TSC new 2021-2025 CBA for teachers
The Teacher Service Commission (TSC) has finally agreed and signed the new 2021-2025 Collective Bargaining Agreement (CBA) with teachers’ unions. The new CBA was signed on July 13th, 2021. Read details on the new CBA below.
In the new non-monetary CBA, female teachers will now ‘enjoy’ an enhanced maternity leave of 120 days; up from the current 90 days.
On their part, male teachers will now proceed on a 21 days’ paternity leave; up from the current 14 days.
The Commission has at the same time offered a preadoptive leave for teachers adopting kids plus a promise to fast track promotions of teachers in arid and semi-arid areas.
Also in the TSC basket of ‘goodies’ for teachers is a transfer allowance; equivalent to one month’s salary.

This means that teachers will continue earning their current salaries as the Salaries and Remuneration Commission (SRC) has freezed salary increment for teachers and other public servants; for a period of two years.

SIGNING OF THE 2021-2025 COLLECTIVE BARGAINING AGREEMENTS WITH TEACHER UNIONS
On June 29, 2021, the Teachers Service Commission (TSC) met with officials of all the three recognized trade unions representing teachers in the public sector to kick-start negotiations for the 2021-2025 Collective Bargaining Agreement (CBA).
The three unions are: The Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and Kenya Union of Special Needs Education Teachers (KUSNET).
At the first meeting held here at the Safari Park hotel, TSC tabled its offer on the CBA. Although the unions’ proposals included financial components, the Commission besieged the parties to factor in the advice of the Salaries Remuneration Commission (SRC) that directed a freeze in salary reviews in the public sector for the 2021/2022 and 2022/2023 financial years.
The Commission also considered the current economic situation obtaining in the country and the persistent COVID-19 pandemic, which has immensely affected the world of work.
During the negotiations, the teachers’ unions did not agree with the fact that remunerative components would remain as currently obtaining in the teaching service.
Keen to ensure industrial harmony within the sector, the TSC invited the unions to a second meeting on July 13th, 2021 to scale up the negotiations and agree on a new CBA that will succeed the 2017-2021 CBA which expired on June 30th, 2021.
After frank, sincere and open discussions the TSC and teachers’ unions reached an agreement. The Commission, therefore, on 13th July, 2021, signed a new CBA with the three recognized teacher unions to cover the period 2021-2025.
The TSC thanked the unions for embracing dialogue and professionalism in the spirited fight for the rights of their members, who are indeed TSC employees.
TSC, also appreciated both parties for taking into account the current economic situation in the country and the effects of the persistent Covid-19 pandemic.
The TSC thanked all the three unions for hitting yet another milestone in the teaching service. The unions demonstrated restraint, commitment and sacrifice during negotiations, especially in the middle of very harsh economic times in the country.
The Commission thanked all teachers for being committed to serve, toil and shine for the betterment of our children’s education.
TSC assured teachers that it shall work round the clock to continuously improve your terms and conditions of service in the best way Possible.
The TSC vowed to continue providing a conducive environment for all the 330,671 teachers to effectively discahrge and excel in their duties.
As part of the Commission’s efforts to recognize exemplary teachers, the Commission has rolled out an exercise to capture data of all those staff who excel in various spheres of work with a view to rewarding them accordingly as would be decided from time to time.
These areas would include excellence in national examinations, sport, theater, institutional management, innovation, research, and advocacy, among others.
How to create a new TPAD 2 Account and recover lost password
Before you are allowed to use the new Teachers Service Commission TPAD 2 system, you must first create an account. It is only after you have created a TPAD 2 account that you can now log into the appraisal system. In this guide you will be enlightened on how to create a new TPAD 2 Account, Log in, update your account and recover your password.
STEPS IN SUCCESSFULLY CREATING A NEW TPAD 2 ACCOUNT.
Follow the steps below to create your account;
- Access the new TPAD 2 system by using the address; http://tpad2.tsc.go.ke/
- Next, click on ‘Log in’ as shown in the figure below;

- TPAD 2 log in window.

- Now, select user type; Teacher / Deputy, Head of Institution, Curriculum Support Officer, Sub-County Director, County Director / County ICT or Regional Director. The following window will appear;
- You now select the ‘First time Login? Create account’ tab as indicated in the figure above.
- You will get the window shown below. Enter your details correctly and then click ‘Create Account’.
- Enter valid and correct information in the spaces provided. The details entered will be saved to enable login to the system and commence the appraisal process. Ensure the details entered are correct and click on “create account” button for verification and account creation.
- After the details entered are verified, a login view appears. Here, you should enter the details used in account creations ie. TSC number, ID number and Password for permission access to the system.

