Kuccps 2021/2022 placement of 2020 KCSE candidates

Are you scheduled to sit the KCSE examination in March 2021? Or are you a school principal or a parent/guardian? The Kenya Universities and Colleges Central Placement Service (KUCCPS) has good news for you.

Application for placement to artisan, craft, diploma and degree courses under government sponsorship for the 2021/2022 academic year has commenced in secondary schools / KCSE
examination centres countrywide (school application).

The online application system is open, and will close on March 31, 2021. Here is what you need to know about the school application.

What is Centre/School Application?

This is the first opportunity given to KCSE examination candidates to select, list and submit the courses that they wish to pursue after their secondary education at degree, diploma, craft and artisan level. The application is done in secondary schools/examination centres that have registered KCSE candidates.

Who is eligible to apply?

All candidates qualify for placement to universities or colleges irrespective of their KCSE examination results (grades A to E). Candidates have an opportunity to choose their preferred courses as shown below:

i. Degree courses choices: 1(a), 1(b), 1(C), 2,3 and 4
ii. Diploma course choices: 1,2,3 and 4
iii. Craft course choices: 1,2,3 and 4
iv. Artisan course choices: 1,2,3 and 4

See also; Kuccps opens portal for 2021/2022 placement of 2020 KCSE students to universities and colleges

How does the school application happen?

• School principals are required to guide Form Four students in listing the courses they wish to pursue at all levels (degree, diploma, craft and artisan).
• The students are required to list the courses in the order of preference at all the levels.
• The principal/teacher then logs on to the KUCCPS portal (schools.kuccps.net), enters and submits the choices following the guidelines provided in the Principal’s Manual, which is available on the portal as a download.
• While submitting the choices, the principal/career teacher is also required to submit the placement fee collected from the candidates as one bulk payment.

Note: All secondary schools with KCSE examination candidates have been provided with  access credentials to the KUCCPS portal (schools.kuccps.net).

What are the advantages of school application?

Applying for placement at school (as opposed to after school) has numerous advantages to students:

• Teachers are available to provide career guidance to the students.
• Applying at school benefits students who live in remote areas or lack the necessary facilities such as the Internet at home. A majority of secondary schools have access to the facilities.
• In the past, many KCSE candidates performed well but failed to apply for placement to university and/or college resulting in them failing to be placed to courses of their choice. Applying at school before the KCSE examination ensures this does not happen.
• Students applying at school get an early exposure to courses and careers and tend to make better choices later at the application revision stage.
• Applying at school costs Ksh.500, hence is cheaper compared to submitting choices during the revision of choices, which costs Ksh. 1,500 per applicant.

What is the procedure for submitting students’ choices through the portal for the first time?

Once all the students have submitted their choices, the principal should follow the procedure outlined below.

• Go to your browser and enter the URL schools.kuccps.net or click Principal’s Portal on the KUCCPS website.
• If the school does not have an account in the KUCCPS portal, create one through the ‘New Account’ link. Fill in the relevant verification details and submit.
• Log in with the registered credentials, i.e. a username (TSC No. /ID. No. /PP. No.) and a password.
• Go to the ‘Applications’ tab.
• Click ‘Application Template’. This will download an Excel workbook for you to populate.
• After you have filled the template, click on ‘Upload Form’ and submit.

For detailed guidelines, download and read the Principal’s Manual from the Placement Service website www.kuccps.ac.ke or call 0723954927/ 020 5137400 for guidance.

How much does one pay?

An application fee of Ksh. 500 shall be charged per student.

How do I make payment?

Candidates should submit the application fee to the school, which will in turn make the payments in bulk on behalf of the students. The money is payable to:

• KUCCPS Pay Bill Number: 820201
• Account number: 8 digit center code
• Amount: 500 x number of students

How does one confirm whether the application was submitted successfully?

The principal can generate an application report after successfully submitting the application. The application report should then be shared with the students and parents/guardians.

How can students confirm if their teacher submitted their choices?

KCSE candidates who have listed their preferred courses and paid the required Ksh500 should check with their principal to ensure that their application has been submitted. They can verify using an application report generated from the system after submission of the choices or they can contact KUCCPS for assistance.

What is the role of a parent/guardian in the school/centre application process?

A parent or guardian of a KCSE candidate should advise and guide the student in choosing the right course and thereafter follow up with the school to ensure the student’s choices have been submitted successfully to KUCCPS.

What is the role of a teacher?

Offering career guidance to the students and assisting them to select courses that fit their career dreams and are aligned to their KCSE subjects. They should also ensure that their candidates’ choices are submitted to KUCCPS before the deadline.

What is the role of a KCSE candidate?

