Agony awaits teachers who were irregularly promoted as they may lose huge amounts in salaries. This after the teachers service commission, TSC, boss Dr. Nancy Macharia ordered for the clean up of the payroll. A number of classroom teachers have been earning salaries ear marked for administrators a move that could the commission recover the over payments accumulated for the last 3 years.
The teachers’ employer collected data for institutional administrators in June, 2017. This was supposed to validate and move the administrators to higher grades once the current Collective Bargaining Agreement (CBA) was to be implemented. But, TSC boss Dr Nancy Macharia now says the commission’s field officers provided inaccurate data leading to disparities in promotions for institutional heads, their deputies, senior teachers and senior masters.
“It has been established that some of you (TSC field officers) provided inaccurate and misleading data leading to errenous conversions (promotions to the new grades after implementing the SRC salary guidelines in 2017),” says Dr Macharia.
“Classroom teachers were converted to grades exclusively reserved for institutional administrators, teachers serving as deputy or senior teachers were wrongly captured as heads while in other instances, staffing levels in terms of required administrators in a school exceeded the optimum establishments contrary to the established staffing norms,” she further explains.
Following recommendations by the salaries and remuneration commission, SRC, the teachers’ employer in 2017 categorized all tutors using a grading structure of eleven(11) levels. All P1 teachers in Job Group‘G’ were upgraded to Job Group‘H’and then converted to grade B5.
Similarly, all teachers in Job group ‘H’ were upgraded to Job Group‘J’ and then converted to grade C1. The position of senior master was introduced in post primary institutions.
The responsibilities of administrators were recognized for commensurate remuneration. Responsibility allowance was phased out forthwith. Special school allowance was retained until 30th June 2018 and subsequently changed to special salary.

This is the most effective and fastest way of checking for the results. To get 2019 KCSE results via SMS a candidate is required to send an SMS with your full Index Number to 20076. The service is viable for all the three network providers in the country Safaricom, Airtel and Telkom networks.
Access the 2019 KCSE results via SMS by sending the full index number (11digits) of the candidate followed by KCSE to 20076. For example 23467847002KCSE then send to 20076. After the full index number no spacing between the last number and the initials KCSE.
The cost of each SMS is Sh.25.
NB: Candidates must wait for official release of the results before sending an SMS.

Examination Results Slips and Printouts
Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:
Institution’s Code and Name
This appears on the top left side of the printout. The institution’s code is a unique number by which an examination centre is identified by the Council. This is the number that an institution should always quote whenever communicating with KNEC.
Candidates Details
Below the institution’s name and code are details of the candidates. These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.
WHAT THE VARIOUS SYMBOLS ON YOUR RESULTS DENOTE
The important features of the examination results are as indicated below:-
X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
P- denotes that the candidate’s examination results have been pendeddue to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
W- denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
U- denotes ungraded examination results due to infringement of the awards criteria.
Mean Grade Award Descriptions
Mean grade will be X, if a candidate is absent in all subjects
Mean grade will be Y,if one or more subjects are cancelled.
Mean grade will be U, if the entry requirements for the KCSE examination are not met
Mean grade will be CRNM,if the course requirements for the Teacher education, Business and Technical examinations are not met
Mean grade will be P,if results are pended
Mean grade will be W, if the examination results are withheld;
The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.
Release Of Certificates
Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions.
All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.
The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.
Upon the release of KCPE and KCSE examinations, the candidates can access their results through SMS number provided during the official release of results. The KCPE candidates are expected to access their result slips through the KNEC website immediately after release of the examination in their respective schools.

Below is an outline of the various administrative positions for various cadres of schools:
A). PRINCIPALS OF SECONDARY SCHOOLS
The secondary schools have been stratified and principals heading the various categories are placed in different grades, thus; i). Principals of Sub- County and All Day schools: To be appointed so as to head this category of schools, one must have served as a Deputy Principal (Grade D2) for atleast 3 years. These schools are headed by a Principal having Grade 3 (T- Scale 13). ii). County Schools with with over 540 students: These schools are headed by Senior Principals, Grade D4 (T- Scale 14). To be appointed to this grade, a teacher must have served as a Principal at Grade D3 for a minimum period of three (3) years. iii). National and Extra County Schools with over 1000 students: Headed by a Chief Principal of Grade D5 (T- Scale 15). To be appointed to this grade, one must first serve for atleast 3 years at a Senior Principal; Grade D4.
i). Sub- County and All Day schools: Deputy Principal III of Grade D1 (T- Scale 11). To ascend to this position you must first serve as a Senior Master at Grade C5 for a minimum period of three (3) years. ii). County Schools with with over 540 students: Deputy Principal II of Grade D2 (T- Scale 12). To be appointed to this grade one must have served as a Deputy Principal at D1 for atleast three (3) years. iii). National and Extra County Schools with over 1000 students: Deputy Principal I; Grade D3 (T- Scale 13). To be promoted to this grade one must first serve as a Deputy Principal at D2 for atleast three (3) years.

