Interview dates for the 2019 TSC Intern teachers’ recruitment; Kericho County- Kipkelion

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

What to carry to the interview sessions.

According to instructions on the TSC memo, the shortlisted Candidates are required to carry the following to the interviews once invited:

  • i. A valid certificate of Good conduct
  • ii. A valid personal accident cover
  • iii. National ID card
  • iv. Disability card if any
  • v. Two passport size photographs
  • vi. KCSE certificate
  • vii. KCPE certificate
  • viii. Diploma / degree certificate and Transcripts
  • ix. Primary/secondary or college leaving certificate

Duration of internship

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

The Teachers Service Commission, TSC, has released a new form for Teachers’ performance Appraisal (TPAD). This form will be used to capture data that will entered onto the new TPAD 2 that will be used with effect from January 2020 onward.  The purpose of the Staff Performance Appraisal is to assess an officer’s performance in the job comprehensively and objectively, with the help of full knowledge and understanding of the job descriptions and requirements.

The information in the Appraisal Report will be used in assessing training needs and determining the officer’s potential for promotion. It is therefore, important to provide accurate information about the officer.

The staff appraisal should reflect work output, achievement as well as display competencies over the review period. The report covers all the TSC Secretariat staff, except the Commissioners and the Commission Secretary.

DEFINITION OF TERMS
  • Appraisee: This is the officer being assessed.
  • Appraiser: This is the appraisee’s immediate supervisor.
  • Countersigning Officer: This is the head of Unit/Section/Division/Department
APPRAISAL PROCESS

The appraisee is supplied with a copy of the appraisal form and divisional/sectional performance targets at the beginning of the review period. The appraisee is expected to draw an individual work plan which will form the basis of this performance report.

The form shall be completed in duplicate. The appraisal will be done quarterly and at the end of the fourth quarter, the original report will be forwarded to DSHRM by 31st July of every year. The duplicate will be retained by the appraisee.

PART 1 PERSONAL DATA

This part should be fully completed by the appraisee to provide personal details and employment record.

PART 2 PERFORMANCE EVALUATION

In this part, opportunity is provided to the appraisee and appraiser to jointly discuss the appraisee’s performance in terms of departmental/divisional objectives, agreed work targets, performance standards, output and expected results. It also assesses the skills and competencies exhibited.

This part is divided into 5 sections:
  • Parts 2A -2D; will provide evaluation on appraisees performance for each of the four  quarters. This will account for 80% of the overall rating.
  • Part 2E: In this part the appraisee is rated on behavioral attributes which reflect the Commission’s Core values. This will account for 20% of the overall rating.
  • PART 3 OVERALL RATING; The Quarterly scores in Parts 2A to 2D and scores on the behavioral attributes in Part 2E will be summarized in this section. The cumulative scores will then be converted into an overall percentage score. It should be noted that in this part, the appraiser’s rating shall constitute the actual grade of the appraisee.
  • PART 4 TRAINING NEEDS AND DEVELOPMENT; In this part, the appraisee is given the opportunity to state specific performance gaps that if addressed will improve the appraisee’s output and competencies. The appraiser will discuss the appraisee’s performance gaps and then propose what he/she thinks, as a supervisor, are the training interventions required.
  • PART 5 COMMENTS BY THE COUNTERSIGNING OFFICER
    The countersigning officer is the overall supervisor of both the appraisee and appraiser. He/she is required to validate the report.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. New TSC teachers job groups, titles and grades

The Teachers Service Commission, TSC, established 36 job groups for teachers under the current Collective Bargaining Agreement, CBA. The placement of the tutors in the various job groups is guided by the Career Progression Guidelines developed by the Commission. Basically, the Career Progression Guidelines place the teachers in two categories; the Administrators and the classroom teachers/ Non- administrators.

ADMINISTRATORS

This is the managerial category of teachers in public schools and colleges. For Secondary schools the administrators are: Principals, Deputy Principals and Senior Masters. Primary schools schools have Head Teachers, Deputy Head Teachers and Senior Teachers as Administrators. While, Tertiary institutions/ Teachers’ colleges have: Principals, Deputy Principals and Senior Lecturers in this category.

