Biology paper 3 KCSE examiner collapses, dies in Nairobi; KNEC to meet KUPPET over grievances

An examiner in this year’s Kenya Certificate of Secondary Education, KCSE, has died. The examiner in Biology Paper 3 collapsed and was pronounced dead on arrival at Kikuyu hospital. The examiner identified as Veronicah Wanjiku collapsed while marking at Lenana High school in Nairobi. The cause of her death is yet to be established.

This comes even as teachers staged go slows last week over what they termed as low pay and poor working conditions. Teachers marking Business studies where the first ones to down tools on Monday citing low pay. It took the intervention of the top KNEC brass to cool the teachers at Machakos Girls.

On Wednesday, their physics paper 3 examiners followed suit. The teachers wanted the council to increase their payment rates per script from Sh46 to Sh80; among other grievances. After three days of pushing and shoving, KNEC promised to increase their pay Sh52 per paper marked.

The Council has scheduled a meeting with the Kenya Union of Post Primary Education Teachers, KUPPET, on this coming Tuesday to chat the way forward. The meeting comes after the Council agreed to adjust the payment rates per script for all subjects. KNEC has already promised to harmonize payments for all papers effective 2020.

The teachers have always raised such issues as: poor pay, Congestion, low quality meals, tough regulations and long working hours. In fact, in some marking centres the teachers must wake up at 5am and retire to bed at 11pm.

The KCSE exams are marked via a belt system; where a candidate’s script passes through several teachers who mark different questions. Team leaders and Assistant Chief examiners then sample some scripts from each group of markers for moderation. This is done so as to achieve high accuracy in awarding marks. An examiner can mark up to 1,500 scripts. Apart from this, the examiners also receive a Coordination fee, fare reimbursement and a basic fee (which is a flat rate)

This year, the Council has engaged the services of over 26,000 markers. 

Last week photographs of examiners sharing beds and some sleeping on the floor due to congestion at the marking centres were trending online.

The Education CS Prof George Magoha promised to release the results before Christmas (December 25th). Last year (2018) the results were released on Friday 21st December.

How to apply for HELB loan clearance, compliance certificate and refund; requirements and process

Beneficiaries of the Higher Education Loans Board, helb, sponsorship can apply for clearance and compliance certificates that are mostly required during job recruitments. A compliance certificates is given to those who are repaying the loans but are yet to clear the full amount. While, clearance certificates are issued to beneficiaries who have fully paid the due interest and principal amounts. Sometimes one may make an over payment. This can still be refunded on application.

How to get a compliance, clearance certificate and refund.

To get a compliance, clearance certificate and or refund you must personally visit the helb offices at Anniversary towers in Nairobi. You will be issued with an Enquiry form (EF ) that has the following parts that must be filled correctly; where necessary:

a). Nature of enquiry

There are various enquiries that can be made at the helb customer care desk. These include: Loan Balance(statement), Missing payments, compliance certificate, clearance certificate and refund to over deductions among others.

b). Client details

You should be armed with your ID number and university registration number among other details.

c). Employment details

For those employed, you will be expected to provide details such as employer name, employment number and address.

d). For refunds

You need to have an ATM card a copy of which shall be attached on the application form. Once you fill the enquiry form, pick a ticket depending on the type of service required and you will be assisted accordingly. The clearance or compliance certificate is processed and you get it the same day. The clearance certificate has the following details: 1). Bearer’s Name 2). ID number 3). Registration number as used in college/ university 4). College/ University attended 5). Type of loan cleared List of services available at the helb customer care centre are: statements, post graduate loans, billing, refunds, compliance, lumpsome payments, refunds and statements. The Higher Education Loans Board, HELB, has provided official responses to all questions on the agency’s loan products and services. You can get all the answers to any questions concerning Helb.

HELB Loan FAQ: I used a wrong pin number and now my Account is locked how can I access the app? You can still access the HELB App by clicking on ‘reset pin’ to enter a new pin and confirm it.

HELB Loan FAQ: How do I know I have successfully applied? Once you have completed the application process, you will receive a notification with confirmation of successful application.

HELB Loan FAQ: I have not received a One Time Password code (OTP), what should I do? Don’t panic, the OTP code is always sent to the mobile number you provided during HELB App registration. You can resend the request after 5 minutes if you haven’t received the OTP code.
HELB Loan FAQ: How much does it cost to do the application? The application is free of charge. However, you will be charged KES 1 via M-Pesa to authenticate your mobile number. The amount will be deposited to your loan repayment account.
HELB Loan FAQ: How do I know I have successfully applied? Once you have completed the application process, you will receive a notification with confirmation of successful application.

