Schools now to employ ICT teachers

The Ministry of Education has asked all schools to employ ICT teachers who will assist in submitting online returns. Through a circular dated January 13, 2021 Education Principal Secretary, Dr. Belio Kipsang, says the teachers will assist in ensuring that the submitted data meets the minimum integrity threshold.

“As you are aware, most of the services are now digital. Schools are advised to have one ICT Teacher to help in carrying out most of the online services.” Says Dr. Kipsang.

In the Circular that has been copied to all Regional and County Directors of Education, Kipsang says having the ICT teachers will save schools the agony of filing important returns at cyber cafes; where the data may be compromised.

SUPPORT STAFF.

According to the guidelines released by the Basic Education Principal Secretary (Dr Belio Kipsang), last year, day schools with one stream should only have a maximum of 5 workers while the largest school with 15 streams can only higher not more than 37 workers on BOM terms (See tables below). These guidelines were adapted from the Kilemi Mwiria Task-force Report of 2014.

The earlier guidelines barred day schools with less than three streams from hiring ICT technicians. (See table below).

The school nurse should also double up as a matron while recruited artisans should be able to execute multiple tasks (multi-skilled).

Dr Kipsang has also instructed schools to remunerate their staff as per the earlier guidelines (also adapted from the Kilemi Mwiria Task-force Report of 2014) and dispatched to schools. The teaching and non-teaching staffs should be employed on permanent and pensionable terms. the lowest earning worker should pocket Sh9,660 while the highest earner will receive a monthly perk of Sh41,000. But, these salaries are to be pegged on the workers’ qualifications.

TASKS TO BE CARRIED OUT BY THE ICT TEACHERS

Among other responsibilities, the Ministry has directed that the ICT teachers help school heads and principals in carrying out the following functions:

  1. Assist Heads of Institutions in ensuring that all learners are registered on Nemis.
  2. Help in uploading of Free Day Secondary Education (FDSE) receipt of funds.
  3. Help in Knec registration of candidates.
  4. Advise and help teachers in the online TPAD appraisal.
  5. Provide any online data that may be required by the Ministry.
  6. Assist students in Kuccps placement applications.

Form one selection results and admission letters 2020; National schools

After the selection exercise for the 2020 placement of form ones, they will be expected to download their letters through the Ministry of education’s online portal. The admission letter is important to both students and Parents/ Guardians. This is because it enables the two parties to prepare adequately for reporting to selected secondary school.

To download the admission letter to National Schools:

  1. Click on this link to access the download page from the Ministry of Education’s Website: Ministry of education download link for form one admssion letter.
  2. Then, Select the county and sub-county where your KCPE centre is located and key in your index number and Submit.
  3. Click on the link named “admission letter” at the bottom of the page for a copy of your admission letter.
  4. Use the printer icon to print or download icon to download to your computer.
  5. Get your primary school’s headteacher to endorse the letter and stamp it in the space provided.
  6. Finally, present it for admission together with a certified copy of birth certificate

But, what are some of the key highlights on the admission letters?

Here are some of the common details on the form one admission letters:

  • All the admission letters bear the Ministry of Education’s letter head; The letter contains the Education Ministry’s logo and head.
  • Name of the student, Index number and Sub County,
  • School admitted to (The Secondary school where the student has been placed),
  • Reporting date; Which is in January, 2020. The reporting date for 2019 was 7th to 11th January.
  • Former primary school’s details; the letter must be stamped by the head teacher, A disclaimer on the letter reads; “This letter will be authenticated on being duly certified by the primary school head complete with a certified copy of birth certificate and finally confirmed by the admitting principal. The letter is issued without any erasure  or alteration and cannot be changed through any form of endorsement whatsoever; utterance of false documents is an offence punishable by law.”
  • The 2020 fee guidelines from the Ministry (The letter gives fees directions thus; “The maximum fees payable per year is detailed in the attached schedule, do confirm the category of your school before making any payment.”)
  • Parents/ Guardians expected to go to schools where their kids have been placed to pick further joining instructions and requirements. (“Urgently get in touch with your new principal at the above school for admission requirements,” says the admission letter from the Ministry.)

Mistake leads to loss of form one data on Nemis

Data for some form ones on the National Education Management Information System, Nemis, has been erased by mistake. This is after a technical hitch was experienced at the portal that stores all primary school and secondary school learners’ information, in Kenya. The erasure does not only affect the 2020 form ones but also new comers in some schools.

