TSC set to roll out Biometric registration of all teachers in the Country

The Teachers Service Commission (TSC) will roll out a mass count and bio-metric registration of all secondary and primary school teachers in the Country. The exercise was initially scheduled to commence in May last year (2020) could not take off as schools were closed due to outbreak of the Covid19 pandemic.

But, the Commission has now put all plans in place to roll out the head count in May this year when schools reopen for third term.

“The biometric registration shall entail validation of data of teachers in all public primary and secondary schools, Teacher Training Colleges, Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA) and Kenya Institute of Special Education (KISE),” the Commission said via a presser.

TSC offices at Upper Hill in Nairobi.

It is believed that there are many ghost workers in the Commission who lead to massive losses of government funds. The biometric registration of teachers will therefore weed out the ghost workers with all the teachers under the commission’s payroll expected to undergo fresh registration to verify their distribution, utilisation and teaching specialisation in public schools.

Most popular news;

All teachers under the TSC payroll will undergo fresh listing from the school level. Earlier on TSC Deputy Commission Secretary Kennedy Mulunda revealed that this exercise would cover all the 321,811 teachers in 32,004 basic education institutions across the country.

“We want to update the existing information on the teachers’ biodata and validate their requirement in all public schools and teacher training colleges by size and learner enrollment,” Mulunda had said.

The biometric registration of the teachers will involve the usage of their fingerprints to capture details. Additionally, each teacher will have to produce their national identity card or birth certificate and any other relevant identification documents such as employment or designation letters.

The exercise will also reveal teacher distribution based on subject combinations and will unearth staffing gaps that will inform training needs for various subject areas.

Seven counties will participate in the pilot roll-out of the program with the national exercise scheduled for August/ September 2021.

Uasin Gishu, Homa Bay, Bungoma, Nyeri, Kilifi, Kitui and Garissa were selected because they present both rural and urban setups with 143 institutions sampled from the areas consisting of primary, secondary and teachers training colleges.

To monitor daily attendance by teachers, the Commission shall then install Biometric gadgets in schools for teachers to clock in and out. Currently, teachers manually sign in and out of school.

The electronic registration of teachers will therefore expose teachers who miss lessons without written permissions. This enlisting of teachers is also expected to help the Commission to balance the teaching staff since it will unravel the imbalances across all public schools.

Latest Corona Virus Disease (COVID-19) news in Kenya: Nairobi leads as more males are infected- Full details

Kenya’s Capital City, Nairobi, leads in the number of patients with Corona Virus Disease (COVID-19). This is according to the latest reports that were released by Kenya’s Health Cabinet Secretary Mutahi Kagwe on Saturday. The CS said Seven more people had tested positive of coronavirus bringing the total to 38. Of the seven new cases four are Kenyans, two Congolese and one Chinese. “Out of the seven, four had a history of travel from countries with active transmission, one had traveled to Mombasa while two did not have a history of travel,” noted the CS.

According to CS Kagwe, Nairobi Country leads with 28 cases of those who have so far tested positive for the contagious virus. Nairobi is followed by Kilifi with six patients, Mombasa with two, while Kajiado and Kwale have one each. Out of the 38 positive cases, 21 are male while 16 are female.

The CS said the Government through the Ministry is leaving no stone untouched in its bid to curtail further spread of the virus. “Tracing of contacts for the 38 confirmed cases is ongoing. The total number of close contacts who have been monitored stands at 1141. Out of this number, 163 have been discharged after completing the mandatory 14 day follow up period,” he said.

Currently, the Ministry of Health is monitoring 978 close contacts. Three individuals are admitted at Mbagathi Hospital awaiting test results and 833 have been tested so far. The CS said, as a precautionary move, the Government instituted mandatory quarantine for those who have tested positive and their contacts because of the seriousness of the coronavirus disease and its potential strain on the Country’s healthcare resources. So, what happens in case you are identified as a CoronaVirus patient’s contact? “Once you have been identified as a contact to a patient who has tested positive, the Ministry of Health shall send its officials to your house to escort you to a quarantine facility,” explained the CS.

“The purpose of mandatory quarantine is to have close monitoring of your wellbeing so as to safeguard your health and that of your family and the country at large,” he added.

he number of COVID19 cases in the United States has surpassed 110,000, according to the latest data from Johns Hopkins University(See image below). Italy comes in second with China taking third spot.
Latest Corona Virus Cases Per Country.
On the curfew that was effected on Friday, the CS had this to say; “I am appealing to our people to make it very unnecessary for them to engage with the police by staying at home. I am also urging the police that people must be treated humanely. Make it difficult if not impossible for the police to come into contact with you by just doing the right thing – stay at home. The number 659.59, as our curfew number should be a rallying call for all of us at this time”.
The CS had some good news, though. “The first patient and the third patient of the confirmed cases of coronavirus have tested negative on their first retesting and are awaiting for a repeat test which is scheduled after 48 hours. We remain hopeful that the repeat test will be negative confirming full recovery to allow for their discharge from our treatment centre”.
The Ministry will on Monday roll out mass testing for individuals in mandatory quarantine.
Kenyans are urged to follow the Ministry’s directives so as to effectively cut the infection chain. You are reminded to keep social distance, avoid public gatherings and washing hands with enough soap for about 25 seconds; among other precautions.

TSC to roll out mass teacher transfers

As teachers proceed to the April holiday most of them will be waiting with bathed breaths as their employer is expected to roll out massive transfers. The Teachers Service Commission (TSC) has announced that there shall be a major shake up administration of public schools; mostly mixed ones.

A new policy adopted by the Commission is seeking to reorganize placement of heads and deputies in mixed schools to ensure that they are not of the same gender.

