TSC latest news on teacher retirement

The Teachers Service Commission, TSC, will now notify teachers on their retirement age. This is in a move to avoid confusion on a teacher’s actual retirement age.

The commission has further instructed county bosses to ensure that the under listed procedures are adhered to in the process of issuance of notices for compulsory retirement, and thereafter the Submission of documents.

What TSC needs to process your pension dues quickly

Here is part of the circular sent to County Directors.

Your office is further required to undertake the following:

(1) Verify the list.

(ii) Acknowledge receipt (in writing) within seven days.

(iii) Inform the Deputy Director (Liaison) of any discrepancies noted in the list.

(iv) Transmit the retirement list to the respective Sub- County Directors within seven days of receipt.

On receipt of the lists the Sub- County Directors will be expected to:

(i) Verify and acknowledge receipt within seven days

(ii) Issue retirement notices to all the teachers strictly as per the list.

(iii) Maintain a register of teachers issued with retirement notices.

(iv) Invite all teachers issued with notices to collect and acknowledge receipt of the letters within fourteen days from the date the list is received.

(v) Transmit to the Deputy Director(Liaison) copies of the retirement notices, duly signed by the teachers acknowledging receipt.

(vi) Ensure that the teachers submit the required documents within sixty days from the date of receipt of the retirement notice.

vi) Receive, verify, confirm and certify completeness of documents received.

(vii) Return any incomplete documents to the teacher, pointing out the extent of incompleteness and advising the teacher to resubmit within fourteen days.

(ix) Deliver the complete documents to the County Director in a register.

On receipt of the complete documents, the County Director will be expected to:

(i) Deliver the complete documents in a register to the respective HRM Unit Heads by 30th April, 2022.

(ii) Return any incomplete documents to the Sub- County Director, pointing out the extent of incompleteness and requiring that they be addressed and the documents resubmitted within fourteen days.

Important notes

(i) Teachers’ names should be indicated on the bank forms exactly as  they appear on their national identity cards.

(ii) Teachers should be encouraged to maintain their salary accounts to avoid delays in processing their retirement claims.

(iii) Any change in bank details must be accompanied with a letter from the teacher confirming the new account.

(iv) Where (iii) above is applicable the sub- county HR will be required to emboss the teacher’s thumb print on the payment of commuted Pension forms (bank forms), and witness by signing and indicating his/her name, and TSC Number.

(v) The names on the bank plate (ATM or Card)must appear as on the national identity cards.

(vi) Where(v) above is not applicable, the teacher must obtain a letter from the bank confirming ownership of the account.

(vii) Those who are contributors towards Widows and Children Pension Scheme (WCPS) should submit an earliest pay slip to support WCPS  i.e. any pay slip for the first ten (10) years of contribution.

(viii)Teachers are advised to check with the nearest Kenya Revenue Authority (KRA) office whether they have any tax liabilities and clear them.

NB:

1) . Any teacher disputing his/her date of birth or whose name is missing from the list but was born in 1963 should write to the Commission through the County Director.

2. Teachers Living with Disability are eligible for extension of service up to the age of 65 years.They are required to apply for extension of service before their 60th birthday attaching all the relevant documents. Any applications received after the 60th birthday will not be honored.

3) . The list has been generated as per the December 2021 payroll and does not include teachers living with disabilities or those whose salaries have been stopped.

Retired teachers to have their pension benefits processed faster- TSC says

Teachers who retire after working with the Teachers Service Commission, TSC, will now have a reason to smile. This is after the Commission moved to have their pension payments processed quickly.

Thousands of teachers who retire annually have in the past waited for many years to receive their pension payments. In fact, some of these teachers have died before receiving their perks. But, this will now be a thing of the past after TSC merged two of its key divisions in a move meant to speed up the processing of pension records for thousands of teachers who retire annually.

The merger is in a bid to overcome the delays experienced during procession of teachers’ pension files before they are submitted to the treasury for payments.

According to TSC Chief Executive Officer Nancy Macharia, the Commission’s human resource management division has been merged with the pensions department. She says ‘this (merger) will create seamless and efficient service delivery from entry to exit of all teachers employed by the commission”.

The merged departments will ‘align all human resource processes from entry to exit, serving as a one-stop-shop for all human resource-related matters.’

Macharia says, for faster processing of the pension benefits, all communication should be done by the TSC County Directors.

“All communication from teachers will be channeled through the county directors’ offices and all county human resource officers will work with sub-county directors to ensure submission of records to do with salary payments from entry to exit, conformation of appointment, performance appraisals, pension claims and gratuity,” says Dr. Macharia; via the latest circular.

How to check pension processing status, online.

You can check your TSC Pension status online. All that you will be required to present are the following Documents to the Head of HR Department.

  2. TSC Retirement Clearance Certificate
  3. Duly Completed Pension Communication and address form

  6. Copy of Pin card and Bank plate

It is important that you know the process of checking the Teachers Service Commission, TSC, online Pension status especially those who are either retired or about to. Here is a simple procedure on how you can check online TSC Pension status in your mobile phone from the comfort of your office.

When one may claim Pension?

An individual may claim retirement benefits if they are 55 or over, and have been in pensionable teaching employment on or after 30 March 2000. If you apply whilst in service, Early Retirement Benefits (AAB) are paid from the day after the last day of pensionable employment.

What one requires to check TSC Pension Status

The mandate of TSC Pension scheme in Kenya solely lies on National Treasury jurisdictions. This is provided by in the constitution 2010 under the Public Management Act 2012. Process of checking TSC online Pension Status

After one has presented the documents to, The National Treasury the process of compiling the Pension claim. This process can take a while, up to a period of over a year. After the period elapses then one begins to receive the Pension benefits.

During this period one has to keep checking on TSC Pension status occasionally to affirm their status. This is done by visiting Teachers Service Commission (TSC) service portal or TSC online service and enter TSC number, ID number or password number. This is followed by simply going to the search tab and checking TSC Pension Status.

How one can calculated the Pension benefits

Pension benefits is calculated by multiplying one’s number of years in teaching service or length of employment by the average salary and then dividing by the 80 and a lump sum equal to three times your Pension. However, there is online Pension estimator which gives accurate figure on how ones Pension payment might look like.

A Pension number is a unique number that’s used to identity your Pension and can usually be found at the top of your Pension paperwork.

For one to get the number, they need to log into employee self-service account and choose ‘Payroll and Compensation.” Then view last payroll stub and the pay statement details.