“We had registered over 200 students on the system. But, the system shows that we now have zero form ones. Uploading data into this system was a herculean task. We had to trans night so as to beat set deadlines,” says a teacher whose school’s Nemis data had been deleted.

The ministry officials had promised to sort out the mess by Monday.

The government uses the crucial data on Nemis to disburse fees capitation for learners in all public schools. The data is also used for the medical insurance scheme for learners that is provided by the National Hospital Insurance Fund, NHIF. Further, details on Nemis are used to identify participants during co-curricular activities championships.

It is a mandatory requirement that all learners be captured on Nemis. But, in some cases the process of enlisting the learners has been hampered by lack of birth certificates for some of them. Those seeking transfers away from their current schools must get approval through a process that encompasses use of the system.

Education Ministry Highlights Education Stakeholders’ Recommendations During CBE Forum

The Ministry of Education has received a summary of the report from county stakeholder dialogues regarding Competency Based Education (CBE) conducted in 2025.

The report was presented during The National Conversation on CBE, which took place on April 24, 2025, in Nairobi. This conversation included educators and pertinent ministry officials who operate at the grassroots level in the execution of the curriculum.

Speaking at the commencement of the event, Cabinet Secretary for Education Julius Migos Ogamba stated that the county dialogues were intended to inform stakeholders about the status of CBE implementation and to provide a platform for stakeholders’ involvement in the validation of transition guidelines from Junior School to Senior School.

The matters raised during the County Dialogues 2025 include a national readiness audit, which encompasses an assessment of senior schools and their preparedness for implementing educational pathways.

CS Ogamba indicated that the issue has been addressed; the government has conducted a comprehensive assessment to facilitate a smooth transition for Grade 9 learners into senior secondary school. This year, the Ministry of Education will construct 1,600 laboratories for schools lacking such facilities, which will be completed by the end of the year.

The selection process for Grade 9 students is scheduled to commence on May 20, following the students’ completion of the Kenya Junior Secondary Education Assessment (KJSEA).

“I urge all of you – particularly teachers, parents, and guardians – to adequately guide our Grade 9 candidates as they begin selecting their preferred Senior Schools. This exercise will commence on May 20, 2025,” the Cabinet Secretary stated.

The stakeholders have also advocated for capacity building; the Ministry of Education has initiated infrastructure mapping, prioritized the distribution of STEM equipment, and ongoing training of teachers in STEM is being provided through CEMASTEA.

The stakeholders additionally called for the stabilization and localization of the curriculum. They urged the government to minimize frequent reviews and to tailor content to enhance its local relevance.

Prof. Charles Ochieng’ Ong’ondo, Chief Executive Officer (CEO) at the Kenya Institute of Curriculum Development (KICD), indicated that they have completed the rationalization of the curriculum. The government has also developed career guidelines, which are now ready for dissemination.

Teaching and learning materials for the rationalized areas are likewise prepared for distribution. The KICD is also planning to conduct a needs assessment within the financial year 2024/2025.

The Ministry of Education is relying on local entities and television for the empowerment of all education stakeholders; it has also translated guidelines for parental engagement into Kiswahili.

Regarding assistive materials and infrastructure, the government has established a factory for manufacturing assistive devices at the Kenya Institute of Special Education (KISE).

The stakeholders also expressed concerns regarding assessment integrity and fairness; the government has instituted standardized grading, ongoing training of teachers for school-based assessment (SBA), updates of scores, and record values, while schools have utilized Parents’ Annual General Meetings for sensitization.

The government has also prepared career guidance materials for junior and pre-vocational schools, and these are now ready for distribution.
During his concluding remarks, the Cabinet Secretary stated that the primary takeaway from the discussion has been a resolution to offer mathematics as a mandatory subject for all students in Senior School.

“We have established a technical team that will collaborate with the experts from the KICD to ascertain the modalities for offering mathematics at the Senior School level,” he remarked.

Ogamba indicated that the ministry will also promptly initiate consultations on strategies to ensure a robust mechanism is established to facilitate reentry and assessments for private candidates, thereby ensuring they complete their basic education.

The Ministry of Education continues to oversee fee guidelines through audits conducted by the schools audit department and the Office of the Auditor-General. It is also providing support for school fees through CDF bursaries, the Elimu Scholarship, and various other programs.