NON- ADMINISTRATORS

According to the Career Progression Guidelines, all Secondary School Non Administrators fall in the Secondary Teacher Category. For Primary Schools, the non administrators are aggregated into the Primary Teacher Category. While, Tertiary Institutions’ administrators are placed in the Lecturers’ band.

ENTRY GRADES AND PROGRESSION OF PRIMARY SCHOOL TEACHERS

The entry grade for Primary school teachers is Grade B5 (T- Scale 5; Primary Teacher II): The designation code is G99JE. This is the entry grade for primary school teachers. The basic requirements for this grade are: having a Kenya Certificate of Secondary Education (KCSE) minimum mean Grade C (Plain) or other recognized equivalent qualifications; and must be in possession of a Primary Teacher Certificate (PTE) or its approved equivalent A teacher in this grade can progress to the next Grade which is C1 (T- Scale 6); with the designation thus Primary Teacher 1. Among other requirements, to get promoted to this grade one must have served as Primary Teacher II T-Scale 5 for a minimum period of three (3) years.

ENTRY GRADES AND PROGRESSION OF SECONDARY SCHOOL TEACHERS

Secondary School Teacher III (T- Scale 6; Grade C1) is the entry grade for secondary school teachers who are holders of Diploma in Education. To get placed into this grade one must be in possession of Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ (Plus) or its equivalent, have a Diploma in Education (with two teaching subjects) or its equivalent and have attained a minimum grade of C+ (plus) in the two teaching subjects at KCSE level; among other requirements. A teacher in this grade can be promoted to the next Job group; Grade C2. The three basic requirements for this grade (Grade C2) are: One should be: in possession of a Kenya Certificate of Secondary Education (KCSE) with a minimum mean grade of C+ or its equivalent, in possession of a Bachelor’s Degree in Education with two teaching subjects; or a Bachelor’s Degree in a relevant area with two teaching subjects plus a Post Graduate Diploma in Education (PGDE) and having a minimum grade of C+ (plus) in the two teaching subjects at KCSE level. Secondary School Teacher II (T- Scale 7; Grade C2) is an entry grade for secondary school teachers who are holders of a Bachelor’s Degree in Education or its equivalent. A teacher in this grade can be promoted to Secondary School Teacher I (T- Scale 8; Grade C1) . To qualify for appointment to this grade, a teacher must have served as Secondary School Teacher II T-Scale 7 for a minimum period of three (3) years; among other requirements.

IMPLEMENTATION OF TEACHERS ANNUAL INCREMENT ON IPPD SYSTEM

The Commission adopted the award of annual increment for teachers as per the Teachers Code of Regulation (2015) Part IV clause 83 and 84. The mapping was undertaken in two categories.

CATEGORY 1:

GRADES CONVERTED HORIZONTALLY IN JULY * This cadre includes the following:-
  1.  Job group “G” who were converted to Grade B5 – Primary Teacher II.(The entry grade of primary teachers was upgraded to ‘H’ thus treated as category 1 in award of annual increment)
  2. Job group “J” who were converted to Grade C1 – Primary Teacher I/ Secondary Teacher III/ Lecturer III
  3. Job group “K” who were converted to Grade C2- Senior Teacher II a/ Secondary Teacher II/Lecturer II
  4. Job group “L” who were converted to Grade C3 -i.e. Senior Teacher I/ Secondary Teacher I/Lecturer I
Note: Teachers in Job group “H” who were converted to Grade C1 were upgraded and thus treated as category 2. * Annual increments for teachers whose grades were converted horizontally were effected as follows;
  • (i)RETAINED their incremental month as at June 2017.
  • (ii) RETAINED date of Current appointment/post as at 30th June 2017.
  • (iii) The increments were granted for only the qualifying salary points as at June 2017. However, teachers at the maximum salary points in June 2017 were not awarded the increment.

