This is how to join KUPPET online

The Kenya Union of Post Primary Education Teachers – KUPPET, is a registered trade union that represents teachers in secondary schools and other post primary learning institutions. If you are a teacher, employed by the Teachers Service Commission (TSC) ,then it is necessary that you join either KUPPET, KNUT and even KEWOTA (which is an association for female teachers).

The Labour Relations Act of Kenya (2007), Part VI Section 49 provides for deduction of Agency Fee from employees covered by Collective Agreements (CBAS). An employee paying agency fee is not a member of the union.

How to confirm KUPPET Membership from the the TSC online Payslip system.

To confirm your membership in KUPPET follow the following procedure:

  • Log in to TSC Payslip,
  • Click My Transaction and then Check Running Transaction Details,
  • For a KUPPET Member the Ref Account column should show “KUPPET”
  • For a teacher paying Agency Fee the Ref Account column shows “AGENCY FEE”

How to join KUPPET using Online T-Pay Registration System

1. Log in “TSC ONLINE PAYSLIP”
2. Go to “3RD PARTIES”
3. Click “CLICK HERE TO SEND YOUR PAYSLIP
4. Click “SELECT CATEGORY”
5. Go to “SWA”
6. Select “COMPANY CATEGORY”
7. Go to “KUPPET UNION DUES”
8. Click “SEND PAYSLIP
(A message “Pay slip for this month has already been sent to KUPPET UNION DUES” will appear).
9. Alert the branch office by sending your Official Name, TSC Number and Name of Institution by SMS to the executive secretary or any elected Branch Executive Committee (BEC) member. The will follow it up with the TSC to ensure that you union membership status is updated.

The same process is followed when joining KNUT and KEWOTA online.

Joining a union of your choice is a noble action that you should embrace. Being a union member enables you to participate in the election process at branch level. The union can as well arbitrate in matters between teachers and the employer, TSC.

TSC new list of all documents that teachers must have in their files

TSC Documents to be kept by teachers- The Teachers Service Commission (TSC) has released a new list of documents that must be prepared and maintained by all teachers. These documents are mandatory for all teachers. failure to keep these documents may lead to disciplinary action by TSC.

All teachers are required to comply with performance standards and shall in the course of  duty maintain professional documents and records that facilitate curriculum delivery. This checklist is intended to assist the teachers to maintain professional documents that can be assessed by supervisors for the purpose of teacher appraisal.

In this regard, the following documents must be prepared, used, updated and maintained at all times.

How to check application processing status of 2019 TSC internship, redeployment and promotions vacancies, online.

Teachers who applied for the various Teachers Service Commission, TSC, vacancies can track the processing status online. This year the Commission advertised a large number of vacancies; most of which required online applications. The vacancies include: New recruitment of teachers on permanent basis, recruitment of intern teachers, redeployment to secondary schools and promotion to administrative posts.

The TSC Next of Kin Form and Death Gratuity- My dear friend, dear teacher, death is inevitable and no one knows when it will happen. Therefore, it is necessary that you prepare yourself well for any eventuality. One way of preparing yourself is by putting your records in order at the Teachers Service Commission (TSC). This includes but not limited to filling out and filing the TSC Next Of Kin Form.

How to get the TSC Next of Kin Form. 

This form is available at no cost. You can download it here, now. After downloading it, fill the TSC Next of Kin Form correctly, seal it properly before handing it over to the Head Of Institution. The Head of Institution will then send it to the TSC Headquarter for filing.

The TSC Death Gratuity

The dependants of a teacher who dies in service are entitled to Death Gratuity and Dependants Pension if the teacher was serving on Permanent and Pensionable terms and was confirmed in the service.

For Death Gratuity to be paid the following shall apply:

  • Deceased teacher’s name is removed from payroll and overpayment recorded if any.
  • The next-of-kin should submit original death certificate and a letter by area chief identifying the next-of-kin and dependants.
  • The next of kin will settle over payment if any.
  • The claim is forwarded to the Director of Pensions for payment. NB: In case of a dispute, the parties involved are referred to the Deputy County Commissioner for arbitration.
  • The dependants may also seek legal redress from a court of law.
  • Pension is paid to the deceased dependants who are aged below 18 years for a period of 5 years.

