TSC recruitment guidelines for teachers PDF free download 2021/2022

TSC Recruitment guidelines 2021- Hoping to be employed by the Teachers Service Commission (TSC)? Well. As you make your application for the advertised TSC teaching posts, it is also necessary that you check the following latest guidelines for recruitment of teachers.

In the TSC recruitment guidelines, the Commission outlines the whole recruitment process; right from advertisement of posts to submitting lists of successful candidates, after interviews.

Also contained in the recruitment guidelines is the list of documents required during the recruitment process and the scoring criteria (Recruitment Marking Schemes) for primary and secondary school teachers.

LATEST TSC GUIDELINES FOR RECRUITMENT OF TEACHERS – PRIMARY SCHOOLS

1.0 GENERAL INFORMATION

Following the advertisement for recruitment of teachers for Primary schools, You are required to conduct a selection exercise for candidates wishing to be employed and submit the County Merit list to the TSC Headquarters. The list should be ratified by the County Selection Panel.

 The selection panel will be expected to exercise the highest degree of transparency and accountability, as stipulated in the Public Officers Ethics Act and TSC Code of Conduct and Ethics (2015). The TSC County Director is expected to induct members of the County Selection Panel on the relevant Sections of the Act before the commencement of the selection exercise.

 All applicants must be registered teachers in line with Section 23(1) of the Teachers Service Commission Act Cap 212. Those without Registration Certificates must attach a printout showing verified status as evidence of application for registration. However, applicants who do not meet registration requirements will not be recruited. TSC Guidelines for Recruitment

 Applicants who apply for confirmation of results from KNEC should give the address of the County Director where they submitted their application. It is their responsibility to ensure that the results are received within 14 days after the verification of certificates.

 Applicants working in other Government Departments and who meet the requirements are eligible to apply.

 Upon submission of application letters, all applicants shall be given a serial number. The selection date and venue should be communicated at the same time.

 The Sub County Director MUST acknowledge all applications immediately upon receipt before the verification date and promptly advise those who do not meet the selection criteria (specifying the reasons).

DOCUMENTS REQUIRED DURING THE RECRUITMENT PROCESS

 During the selection applicants must present original and legible photocopies of the following documents; –

i)National identification card

ii)National Council of Persons with Disability (NCPWD) Card (where applicable);

iii)KCPE certificate;

iv)KCSE certificates (include first attempt certificate if one repeated exams) or A Level Certificate (where applicable);

v)PTE certificate;

vi)Primary, Secondary Schools leaving certificates and other relevant testimonials.

(i)All applicants should be given equal opportunity. However, applicants with special needs should be considered on affirmative action, provided that they meet the stipulated recruitment criteria. TSC Guidelines for Recruitment

(j)The selection date and venue must be displayed on notice boards at the County, Sub-County and Zonal offices at least seven (7) days before the selection exercise.

(k)The selection panel shall vet each applicant to establish if he/she meets the requirements of the TSC advertisement.

(l)Preference will be given to the applicants who have not been previously employed by the Commission.

2.0. SUB COUNTY SELECTION PANEL

The Selection Panel shall comprise of the following members: –

i)

The Sub County Director

Chairperson

ii)

TSC Sub County Human Resource Officer

Secretary

iii) All Zonal Curriculum Support Officers

Members

3.0.0 VERIFICATION EXERCISE

i)The TSC Sub County Director shall verify the TSC registration status of all applicants;

ii)The TSC Sub County shalpresent a list of all applicants to the Selection Panel;

iii)Applicants must appear in person before the Selection Panel on the set date.

3.0.1 AUTHENTICATION OF ACADEMIC AND PROFESSIONAL DOCUMENTS

a)Original academic and professional certificates shall be scrutinized to verify their authenticity.

b)The TSC Sub County Director shall certify photocopies of the certificates before forwarding them to the TSC County Director.

c)Any applicant(s) who present forged/fake academic, professional and other documents commit(s) an offence; shall be disqualified and can be deregistration in accordance with Code of Regulations for Teachers (CORT).

3.0.2 SELECTION CRITERIA

Applicants shall be awarded marks as per the score sheet (Appendix 1(a) and 1(b). Where applicants tie in score, the panel shall refer to the footnote on the panel score sheet for guidance.