“In its efforts to promote gender mainstreaming and equity, TSC is reorganizing placement of heads and deputies in mixed schools to ensure that they are not of the same gender. This is among a raft of measures taken by the Commission to conform to the requirements of the Constitution on inclusiveness, equity, equality, non- discrimination and affirmative action.” Says the Commission.

This comes a week after the International Women’s Day when Dr Nancy Macharia said that the Commission has put measures in place to ensure that it conforms with the constitution on the inclusion of both genders in leadership positions. This move is expected to foster a gender inclusive learning environment in public schools.

Already, TSC Boss Dr. Nancy Macharia has directed all the TSC Regional Directors to implement the policy that is aimed at fostering inclusivity in public schools. She directs regional directors are to liaise with the county directors who are to identify mixed schools that have heads and deputies of same gender and subsequently place the deputies appropriately after the national examinations.

“Identification and deployment of institutional administrators is premised on career progression guidelines and the policy on appointment and deployment of institutional administrators (2017). The process is underpinned on values and principles of governance which include but not limited to: equity, equality, inclusiveness, non-discrimination and affirmative action,” Macharia says in a circular addressed to all Regional TSC Directors.

Mixed schools with Principals who both are of the same gender will see one of them getting the marching orders. Macharia wants the list of the heads and deputies sent to her before April 30 once the placement is completed. This will lead to massive transfers of the affected administrators; mostly deputies.

Implementation of this new policy follows the commission’s research findings that showed a majority of the mixed schools in the country having heads and deputies of the same gender.

Macharia says a scenario where both heads and deputies are of the same gender leads to unprecedented gender imbalances in the learning institutions.

“The scenario neither fosters gender-inclusive learning environment nor provides a supportive atmosphere for all learners…Accordingly, to ensure a supportive learning environment for learners of both gender the commission’s policy is to appoint and deploy administrators of applicable gender to head and deputise learning institutions,” notes Dr.Macharia.

This policy will supplement the contentious delocalization exercise that has seen thousands of heads and their deputies moved away from home counties.

Shortcut to faster TSC employment

Perhaps you have been tarmacking too long after graduating with your Diploma or Bachelors Degree in Education. Maybe your efforts to get employed by the Teachers Service Commission, TSC, have been in vain after attempting several times. And you are at the blink of giving up on the teaching profession. You are not alone my dear friend. There are thousands of graduate teachers out there who find themselves in this precarious situation. I met this graduate teacher, sometimes back, who was so desperate for TSC employment. The teacher was willing to pay the price if only there could be assurance of clinching that elusive TSC job. After many years of attending interviews, in vain, the teacher was so disappointed that all this while there was no chance of getting into the TSC payroll.

Many desperate graduate teachers have fallen prey to conmen and women who promise to deliver TSC employment leeters. Truth be told these fraudsters have no connections at the Commission and hence end up piling more misery on the desperate job seekers. The process of recruiting teachers in Kenya is crystal clear and in fact it is done in a transparent manner. The process is flawless and one is allowed to launch a complaint to the Commission head office if she/ he is shortchanged during the recruitment process.

But, did you know that you can enhance your chances of getting TSC employment ahead of your competitors? It is so easy. Consider the following and maximize your chances.

TSC MINIMUM REQUIREMENTS

Before you dive into the teaching profession, ensure that you have read and understood the current minimum requirements for one to be certified by TSC. For example, if you are intending to pursue a Bachelors of Education Degree Programme you must have scored a minimum of a C+ in each of the two teaching subjects you wish to teach at high school. This requirement has locked out many graduates. For instance, if want to be a Maths/ Physics Teacher then you must have a minimum of a C+ in each of these two subjects. Again, it is prudent that you choose your teaching subjects carefully.

In short, select the two subjects where you have performed well. This is because in case of a tie during the TSC recruitment interviews, then the panelists will consider the performance of the tying applicants at KCSE. For complete information on all the current TSC registration and recruitment guidelines, click on this link; New: Academic and Professional Requirements for Registration of Teachers.

SUBJECT COMBINATION

The subjects you choose to study at the university or college play a significant role in terms of how fast you will be absorbed by TSC. I never to to say this but some subjects are more marketable than others. This is simply because some subjects are flooded with unemployed graduates. Some of the most marketable subjects, currently, can be found on this link; Most Marketable TSC Subjects, Best TSC Employment Subjects, TSC employment readily availabe.

PERFORMANCE AT KCSE AND UNIVERSITY/ COLLEGE

Your KCSE mean grade sometimes come in handy during TSC recruitment sessions. In case two applicants tie, then the panelists will have a look at the candidate with stronger KCSE certificate. Strength of your diploma or degree certificate also plays a key role on the marks you garner, according to the latest TSC Recruitment guidelines and marking scheme.

PARTICIPATION IN CO-CURRICULAR ACTIVITIES.

Applicants who actively participate in Co-curricular activities have a upper hand in clinching TSC slots. Try to at least participate in one or two Co- curricular activities and ensure you are certified or given a recommendation letter to that effect.

INTERNSHIP PROGRAMMES

The Commission has enlisted the services of teachers working on the internship programme. In the past, such teachers have had an added advantage over their colleagues since TSC produced marking schemes favouring the Intern teachers.

PRESENTATION AND FIRST IMPRESSION

The first impression you create lasts longer. Be smart during interviews. Try to be eloquent. Above all be sincere.

YEARS STAYED OUT AFTER GRADUATION.

Unfortunately, or fortunately I should say, the current TSC recruitment guidelines and marking scheme favours graduates who have stayed out longer. The longer you stay out the more marks you are awarded.

Finally, do not give up. Never pay fraudsters who give false employment promises.
