It is back to school for teachers

Teachers may be forced to cut short their covid-19 holiday and report back to schools, if the latest circular by the ministry of education is to go by. According to the contents of the circular, seen by this reporter, most public schools have been left unattended since schools were closed in mid-March as a precautionary measure to curb spread of covid-19 in learning institutions.

The ministry is concerned that school properties have been exposed to vandalism and theft as a result of the pro-longed absence of teachers and learners.

“This is to inform you that reports reaching us indicate that most learning institutions are left unmanned in the day and night, therefore exposing our institutions to vandalism and theft,” reads a memo from the Ministry officials to secondary school principals and primary school head teachers.

With re-opening of basic learning institutions pushed to January next year, the ministry has now directed school administrators ‘to ensure that schools are guarded during the day and night.’ This directive will open a Pandora’s box as most schools sent staff on unpaid leaves. School guards who should otherwise safeguard institutions’ properties have received no salaries for the last over 4 months as school accounts ran dry.

WHO MANAGES TEACHERS

What will cause a storm among the teachers’ circles is another directive that requires ‘teachers to be deployed on duty as usual’. With most teachers staying far away from schools it will be almost impossible to have them on duty at this time.

Pictures that have been doing rounds on social media platforms show the sorry state of schools; with some classrooms invaded by anthills. But, the ministry now wants ‘bushes in school compounds to be cleared’.

Management of teachers is the sole responsibility of the Teachers Service Commission, TSC. The ministry has been at logger heads with the teachers’ employer over this key role. Consequently, unless such orders to have teachers manning schools are issued by TSC the teachers may opt to ignore directives from other quarters.

A section of the media and Kenyans have been pushing for the suspension of payment of teachers’ salaries. Proponents hold that the government should not pay teachers as they are ‘off’ duty; terming them ‘idle’.

TSC has indicated that salary increments for teachers will be paid at the end of July; as agreed in the current CBA.

This move did not go down well with teachers who turned to social media to castigate those moving the agenda; to have their salaries chopped.

Again, some other schools are being used as covid-19 isolation centres. Having teachers report to such institutions will only further escalate spread of the deadly virus.

RE-ASSIGNEd DUTIES

Some other campaigners have been pushing for re-assignment of new roles to teachers. The list of the so called ‘patriotic duties’ is long. From manning places of worship, working at ‘Huduma’ centres to enforcing curfews and covid-19 health regulations….

It remains to be seen if indeed teachers will be pushed back to schools to do the menial jobs.

How to get AON Medical Cover for Covid-19 treatment; TSC News

The Teachers Service Commission, TSC, has assured teachers that they will receive treatment for covid-19 related ailments at no cost. According to the Commission, the Minet Medical Insurance Scheme will foot costs uncured during treatment.

Here is the message from the Commission;

TEACHERS SERVICE COMMISSION MEDICAL SCHEME POSITION ON COVERAGE OF THE COVID-19 PANDEMIC

The Teachers Service Commission (TSC) Medical Scheme was launched in 2015 with a view to consolidate resources and avail a comprehensive cover to all the 328,000 teachers of Kenya, and up to five of eligible dependants/ family members.

In 2019, the TSC responded to feedback from their teachers and further enhanced the medical cover offering higher benefits and a better structure. It ensured that patients who may need critical care in the country and those who are referred abroad are well catered for without the family benefits being depleted quickly.

In 2020, the COVID-19 pandemic caught the world by surprise, leading to millions of
infections and deaths. To tackle the pandemic, the Government of Kenya put in place
robust measures to protect citizens and mitigate against the negative impacts of the
pandemic on the people of Kenya.

SEE ALSO;

The Ministry of Health has continually issued guidelines to ensure that the effects of the
disease are mitigated in the best ways possible. Additionally, other agencies such as the
Insurance Regulatory Authority and the Association of Kenya Insurers also committed
to work in support of Government efforts by offering some level of cover at the Ministry
of Health designated facilities, even where their insurance cover did expressly exclude
pandemics.

In line with this, the Minet Kenya-led Consortium in conjunction with TSC has been and
will continue to support the Government’s efforts to combat COVID-19 by ensuring that
any scheme member diagnosed with the Coronavirus and exhibits symptoms, is able
to access medical treatment at the designated scheme medical facilities. We confirm
that teachers and their dependants are covered for treatment of Covid-19 subject to the
Medical Scheme terms and conditions.

In addition to access to service, the following mitigation measures have been put in place in an effort to support teachers and their dependents and to reduce the risk of contracting the virus:

  • Introduction of a COVID-19 Incidence Reporting USSD Tool *202*07# for teachers
    and their dependents.
  • Mental Health ( Psychosocial support) tele-counselling toll-free line 0800720029.
  • Allowing members to access treatment via telemedicine.
  • Delivering drugs to registered chronic patients.
  • Distribution of hand sanitizers to members.
  • Utilising the option of OTP (One Time PIN) identification to avoid contact and likely
    infection through the use of biometric fingerprint readers.
  • Introduction of facial and eye recognition for identification is on course for rollout
    in the next two months.

We wish to call upon all members of the Scheme to take all Ministry of Health preventive measures seriously, including regular hand washing, using alcohol-based hand sanitizers,
wearing face masks and keeping social distancing. Only when all of us exercise responsible
citizenship through strict compliance to all mitigation measures shall we overcome the COVID-19 pandemic.

TSC deployment letters for teachers

The Teachers Service Commission, TSC, issues a deployment letter to a teacher upon appointment. In deployment process a teacher is appointed to an administrative position or a higher administrative position. If you are lucky, you can be deployed to the Secretariat of the Commission.

Deployment also comes when you are posted from a primary institution to a post primary institution.

It is a dream of many teachers to be promoted and deployed by TSC. Not everyone, though, who gets deployed. This is because the number of administrative posts are limited and very competitive.

WHEN CAN A TEACHER BE DEPLOYED BY TSC?

Deployment comes in the form of the following:

  • When you are appointed to an administrative position;
  • If you are appointed to a higher administrative position;
  • When you are appointed to the Commission’s secretariat;
  • When appointed to perform administrative duties; and
  • When you are posted from a primary to a post primary institution.

A few teachers get appointment to administrative posts. If you are lucky, then you can be deployed by TSC as a:

(a) Head of institution;
(b) Deputy head of institution;
(c) Registrar;
(d) Dean of Curriculum;
(e) Dean of Students;
(f) Head of Department;
(g) Senior Teacher; or
(h) Head of Subject.

In all the above scenarios, a teacher receives a deployment letter from the employer. In most cases, deployment comes after you have successfully been promoted after an interview process.

A TSC deployment.

TSC REDEPLOYMENT LETTER.

There are also a few unlucky teachers who get redeployed by TSC. In this case you will be served with a redeployment letter.

(a) is unable to perform the functions of the office so held;

(d) has poor financial management skills;