National and Extra County Schools with over 1000 students: Senior Master I with a qualification of Grade D2 (T- Scale 12). i). Primary schools with enrollment of below 1000 learners: Head Teacher with Grade C5 (T- Scale 10). To be appointed to this grade a teacher must have served as a Deputy Head Teacher at Grade C4 for atleast three (3) years. ii). Primary schools with enrollment of over 1000 learners: Senior Head Teacher with Grade D1 (T- Scale 11). To be appointed to this grade a teacher must have served as a Head Teacher at Grade C5 for atleast three (3) years.

About 5,397 schools are yet to upload their 2020 from one selection lists onto the National Education Management Information System, Nemis. This is according to the latest data from the Education Ministry. This mostly affects the Sub County and Private schools whose selection was done manually. The list detailing the school’s name and location indicates that the schools are yet to upload their selection lists onto their Nemis accounts in readiness for the admission exercise in January 2020.
The Education Ministry has set reporting date for the 2020 form ones to secondary schools to be between January Monday 13th to Friday 17th. This will be about one week after the other students would have reported back to school for the new year.

The Teachers Service Commission, TSC, has effected the December 2019 delocalization exercise for school heads. A total of 1,010 Principals in secondary schools have been transferred. Also transferred are 1,621 head teachers in primary schools. The handing/ taking over exercise for the administrators is expected to be completed before schools open for first term on January 6, 2020.
Those moved are heads and principals and their deputies serving in their home counties and those who have served in the same station for a long period. Also on the move are new administrators who were appointed after the just concluded interviews .
Teachers with medical conditions have been spared from the ongoing delocalization exercise. Also spared are teachers aged above 56 years and those set to retire.

The Commission kicked off the delocalization exercise in January, 2018. Other massive deployments would then follow in April, August and December of the same year. Though in April, 2019 the Commission slowed down the transfers as only a handful administrators were moved.
Classroom teachers have not been spared either. A number of them will be reporting to new stations in January, 2020 after getting their transfer letters.

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.
One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/. This one requires the school’s log in credentials.
Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. This can now be done since the results have been announced by the Education Cabinet secretary. Here are the ways you can use to receive your results:

CHECKING KCSE 2020 RESULTS USING SMS CODE 20076
This is the most effective and fastest way of checking for the results. To get 2020 KCSE results via SMS a candidate is required to send an SMS with your full Index Number to 20076. The service is viable for all the three network providers in the country Safaricom, Airtel and Telkom networks.
Access the 2020 KCSE results via SMS by sending the full index number (11digits) of the candidate followed by KCSE to 20076. For example 23467847002KCSE then send to 20076. After the full index number no spacing between the last number and the initials KCSE.

Then, click on Online results. You will be prompted to enter the user name and password. This credentials are similar to those used during registration of candidates.