Listing the courses they wish to do in university/college by taking into account their interests, personalities, KCSE subjects and projected KCSE result. They should not be swayed by peer pressure but should carefully consider their options and seek guidance from their teachers and parents.

Where can I get more information on different career paths?

The Placement Service has published The Essential Career Guide: Making an Informed Choice, a hand-book for students seeking to prepare adequately for the world of work. It provides insights to course selection, career opportunities, subject requirements and funding opportunities, among others.

The book is available in all the major bookshops at the cost of Ksh. 350. You can also buy it directly from KUCCPS or the Kenya Literature Bureau (KLB), which is the official distributor. A digital copy is available online through https://klbbooks.com.

KUCCPS students’ admission lists and letters news

The Kenya Universities and Colleges Central Placement Service (KUCCPS) has completed the process of placing students into universities, colleges and TVETs for the the 2020/2021 academic year. Students can now receive their admission results and then admission letters. If you are not satisfied with the universities that they have been placed can apply for inter-institution transfer through the KUCCPS student portal.

For all KUCCPS related news (Admission lists, letters) visit; THE KUCCPS PORTAL

Following the 2019 KCSE examination, the Kenya National Examination Council (KNEC) provided results for 689,007 Kenyan citizen candidates for placement. An analysis of the results indicated that 125,463 were eligible for placement to degree programmes and 563,544 were eligible for placement to TVET courses at diploma, craft certificate and artisan certificate levels. Four thousand, eight hundred and twenty three (4,823) were registered as non-Kenyan citizens, hence were not eligible for Kenya Government sponsorship.

RELATED NEWS

The 2020/2021 placement cycle entailed four main activities, namely the, Update and Validation of Institutional and Programme Capacities, School/Centre Application, Revision of Choices and Application Processing.

Update and Validation of Institution/Programme Capacities

The Placement Service enabled the universities and colleges admitting Government-sponsored students to access the placement system through the Institution’s Portal and update the list of the programmes and capacities available for student placement. Thereafter, the Placement Service validated the programmes with the Commission for University Education (CUE) and the TVET Authority (TVETA) – the regulators – to ensure that the programmes and the institutions are duly accredited, and that the numbers provided for admission are within the limits allowed by the regulators.

During the 2020/2021 placement cycle, 145,129 degree and 276,163 TVET programme vacancies were provided for placement.

School/Centre Application

The School/Centre Application marked the beginning of the placement process. The Placement Service invited principals of secondary schools with registered KCSE examination candidates to collect, collate and submit the candidates’ course choices/preferences.

During the School Application, 2,228 of the 10,289 registered schools/examination centres submitted their candidates’ choices/preferences, which translates to 21.65%. The Placement Board is concerned about this low participation of schools at this important step of the placement process.

To address this concern, the Board recommends to the Ministry of Education to consider issuing a policy guideline to all schools, especially those with candidates eligible for placement to TVET institutions, to ensure that they submit the applications on behalf of their KCSE candidates for university and TVET placement.

Following the School/Centre Application and the release of the KCSE results, the revision of choices was conducted in two phases.

The First Revision of Choices

The First Revision, which opened from February to March, was meant to give the students an opportunity to make better informed choices given that they had their KCSE results. Therefore, at that point, they were in a position to consider how their performance compared to the requirements of their desired courses. In addition, having left the school environment and having been exposed to some of the careers of their interest, they could benefit from the exposure in making their career choices.

All the 2019 secondary school graduates were given an opportunity to make changes to their choices from the School Application or to submit their preferences if they had not. Eligible candidates from previous years were also enabled to apply for TVET programmes.

At the same time, the Placement Service rolled out nationwide application support
and guidance to applicants by deploying its officers to 34 learning institutions
designated as application/revision centres. In addition, applicants were offered  support in 11 Huduma Centres that host KUCCPS Service Desks. This was preceded by a public sensitisation campaign through the mainstream print media, online platforms and community radio stations.

Following the processing of applications after the First Revision of Choices, applicants who were unable to secure their choices due to competition in the programmes they preferred were invited for the Second Revision of Choices.

The Second Revision of Choices

The Second Revision of Choices took place in April. During the period, the Placement Service invited the applicants who did not secure a course after the First Revision of Choices, through the mass media, SMS and online platforms, to submit fresh lists of their preferred courses selected from programmes with unfilled capacities.

Despite the prevailing public restrictions due to the Covid-19 pandemic, the Placement Service successfully presided over this exercise, taking advantage of digital communication technologies to offer support and guidance to the applicants remotely. Applicants who merited at this stage were successfully placed to courses of their choice.