CATEGORY 2:

GRADES UPGRADED FROM 1ST JULY 2017 This cadre includes the following;
  • > Former Job Group “H” upgraded to Job Group “J” then converted to Grade C1
  • > Former Job Groups “G,H,J” converted to Grade C2- Senior Teacher II b
  • > Former Job Groups “G,H,J,K,L” converted to Grade C4 Deputy Head-Teacher II or Grade C5 – Head-Teacher
  • > Former Job Group “M” and above, that is;- Grade C5 up to All Senior D5 i.e. categories of masters/ Senior Lecturers/Deputy Principals and Principals
* All teachers who benefited from the upgrading were treated as follows;-
  • (i) The date of current appointment was changed to 1st July 2017
  • (ii) Adopted July as their incremental month.
  • (iii) The teachers in this category will earn their next increment in July 2018

Teachers’ salaries should remain intact- Govt told

The government has been warned against any attempts to slash teachers’ salaries. Also receiving a red alert are the owners to private schools in the country. While addressing the press during the launch of a report on mitigation measures and recommendations on reopening of learning institutions, on Wednesday, knut secretary General Wilson Sossion said teachers’ salaries shall continue to remain intact.

“Salaries of teachers must be protected. No one, whether government or private entities, should use Covid-19 to hold the salaries of teachers,” Sossion said.

This comes even as uncertainty reigns supreme on the exact dates when schools are going to be reopened. This is after all learning institutions were closed in mid-March after Kenya reported the first case of Covid 19.

Most teachers employed by the schools’ boards are yet to receive a penny for the last couple of months with the schools facing a financial crunch due to the cut in cash flow.

“The last salary I received was in the month of February. I have rent arrears and a family to feed. If this condition persists, then Am seeing a situation where I may face starvation. I have tried to reach the principal. His calls went unanswered before he switched off his phone completely,” said one high school teacher working on BOM terms and who decided to remain anonymous.

Most schools, if not all, have sent their staff on unpaid leaves since they can not meet their monthly wages’ demands. Education CS Prof George Magoha speaks after receiving the interim report from the national covid-19 education response committee. Magoha asked parents to prepare to stay home with children for much longer as schools will only re-open when Kenya has contained the COVID-19 pandemic.

Things aren’t any better for private schools, that solely depend on school fees from learners to support their operations. And with schools closed parents have been up in arms against private school administrators whom they accuse of exploitation. This is after some schools directed the parents to pay school fees in full.

On Friday CS Magoha waded into the row between private schools and parents advising the latter to pay fees so as to support operations at the schools.

“It was your choice to take your children to the private schools let the parents negotiate with the teachers on the charges; otherwise the private school sector will collapse…If private schools collapse all those children will come to public schools, therefore parents talk to the schools and work around how you will keep the schools open and supporting the economy.” he observed.

The government has since been urged to classify teachers and other education workers as vulnerable so as to receive stipend as other vulnerable groups do; through the cash transfer programme. Education stakeholders who met Interior Cabinet Secretary Dr Matiang’i this week also urged the government to offer soft loans to education institutions during the current covid-19 pandemic period.

With schools’ reopening not expected any time soon, teachers on BOM terms and their counterparts in private schools should brace for more tough times ahead; unless the government chips in.

How to create and enter Appraisal Data on the new TPAD 2 Portal for all TSC Teachers

The Teachers Service Commission, TSC, has created a new Teacher Performance Appraisal and Development (TPAD 2) portal. The new TPAD will make it easier for teachers to upload their appraisal data in a flawless manner. The Commission has at the same time classified the roles of the teachers, School Heads and Deputy Heads of Institutions. There are three separate portals for the Teachers, Deputy Head and Head of Institution.

ROLES OF THE TEACHERS IN THE NEW TPAD 

Each teacher will be expected to do a self appraisal in the various areas, create an appraisal and upload the data online.

