KNEC postpones marking and uploading of 2020 KCSE data for Group IV subjects’ projects

The Kenya National Examinations Council, Knec, has postponed the uploading of the 2020 Kenya Certificate of Secondary Education (KCSE) project marks for Group IV subjects. This is as a result of the current shutdown of all learning institutions to curb further spread of the current COVID-19 (CoronaVirus) Pandemic in the Country.

“The Kenya National Examinations Council wishes to inform you that further guidelines on the handling of Milestone 1 and 2 for Group IV projects will be issued when schools reopen,” reads a Memo by the Council’s Boss, Dr. Mercy Karogo, that is dated March 27, 2020, and dispatched to Sub-County Directors of Education and Secondary Schools principals.

Knec had earlier set the deadline for uploading the projects’ scores and pictorial evidence for Milestone one to be 31st of March, 2020 while uploading of data for Milestone two would have been done between 15th June to 15th July, 2020.

The 2020 KCSE Subjects with the project component are: Art & Design (442/3 2D Project,
Agriculture (443/3) and Woodwork (444/2). Others are Metalwork (445/2),Building Construction (446/2) and Computer Studies (451/3).

It is subject teachers who assess the candidates’ projects and upload the marks plus pictorial evidence to the Knec portal for verification and final conversions. By the time the Government ordered for closure of schools, the the marking had not been completed by most tutors.

The fate of this year’s National examinations remains in balance as the world puts up a spirited fight against the deadly CoronaVirus. According to the 2020 KCSE time table from the Council, the candidates would sit for their examinations from Monday November 2, 2020 to Wednesday November 25, 2020.

For Kenya Certificate of Primary Education, KCPE, candidates their examinations would be done between October 26 to October 29, 2020. It is only a matter of wait and see to know whether these dates will be retained or altered; after schools reopen.

TSC releases list of 30 sacked teachers

The Teachers Service Commission, TSC, has announced the sacking of thirty teachers for gross misconduct. The dismissal of the tutors was announced on Monday October 12, 2020, as schools reopened after a closure of close to seven months. According to the list at our disposal, most of those sacked are male teachers.

While noting that the said teachers are yet to be formally dismissed, Wababu confirmed that there was enough evidence to warrant their dismissal.

“The teachers are in the process of being dismissed, and after the CEO (TSC Chief Executive Officer, Dr. Nancy Macharia)has approved the list, then it will be gazetted; thereby confirming their dismissal,” She explained.

She said the offences committed by the teachers included: immoral behaviour and forging of academic certificates among others; as prescribed in the Teachers Code of Conduct.

In August, TSC released a list of 40 teachers who had been de-registered for committing similar offences.

RECRUITMENT OF TEACHERS

The Commission has at the same time announced the registration of 8,500 new teachers. TSC Head of Corporate affairs, Betty Wababu, says the registered teachers are not part of the 11,000 who are being recruited; explaining that registration is different from hiring.

“Registration is different from hiring. The recruitment process is not over yet. Those are just teachers that have been registered with us. The number of teachers being recruited still stand as reported and when the process ends we are not going to to recruit more teachers because we are funded by the National Treasury to do the recruitment,” Wababu said.

BAHARI GIRLS HIGH SCHOOL’S BRIEF HISTORY

Bahari Girls High School was established in 1991. Dr. Timothy Mtana Lewa the School Patron sought assistance from various friends in order to establish the School. These include among others;

  1. Mr. Christopher Wilson, the proprietor of Kilifi Plantation who donated 30 acres of land.
  2. The Danish Embassy which put up the Administration block, Library, Kitchen, Dining Hall and a Twin dormitory.
  3. The Australian Embassy which helped in putting up the first four classrooms, provided school uniform material and sewing machines.

The School enrolment has grown from the 80 students in 1991 to 700 currently. Our projection is to have 1200 students by the year 2020.

The School has been improving academically. In 1994, the school means score was 3.00 and in 2015 we had a mean score of 7.00.

With the elevation of the school to the National status in 2014, the Ministry of Education allocated sh. 25 million for putting up four (4) classrooms and one dormitory. These are almost complete.

Parents have also tried to improve the Infrastructure of the school. Currently they are putting up one dormitory to ease the serious congestion we are experiencing in our dormitories.