Teacher Killed while on duty

  • This is pension paid to dependants when a teacher is killed on duty.
  • The benefit is payable to the spouse and/or dependants of a teacher who dies as a result of injuries in the actual discharge of duty and without his/her own intention. Teachers Service Commission TSC Death Gratuity

All you need to know about TSC teachers living with disability

The Teachers Service Commission, TSC, recognizes the rights of persons with special needs under Article 54 (1) of the Constitution with regard to its employees. The purpose of this policy aims at removing all discriminatory practices against employees with special needs by creating an enabling environment that enhance their access to opportunities and services in the Commission.

This policy will help in addressing issues and concerns of employees with special needs namely; physical, visual and hearing impairment, albinism and psychological disorders by ensuring that employees with special needs:

i. Are treated with dignity and respect, addressed and referred to in a manner that is not demeaning,
ii. Have the necessary facilities to enhance their movement in the work place.
iii. Have access to materials and devices to overcome constraints arising from their disability.
iv. Have the necessary information using the most appropriate means of communication that include but not limited to sign language and braille.

Determination of disability

The Commission in collaboration with the National Council for persons with Disability (NCPWD) shall determine the type, nature and degree of disability. Any employee with special needs shall be required to:

i. Declare disability at the time of employment,
ii. Declare disability that occurs in the course of employment,
iii. Register and obtain a disability registration certificate from the NCPWD which shall be subjected to scrutiny before acceptance,
iv. Declare their disability status once registered by the NCPWD within a reasonable period acceptable to the Commission which shall be determined from time to time.

Intervention strategies for employees with disability

The Commission shall adopt the following strategies to address the challenges of employees with special needs:

i. Establish and maintain a database of all employees with special needs specifying the nature, type and severity of disability during the time of employment,

ii. Ensure compliance with the statutory provisions on Persons With Disability (PWD) during the time of recruitment,
iii. Deploy employees with special needs to positions and stations that enhance their performance,
iv. Pay prescribed allowances to employees with special needs where such is considered necessary for effective performance of duty,
v. Guide employees with special needs to apply for PAYE tax exemption from the Kenya Revenue Authority (KRA) or any other benefits due from the government,
vi. Ensure that TSC premises and other facilities comply with the requirements of the PWDs Act 2003,
vii. Institute appropriate communication mechanisms to ensure that all employees with special needs get information,
viii. Never terminate or retire any employee on the basis of disability unless declared otherwise by a Medical Board,
ix. Support employees who acquire disability in the course of duty in accordance with the Work Injury Benefits Act (2007),
x. Ensure inclusion of all employees in the Commission’s programmes irrespective of their physical status,
xi. Enhance collaboration and partnership with relevant government agencies and stakeholders on matters of benefit to employees with special needs.

Among other benefits, Teachers with Disability are exempted from paying the Pay As You Earn Tax (PAYE) and also get other extra allowances.

TSC promotion interviews; Marking scheme used faulted

A marking scheme used during the current promotions interviews by the Teachers Service Commission, TSC, has been criticized for being unfair to teachers from ‘small’ schools. The marking scheme at our disposal seems to be favoring teachers from ‘big’ schools that are known for producing better results at the Kenya Certificate of Secondary Education (KCSE) examinations.

For instance, if your mean has been low in the last three years then you will score poorly during the interviews. The maximum mark for a teacher with a mean of 11 (A- minus) and above has been set at 20. Whereas a teacher with a mean of below 2 (D- minus) will be awarded one mark only.

Another scoring area is the improvement index; with teachers who have recorded a positive improvement of 2 and above garnering 20 marks.

The Commission is currently carrying out interview sessions for the about 33,000 shortlisted teachers. 

Kenya Union of Post Primary Education Teachers, Kuppet, has come out to castigate TSC for sidelining some administrators in the ongoing promotions.

“We also draw your attention to the apparent discriminative procedures the Commission
has instituted against some principals, deputy principals and senior masters who merit on
the basis of their qualifications. Initially, we received complaints from members who
faced difficulties applying for the promotions via the TSC portal. We brought the matter
to the attention of your officers, who attributed it to a system glitch.” Says Kuppet Secretary General Akelo Misori.

In a protest letter sent to TSC, Akelo says many administrators currently serving in sub-county schools were blocked from applying for promotion to head extra-county and national schools. Those who managed to apply have not been short-listed for interviews.

In addition, the Career Progression Guidelines, CPG, being used for the interviews have placed substantial weight on the status of schools where the applicants serve. It is obvious that county and sub-county schools cannot compete fairly with the well-established ones.

A glaring difference between the two categories of schools is in the entry qualifications for their Form One intakes. However, the vast majority of Kenyan students and teachers
(including principals) are based in these county and sub-county schools.

The Kenya National Union of Teachers, Knut, has been opposing the CPG and has engaged the Commission in court battles.