ROLES OF THE PRINCIPALS IN THE NEW TPAD

The school Head has been assigned the following roles in the new TPAD:

  1. Ensuring all the teachers have been captured on the Teachers Management Information System, TMIS, and Activating all teachers on TPAD.
  2. Training the New teachers and all teachers on the new TPAD.
  3. Expunging teachers who have left an institution from both TMIS and TPAD.
  4. Overseeing the whole appraisal process at school level.
  5. Appraise the Deputy Head/ Principal at school level. This should be done via scheduled appraisal meetings.
  6. Arbitrate and countersign all appraisal forms for teachers; including that of the Deputy Head.

ROLES OF THE DEPUTY HEAD/ PRINCIPAL IN THE NEW TPAD

The Deputy Head of Institution has been assigned the following responsibilities:

  1. Updating teachers’ weekly lesson attendance registers.
  2. Appraise all Heads of Departments (HODs) and Classroom Teachers via scheduled Appraisal meetings.
  3. Observing all Heads of Departments (HODs) and Classroom Teachers as they execute their duties.
THE NEW TPAD TOOL

Whereas the old TPAD had seven (7) areas, the new TPAD tool/ form has five (5) standards/ areas: 

  1. Professional Knowledge and Practice
  2. Comprehensive Learning Environment
  3. Teacher Professional Development
  4. Teacher Conduct and Professionalism
  5. Participation in Professional Learning Community
HOW TO CREATE A NEW TPAD ACCOUNT

To create a new TPAD account takes a short time and easy. Follow the steps below:

  1. Click on https://tpad2.tsc.go.ke/auth/create_account to access the new account creation portal.
  2. Click on ‘Create’ Once done.
  3. A success message is shown and you will receive SMS token on your phone within a  short time.
  4. Enter the Code received via SMS and click on ‘Verify Token’. This completes the registration process.
Adding your Bio Data.

Next, you need to add your level of Education and subject combination details.

  1. Add your information: Bio/ Institution Information, Contact Information.
  2. Select ‘Subjects Combination’ and add your teaching subjects. Select your subjects combinations from the list and click on ‘Submit’ when done.
  3. Then, click on ‘Level of Education’ to add details. Select your KCSE grade, Highest level of Education and Institution of Study. Next, click on Submit.

Proceeding to Login and Filing Appraisal data

  1. Click on the tab ‘Proceed to Login’; highlighted in green
  2. Enter your TSC Number, ID Number, Password and click on the verification box at the bottom. Then, click on Log in to access the Teacher’s Portal Dashboard.
  3. Click on ‘Start Appraisal’. Next, click on ‘Create New Appraisal’. The default year is 2019 and term three for the term.
  4. Select Eligibility and click on ‘Save Appraisal’. A success message will be displayed on your screen.
TEACHERS’ PORTAL
The Teachers’ portal/ Dashboard contains:
  1. Self Appraisal with sections; Lesson Observation and Self Assessment.
  2. Teacher Professional Development.

To carry-out Self Appraisal;

  • Click on Self Assessment
  • Followed by Create New Appraisal.
  • Enter Appraisal Details: Year, Term.
  • Click on ‘Save Appraisal’ then ‘Close’.

TSC Latest news on TPAD: The Teachers Service Commission (TSC) has extended the deadline for filing teachers’ term 2 TPAD appraisals. Teachers now have up to the 6th of April to file their TPAD returns online. The initial deadline had been set for March 26, 2021.

The National Social Security Fund, NSSF, is a friendly service organization which exists for the public good. It offers social protection to all Kenyan workers. NSSF provides social security protection to workers in the formal and informal sectors. It registers members, receive their contributions, manage funds of the scheme, process and ultimately pay out benefits to eligible members or dependents.

This is a Pension Scheme to which every Kenyan with an income shall contribute a percentage of his/her gross earnings so as to be guaranteed basic compensation in case of permanent disability, basic assistance to needy defendants in case of death and a monthly life pension upon retirement.

Membership

There are two types of NHIF members; Those in employment and voluntary ones.

How to Register as a member: In Employment

If you are in employment, all you need is to visit any NSSF Office closest to you with:

  • Your original National Identity Card (ID Card), Alien Card or Passport and a copy of it
  • An introduction letter from your employer (view sample)

We will record your details and register you. You will then be issued with an NSSF membership card. Your employer will require the NSSF Number on your card to enable them to make contributions to your account.

