Full list of lates TSC Commissioners

After weeks of shoving and pulling, the two recently appointed Teachers Service Commissioners have been sworn in. The two commissioners, Mbage Njuguna and Leila Abdi, were sworn in by the Chief Justice David Maraga on Monday.

It is the appointment of one of the Commissioners, Leila Abdi, that has elicited a heated debate over the last few weeks. During her vetting by Parliament the Law makers were surprised to learn that the said Commissioner did not have her Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) examination certificates.

It is also in the Public domain that she was born in Mogadishu, Somalia, but was raised in Kajiado County.

This prompted a voter in Mandera to opposs the nomination of Leila Abdi Ali as a member of the Teachers Service Commission.

While appearing before the Parliamentary vetting committee, Leila said her grandfather, Ali Kabati, was a freedom fighter and was Thika mayor for 40 years. She further said that she was raised in Loitoktok area and went to Loitoktok DEB Primary School. According to Leila she lost her parents at seven years and had challenges accessing education.

A plea by teachers’ unions to be apportioned a slot in the commission fell on deaf ears.

The commissioners are in charge of appointing and appraising school heads or confirming those working in acting capacity, promoting teachers, hearing and determining disciplinary cases. They also approve budgets and formulate policies.

Current TSC chairperson Dr. Lydia Nzomo. She chairs the TSC Commission.

2020 Co-curricular activities: Education ministry mulling next move

The education Ministry is finding itself between a rock and a hard place concerning the status of this year’s Co-curricular activities. The ministry, in coming weeks, will be weighing options on whether to cancel the activities or squeeze them in the remaining time. With the ministry setting the June 4th as the tentative reopening date for schools all eyes will be on Jogoo house to see the option the Ministry will settle on; with sources indicating they may be mulling suspension of the games till next year.

By the time schools were shutdown, term one activities had not been concluded. The official closing closing date for term one would have been April 10, 2020 but schools were closed on March 16, 2020; to arrest further spread of the Covid-19 pandemic. Consequently, there was a deficit of four weeks.

The Covid-19 pandemic has further complicated the matrix; forcing the education ministry to extend the April holiday by another one month.

According to the official 2020 schools’ calendar, term two should last for fourteen weeks; with a one week half term break. Term three has been apportioned a total of 9 weeks for primary schools and 10 for secondary schools.

In total, secondary schools’ students are expected to have a total of 38 learning weeks per year and have only covered 10 weeks. This returns a deficit of 28 weeks (7 months).

Related news

If schools reopen in June, then the school calendar will stretch to December. And, considering that there are national exams ahead, the remaining part of the year will indeed be action packed. The Kenya Certificate of Primary Education, KCPE, examinations are to be executed between October 26th and 29th while, their secondary schools’ counterparts will be sitting the KCSE exams for a period of 3 weeks (from November 2 to Nover 25, 2020). With this in mind, the ministry may consider squeezing the calendar to accomodate the examinations period.

Available solutions.

As part of the solutions, the ministry may consider scrapping of end term examinations and order that learners be subjected to end year examinations only.

Fast forward, it may be practically impossible to have co-curricular activities for the remaining part of the year; unless the calendar is further squeezed to have the game during half term and other breaks. And staging the games will entirely depend on how far the corona virus has been cleared from the country; since social distancing is one of the surest way of keeping the virus at bay. The Kenyan Premier League has been terminated due to the current crisis caused by Covid-19 pandemic.

School games that rake up a chunk of the co-curricular activities’ time require a total of 10 weeks if they resume at the regional level. By the time the closure came, some counties like Mombasa were yet to hold their championships. Regional and National games require a week apiece. Term two games take up to one and half months (6 weeks) from grass root levels to nationals. And there are the East Africa school games that last for two weeks. This year’s games were programmed for the 14th to 27th of August in Kenya, Kakamega county. This would also be a tall order considering that countries may have not cleared  their championships (in over 10 disciplines: basketball, handball, athletics, rugby 7’s and 15’s, swimming, soccer, volleyball and racquet games) as at this date.