I don’t have an ID card; can I apply for a HELB loan

Is it compulsory to apply for a HELB loan?

Are you a first-time HELB applicant? Do you want to know everything about HELB loan registration and application?  Then you are in the right place. We have compiled a list of the most frequently asked questions about HELB.  Let’s start.

What is HELB?

The Board’s objective is to give financial support to needy Kenyan students in institutions of higher learning both locally and abroad. The organization gives loans, bursaries and scholarships for training at public and private institutions of higher learning, which are recognized by the Ministry of Education of Kenya. Thanks to HELB loans, all Kenyan citizens can empower their dreams by getting an academic degree and embarking on a successful career. However, due to financial constraints, it is currently not in a position to provide loans to students studying outside the country and those on Self-Sponsored Programmes (commonly known as the ‘Parallel Programmes’).

What are the requirements for applying a loan?

  1. A copy of the Applicant’s national ID Card
  2. Copies of the parents national ID Cards/death certificate where the parent is deceased
  3. Copies of both guarantors’ national ID Card
  4. A copy of the applicant’s admission letter and KCSE result slip/certificate
  5. A copy of the applicant’s Bank ATM/Bank card (for Government sponsored students only)
  6. A copy of the applicant’s Smart Card from the institution
  7. One recent colored passport size photograph of the applicant.

How do I apply for the loan or download the application forms?

Applications for HELB loan are usually done through the HELB student’s application portal. ( www.helb.co.ke )  Interested applicants will be required to log in to the student’s portal to initiate the application and download the application forms.

How to apply for KUCCPS 2019/2020 Inter-University Transfer

How much loan can one get?

In accordance with the current Cost Sharing Policy, a student is required to pay Kshs.50,000/- per year to train at a public university. Out of this amount, HELB can award a maximum loan and bursary of Kshs.50,000/- and a bursary of Kshs.8,000.

How do I check for my loan?

  1. Access the HELB website and enter your ID number
  2. Send an email to requesting for your statement to contactcentre@helb.co.ke.
  3. Call HELB on 0722052000
  4. Email contactcentre@helb.co.ke

When can one apply for a HELB loan?

HELB places advertisements in the print media in which it invites applications for loans. The Board maintains a deadline and those applications received after the deadline without justifiable reasons are not processed.

When are Loan Awards released?

HELB releases loan results before the new academic year starts. Thereafter, students who fail to secure a loan or are awarded inadequate amounts are encouraged to appeal. Each appeal is reviewed on its own merit. If one fails to get a loan, the following could be possible reasons:

  1. a) The student may not have provided adequate information about him/herself as requested
  2. b) The student may have provided false information on the loan application form.

I don’t have an ID card; can I apply for a HELB loan?

Unfortunately, this is not possible at the moment. The national ID is proof of attainment of majority age. The HELB Loan Application form is a contract and legally we are not in a position to enter into a contract with a minor.

Is it compulsory to apply for a HELB loan?

No. You should apply for a HELB loan only if you are in need of the funds.

What is the applicable interest rate and when does it start to accrue?

The interest is currently 4% per annum for direct entry students and 12% for all salaried applicants. The interest will start to accrue immediately after the first disbursement

Am I eligible for a loan in 2nd year if I did not apply in 1st year?

Yes you are. However, one will be required to apply as a first time applicant during the first time applications window.

What if I was awarded a loan but it is not enough, can I request for additional funds?

Yes, if you have a genuine need for additional funds, you can appeal amounts awarded to you by completing the loan review (appeal) form on www.helb.co.ke

If I discontinue my education, do I have to pay the amount awarded to me even if I didn’t complete my education?

Yes, once you are awarded a HELB loan, you will be required to fully repay the amount in accordance with the terms & conditions as well as the interest accrued thereafter and penalties incurred (if any)

What if I can’t remember my password for the HELB Online Portal?

Use the “forgot password” option available on the portal to recover your account

Why is my ‘Application Form Defective’?

If any or all of the following are missing then the application is defective and your form will not be processed:

  1. Missing signatures and stamps: i.e. applicants’ signature, parents/guardian, priest, Chief or Assistant chief, Commissioner of Oaths or Magistrate and bank. Please note that signatures and stamping is mandatory.
  2. Missing documents: if any of the documents on the checklist haven’t been attached then the form will be termed defective. These include: KCSE result slip, Admission letter; if orphaned, copy/copies of parent/s death certificate; if sponsored in High school, a confirmation letter from the school or sponsor and a colored passport size photo which is to be attached to the form before submission.
  3. Scanned copies: the forms to be submitted should be the original copies and not scanned copies, if one submits the scanned copy then it is termed defective since it’s not the original.
  4. 2nd & Subsequent loan application forms: All the subsequent application forms MUST be signed and stamped by the Dean of students.