How to Register as a member: Voluntary

If you are in self employment, all you need is to visit any NSSF Office closest to you with:

  • Your original National Identity Card (ID Card), Alien Card or Passport and a copy of it

How to Register as an employer: Company or Business

To register your business/company, simply download the registration form below, fill it and drop it off at your nearest NSSF office. Please ensure that you attach the following documents:

Employer Information

Employers registered with NSSF are requested to:

  • Submit their returns data electronically – No returns on portable media (Flash disks, CD’s) will be accepted.
  • Pay contributions for each month before the 15th day of the ensuing month. Please remember that payment made after the 15th day of the ensuing month attracts interest.
  • Ensure that all your employees are registered and contributions paid on their behalf. There should be no discrimination, on account of referring to some employees as casual or permanent.
  • Do not use contributions deducted on behalf of employees as a new investment in your business.

NSSF members enjoy a wide array of benefits. This section will help you find information on benefits and grants that you may be eligible for as a member (or relative of a deceased member) of NSSF. It will also provide you with the information you need on how to apply for the benefits and grants to which you are entitled.

Anyone wishing to apply for benefits/grants should first carefully review the information provided regarding eligibility criteria and application requirements for the benefit/grant for which he/she is applying.

Thereafter, the member/claimant should complete the relevant application form and submit it (in person) to his/her nearest branch office. Applications forms are available online and in all NSSF branch offices.

List of NSSF Benefits Offered:

Eligibility: Members are eligible for this benefit when they reach the age of 55 years, or when they ultimately retire from regular paid employment.

How to apply: Visit your nearest NSSF office with:

  • A certified copy of your retirement letter OR certificate of service OR termination letter
  • Your NSSF Card and
  • Your National Identity Card.

You will be advised thereafter on the steps you will follow to complete your benefit application.

Eligibility: Members are eligible for this benefit if they are at least 50 years of age and they have retired from regular paid employment. A member would opt to apply for this benefit (over the age/retirement benefit) if they retire before attaining 55 years of age.

How to apply: Visit your nearest NSSF office with:

  • A certified copy of your retirement letter OR certificate of service OR termination letter
  • Your NSSF Card and
  • Your National Identity Card.

You will be advised thereafter on the steps you will follow to complete your benefit application.

This benefit is paid to: This benefit is payable to the survivor(s)/dependant(s) relative(s) of a deceased member. The dependant relatives qualify for this benefit in the following order:

  • The husband/wife of the deceased member.
  • All children irrespective of age or gender (if the husband/wife of the deceased member is also deceased, or if the deceased member was a single parent).
  • The parents of the deceased (if the deceased member was not married and had no children)
  • Sisters/brothers of the deceased (if the deceased was single, had no children, and both parents are deceased)
  • The guardian to the children of the deceased member (where both the parents are deceased and all the deceased members’ children are minors)
  • An applicant who has letters of administration (where all dependants are exhausted)

How to apply:

  • Complete the Application for Survivor’s Benefit Form
  • Get your local administration (i.e., the administration in your home district) to endorse form SF/BN/SB/002A of your application
  • Submit the completed application form + the required documents (in person) to your nearest NSSF office

Required documents/ Standard processing requirements:

  • Deceased members’ original membership card
  • Photocopy of the deceased members National Identity Card
  • Original death certificate of the member and any beneficiary who is deceased
  • Certified copy of the marriage certificate or other evidence of marriage in case the deceased was married

This benefit is paid to:

  • Members who are certified to be permanently incapable of working because of physical or mental disability.
  • Members who are at least 50 years of age and suffer from a partial incapacity of a permanent nature that prevents them from undertaking employment.

How to apply:

  • Complete an Application for Invalidity Benefit Form
  • The application form should be endorsed by a qualified doctor at the hospital/clinic you attend(ed)
  • Submit the completed application form + the required documents (in person) to your nearest NSSF office.