4.0 DOCUMENTS TO BE SUBMITTED TO TSC COUNTY DIRECTOR

The Sub County Selection Panel will be required to submit the following to the TSC County Director: –

i.Registration list of all applicants in the Sub County (Appendix II);

ii.Sub County merit list (Appendix III);

iii.Summary of complaints raised(if any) together with action taken;

iv.Minutes of the Sub-County Selection Panel duly signed by the Chairperson and Secretary.

5.0 COUNTY SELECTION PANEL

a)After submission of merit lists by the Sub County Directors, TSC County Director will constitute a selection panel comprising the following members;

i.

TSC County Director

Chairperson

ii.

TSC Deputy County Director

Secretary

iii.

County Human Resource Officer

Member

iv.

All TSC Sub County Directors

Members

b)The TSC County Director will be required to convene a County Panel to ratify Sub County merit lists for onward submission to the TSC Headquarters within the stipulated timeline.

c)The selected applicants from the merit list shall correctly fill the TSC Application for Employment Form (APPT 1) without erasing or defacing it.

d)The merit list compiled during the selection process at the beginning of the financial year will be used in subsequent recruitments within the financial year. Selected applicants shall be informed through the short message service (SMS).

NB: It is the responsibility of the TSC County Director to ensure that the exercise is fair and transparent.

6.0 COMPLAINTS

a)Any applicant who is dissatisfied with the exercise should submit to the TSC County Director a written complaint immediately and send a copy to the TSC Headquarters not later than seven (7) days after the selection exercise;

b)The TSC County Director should, within seven (7) days analyze and address all complaints raised after the selection process has been completed and thereafter submit a report to the Headquarters on the action taken.

c)Where the complaint is made against the TSC County Director, the TSC Headquarters shall investigate the allegations and take appropriate action.

7.0 DOCUMENTS TO BE SUBMITTED TO TSC HEADQUARTERS

The TSC County Director shall submit the following to the TSC Headquarters;

i.County Selection Panel minutes duly signed by the Chairperson and Secretary;

ii.County merit list (Appendix IV). Both in soft (Excel) via ddstaffingp@gmail.com and hard copy;

iii.List of all selected applicants drawn from the current merit list (Appendix V)

iv.List of all the applicants who did not appear in the merit list (Appendix VIwith names of absent candidates during the certificate verification exercise;

v.Duly filled Application for Employment Forms (APPT I) for the selected applicants;

vi.Original statement of confirmation of PTE/KCSE/KCPE results from KNEC for applicants without original certificates;

vii.Certified copies of the following documents in the order indicated below: –

a)National identification card;

b)National Council of Persons with Disability (NCPWD) Card (where applicable);

c)Two passport size photographs;

d)KCPE Certificates;

e)KCSE Certificates (include first attempt certificate if one repeated exams);

f)PTE Certificate;

vii)Primary and Secondary Schools and college leaving certificates and other testimonials;

viii)KRA PIN certificate, Bank form and Bank plate to facilitate appointment on payroll.

Viii) Written commitment by the applicant to serve in any county posted to, for a minimum period of five (5) years, and three (3) years in case of North Eastern region;

ix)Panel score sheet (Appendix Iboth in soft (excel) via ddstaffingp@gmail.com and hard copy for the selected applicants;

NB: Where names on submitted documents differ, the applicants will be required to submit a sworn affidavit.

8.0 IMPORTANT NOTES

(a)Under no circumstances should the Application for Employment Form be defaced or photocopied for use.

(b)All enquiries arising from these guidelines should be made to the TSC County Director.

(c)Notwithstanding the decentralization of the function of teacher’s recruitment pursuant to Section 20 of the TSC Act, the Commission is not precluded from carrying out recruitment directly from the TSC Headquarters.

KUCCPS Portal Now Open for TVET Application by former KCSE candidates; Placement to be in January, 2020

The The Kenya Universities and Colleges Central Placement Service (KUCCPS) is mandated with the responsibility of placing students to higher institutions of learning; Universities, Colleges, Polytechnics and TVETs. KUCCPS usually opens the student portal to give an opportunity for students who did not secure placement during school application, first and second revisions.