Final Placement Application Processing

The final application processing and approvals were undertaken after the conclusion of the Second Revision of Choices. At this stage, the Placement Service ensured that all the eligible 2019 KCSE candidates who qualified for degree and TVET programmes and successfully submitted applications got university and college places on merit. Eligible applicants from previous KCSE years who qualified were also placed to TVET programmes. Affirmative Action was applied for applicants from marginalised regions, persons with disability and gender in accordance with the Placement Policy.

Final Observations

From the just-concluded student placement process, the following observations were made:

  •  Many secondary schools or KCSE examination centres fail to submit applications for courses on behalf of their candidates, yet this is a critical first step towards the envisaged 100% transition from secondary to higher education. A policy intervention, already alluded to, is necessary to address this.
  • Low uptake of TVET courses persists, despite infrastructural expansion and other investment in the institutions. TVET institutions declared 276,163 capacities for diploma, craft certificate and artisan certificate courses and 88,724 applicants were placed, translating to 32% of the capacity.
  • Applicants who were unable to get the courses of their choice in the institutions they preferred were placed in similar courses in alternative institutions and in programmes that did not attract at least a reasonable percentage of students. This secured Government sponsorship for 43,817 applicants who would have missed it otherwise.

Government exposes plans on administration of KCSE, KCPE exams this year

KNEC Exams 2021- The government has put in place all arrangements including the Covid-19 protocols for effective and successful administration of this year’s KCSE and KCPE exams.

Government spokesperson Col. (Rtd) Cyrus Oguna said that examination centres have been established across the country, including areas such as Kapedo and Merti that have been experiencing security challenges.

“Examinations will be conducted across the country even in areas affected by rising water levels in the lakes and in Kapedo and Merti which are some of the safest places in Kenya right now, after the security operations that took place there recently and therefore I would like to give the assurance that there is no student who will be denied the opportunity to seat the exams because of insecurity,” said Oguna.

Speaking during media briefing at the government media centre Tuesday, Oguna explained that in the areas affected by rising lakes levels like Baringo the students were transferred to other facilities and registered there and they will be able to seat for exams there just like any other students.

“As you may recall, suspension of learning countrywide was effected from 16th March, 2020 as part of the Covid-19 containment measures. This was followed, seven months later, by gradual opening of schools during which examination classes, that is lass 8, Form 4 and Grade 4 were allowed back in school from 12th October, 2020,” explained Oguna.

He added that subsequently, on January 4, 2021, schools re-opened for all classes and learning has been going on since then.

“Despite the disruption in learning brought about by the Covid-19 pandemic, our resilience as a country was demonstrated when learning was re-started, and here we are now, ready to administer national exams to Class 8 and Form 4 candidates. This is an achievement that we should be proud of as a country, particularly when some quarters had predicted doom,” said Oguna.

He explained that the Kenya Certificate of Secondary Education (KCSE) started on March 8 with the practical’s and will run until April 21, 2021 for the candidate population of 752,981 spread across 28,437 exam centres.

“The Kenya Certificate of Primary Education (KCPE) will start on March 22 and run up to March 24, 2021 and the candidate population is 1,191,725 spread across 10,437exam centres,” said Oguna.

The government spokesperson added that no candidate will be denied seating the exams due to unpaid school fees.

“Administering exams is a multi-agency activity that brings together different agencies and stakeholders, with the sole purpose of ensuring success and efficiency during exam period. Among the infrastructure that have been set up include the establishment of command and control centre to facilitate ease of communication and response during the examination period. Necessary logistics have also been put in place to ensure that exams activity goes on uninterrupted,” explained Oguna.

He insisted that the examinations shall be conducted under strict adherence to Covid-19 protocols and the government has put in all measure to ensure that the students are protected from Covid-19 by availing sanitisation points and facemasks for the students.

“We are in a pandemic season and it is not unusual for a student to contract Covid-19 even during the exam period, to handle this, the government has instructed all schools to have an isolation centre within the school compound which will allow a student to continue doing exams even while in isolation,” explained Oguna.

Oguna said that the government has been able to mobilise all resources that pertain to efficient management and administration of the examinations and there is nothing that has been left to chance and everything has been put in order.

“We want to take this opportunity to thank the teachers who have worked, sometimes under very difficult circumstances to prepare our candidates for these exams. It is because of them that we are here today,” said Oguna.

“We would like to thank parents and guardians for their support, and the willingness in complying with government directive not to visit schools, right from the date of gradual opening of schools till now. This is the spirit that learning requires. The directive is still in force, and we continue to appeal for cooperation, particularly at this time of exams. Indeed, anyone found attempting to undermine the integrity of the exams shall be dealt with accordingly,” highlighted Oguna.

The Spokesperson said that the government understands that students were out of school for even months as he assured them that the exams are set for average students and most of Kenyan students are beyond average and they will be able to post positive results.