There are about sixty four (64) County secondary schools in Kakamega County. These schools are either Mixed or Single.County schools are the third best schools after National and Extra County schools.

The County schools admit students majorly from within the County. Admission of form ones is via the Education Ministry’s Portal. Calling letters to these schools are downloaded from the Ministry’s website; http://www.education.go.ke/index.php/online-services/form-one-selection

How to apply for HELB Post Graduate Scholarships for Masters and PHD students: Plus Requirements

Are you a Kenyan Student pursuing a masters or Doctoral Course in Kenya? Do you have constraints in raising your university fee and need a Scholarship? Well, the Higher Education Loans Board, HELB, awards partial scholarships to Kenyans pursuing postgraduate programmes (Masters or Doctoral) in both local Public and Private Universities recognized by the Commission for University Education [CUE]. The value of the scholarship award is Kshs.200,000 and Kshs.450,000 for Masters and PhD programmes respectively, tenable for 2 years in respect of the Master’s Programme and 3 years for the PhD.

Eligibility:

In order to qualify for these scholarships you need the following:

  • Letter of Admission into a full or part time program
  • Minimum of Second Class Upper Division.
  • Reporting for 1st year of study
  • Preference will be given to applicants undertaking Science, Technology, Engineering and Mathematics and programmes which will directly contribute to the “Big Four Agenda”
  • If HELB loan beneficiary, the applicant MUST be repaying his/her loan or has cleared the same.

The application Form and where to submit it.

The HELB Postgraduate Scholarship application form is accessible from the Student Portal upon registration. The application runs from May-July every year. The applicant is required to correctly  fill in his/her details, print two copies of the application form, appropriately have it duly signed and stamped by the relevant authorities and attach all the necessary documents as indicated on the checklist.

Submit one copy of the form at HELB Student Service Centre, Anniversary Towers and select Huduma Centres. Applicant should retain one copy of the duly filled form for their records.

Important points to Note:
  • Geographical distribution and gender is considered during the Scholarship Award.
  • Applicants from marginalized regions are highly encouraged to apply.
  • A non-refundable application fee of Kshs.3,000 is to paid directly to HELB Operations A/C NO  1104823047 KCB University Way Branch
  • Do not pay any individual to process your HELB Scholarship Application.

Lower Helb loan interest rates, increased repayment grace period for beneficiaries in the pipeline

Beneficiaries of Higher Education Loans Board, Helb, funding would pay reduced loan interest rates if a Bill by Hon Gideon Keter (who is a Jubilee Party nominated Member of Parliament represent Youth interests in the National Assembly) sails through.

Interest charged on university and college student loans will be cut to 3% and the grace period for repayment increased to five years after graduation if lawmakers approve changes to the Higher Education Loans Board (Helb) Act.
Under the proposed law, interest on the loans will fall from 4% to cushion jobless graduates from the Sh5,000 monthly fine for defaults.

“The aim of this proposals is to reduce the financial burden on recent graduates who are expected to pay large sums of money to Helb even before securing employment or becoming financially stable…… It sets the percentage of interest that may be charged on the loan advanced at three percent. It also provides that the penalty charged on defaulting of the loan shall be charged after securing employment or five years after completion of studies.” Reads the bill that was tabled in Parliament.

The agency in January this year said it was pursuing some 78,328 defaulters holding Sh7.7 billion as at December 31 last year (2019).

If passed, the new law will provide a big relief to thousands of unemployed youths who have hge Helb loan balances to clear.

There has been a sharp increase in university enrollment, since 2014, a scenario that has seen rise in demand for loans.

The proposed Bill that will see Helb beneficiaries pay lesser interest loans.

In line with the current Cost Sharing Policy, where Government sponsored students receive about 80% GoK subsidy, HELB can therefore award a maximum loan of Sh60,000 and a maximum bursary of Sh.8,000.

Marking process of the 2019 KCSE exams

Every year the Kenya National Examinations Council, KNEC, administers national examinations for thousands of Candidates in Primary and Secondary Schools. The Kenya Certificate of Secondary Education (KCSE) is an exam administered by Kenya National Examination Council (KNEC) to mark the end of secondary education level. This exam is usually administered during the month of November and results released before the end of the year.