Such Students can then submit application for a Diploma, Craft Certificate or Artisan Certificate in a National Polytechnic, Technical Training Institute or Technical Vocational College of your choice.

OPENING OF THE PORTAL

This year KUCCPS has opened the portal for all form four graduates who want to further studies to make their applications, online. The online application portal is now open and will close on December 31, 2019.

KUCCPS Requirements to join Tvet Institutions

To qualify for TVET programmes, one must meet these basic requirements: Must score;

Level KCSE Mean Grade
Diploma C- (minus) and above
Craft Certificate D (plain) and above
Artisan Certificate D-(minus) and below

 

The available programmes, institutions, minimum entry requirements and the application procedure are available on the KUCCPS Student’s Portal accessible through the Placement Service website www.kuccps.ac.ke.

ELIGIBILITY

All KCSE certificate holders who have not benefited from government sponsorship before are eligible to apply where they meet the minimum requirements.

Successful applicants will be admitted to a college of their choice as early as January, 2020.

Applicants who need assistance should visit the KUCCPS desks in the following Huduma Centres: Nairobi (GPO and Makadara), Eldoret, Meru, Nyeri, Kisumu, Kakamega, Nakuru, Kitui, Garissa and Mombasa. Assistance may also be obtained at the KUCCPS offices at ACK Garden House (Ground Floor) on 1st Ngong Avenue in Community Area, Nairobi.

The school started humbly in 1987 as a mixed day harambee school in classes borrowed from the Athi River Prison Primary School.
By the end of the first year,the school became boarding after a temporary structure was put up to accomodate the boys.In 1988 the girls were given some old structures that served as a dormitory.This went on untill 1989 when classes were completed in the current site that has an acreage of 23.5 when the students started going for tuition in the school and would go back to the borrowed temporary facilities provided by the prisons department.This went on untill 1998 when the school moved to its current site after two dormitories for boys and girls as well as two units of teachers house were constructed.In 2002 the school became purely a girls school.
The students population has since grown from 21 in 1997 to current 460.It is expected that by 2018 the population will have moved to 540 after school becomes fully 3 streamed 23 TSC teachers,4 BOM teachers and 19 support staff.The school has since grown in infrastructure to modern facilities which include 12 classrooms,3 science laboratories,1 computer laboratory,1 multipurpose hall and kitchen facilities,3 dormitories,5 teachers houses and 14 workers houses.The school has also sunk a borehole,purchased a school bus and established a

Knec Milestone 1 and 2 KCSE 2020 guidelines

Is your school presenting candidates in project based examinations this year? Please note that the Kenya National Examinations Council, Knec, has opened its online platform for schools to capture the 2020 Kenya Certificate of Secondary Education, KCSE, project marks. The portal was opened on March 1, 2020.

Schools presenting candidates for group four subjects have up to the 31st of March, 2020, to upload the projects’ scores and pictorial evidence for Milestone one.

According to Knec instructions, the subject teachers are expected to upload candidates’ scores and pictorial evidence (portfolio) on the project portal; at the end of each milestone.

The Pictorial evidence should be photographs of the candidates with their work, in either Graphics Interface Format (.gif) or JPEG (.jpg) format (These two are photograph formats obtained by using a digital Camera). In Agriculture, for instance, students will be photographed in their full school uniforms. They will be expected to stand alongside their plots, the Subject teacher and Principal.

Project based Kcse subjects

The 2020 KCSE Subjects whose scores are to be uploaded into the portal are:

Art and Design (442/3 2D Project,
Agriculture (443/3),
Woodwork (444/2),
Metalwork (445/2),
Building Construction (446/2) and
Computer Studies (451/3).

The areas to be assessed have been indicated on the marking schemes; which can be downloaded from the Knec website.

HOW TO UPLOAD MILESTONE ONE SCORES AND PICTORIAL EVIDENCE

It is time to upload the Milestone 1 data. Do this now to avoid the last minute rush. Ensure you have collected the required data before logging into the system; Candidates’ scores and pictorial evidence.