It remains be be seen how the ministry will wade through the murky waters and strike a balance in the education sector this year.

Final 2020 June/July KNEC Technical Exams Timetable; Exams now to be done in January/February 2021

The Kenya National Examinations Council, KNEC, has released the revised 2020 June/July Technical Examinations Timetable. The exams that were to be done in 2020 did not take place due to the covid 19 pandemic.

According to the released timetable the exams have now been re-scheduled and will be done between Wednesday January 13, 2021 and Friday February 12th, 2021.

INSTRUCTION TO SUPERVISORS, TEACHERS AND CANDIDATES

Supervisors are asked to take all necessary steps to ensure that the following instructions are brought to the notice of the Teachers and Candidates under examination.

Teachers are advised to ensure that their students are carefully drilled on how to carry out the instructions given below and that candidates are aware of the penalties for irregularities or misconduct. Candidates are required to follow these instructions carefully.

See also; 2020-2021 KCSE Timetable download (knec revised/final copy)

GENERAL INSTRUCTIONS TO CANDIDATES

Be at your seat in the Examination Room five minutes before the time fixed for the examination in the various papers.

First morning sessions will normally start at 8.00 a.m. and the 2nd morning sessions will start at 11.30 a.m.

A candidate who arrives late will be required to give a satisfactory reason to the supervisor. Except in exceptional circumstances, a paper will not be given to any candidate who is more than half an hour late. Absolute punctuality is essential for certain papers, e.g. Shorthand.

If an examination paper for which you are not registered for is handed to you, or if the questions indicate that a map or other material should also have been given out, speak to the supervisor at once.

Attend carefully to any general directions that may be given at the head of a paper, e.g. directions limiting the number of questions that should be answered.

Write your name, your index number as well as the name of the paper on the first page of each answer book or sheet of each set of papers you use. Thereafter, your index number must be written in clear figures in the space provided on every sheet or page of answer book.

Write on both sides of the paper, but do not use the margins. Begin the answer to each separate part of a question on a fresh line.

Write the number of the question clearly in the left-hand margin at the beginning of each answer. Do not copy the question. Be careful to use the same system of numbering as appears in the question paper. Leave a blank line after the answer to each question.

Write your answers with black or blue ink. You may use a fountain pen or ball point pen. Pencils should only be used for diagrams. Remember that handwriting and spelling will be taken into account. Bring mathematical and drawing instruments for subjects for which they will be needed.

Read the questions carefully. A lot of time may be wasted in writing down information that is not asked for and no marks are given for it.

Do not write so much upon one or two questions as to leave yourself no time to answer others, which you are able to answer.

As soon as notice is given to stop, arrange your answer book and sheets in the correct order (this is normally the order in which you answered the questions). Make sure that they all have your index number written upon them. Fasten them together at the left-hand corner and hand them unfolded to the supervisor.

Withdrawal from the examination should have been notified to the Council before any papers of the examination are taken.

CAUTION TO THE CANDIDATES

You are not allowed to leave the examination room before the end of the period allocated to the paper except by special permission of the supervisor. No candidate so permitted to leave may take a question paper out of the examination room.

Do not leave a sheet of paper you have written on or your answers in such a position that another candidate can read them. You should not give or obtain unfair assistance or attempt to do so. Whether by copying or in any other way, and your work should not show proof of such unfair assistance. No communication whatsoever in whatever manner between candidates or with outsiders is allowed during examination.

You are not allowed to have in your possession or in your proximity while in the examination room, any book, notes, papers or any other materials whatsoever, except the correct question paper and any materials expressly authorized by the Kenya National Examinations Council.

You may only use mathematical tables printed by the Kenya National Examinations Council, and these should not contain any additional notes except the printed information. If you are using a slide rulers as permitted by the Regulations it should not contain formulae or other data that may give you undue advantage over other candidates. If in doubt, check with the supervisor.

You must return immediately to the Supervisor any incorrect question paper given to you.