Current salary for Primary school teacher II (T-scale 5; formerly job group G)

TSC Primary school teacher II (T-scale 5; formerly job group G) is an entry grade for Primary school teachers. The basic requirements for this grade are: having a Kenya Certificate of Secondary Education (KCSE) minimum mean Grade C (Plain) or other recognized equivalent qualifications; and must be in possession of a Primary Teacher Certificate (PTE) or its approved equivalent. These tutors earn monthly basic salaries of Sh21,756.

The basic salaries for these teachers are paid depending on the areas where they work. Teachers who work in Nairobi get a slightly higher house allowance compared to those plying their trade in rural schools. But, all these tutors earn an equal amount of commuter allowance; which is Sh4,000.

To know your exact salary, check your current salary (under the current salary column) and move along the row to the right. what you see under gross pay is what you will earn before deductions.

Those working in hardship areas (get Sh6,600) plus those handling physically challenged students get extra allowances.

Remember, the commission pays a flat rate of Sh4,000 per year as leave allowance. This is paid together with the January salaries.

Babu Owino takes KCSE candidates through revision in Maths, promises to extend to Chemistry

Embakasi East Member of parliament Hon. Babu Owino on Friday evening held a mathematics lesson live on his Facebook page. In a live-stream, followed by over 8,000 users, the MP offered revision tips for Kenya Certificate of Secondary Education, KCSE, candidates.

Dressed in a smart navy blue suit and a white shirt, the Legislator tackled tackled problems from various topics to the surprise of many. His page was lit with congratulatory messages as he tactfully handled the problems.

“We are ready to proceed at 1pm.stay tuned on my Facebook page Babu Owino which is a verified account,” the lawmaker had stated prior to his live broadcast; referring to himself as Prof. Babu. And, true to his word, he did not disappoint when the hour came.

And when the time came, the MP solved problems from such mathematics topics as Differentiation, Trigonometry, Surds, Further logarithms, Algebraic expressions and Calculus.

“This is one thing which makes Babu Owino different from the rest. Intelligence,” wrote an online user.

I was locked in and indeed I was amazed. Still understanding those mathematics. Long live Babu,” another said.

More Lessons

The flamboyant politician had earlier sensationally asked education CS Prof. George Magoha to surrender this year’s KCSE exam scripts to him for vetting before candidates can tackle them; an assertion his still reiterated during his live broadcast.

“And this is more reason why I told the Ministry of education to bring the papers in my office for verification because I am over qualified,” boasted the MP.

Hon. Babu Owino prior to his lesson on Facebook.

The MP has promised to broadcast more lessons in the coming weeks; in Chemistry and Mathematics.

“Next time we will do chemistry, from next week. We will also proceed with mathematics. I will be communicating the days. But, this time round we will be handling mathematics topic wise. We will be dealing with a topic and then questions,” he said.

The Ministry of education through the Kenya Institute of Curriculum Development, KICD, is offering electronic lessons via various platforms.

“Learning experiences at home should take place to reinforce what is learnt in school,” says the KICD.

27 teachers to face disciplinary action from TSC over cheating in KCSE 2020-2021 exams

A total of 27 teachers will face disciplinary action from the Teachers Service Commission (TSC) over cheating allegations in the 2020-2021 Kenya Certificate of Secondary Education (KCSE) exams. This revelation has been made by Education Cabinet Secretary professor George Magoha.

Magoha says a total of 27 officials were relieved of their various duties as centre managers, supervisors or invigilators over allegations of violating regulations guiding the administration of examinations. Teachers who were involved in the irregularities will face disciplinary action from the Teachers Service Commission (TSC).

“As a Ministry, we will be presenting the list of teachers believed to be behind some of the examination offences to the TSC for action.” He reported.

President Uhuru Kenyatta has directed the Ministry to crack the whip on teachers who indulge in examinations cheating and leave the candidates alone. Consequently, all the Kenya Certificate of Primary Education (KCPE) candidates who sat the 2020-2021 exams received their results.

This latest development will see the TSC act tough on teachers facing cheating allegations as the government seeks to stem the vice.

PENALTY FOR EXAMINATION IRREGULARITIES

Apart from disciplinary action from the Commission, the teachers may also face charges in the court of law.

According to the KNEC Act No. 29 of 2012, offences and Penalties stated in Sections 27 to 40 for cases of examination irregularities will apply.

For instance, any person who gains access to examination material and knowingly reveals the contents, whether orally or in writing, to an unauthorized party, whether a candidate or not, will be in violation of Section 27 of the Act and the penalty will be imprisonment for a term not exceeding ten years, or a fine not exceeding two million shillings or both.