To upload scores for each candidate and pictorial evidence for all the learners:

  • Access the KNEC portal at knec-portal.ac.ke
  • On the home page, click on ‘PROJECTS’
  • Log onto the system by providing the User Name and Password (as used during the registration process)
  • Select the subject for which you want to upload data and then click on ‘GET FILE’. This will display a list of all students registered for that particular subject.
  • Enter the score for each candidate alongside their names in the column labelled ‘MARKS’. Click on ‘POST’ once through.
  • Next, you will be expected to provide a photo of the project. Ensure a photograph of the students has been shot and stored in your local location (Phone or Computer memory). Observe the guidelines accompanying the shooting of the photographs like the format to be used.
  • Now, click on ‘CHOOSE FILE’. Locate your photograph as stored on your storage and click on it; so as to be loaded onto the portal.
  • Finally, Click on ‘SAVE AND PREVIEW’.
    Note that if any student is missing on the online generated printout, then list such a student (s) manually on the printout with a red pen. The printout is generated by using the ‘REPORT’ tab once the scores have been entered.

It is important to note that you would not be able to enter/ edit milestone one marks once the period elapses.

To pursue a Diploma in Education, you must have scored a Minimum Mean Grade of C+ (plus) in the Kenya Certificate of Secondary Education (KCSE). Also required is a minimum of a C+ (plus) in the two teaching subjects that you want to major in; these are the subjects that you will be able to teach at high school on completion of your studies. Finally, a new requirement has been introduced for all teacher trainees. You must now have to score a grade C (plain) and above in English in order to train as a teacher.

Some students end up missing out on their courses and institutions of preference.

To ensure that you clinch a vacancy in the preferred course and institution it is prudent that you put the following into consideration:

  • Cluster points: The KUCCPS system has calculated the cluster points for each student for all the available programmes. For instance, the cluster weights for the 23 Degree clusters have been populated for you and are available at your Dashboard on the student portal (Once you log in).. In some clusters you may find that you have 0.00 cluster weight. Thus, you need to be very keen when selecting a degree programme. For each programme respective universities have different cluster requirements. Select a programme in that university that requires an equivalent or lower cluster weight/ points.   • Subject requirements: Each degree programme has its own subject requirements. Before selecting the programme, ensure you meet its minimum subject requirements.
  • Competitiveness of the Programme and University: Some courses and universities are very competitive. Selecting such courses and/ or programmes exposes you to stiff competition from other students. It is advisable that you check on your performance before applying for such courses.
  • Available vacancies: Each course has a declared capacity in the institutions offering it. Please check the declared vacancies before applying for the course. A course with limited vacancies puts you at risk of missing out on the first and second revisions. Note that if you miss out on the first and second revisions then KUCCPS will place you in any programme that would be having unfilled vacancies after the revisions.

INSTRUCTIONS FOR APPLICANTS

Before you make any application, please read these instructions carefully.

  1. Eligibilty:
    1. You must be a Kenyan Citizen
    2. You have not benefited from Government Sponsorship before i.e You have not been placed by KUCCPS before
  2. All programmes have minimum subject requirements. You will only be able to apply for a course whose minimum requirements you meet, but the selection will be determined by the overall performance and the available capacity.
  3. You may view the available programmes and their requirements by clicking the Programmes tab above. You can also search for courses by institution, using the Institutions tab above.
  4. As you look through the programmes, you may move the ones that interest you into the Course Basket. This will enable you to work with a shorter list when preparing your final list of courses to apply for.
  5. Once you have settled on your preferred courses, you will only be required to enter the Programme Codes.
  6. To apply, use the Application/Revision tab. Enter the Programme Codes and Submit.
  7. An application processing fee of Ksh 1,500 is charged (Students who applied in school and paid Ksh 500 should pay only Ksh 1,000 to revise their choices.) A prompt for the M-PESA transaction code will appear if you are revising/applying for the first time.
  8. Enter the Transaction Code and submit.
  9. The same Transaction Code will be required for any subsequent changes to your application. Therefore, you are advised to retain it.

How to Pay Using M-PESA
  1. Go to your Lipa na M-PESA Menu
  2. Select Pay Bill
  3. Enter Business Number 820201
  4. For the Account Number, enter your KCSE Year and KCSE Index Number (no space)
  5. Enter your M-PESA PIN and Send.

CAUTION! Do not make any payment before you follow the above processes or after the application deadline has passed!