Examination Results Slips and Printouts
Each of the institutions that enter candidates for the KNEC examinations shall receive a hard copy of the institution’s examination results printout and result slips which captures the following information:
Institution’s Code and Name
This appears on the top left side of the printout. The institution’s code is a unique number by which an examination centre is identified by the Council. This is the number that an institution should always quote whenever communicating with KNEC.
Candidates Details
Below the institution’s name and code are details of the candidates. These details include the index number of the candidate, year of examination, gender, individual subject grades and the mean grade.
WHAT THE VARIOUS SYMBOLS ON YOUR RESULTS DENOTE
The important features of the examination results are as indicated below:-
X – denotes an absent candidate. A candidate is declared absent if he/she did not sit for one or all papers in the examination. However, for the KCPE examination results, the symbol AB indicates an absence;
Y- denotes that the candidate was involved in an examination irregularity. For the KCPE examination results, the symbol 00 indicates an irregularity;
P- denotes that the candidate’s examination results have been pendeddue to infringement on the entry requirements for the examination e.g. incorrect KCPE details for entry in KCSE examination;
W- denotes that the candidate’s examination results have been withheld on suspicion that the candidate has been involved in an examination malpractice and investigations are ongoing;
U- denotes ungraded examination results due to infringement of the awards criteria.
Mean Grade Award Descriptions
Mean grade will be X, if a candidate is absent in all subjects
Mean grade will be Y,if one or more subjects are cancelled.
Mean grade will be U, if the entry requirements for the KCSE examination are not met
Mean grade will be CRNM,if the course requirements for the Teacher education, Business and Technical examinations are not met
Mean grade will be P,if results are pended
Mean grade will be W, if the examination results are withheld;
The details of pended, withheld and irregularities are communicated to the institution through the Sub County Director of Education at the time of release of the examination results and are received by the institutions at the same time with the examination results.
Release Of Certificates
Once certificates for a specific examination are ready for collection/dispatch from KNEC, the institutions shall be informed through the mass and print media, Sub County Directors of Education and/or the heads of institutions.
All certificates for regular candidates are issued through the Heads of Schools/Institutions and to private candidates through the Sub County Directors of Education.
The Kenya National Examinations Council reserves the right to withdraw a certificate for amendment or for any other reason should this be necessary.
Upon the release of KCPE and KCSE examinations, the candidates can access their results through SMS number provided during the official release of results. The KCPE candidates are expected to access their result slips through the KNEC website immediately after release of the examination in their respective schools.
The Kenya National Examinations Council (KNEC) Learning Continuity in Basic Education Assessment (LCBE) Portal (https://lcbe.knec.ac.ke/Account/Logon) is used to capture registration details and assessment marks for all primary school learners.
The LCBE portal enables you to:
register learners for each Grade/Standard/Level,
download learners’ Assessment Materials/Tools,
capture each learner’s outcomes/ scores for each Grades/ Standards/ Levels using Online or Offline scores capture form and
give access to various reports like schools’ nominal rolls.
HOW TO UPLOAD LEARNERS’ SCORES ONTO THE KNEC LCBE PORTAL; OFFLINE PROCEDURE
After you have assessed the learners, KNEC expects each school/ examination centre to submit the marks within 10 days of completion of the tests. In case you are wondering how this is to be done, here is a quick and simplified guide for you.
Then, click “LCBE Portal” on the Home Screen. You will be redirected to the LCBE portal (https://lcbe.knec.ac.ke/).
Enter your school’s User name and password correctly and select “Log in”. In case you need assistance or password regeneration, select “Need Help Or Forgotten Password Click Here”
Once logged into the LCBE portal, click “Assessment Outcomes/ Scores”.
To capture the scores of learners offline (recommended), click ‘capture outcomes’ under the appropriate class/ grade.
In the next window, click ‘download’ to get an offline copy of the excel sheet data capture tool. You will be allowed to edit the bio data for all other classes/ levels apart from class 8.
Make necessary amendments on the downloaded spreadsheet.
once done, you now tun to the LCBE portal and click Step 2; Upload a duly filled excel sheet for Grade 3 (Outcomes); ‘Click ‘Upload Excel document’.
You may click on the button to view uploaded assessment outcomes/scores. Tick (√) the check box for a specific learner to enable capturing of missing or editing wrongly captured outcomes/ scores.
Please note that duly filled uploaded captured outcomes/scores shall be replaced automatically if uploaded for a second time or more times.
Then, click “LCBE Portal” on the Home Screen. You will be redirected to the LCBE portal (https://lcbe.knec.ac.ke/).
Enter your school’s User name and password correctly and select “Log in”. In case you need assistance or password regeneration, select “Need Help Or Forgotten Password Click Here”
Once logged into the LCBE portal, click “Assessment Outcomes/ Scores”.
Click on the button “Capture Outcomes” from the online panel,
Tick (√) the check box for the specific learner to activate the fields for capturing outcomes/scores. Enter the scores for each learner and click the “update” button to save/post.
To edit, click on ‘View/Edit’ button to view posted assessment outcomes/scores.
Tick (√) the check box for a specific learner to enable capturing of missing or editing wrongly captured outcomes/ scores.
Edit as per required.
Click the ‘update’ button to save/post edited outcomes/scores.
For absent learners, Select “A” for the specific learning area where the learners in Grade 1 to 4, Foundation and Intermediate are absent. Similarly, select “AB” for the specific subject where the learners in Standard 5 to 8 are absent.

It has been a busy year in the education sector. Right from the implementation of the new Competency Based Curriculum (CBC) to recruitment of teacher interns. As 2019 draws to a conclusion, we take a look at the news that hit the headlines in the education sector and take a sneak preview of what to expect in the new year, 2020.
2019 started on a high note with a scuffle on School Heads’ transfers between the Teachers Service Commission (TSC) and the Kenya National Union of Teachers (KNUT) threatening to spoil the party. KNUT was opposed to a move by the TSC to transfer 3,094 heads of institution; some of whom were branch officials. TSC, had insisted that calls to revoke the transfers were futile as the moved head teachers and principals had already reported to their new stations; by first term opening date. Attempts by KNUT to call teachers to industrial action would then fall through since the teachers’ employer, TSC, had already threatened to ‘sack’ any teacher who will participate in the strike; and replace them immediately.