Cheating cases

CS Magoha says the KCSE 2020 examinations did not leak and that all attempts to expose examination papers were thwarted in a timely manner in a few centers across the country.

” We experienced a number of cases where examination officials attempted to open the papers with the intention of exposing them to candidates before the actual examinations started. We thwarted these efforts in a few centres countrywide, some of which I released to you during my weekly briefs,” CS Magoha says.

He adds that 37 civilians, including three university students and two businessmen, were arrested for attempting to engage (or assist) in examination irregularities. Also Fifty-three cell phones were confiscated from candidates at examination rooms during the exercise.

During the 2019 KCSE exams, close to 100 mobile phones were collected from various examination centres even as more than 10 impersonators were apprehended in Kisii. They had connived with unscrupulous people to produce fake photo albums to give the impression they were genuinely KNEC registered candidates for KCSE.

In Nairobi’s Eastleigh, 35 mobile phones were collected from a single centre. There were some cases of individuals who were attempting early exposure of examination papers, among other ills.

All those involved in these attempts were apprehended.

And determined to stem examinations irregularities attempts, KNEC still cancelled 1, 309 individual results for candidates from these failed cases of cheating.

The forms of cheating were manifest in the use of mobile phones, carrying unauthorized materials to examination rooms, and collusion.

Of the 1,309 candidates whose results were cancelled, 1,158 engaged in collusion in a bid to cheat in the exam, 101 were found with unauthorised materials in the exam room while 47 were found with mobile phones.

Two candidates will miss their results for impersonation while one other caused disturbance, hence cancellation of their results.

However, the number of cases of irregularities is much lower than the 4,519 cancelled in the 2018 KCSE.

In 2019, a total 658 KCSE results were withheld for routine checks on small details, including accuracy of their names and registration details. These results will be released to candidates as soon as the verification process is completed.

Here are the Schools’ reopening dates for continuation of Term one, 2020: Uganda’s Education Minister announces new dates

The Minister for Education and Sports in Uganda, Janet Museveni, has announced the schools’ reopening dates for continuation of first term of 2020. This follows a directive to close all schools for 30 days (effective Friday March 20, 2020) by the Ugandan President Yoweri Museveni in order to combat the spread of COVID-19 in the country.

The east African Country that is currently on a total lock down, will see its learners going back to class, soon. “Pre-primary, primary, secondary schools and Primary Teachers’ Colleges will open for the continuation of Term I on 27th April 2020 up to 12th June 2020. Term 2: 22nd June to 4th September and Term 3: 21st September to 19th December 2020, in case everything goes as planned,” says Janet who is also Uganda’s First Lady since 1986.

“God willing, Universities and Other Tertiary Institutions, including BTVET institutions will open the Continuation of the current Semester on 2nd May 2020,” she added.

First Lady and Minister of Education Janet Museveni also said exams for this term (term one 2020) are called off. “There shall be no formal test or examinations at the end of Term 1. All the time should be used for teaching and learning. Cumulative end of topic class-based results should be used on end of term reports. Candidates shall do only ONE school generated Mock Examinations at the end of Term 2. Therefore all schools are herewith barred from engaging students in any externally set mock examinations this year, to ensure syllabus recovery time is not wasted,” noted Janet who has been Cabinet Minister of Education and Sports in the Ugandan Cabinet, since 6 June 2016.

While making the announcements on Live TV on Saturday night, Mrs Museveni at the same time warned universities forcing students to take examinations online; saying such examinations have been suspended. “We have received several complaints/concerns that some Universities are forcing students to pay for and do online Examinations during this period, yet quite a number of our students do not have the required facilities and the money to do this. We have therefore, decided that all these Examinations be suspended until we are out of this crisis,” she directed.

According to Mrs Museveni, her Ministry will organize lessons and has secured free learning airtime on radio to engage learners lacking requisite internet access equipment. We will send out a harmonized continuous learning program for all Primary and Secondary school learners to all Local Governments and Association of Secondary School Headteachers of Uganda (ASSHU), where selected teachers will use Local Radios which can be accessed by most learners and TVs where possible. The teaching will focus on core basic concepts in what learners have already covered. This will be supplemented with printed material wherever possible,” reported the Minister.

In the neighbouring country, Kenya, the Ministry is yet to give a notice as to when schools are set to reopen. Some schools have in fact been identified and prepared as possible COVI-19 isolation centres.
