2020 form one placements; How to change school selected to join

The Ministry of Education has opened the window for 2020 form ones who are not satisfied with schools where they were placed. According to the Ministry, the change of placement will end on 6th January, 2020 to allow for the admission process to kick off.

These changes will only apply to National Schools, Extra County and County schools. These requests will be subject to availability of spaces in the desired schools.

HOW TO CHANGE A CHILD’S PLACEMENT FOR NATIONAL, EXTRA COUNTY AND COUNTY SCHOOLS.

The procedure used for requesting change of admission for National, Extra County and County Schools is as follows:

  • The parent or guardian will place a request at the school of interest; where he/ she wants the kid to be transferred to.  The school will then shortlist and merit all students in the waiting (request) list and make a decision on those they will like to absorb; depending on the available (unfilled) vacancies.
  • The school through the National Education Management System, NEMIS -http://nemis.education.go.ke/, shall enter the details of the selected candidates from their waiting list and request the Ministry to capture them in the new school.
  • Approval to the schools’ requests shall be granted at different levels depending on the Category of the school. Approval for National, Extra County and County schools will be granted by the Ministry’s Head Office, Regional Coordinators and County Directors of Education, respectively.
  • Once the approval has been granted, the learner will then be moved from the selection list of the first school to the latest (new) school.
  • The parent/ guardian will then go online and print the admission letter for the new school.

“Change of placement is not reversible and caution must be taken to avoid being placed in schools not desired,” warns the Ministry.

When a school has made a decision to offer a place to a student, the school will proceed to enter the details of the student.

For National and Extra County schools, the same has to be approved while for county, sub county and private, the system accepts automatically.

HOW SCHOOLS CAN REQUEST FOR EXTRA VACANCIES

Where the capacity of a school has improved due to development of additional facilities in the year, a principal must request for placement of additional students and approval in NEMIS.

Family’s agony as teacher goes missing after marking 2019 KCPE Exams

A teacher’s family in Karabondi; Homabay County is at pains after the teacher went missing immediately the marking exercise for this year’s Kenya Certificate of Primary Education, KCPE, was completed.

The teacher, one Mr Odumbe Moses who plies his trade at Kogana Primary in Rachuonyo North, left his home on November 8, 2019 to mark the KCPE exams in Nairobi. Unfortunately, according to his wife (Joyce Odumbe) the primary school teacher has not returned home long after the exam results were announced. To make matters worse his mobile phones have been switched off and no one knows his whereabouts.

Mr Odumbe arrived at the 2019 KCPE marking centre in St Georges Girls High School on November 10, and later left. Attempts to reach him on phone have been futile since his phone is switched off.

The family sent this note on Facebook to try and trace Mr Odumbe;

“Kindly let me bring this to your attention. We have a case of a missing person; his name is Mr Moses Odumbe who is a teacher at Kogana Primary School in Karachuonyo East, Rambira Location, Karabondi. He went for KCPE marking at St Georges, Nairobi, and since November 14, 2019 nobody knows his whereabouts and his phone has been switched off. The case is with the police and we as a family request anyone with any relevant information to please notify any nearest police station or contact Joyce Ochieng (his wife)…”

The 2019 KCPE results were released on Monday November 18, 2019 by the Education Cabinet Secretary Prof George Magoha. Over 7,000 examiners were contracted to mark this year’s KCPE Insha and Composition papers. The other papers were marked by the new optical mark recognition (OMR) marking machines acquired by Knec.

How to check 2020 form one admission results via SMS code and download letters; Ultimate guide

The selection exercise for the 2020 placement of form ones is now complete. To know the National, Extra County or County secondary school that your child has been selected to join, send an sms of the child’s full index number to 22263. Learners will also be expected to download their letters through the Ministry of education’s online portal. The admission letter is important to both students and Parents/ Guardians. This is because it enables the two parties to prepare adequately for reporting to selected secondary school. The reporting date for the 2020 form ones is between January 13 and 17.

To download the admission letter to Secondary Schools:

  1. Click on this link to access the download page from the Ministry of Education’s Website: Ministry of education download link for form one admssion letter.
  2. Then, Select the county and sub-county where your KCPE centre is located and key in your index number and Submit.
  3. Click on the link named “admission letter” at the bottom of the page for a copy of your admission letter.
  4. Use the printer icon to print or download icon to download to your computer.
  5. Get your primary school’s headteacher to endorse the letter and stamp it in the space provided.
  6. Finally, present it for admission together with a certified copy of birth certificate

But, what are some of the key highlights on the admission letters?