Multiple Categories Consideration

When you apply to more than one category i.e. Degree, Diploma, Craft Certificate, Artisan Certificate, you can opt into having the two categories considered at the same time during processing. For example: If you apply for Diploma and Craft Certificate you will be considered for your Craft Certificate Application in case you miss out on your Diploma Application. If you opt out of this option only your Diploma application will be considered.

NOTE: If you are placed to the second category of your application you will not be recalled for subsequent revisions.

Filing Your choices
a) Filling and saving the template

The student has 18 choices open to them,

  1. 6 Degree options (1a, 1b, 1c, 2, 3, 4)
  2.  4 Diploma options (1,2,3,4).
  3. 4 Craft Certificate options (1,2,3,4)
  4.  4 Artisan Certificate options (1,2,3,4).

The Student is allowed to apply for either any combination of or all levels, but they should be in the appropriate fields, i.e. no Diploma Codes in the Degree area or vice versa, these choices will be disregarded.

The student should only apply for programmes they will be comfortable pursuing if they are placed to them. No field is mandatory.

If a student will not be applying, do not enter anything in the fields, leave the choice cells
blank and only fill the contact details.

Choices 1a-1c should be the same programme in different institutions, in cases where the
programme only exists in one or two institution/s please enter only the one/s available and skip the other. Do NOT fill the gap with another unrelated option as it will be disregarded at upload.

PROCEDURE FOR APPLYING/ REVISING YOUR COURSE CHOICES

Here is the simplified guide on how to apply for placement into a tertiary institution through the Kenya Universities and Colleges Central Placement Service:

  1. To apply, log onto the Student’s Portal  at https://students.kuccps.net/sing your KCSE Index Number and KCSE Year. Use your Birth Certificate Number/KCPE Index Number as the Password.
  2. All programmes have minimum subject requirements. You will only be able to apply for a course whose minimum requirements you meet, but the selection will be determined by the overall performance and the available capacity.
  3. You may view the available programmes and their requirements by clicking the Programmes tab in the portal. You can also search for courses by institution, using the Institutions tab.
  4. As you select the programmes, you may move the ones that interest you into the Course Basket. This will enable you to work with a shorter list when preparing your final list of courses to apply for.
  5. Once you have settled on your preferred courses, you will only be required to enter the Programme Codes.

  7. After confirming that the Programme Codes entered are for the courses you would like to apply for, please submit and follow the application fee payment instructions.
  8. An application processing fee is charged as follows:
    • Students applying for the first time – Ksh 1,500
    • Students revising their choices submitted in school – Ksh1,000
  9. The placement processing fee should be paid after you have selected courses.
  10. You are advised to keep your transaction code safely. It will be required before you make any subsequent changes to your application.

  1. Go to your Lipa na M-PESA Menu

The Placement Procedure

Students placement to institutions of higher learning occurs in four (4) phases, namely:

Stage 1: KUCCPS School/Centre Application

The School/Centre application phase occurs between October and December. All candidates should be encouraged to apply and can select for four levels. However they should make choices for programmes they are only interested in pursuing. No program is mandatory.

Stage 2: KUCCPS first revision 

First revision for degree and diploma choices will be on dates to be announced by placement service after the release of KCSE results.

Stage 3: KUCCPS second revision

Candidates who will not have qualified on competitive selection for any of their preferred choices during the first round of selection will be given a chance to do second revision by selecting courses with unfilled capacities.

Stage 4: Placement to any Programme.

Any applicant who fails to qualify for their choices but meet the cut off points for placement may be offered any course with unfilled capacities taking into account the minimum requirements for admission.

How to Log onto the KUCCPS Portal
  • Access the Student’s login portal by using the address: https://students.kuccps.net/login/
  • Enter your 2019 KCSE index number, KCSE year (2019) and your password ( Use Your Birth Certificate No. / KCPE Index No (as used in KCSE Exam Registration) as your Initial Password).

HOW TO KNOW IF YOU HAVE SECURED VACANCY IN COURSE OF CHOICE.

After the first revision, KUCCPS will upload a list of students who would have not been placed. They will then be given a chance to carry out secind revision.

Before going through the long list of unplaced students, one can log onto the students’ portal at: https://students.kuccps.net

Then, check on the dash board. For those who have been competitively placed, the following message would be shown;
“You have provisionally secured one of your choices subject to approval by the Placement Service Board.”
