of Kenya; Account number 01001000905001. This can also be done via Mpesa Paybill using the Business Number 625625.

This fee is non-refundable, though.

How do I log into my TSC website?

You can access the TSC website by using the address https://tsc.go.ke/.

The Commission has a number of portals, also.

School heads can access the TSC online portal to update TMIS details for teachers and the school by entering the required log in credentials; as shown in the diagram below;

Who can apply for TSC number?

If you are a graduate teacher, then you are qualified to apply for the TSC number. TSC has set minimum requirements that you must meet for you to be given the registration certificate.

TSC registers teachers having the following qualifications:

  1. Early Child Development Education-ECDE
  2. Primary Teacher Education-PTE
  3. Diploma in Education
  4. Diploma in Education for Visually and hearing impaired
  5. Bachelor of Education
  6. Bachelor of Arts/ Bachelor of Science

How do I register with Tmis?

The Teachers Management Information System, TMIS, is a portal for teachers to update data from the Teachers Service Commission, TSC.

To access Teachers online (TOS), use any of the methods below;
 Access TSC website www.tsc.go.ke from the Online Services tab,
click on teachers online service.
 On the search engine type https://teachersonline.tsc.go.ke or
 On the search engine, type teachers online and enter. From the many
options displayed, select and Click on the option with the
addresshttps://teachersonline.tsc.go.ke

To log into the system, input your username as TSC Number and password as welcome (for a new user who has not changed password). See window below;

How do I add a teacher to Tmis?

You can easily add teachers on TMIS. To add a teacher to TMIS: Enter the teacher’s TSC number and click on the search icon. The teacher’s ID Number and Names will be displayed automatically.

NAITIRI BOYS HIGH SCHOOL’S KCSE RESULTS

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. In case of any discrepancy, please notify your principal or KNEC immediately for correction.

A teacher’s regret letter from TSC after filling the employment application form

Are you wondering on what will make a teacher to receive a regret letter from the TSC? Well. During the vetting process of newly recruited teachers, the Teachers Service Commission, TSC, may reject the application for employment by a teacher. Such a teacher will then be served by a regret letter; detailing the reasons why his/ her employment application has been rejected by the Commission.

Interviews and selection of new teachers is a delegated function that is done at the TSC County levels. Once the exercise is completed the TSC County Director submits the following to the TSC Headquarters;

  • County Selection Panel minutes duly signed by the Chairperson and Secretary;
  • County merit list (Appendix IV). Both in soft (Excel) via ddstaffingp@gmail.com and hard copy;
  • List of all selected applicants drawn from the current merit list (Appendix V)
  • List of all the applicants who did not appear in the merit list (Appendix VIwith names of absent candidates during the certificate verification exercise;
  • Duly filled Application for Employment Forms (APPT I) for the selected applicants;
  • Original statement of confirmation of PTE/KCSE/KCPE results from KNEC for applicants without original certificates;
  • Certified copies of the following documents in the order indicated below: –
  1. National identification card;
  2. National Council of Persons with Disability (NCPWD) Card (where applicable);
  3. Two passport size photographs;
  4. KCPE Certificates;
  5. KCSE Certificates (include first attempt certificate if one repeated exams);
  6. PTE Certificate;
  • Primary and Secondary Schools and college leaving certificates and other testimonials;
  • KRA PIN certificate, Bank form and Bank plate to facilitate appointment on payroll.
  • Written commitment by the applicant to serve in any county posted to, for a minimum period of five (5) years, and three (3) years in case of North Eastern region;
  • Panel score sheet (Appendix Iboth in soft (excel) via ddstaffingp@gmail.com and hard copy for the selected applicants;

NB: Where names on submitted documents differ, the applicants will be required to submit a sworn affidavit.

WHY A NEW TEACHER MAY GET A REGRET LETTER FROM TSC.

Once the documents have been submitted to the TSC headquarter, a rigorous exercise is carried out that involves close scrutiny of the documents. This exercise takes many days, and this explains the reason (s) as to why appointment letters delay for up to a period of over three (3) months.

Here are some of the reasons why a teacher may get a regret letter from TSC:

  • If the teacher took lesser units in the teaching subjects at college. TSC requires that a teacher takes a minimum of eight (8) units for each of the teaching subjects.
  • Except for Technical subjects, in post primary institutions, the teaching subjects must appear in the Kenya Certificate of Secondary Education (KCSE) certificate. For secondary school teachers, the minimum score for the teaching subjects is a C+ (plus).
  • If you got a mean grade of below a C+ (plus), for high school teachers, then count yourself unlucky. The Commission will have to reject your application for employment.
  • Your names should not conflict on your documents. In case of any disparities, it is necessary that you get a sworn affidavit.
  • Detected fraud; If the recruitment process was flawed at the County level and the ‘wrong’ applicant filled the TSC employment form, then the decision would be rescinded and the right candidate be employed.

These are just but some of the reasons that may make the Commission to reject a teacher’s application for employment.