Here are some of the common details on the form one admission letters:

  • All the admission letters bear the Ministry of Education’s letter head; The letter contains the Education Ministry’s logo and head.
  • Name of the student, Index number and Sub County,
  • School admitted to (The Secondary school where the student has been placed),
  • Reporting date; Which is in January, 2020. The reporting date for 2019 was 7th to 11th January.
  • Former primary school’s details; the letter must be stamped by the head teacher, A disclaimer on the letter reads; “This letter will be authenticated on being duly certified by the primary school head complete with a certified copy of birth certificate and finally confirmed by the admitting principal. The letter is issued without any erasure  or alteration and cannot be changed through any form of endorsement whatsoever; utterance of false documents is an offence punishable by law.”
  • The 2020 fee guidelines from the Ministry (The letter gives fees directions thus; “The maximum fees payable per year is detailed in the attached schedule, do confirm the category of your school before making any payment.”)
  • Parents/ Guardians expected to go to schools where their kids have been placed to pick further joining instructions and requirements. (“Urgently get in touch with your new principal at the above school for admission requirements,” says the admission letter from the Ministry.)

Other details that learners would get from the selected school include:

  • Uniform descriptions,
  • Boarding requirements; mattresses, blankets, e.t.c
  • Any books’ requirements and
  •  Other personal effects as may be prescribed by individual schools.

The Government has insisted on its resolve to ensure 100 percent transition from Primary to secondary schools. Consequently, all the 2019 KCPE candidates will get places at preferred secondary schools.

2019 KCSE results out before Christmas, marking starts this week; details

The results for this year’s Kenys Certificate of Secondary Education, KCSE, exam will be out before Christmas. This is according to Education Cabinet Secretary Prof George Magoha.

While speaking at Kapisisiywa Secondary School in Nandi, last week, the CS said the Ministry together with the Kenya National Examinations Council (KNEC) have put in place measures to ensure the results are released in good time. “What I assured the president and the Public earlier on was that we shall go to Christmas after we have known how the children performed,” Prof Magoha said. Magoha said early release of the examination results will enable parents and guardians to plan on how to manage their finances well and not to spend everything on merry making during this festive season. The CS presented a cheque of Sh100 million to the school. The cheque was a donation from the President towards the Construction of a Library and Offices; being an appreciation to the 2019 Best Athlete Eliud Kipchoge.

Meanwhile, the Kenya National Examinations Council, KNEC, has invited over 26,000 examiners to mark this year’s Kenya Certificate of Secondary Education (KCSE) scripts. According to the Council the examiners include newly trained ones and the experienced lot. This number of examiners will be expected to mark the scripts and complete in good time; ahead of results release before Christmas.

Teachers Service Commission, TSC, new and revised organization structure; Organogram

The Teachers Service Commission was formed in July 1967 through an Act of Parliament to give teachers one employer and uniform terms and conditions of service. It was charged with the mandate of registering, employing, promoting, disciplining and paying teachers.

NEW TSC STRUCTURE

The Teachers Service Commission, TSC, developed a new Organization Structure and the following are the major highlights:-

Three Directorates each to be headed by a Deputy Commission Secretary (DCS) have been established. The Directorates are:-

  3. Human Resource Management & Development.

2020 Drama and Film festivals news: Best trainers to receive awards from TVETA

The Technical and Vocational Education and Training Authority (TVETA) partners the Executive Committee of the Kenya National Drama and Film Festival (KNDFF) to be one of the sponsors of drama and film festivals

On Saturday 30th November 2019, a team from TVET Authority broke the good to trainers and adjudicators during a national drama and film workshop held at the Kenya School of Government-held at Kabarnet -Baringo County.

The TVETA team led by Deputy Director of Outreach Bibiana Otieno informed the over 400 participants that one of the Authority’s functions is to promote access and relevance of training programmes within the framework of the overall national socio-economic development plans and policies.

The partnership between TVETA and KNDFF entails bringing on board the various stakeholders in the TVET to support and sponsor the festival in a number of ways, including sponsorship and nurturing of the talents.

  • the Teachers Service Commission (TSC) which is the Commission mandated by law to register and employ teachers requires prospective teachers to have a minimum mean grade C+ and above at KCSE,
  • the prospective student teacher to have also earned a minimum grade C+ in the selected two teaching subjects, and
  • have attended and passed at least 8 course units in each of the two (2) teaching subjects at the University.

ST. MARY’S BOYS SECONDARY SCHOOL’S KCSE PERFORMANCE ANALYSIS

The school has maintained a good run in performance at the Kenya National Examinations Council, KNEC, exams. In the 2018 Kenya Certificate of Secondary Education, KCSE, exams the school registered a total of 107 candidates who managed to score a mean of a B+(plus) with a performance index of 68.362. In 2019, the school had a total candidature of 101 students.