Also given a raw deal are teachers with higher qualifications as their papers have been rendered useless.

“Unless this system is changed, many qualified teachers-including those with post-graduate qualifications might not get their deserved promotion. This policy will also balkanize Kenya, given the inequalities in economic development across the country.” Misori adds.

Equally affected are teachers serving in Teachers Training Colleges (TTCs) have been systematically sidelined from these promotions. This is because the Scoring in heavily weighted on the applicant’s marks under the Teacher Performance Appraisal and Development, TPAD, appraisal tool.

The Teachers Service Commission has advertised 2,120 posts to replace teachers who have
exited service through Natural Attrition (1591 posts for Primary Schools and 529 posts for
Secondary Schools).

ELIGIBILITY 

Eligible candidates should meet the following basic requirements:

(i) Be Kenya citizens.
(ii) Must have original Professional and Academic Certificates.
(iii) Must be registered as a teacher as per Section 23 of the Teachers Service Commission Act 2012.

QUALIFICATIONS FOR PRIMARY TEACHERS

Applicants for vacancies in Primary schools must be holders of P1 Certificate and will
be selected from the County merit lists compiled during the August 2019 recruitment
of additional teachers’ exercise.

Successful candidates will be deployed to serve in stations in any part of the country and
not necessarily in the County where they were recruited.

QUALIFICATIONS FOR POST PRIMARY TEACHERS

Applicants for vacancies in Post Primary institutions must be holders of a minimum of
Diploma in Education Certificate. Interested candidates should apply to the Secretary,
Board of Management of the School/Institution where the vacancy has been advertised
and submit a copy to the TSC County Director.

HOW TO APPLY

All interested candidates should submit their applications to the respective County
Directors and Boards of Management as above not later than Wednesday 5th
February, 2020.

The Teachers Service Commission will only deal with TSC County Selection Panels and
Boards of Management in this exercise. Individual application to the Commission will NOT
be considered.

Successful applicants must not fill employment forms in more than one station as this will
lead to disqualification.

TSC interns should get Sh25,000 monthly- TSC petitioned

Teachers working on internship may have reason to smile if proposals tabled in parliament sail through. In the proposals the Teachers Service Commission, TSC, should pay them a monthly salary of Sh25,000 and not the current Sh15,000. They are to be upgraded to permanent and pensionable at the end of a one-year contract.

In what is seen as a strong move to address the plight of the interns, Kenya National Union of Teachers, KNUT, Secretary General Wilson Sossion has petitioned the TSC to be forced to review their terms.

“The Government of Kenya has in recent past adopted a systematic approach of utilizing interns across its ministries, state corporations and agencies in view of the myriad of benefits that emanate from a robust internship programme that includes the opportunity to obtain fresh perspectives as well as ability to evaluate emerging talent and professions in the economy. However, institutions such as the Teachers Service Commission have now introduced measures that include deduction of Higher Education Loans Board (HELB) loans as well as union deductions from the remuneration received by these interns.” Reads the petition by Hon. Sossion, in part.

Sossion says the Government’s internship programme is an important undertaking that needs to be continuously safeguarded and wonders why the Teachers Service Commission is paying its interns Ksh 15,000 (for secondary school interns) despite the official Government pay rate for interns being set at Ksh 25,000 per month.

Indeed, the interns receive far much lower salaries since their pay is subjected to statutory and other deductions. They remit Pay as You Earn (PAYE) and National Hospital Insurance Fund (NHIF) among other deductions. To make matters worse for this group of teachers, the government does not offer them any extra allowances.

Sossion in his petition to the Chairperson of the Departmental Committee on Education also wonders why the interns’ terms not upgraded to permanent and pensionable at the end of a one-year contract.

Other pertinent issues raised by the KNUT boss are;

  • “What is the rationale for deducting HELB loans from interns yet they are engaged for only short durations?”
  • Why does the TSC compel interns to remit union deductions without consent contrary to Article 41 of the Constitution?”
  • “Why does TSC automate deductions to the Kenya Union of Post Primary Education Teachers (KUPPET) only and not to any other union on the interns’ payroll?”

Meanwhile, TSC will be hiring 12,000 new teachers ahead of the January 2021 full reopening of schools. Under the Economic Stimulus Programme, the commission was allocated Sh2.4 billion funds to engage 12,000 interns.

According to TSC Boss Dr. Nancy Macharia, recruiting the additional 12,000 teachers will bring to 23,574, the total number of teacher interns hired since last year.