You must not take any used or unused writing paper out of the examination room. Any rough work must be done on the official answer paper and; if not to be submitted with the answers, must be left on the desks to be collected by the supervisor and destroyed.

Disorderly conduct or the causing of disturbance in or near the examination will be treated as a serious examination irregularity.

Mobile phones are prohibited in the examination rooms and the examination centre. Any candidate caught in possession of a mobile phone will have his/her results cancelled.

 PENALTY FOR IRREGULARITIES

The KNEC Act 2012 rules and regulations, offences and penalties stated in sections 27 to 40 or cases of examination irregularities will apply. Some of the highlights in these sections state that:

A candidate who commits an examination irregularity in any paper will have the results for the whole subject cancelled. Such a candidate will not be entitled to a result and will be awarded result “Y” overall.

If there is evidence of wide-spread irregularities in any centre, the whole examination = results for the whole centre will be cancelled. Any person who:

  • gains access to examination material and knowingly reveals the contents, whether orally or in writing, to an unauthorized party, whether a candidate or not will violate section 27 and the penalty will be imprisonment for a term not exceeding ten years, or a fine not exceeding two million shillings or both;
  • willfully and maliciously damages examination material will violate section 30 and the penalty will be imprisonment for a term not exceeding two years or a fine not exceeding five million shillings or both;

New Knec guidelines, requirements and procedure for equation of foreign certificates

Did you undertake your studies outside Kenya and would like to be employed or further your studies locally? Well. The Kenya National Examinations Council (KNEC) has released new guidelines on equation of foreign certificates.

GUIDELINES ON EQUATION OF FOREIGN CERTIFICATES (REVISED EDITION V).

The Kenya National Examinations Council (KNEC) equates school and post school certificates. The conditions for equation are as outlined below:-

Such certificates should have been awarded by an accredited examining board or an institution mandated by law to offer the examination and issue certificates.

Institutional based certificates/courses (local or International) similar to those offered by KNEC are not equitable.

Requirements for equation of foreign certificates by Knec.

For any equation to be undertaken by KNEC, the applicant must have met the entry requirements of the equivalent course(s) offered by KNEC at the time e.g. if someone has taken an equivalent of a P1 course outside the country and seeks equation, they must have attained the Kenyan equivalent entry qualification C (Plain);

Clients seeking equation of Advanced level certificates must provide a copy of the “O” level certificate and the two certificates must be submitted to the Council when seeking equation. The two certificates MUST be authenticated and a confirmation sent to KNEC directly by the awarding institution.

Clients who sat for the KCSE examination and are applying for equation of Advanced Level certificates must have had KCSE mean grade of C (plain).

Clients seeking equation of Advanced Level certificate MUST have achieved a minimum of Division II (two) in Ordinary Level.

The applicant must have covered the subjects that are mandatory for one to satisfy the awarding rules eg for a certificate to be equated to KCSE, the applicant must have sat for 7 (seven) subjects including Mathematics, a language i.e. English, two Sciences and one Humanity.

The applicant must have been under formal instruction for the appropriate number of years/contact hours of study at that particular level as per the KNEC requirements.

All foreign examinations/courses taken locally or internationally but not done in the country of origin of the said examination/course are not equitable to KNEC qualifications.

All courses undertaken through correspondence/distance learning have no equivalence to any KNEC qualification because contact hours by a learner are a requirement by KNEC.

All persons holding foreign qualifications and seeking to join any educational institution (School and Post school) offering KNEC examinations must get an equation/equivalence from KNEC before joining the said institution.

Any person seeking an equation/equivalence and holding a certificate written in any other language than English or Kiswahili must have the certificate translated by the Embassy of their respective country or Alliance Franchise for certificates written in French or any other recognized institution for other languages.

All certificates submitted for equation/equivalence must be verified or confirmed by the Examinations Body that issued the certificate. The confirmation/verification of results should be sent by the Examination Body directly to the Chief Executive Officer, KNEC emailing to ceo@knec.ac.ke.
