You have by now created your TSC TPAD 2 account and you want to fill your appraisal form online. If you are looking for a simplified step by step guide on how to fill the TPAD2 form online, then you are at the right place.
Here you will get a simplified guide on how to create a new appraisal (remember each term requires a new appraisal), update your standards, carry out self assessment and Lesson Observation.
HOW TO LOG INTO YOUR TSC TPAD 2 ACCOUNT.
Before logging into your TPAD2 account, you must first have to create your TPAD2 Account.
After creating your account, the next step is to log in. See the steps below;
After clicking login, now you need to select your user level. In this case ‘Teacher/Deputy’ as shown in the window below;

On the next window, you enter your TSC Number, ID Number and Password as shown in the screenshot below. Click ‘Login’ to proceed. In case you have forgotten your password, just click ‘Forgot Password’ to reset it.

On successful login, you will see the window below; which is your TPAD2 account homepage.
Next, it is time to create your new appraisal. To do this, click on ‘Self Appraisals’ and then ‘Self Assessment’.

A pop up window appears as shown below. Here, you select the year, term and eligibility (choose on duty if you are not on any leave). Select, ‘Save Appraisal’ when done.

HOW TO COMPLETE THE TPAD2 FORM ONLINE BY FILLING THE STANDARDS.
You have successfully created your new TSC appraisal. Congratulations. Next, you need to complete your appraisal form online. A completed form will show an appraisal status of 100%. Follow the steps below;
Log into your TPAD2 account and from the Dashboard, select ‘Incomplete Appraisals’ as shown in the screen below. Then, click ‘Proceed to Appraisal’.
Updating your TPAD2 standards.
In the new window you will be able to see the three standards. You can only update one standard at a time, though. Select the standard you wish to update as shown in the window, below (for the ‘Teaching Standards’).
You will not be able to update the standards unless you set the type of standard; Primary and Secondary schools or SNE- Primary and Secondary schools. To do this, click on ‘Choose Standard as indicated in the window below.
On the new screen, click ‘select standard’, choose the appropriate standard and select ‘proceed to standards’ as shown in the screenshot below.
You will now be able to update your scores for each target. each target will be updated independently. Click on ‘New rating’ on the far right hand side of the target you wish to update as illustrated in the window below;
In the next step, select ‘Add weight’ as shown in the screenshot below. This will activate the appraisee weight column for that target.
Now, in the new pop up screen, enter your rating score, gap category and comment. You can also voluntarily attach an evidence. Click on ‘Submit Rating’ when done.
A success window shows that your target has been updated correctly. Click on ‘Ok’ to proceed.

Repeat the steps above until all the three standards and their targets are updated.
Remember, lesson observation must also be updated and the appraiser standards captured in order for your online form to display a 100% processing status.
The Appraiser must schedule the appraisal meeting for you to agree on the appraiser and appraisee ratings.
Where your scores clash, it is the appraiser who carries the day. If you fail to agree on 75% of the ratings, then arbitration will be required.

1. High Cost of Training
Teachers and unions highlighted that the cost of TPD modules (often borne by teachers) is unaffordable.
County governments and religious groups also noted that many rural and low-income areas are disproportionately affected.
Teachers, unions, and school heads expressed dissatisfaction with limited consultation before the rollout of TPD.
Some universities and teacher colleges echoed this concern, noting they were involved late or minimally in the content development phase.
3. Content Relevance and Delivery
Teachers, heads associations (KPSHA, KSSHA), and universities criticized the modules for being overly academic and not directly addressing classroom challenges.
Delivery through mainly online platforms posed challenges, especially in remote areas with poor connectivity.
4. Time Constraints and Work-Life Balance
Teachers found it difficult to attend training without interfering with teaching schedules.
School heads raised concerns about managing both teaching duties and professional development simultaneously.

5. Unclear Impact on Career Progression
Teachers and unions requested clarity on how TPDcertification would affect promotions or performance evaluations.
Many expressed concern that effort and cost were not matched by tangible career benefits.
On the other hand, the following Recommendations came from Stakeholders:
1. Government and TSC Sponsorship
Most stakeholders urged the TSC to fully or partially finance TPDto ease the financial burden on teachers.
2. Collaborative Design and Review
Teachers’ unions, universities, and teacher colleges recommended a multi-stakeholder curriculum review team to improve content relevance and delivery methods.
Religious sponsors and county governments requested contextual adaptation of the modules.
3. Practical and Differentiated Training
Universities and school heads called for more practical, hands-on modules and differentiated learning based on subjects, teaching levels, and school types
4. Flexible Learning Models
KPSHA and KSSHA advocated for blended training (in-person and online) and flexible scheduling (e.g., during school holidays).
5. Infrastructure Support
County governments emphasized the need to improve ICT infrastructure in rural schools to support online training.
6. Clear Policy and Career Path Linkage
Teachers and unions requested a transparent policy showing how TPD impacts career progression, promotions, and appraisal systems.
7. Monitoring and Evaluation
All stakeholders supported the establishment of regular feedback and monitoring systems to assess the impact and relevance of TPD programs over time
Stakeholders.
The meetings, that were held across the eight regions, attracted key stakeholders included: Teachers (in both Primary and Secondary schools) and the Teachers’ Unions; The Kenya Union of Post -Primary Education Teachers (Kuppet) and The Kenya National Union of Teachers (KNUT).
Others were: representatives from the Universities and Teacher Training Colleges, the Kenya Primary School Heads Association (KPSHA) and the Kenya Secondary School Heads Association (KSSHA).
Religious Organizations (faith-based education sponsors), County Governments, TSC Officials and Ministry of Education Representatives also attended the meeting.

The Teacher Performance Appraisal and Development (TPAD) system 2 allows TSC teachers to log in and carry out appraisals. The TPAD 2 portal (http://tpad2.tsc.go.ke/) enables you to create a new account where appraisal data is captured. TPAD Login requires that you enter your TSC Number, ID Number and Password.
The TPAD tool is a performance evaluation mechanism that assesses the performance of a teacher as per the set standards prescribed by the Teachers Service Commission, TSC.

RE: INDUCTION AND REGISTRATION FOR TEACHER PROFESSIONAL DEVELOPMENT (TPD) PROGRAMME
Kenya Education Management Institute (KEMI) is a Management Development Institute which serves as the Capacity Building Agency of the Ministry of Education. KEMI is mandated under Legal Notice No. 19/2010 to undertake leadership and management training, research and consultancy in the education sector.
The Teachers Service Commission has accredited KEMI to provide Teacher Professional Development (TPD) programme to registered Teachers in Public and Private Primary and Secondary Schools, Trainers in tertiary institutions as well as Instructional Leaders in the public and private institutions.
The overall objective of the TPD program is to professionalize teaching by continuously developing and improving teachers’ skills, competencies and knowledge in line with the 21st Century core competencies aimed at enhancing the provision of quality education.
The Institute has scheduled a country-wide TPD induction and registration to be conducted from 4th – 10th October, 2021. The programme will be carried out at various centres as attached.
The purpose of this letter is to kindly request you to attend the induction workshop and register for the programme.