Empty halls characterized the ongoing TSC internship teacher interview sessions in some parts of the country; as the would be applicants stayed away. Panelists who had thronged the interview venues by 8.00am were caught by surprise when no shortlisted applicant showed up.

 “We have been forced to suspend the exercise as no one has turned up,” said one panelist at an interview venue in the western region. In this particular venue, there were no interviewees despite the the fact that the respective schools had sent notifications to shortlisted candidates. “I had sent notifications to all the 5 shortlisted candidates. They promised to come for the interview (today). Unfortunately attempts to reach them have been futile as their phones are either off or calls go unanswered,” said one Principal who sought for anonymity.

 According to this Principal, the panelists had waited till 12.00pm and when there were no signs of any applicant showing up, they decided to adjourn the exercise. “The officer in charge from TSC has instructed that we reach out to a qualified applicant so as to sign the contract form by next week,” he added.

Reasons for skipping the interviews

Most of the applicants who vowed skip the internships sighted a myriad of reasons; for their refusal to take up the slots. “The pay is too little. How can TSC pay a graduate a paltry Sh15,000 only!” wondered one applicant who was shortlisted but failed to go for interviews.

 “To make matters worse, the pay is subjected to statutory and other deductions. Also, there are no allowances for teacher interns as those paid to other TSC teachers. This is being inhuman. The Commission is taking graduate teachers for a ride. I shall not take up the offer,” she added. According to the applicants who skipped the interviews, these were the reasons for their actions:

  1. Low pay and lack of any allowances,
  2. The interview sessions are expensive in terms of huge fares to far flung areas with no surety of clinching the employment chance,
  3. Risk of missing permanent employment if the vacancies are advertised within the internship contract period,
  4. Many requirements like the risk cover, Certificate of Good Conduct and others,
  5. Discriminatory working conditions as interns will be subjected to thorough supervision from their permanent counterparts,
  6. No guarantee of permanent employment after the one year internship contract,
  7. Better pay under BOM (Board of Management) terms.

TSC forced to re-advertise vacancies

The Commission has been forced to re-advertise internship teacher vacancies in West Pokot. It is believed no applicant had shown interest prompting the TSC to put up the advert. “Teachers Service Commission invites applications from suitably qualified candidates to fill 17 teacher internship posts for Secondary Schools in West Pokot County,” reads the new advert; in part.

Important update for teachers who applied for administrative posts in Machakos County. Get to see the list of shortlisted candidates, interview dates and other requirements;

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the various administrative posts that it had advertised in August, 2019. TSC had advertised 6,043 promotion/ administrative vacancies. Of these, 2,310 are for head teachers(T scale 10; Grade C5) while, the remaining 3,733 are for Deputy Head teachers II (T scale 9; Grade C4). Applications were submitted online and Shortlisted candidates have been invited for interviews at varied dates and venues. The lists of shortlisted candidates feature: the advert numbers, TSC Numbers, Names, Teachers’ Stations, Sub-county, Interview dates, Venues and time. For Homabay County the teachers will attend interviews on December 2 to 3, 2019.

Shortlisted candidates will be required to present the following documents during the interviews:

  • 1). Certificate of good conduct
  • 2). Clearance Certificate by the Higher Education Loans Board, Helb.

REQUIREMENTS FOR APPOINTMENT

According to the TSC advert, for one to be appointed to the grade of Head Teacher, a teacher must:-

  1. Be serving under career progression guidelines
  2. Have served as Deputy Head Teacherfor a minimum period ofthree (3) years;
  3. Be currently serving as Deputy Head Teacher II TSC Scale 9;
  4. Be in possession of a Bachelor of Education degree or its equivalent;
  5. Have satisfactory rating in the performance appraisal;
  6. Meet the requirements of Chapter Six (6) of the Constitution;
  7. Have demonstrated ability to supervise, mentor and provide professional support.

On the other hand, one must meet the following requirements in order to qualify for appointment to the grade of Deputy Head Teacher II:-

  • i. Be serving under career progression guidelines
  • ii. Have served as Senior Teacher for a minimum period of three (3) years;
  • iii. Be currently serving as Senior Teacher I T- Scale 8;
  • iv. Be in possession of a Bachelor of Education degree or its equivalent;
  • v. Have satisfactory rating in the performance appraisal;
  • vi. Have demonstrated ability to supervise, mentor and provide professional support to other teachers;
  • vii. Meet the requirements of Chapter Six (6) of the Constitution; and
  • viii. Meet any other requirement the Commission may deem necessary.