In February, the Commission announced that it had axed 29 teachers for various disciplinary issues. TSC, gazetted 29 teachers struck off the Commission’s register. Via a gazette notice dated February 2019, the Commission said the teachers were de-registered between May and November, 2018. According to the TSC act, a teacher can be de-registered for either of the following reasons; When he/ she:
Dies
Obtains registration fraudulently
Has been convicted of a sexual offence or an offence against a learner
Has been convicted of a criminal offence which renders the person unfit to be a teacher
Is found unfit to teach following disciplinary proceedings
Suffers from physical or mental illness or infirmity which renders the person incapable of performing the duties of a teacher.
August was a month of gloom and anguish for mostly KNUT members. The Commission prepared two parallel payrolls; for KNUT members and other teachers. Whereas non-KNUT members got their phase three of the Collective Bargaining Agreement (CBA), for KNUT members it was a different story. This is because the Labor and Relations Court had ordered that their (KNUT Members) terms be based on the Schemes of Service and not Career Progression Guidelines (CPG).
The Commission in the same month advertised 1,000 teachers in Primary schools who would be promoted to teach in high schools. With few days till end of the year, the would be applicants are yet to know their fate.
September did not get better for mostly KNUT members. It was grief and pain for teachers who had disrupted the new Competency Based Curriculum, CBC, training in April this year. This is after their employer, the Teachers Service Commission (TSC), decided to dismiss some of them for disrupting the training.
“Pursuant to the hearing of your discipline case held on 15/08/2019, I am directed by the Teachers Service Commission to inform you that the Commission has carefully considered your case and has determined that you are guilty of the charges leveled against you and that you are hereby dismissed with effect from 15/8/2019,” read, in part, a dismissal letter sent to one of the affected teachers.
In May the Commission had interdicted 160 teachers, among them 10 KNUT officials, for boycotting and disrupting CBC training. The interdictions were effected on 5th May, 2019 and the teachers given 21 days to show cause why action could not be taken against them.
In April there was temporary disruption of training sessions witnessed in parts of Kakamega, Kajiado, Makueni, Homa Bay among other counties. The interdicted teachers who had responsibilities were directed by TSC to vacate office with immediate effect.
Efforts by the Kenya National Union of Teachers, Knut, leadership to have the decision rescinded were met by opposition from the Commission; with TSC Boss Dr. Nancy Macharia promising stern action.
The Commission at the same time created a new user friendly portal for capturing the teachers’ appraisal data. This saw the reduction in the number of teaching standards to be appraised for teachers from the previous seven to five on its online appraisal portal. The portal that intends to reduce bottlenecks in the current one is yet to be officially rolled out by TSC.
TSC would then (on Wednesday September 25, 2019) hold its first ever open teachers’ day in selected venues countrywide. During the event, schools and teachers who posted good results in academics and Co-curricular activities were feted. The Theme for this year’s day was; TSC INTEGRATING TECHNOLOGY & INNOVATION FOR QUALITY TEACHING.
And the sacking spree (for teachers caught on the wrong side of the code of conduct) would continue. TSC sent home another 36 teachers suspected to have breached the code of conduct for teachers. The list of all male teachers was posted on the TSC website in October, 2019.
But, all was not lost for teachers as recognition for their good work would continue in the World Scene. First, it was teacher Peter Tabichi who won the $1 million Varkey Foundation Global Teacher Prize at a star-studded event in Dubai on March 24, 2019. Then came Asumbi’s Eric Ademba, a mathematics and chemistry teacher who was presented with the African Union Continental Teacher Award for outstanding performance, a first of its kind. Wednesday October 23, 2019 would be the day to remember for teacher Ademba.
Hope the new year brings more good news to teachers and worthy reforms in the education sector.
This year the Commission has recruited a total of 16,979 on permanent basis to bridge the teething shortage in public schools. Also recruited this year are about 10,000 teacher interns who will report to their stations in January, 2020. A total of 16,113 teachers will count themselves lucky since they received their promotions. Another 218,283 teachers have also been trained this year on the CBC.
In 2020, close to 2,600 classroom teachers will report to new stations after receiving their transfer letters. Also moved are some 1,010 principals in secondary schools across the 47 counties. 1,621 primary school head teachers will at the same time report to new stations in January, 2020.