After successful account creation, the information entered is verified by the system and the portal below appears for the user to type in the credentials used at account creation in order to access the system.
After entering the details, click on the “Login” button.
Teachers portal on TPAD 2
Upon successful authentication, the teacher accesses the landingpage/dashboard. Details that appear include:
- Teachers TSC number,
- Name,
- Current institution name,
- Institutions IPPD code (registration code),
- Institution level (either primary or secondary) and the users
- Current designation.
Your Personal Profile
You are required to update your personal profile. To do this;
- Click on his/her name appearing at the top right corner of the screen,
- select “My Profile”.
- Three tabs will be displayed under the “My Profile” feature namely; Personal Information, Teaching Subjects/Subjects Combination and My Password,
- Update the details, accordingly. After entering all the details, ensure you click on the “Save Changes” button for the changes to be effected in the system.
Changing your TPAD 2 password
On successful login, you can be able to change/reset the current password. To do this, you will be required to type in the current password used and the preferred password.
Fill in the spaces provided the following details: Old password, New password, Confirm password
Click on the “update password” for the new password to be saved.
RECOVERING YOUR FORGOTTEN PASSWORD
Did you forget your password? You can now easily recover/ reset your forgotten TPAD 2 password. To do this, follow these simple steps:
- From the TSC website;
- Click “Online services;
- Select “Teacher Appraisal;
- Click on “Login”
- Select your self service portal;
- Click on to “Forgot Password” tab;
- The system will prompt you to enter details in the “password recovery” landing page that appears.
- Enter your TSC Number and ID number correctly in order to recover your password. Click on the “Recover Password” button.
- A text message will be sent to the declared mobile phone number thus; “TSC-Kenya: Your new password is ‘1…..’”
- Now, click on the TPAD 2 ‘Login’ tab to enter the code received’. You can change to preferred password by using “My Profile” tab.

TSC Set to roll out Teacher Professional Development, TPD, modules: Details
TPD OBJECTIVE
The overall objective of the TPD is to improve learning outcomes in Kenyan schools by:
- Institutionalizing a culture of life-long learning of teachers and instructional leaders
- promoting institution-based professional learning practices;
- Equipping teachers and instructional leaders with 21st century skills;
- Building capacity for teachers and instructional leaders’ competencies in creating supportive, safe and healthy learning environments.
- Upon successful completion of the TPD program, the teacher shall be issued with a teaching certificate renewable every five years.
COURSE STRUCTURE
Introductory module
This program will introduce teachers to Teacher Professional Development and to the Seven (7) Kenya Professional Teaching Standards (KePTS). The introductory module has five (5) chapters, which are expected to be completed within one year.
The content of each chapter is based on current knowledge and research applicable to the practical needs of a Kenyan classroom teacher.
The content and activities are applicable to real-life situation of a practicing teacher, are self-directed and experiential. They reflect a diversity of perspectives and address the knowledge, skills and attitudes required of a teacher in line with the TPD Policy Framework.
Six modules (Level 1-6)
After the introductory module, the teachers and the instructional leaders will then proceed to the level one module. There will be two different modules: One for the Teachers and the one for Instructional Leaders. Level One module will have 5 chapters. A teacher or an instructional leader will take one chapter per year for a period of 5 years but to a maximum of 7 years.
Level two to Level six modules will each take 5 years.
Mode of delivery
Blended mode consisting of face-to-face (On site) shall be done during school holidays and online learning where the teachers and instructional leaders shall access the online content any time anywhere via modern technologies.
Training design
MKU will use a combination of various interactive learning platforms that are technology driven to deliver an awesome learner experience through self- paced learning.
The University will use Microsoft teams for interactive video sessions, Question and answer sessions, breakout sessions, and short-recorded videos amongst other platforms on certain topics to guide the learner.

The APP will allow easy application and students onboarding process with the following features;
- Pay bill integration for easy application
- Registration process
- Integration with e-Learning to allow access to resources
- Communication, Feedback and progress monitoring. Certification
- Digital transcripts to be issued to students upon completion of a chapter and the same shared with the Teachers Service Commission.
- Certificates will be issued upon completion of a module.

Kenya Education Management Institute (KEMI) has kicked off registration of teachers for the Teachers Service Commission (TSC) Teacher Professional Development (TPD) programme. KEMI has released the induction and registration dates and venues per County.
RE: INDUCTION AND REGISTRATION FOR TEACHER PROFESSIONAL DEVELOPMENT (TPD) PROGRAMME
Kenya Education Management Institute (KEMI) is a Management Development Institute which serves as the Capacity Building Agency of the Ministry of Education. KEMI is mandated under Legal Notice No. 19/2010 to undertake leadership and management training, research and consultancy in the education sector.
The Teachers Service Commission has accredited KEMI to provide Teacher Professional Development (TPD) programme to registered Teachers in Public and Private Primary and Secondary Schools, Trainers in tertiary institutions as well as Instructional Leaders in the public and private institutions.
The overall objective of the TPD program is to professionalize teaching by continuously developing and improving teachers’ skills, competencies and knowledge in line with the 21st Century core competencies aimed at enhancing the provision of quality education.
The Institute has scheduled a country-wide TPD induction and registration to be conducted from 4th – 10th October, 2021. The programme will be carried out at various centres as attached.
The purpose of this letter is to kindly request you to attend the induction workshop and register for the programme.