Required documents/ Standard processing requirements:

  • A certified copy retirement (on medical grounds) letter
  • Medical/treatment records from the hospital you attend(ed)
  • Bank account number and bank name and address
  • A certified copy of your retirement letter OR certificate of service OR termination letter

* NOTE: You will be examined for confirmation of your invalidity by the Fund’s appointed doctor after completion and submission of the form.

This Benefit is paid to:

  • Members emigrating from Kenya to a country which is not a member of the East African Community, without the intention of returning to reside in Kenya.

KATHEKA BOYS’ SECONDARY SCHOOL’S BRIEF HISTORY

ST. THOMAS AQUINAS KATHEKA Boys Sec. School was started back in 1974 as Harambee Sec. School to assist the local children who could not get places to Provincial and National Schools or Access education. The school is sponsored by the Catholic Church. The school is situated in Eastern province, Kitui County (Kitui West District), Mutonguni division, Kauwi Zone.

In 1994, all the girls were phased out and it became purely Boys school. A second stream was started in 1996 and the enrollment continued to increase posing challenges to all existing facilities. In 2008, a third stream was started. Today the school is a fully pledged provincial school with a population of 480 students, 14 teachers and 17 support staff.

The school has 5 dormitories, 11 classrooms, 2 labs, a computer room, a library, 4 staff houses, 1 kitchen, and a multipurpose hall among other facilities. The school is registered by the Ministry of education via certificate no. GP/A/6022/09.

Various accredited universities offer Courses in Education for prospective students who want to be teachers. The universities have course specific requirements for the various Arts and Sciences courses. They also offer various teaching subjects combinations. Egerton University has three (3) Campuses and one Campus College. The main Campus is based at Njoro and houses the Faculties of Agriculture, Arts and Social Sciences, Education and Community Studies, Engineering and Technology, Environment and Resources Development, Science and Veterinary Medicine and Surgery. The Njoro Campus also houses the Board of Undergraduate Studies and Field Attachment, and the Board of Postgraduate Studies. The other Campus is the Nairobi City Campus, offering programmes from the Faculties of Arts and Social Sciences, Commerce, and Education and Community Studies. It also hosts the African Centre for Distance Education (ACDE). The third Campus, Kenyatta Campus, is located five (5) kilometres from Njoro Campus and is planned to house the Open and Distance Learning (CODL) programmes which is currently based at Njoro Campus. The only University’s Campus College, Nakuru Town Campus College, hosts the Faculties of Commerce and Health Sciences. The University currently has nine (9) faculties and fifty one (51) academic departments offering a wide range of programmes at diploma, undergraduate, and postgraduate levels. Admission Requirements

Candidates admitted to the Degree of Bachelor of Education (Science) must satisfy the minimum entrance requirements of the Egerton University. They must also satisfy departmental requirements before registering for courses in the respective departments. In satisfying the minimum entrance requirements of the University, candidates must have passed the Kenya Certificate of Secondary Education (KCSE) with the minimum grades against each subject as indicated below: C+ in Mathematics C+ in any of the following:
  • (i) Physics (ii)
  • Chemistry
  • (iii) Biology
  • (iv) Geography or B- in any of the following subjects: Physical Sciences Biological sciences Alternatively, admission may be granted to holders of Diploma/S1 certificate in science Education from Institutions recognised by Egerton University provided the diplomas are at credits and above.
Bachelor of Education Course Requirements:
  1. Mean grade C+ (Plus) at KCSE and at least C+ in each of the two teaching subjects,

The Kenyan law requires all public officers to declare their wealth; periodically. This declaration is made online and there are hefty penalties for officers who fail to declare their income, assets and liabilities within the stipulated time. According to the Public Ethics Act of 2003, It is mandatory for all public officers to declare their income, assets and liabilities once in every two years.

Any teacher in TSC employment who fails to submit a Declaration or gives false or misleading information is liable to a fine of Kshs. 1,000,000 or imprisonment for a term not exceeding (1) one year or both upon conviction.