Marking of the Exams

The KCSE exams are marked by trained examiners. The exams are marked at designated marking centres in Nairobi and its environs. This is a rigorous exercise and is closely monitored by the Council and the Government at large.

The marking process for all papers is the same. This is the detailed process:

  • INVITATION OF EXAMINERS

The Council invites trained examiners (teacher) who apply for the marking exercise; online. Once selected, the examiners then download the invitation letters that spell out the terms of engagement. On the invitation letters are the reporting dates and marking centres; Examiners report to the centres on the stated dates. First to report are the subject specialists followed by Chief Examiners, Assistant Chief Examiners, Team Leaders and then the examiners.

COORDINATION OF THE MARKING SCHEME

The scheme which is already made and has been ratified by the marking top brass team is then co-ordinated to accommodate all possible answers. Examiners take time to come up with all possible answers.

MARKING OF DUMMIES

Dummies are copies of student’s scripts whose identity is concealed. They are made to enable examiners to internalize the marking scheme. Each examiner marks his/her dummy and the results recorded. After discussing the answers for each question, deviations are recorded. The dummies marked are usually more than ten.

FORMING TEAMS/ BELTS

The belt system is applied during the marking of KCSE scripts. Examiners are divided to various rooms. Various factors are considered including region and experience. Each room forms about 4 teams of 6 examiners each. A room is led by an assistant examiner and each team has a team leader.

MARKING LIVE SCRIPTS

A live script is the candidate’s real work. Examiners carry boxes from script rooms and return them in the evening. The exercise is such involving.
A single script is marked by 6 examiners. The team reader checks 10% of scripts marked by remarking with a green pen. The Assistant chief also does the same. These minimizes deviations.

CROSS CHECKING

The examiners use red pen to check each paper weather all questions are marked and transferred correctly. It is involving too.

CHECKING OF SCRIPTS

Some will wonder about these terms. It just means checking totals for each question and the final total. This is to ensure that the correct scores are recorded.

ENTERING MARKS IN MARK SHEETS

The marks are carefully entered in mark sheets provided by KNEC.

ADJUDICATION

Computer generated mark sheets are again returned to the examiners. The marks are confirmed by reading each script against the marks recorded.

REPORT WRITING

The examiners in each room write a report about the marking process. The report is presented to KNEC.

Once all is done and KNEC is satisfied that the marking process is complete, the examiners are cleared and released from the marking centres.

The council then takes over the remaining process of moderation, grading, analysis and releasing of results to candidates.

Students protest over move by government to cut Helb loan funds

University student’s leaders in Uasin Gishu have come out strongly to condemn the move by the National Government in reducing Higher Education Loan Board (HELB) loan budgetary allocation by nine per cent.

 

Speaking during a presser on Thursday, the student leaders insisted it was improper to deny students who hail from poor backgrounds academic loans despite the fact that Universities and Technical Training Colleges are overwhelmed by increased number of learners each year.

“What sustains students in Universities is this HELB loan and denying them will make poor students resort to antisocial and unlawful activities that will increase crime rate,” he observed.Universities Presidents Council Chair and Moi University President, Mr Albert Maloba, in his statement, decried the outcome as fatal and dangerous.

He insisted they are fulfilling their mandate in advocating for students’ rights and if the government will not address their concerns, they will have no other option but to protest until their plight is addressed.

“The Government should be considerate on matters of education and give the sector maximum concentration. I want to caution Education CS Prof. Magoha on the plans they are hatching to elevate private universities over public entities. That’s akin to introducing business in the education docket, thus killing university education in the long run and these plans must be reversed,” he lamented.

On her part, Dorcas Jerop, Chairperson University of Eldoret, pleaded with the government to look into this matter with the urgency it deserves, because it will have a longer negative impact on the progress of the students.

“Comrades will drop out of school and some even will end up in wrong places including prison and even get killed in the process of nursing their frustrations. We have promising future leaders and the government should guard these precious assets for posterity,” she pleaded.

On her part, Moi University academic delegate Sharon Kiptoo said, “Covid-19 pandemic has already immobilized the economy and students will drop out of school for lack of funds and in the end big dreams will be shattered just like that.”

“We have a program in place to assist these students in managing the HELB loan and invest in income generating activities. This will help them not to solely depend on the loan, but also other lawful income generating activities,” said Judy Mwende, a student leader at University of Eldoret.

The student leaders called upon the government to instead increase university loans so as to enable students complete their education.
