Form one admission guidelines and procedure- 2021

The Ministry of Education has issued new guidelines on the 2021 form one admission process. According to the latest circular, all 2020 Kenya Certificate of Primary Education (KCPE) students are supposed to report to form one by August 7, 2021.

“As you are aware, the form one students selected to join various secondly schools are expected to report from 2nd  to 7th August, 2021. This will be the 4th cohort of 100% transition policy and all efforts should then be put in place to ensure they all transit to secondary school.” Reads the circular, in part.

According to the Ministry, all schools are expected to put in place measures to receive their students and ensure they are well inducted.

“Admission and induction programmes must be elaborate to enable the leamers settle down for the 4-year cycle of Education. Studies have shown that new learners who are inducted properly on admission have a higher completion rate.” Adds the Ministry.

Further guidelines on the admission process have been provided. These include:

  • Admission 0f all leamers will be done in NEMIS.  All Schools MUST capture their leaners in the system, failure to which action will be taken.
  • Where parents/guardians aPPlied for change Of placement and was accepted, the same has been effected in Nemis. Parents/guardians are advised to send their index number to short code 222d3 to confirm, download the new letter if applicable and proceed as guided in the joining instructions.
  • Only students who appear on the current NEMIS list of a school will be admitted in that school. The joining instructions must also be stamped by the head teacher op the primary school.
  • All deferred admissions will be done offline and processed later. The County Director of Education, CDE, must ascertain all such cases beforehand.
  • No school will admit a learner in the system who has not physically reported to school.
  • Leaners who are not able to take up their places on the stipulated dates must inform the school in advance.

To facilitate the process of admission through NEMIS, the change of placement system will be disabled on Tuesday 29th July, 2021. Read more details here; How to admit 2021 Form Ones through the NEMIS system: Ministry of Education.

Schools will download their lists from NEMIS as from Friday 30th July, 2021 in readiness for admission of students from Monday, 2nd August, 2021.

CS Magoha issues statement over 2021 form one selection results

Education Cabinet Secretary (CS), Prof. George Magoha, has told off parents causing uproar that the Form One placement was unfair to students who scored good marks in Kenya Certificate of Primary Education (KCPE), saying that all students were placed in secondary schools that they merit.

Speaking in Thika where he oversaw interviews for students set to benefit from the government’s Elimu Scholarship Programme, Magoha said the cries that top students should have been placed in the top 10 schools nationally is misplaced and only meant to confuse students.

He said the notion had been disapproved by last year’s Kenya Certificate of Secondary Education (KCSE) results where students who got 191 marks in KCPE, recorded University marks of A’s and B’s in KCSE four years later.

He said there is no way the 100,000 pupils who passed well in KCPE can all fit in the 5,000 slots in the top national schools.

“These cries that your children must be called in the top 10 schools must stop. Every school in the country is a good school, because the government gives equal amounts of Sh22, 244 to every child in whichever school the child goes to. It is not the school that will make the child, but the zeal and zest that is in the child,” he said.

He, however said, where a male child has been placed into a female school or vice versa; or where a child has been called into a day school which is too far, the issue will be rectified.

This comes as a section of parents raised alarm that their children despite scoring good marks were not called into the best schools which they had opted for.

Some said despite their children scoring more than 350 marks, they were placed in unheard of schools, some which are too far away.

At the same time, Magoha said they have started to look for primary schools that will be converted into Junior Secondary schools in line with the new curriculum.

He said the priority now is to get the schools and have them furnished with the necessary infrastructure so as to be ready when the transition time comes.

In the new 2.6.3.3.3, the Junior Secondary (grades 7, 8 and 9) and Senior Secondary Education (grades 10, 11 and 12) will each take three years.

He called on politicians not to politicize the exercise, saying it is meant to benefit pupils.

“My remaining 14 months is going to be extremely difficult as we continue to implement the Competency Based Curriculum. At the moment, we are looking for primary schools that will be converted into junior secondary schools and in the budget, we have been awarded Sh.1.9 billion to furnish them with tables and chairs. Let’s not politicize the exercise,” he said.

On the school in Nyandarua County where some students were sent home after being infected with Covid-19 virus, Magoha termed it a non-issue, saying they will ensure all students are safe.

“We have millions of learners in our schools so, why do you want to make noise when six or 10 of them get Covid. This is not an issue at all. If we weren’t bold enough to reopen schools in August last year and January, would these children be here today to get scholarships to go to high school?’’ posed Magoha.

The scholarships will be offered to 9,000 students with 3,000 being offered to those who live in the slums and informal settlements.

CS Magoha Issues Warning Over School Transition

The government has warned parents whose children will not have reported to Form One by Friday that they will be arrested and charged accordingly.

Speaking when he led a multi-sectoral door to door campaign in Kiandutu slums in Thika Tuesday, the CS told the parents to take their children to the nearby day secondary schools, which he said were free.

Education Cabinet Secretary Prof. George Magoha said national government administrators and the police will mop out all children yet to report to secondary school by then and have their parents arrested for denying them the right to education.

He said there was no reason for children who completed primary education this year to continue staying home when the government pays capitation to secondary day schools.

“75% of all the 10,000 public secondary schools in the country are day schools and we pay for all the school fees in these schools except for uniforms and food. Why must students stay home? If we find out that you are keeping a child who has finished primary school at home by Friday, you will be arrested,” said Prof. Magoha.

At the same time, the CS warned school heads against sending learners from day secondary schools home due to lack of lunch money or school uniform.

He said this will help the country achieve the 100% transition rate from primary to secondary schools, which is currently at 96% nationally.

The CS said the challenge has been in Garissa, Kilifi and Kwale counties, where he said the government has been keen to ensure they don’t lag behind.

Nyanza and Central region lead with an average of 97%, Eastern region is at 86%, Nairobi at 74% while coast is at 83%.

“Our target is to achieve 100% transition by Friday. Education is the only game changer in our society. We have already paid first term capitation for all our students and see no reason for any student to stay home,” said Prof. Magoha.

On the planned strike by lecturers at public universities, the CS said the government was focusing on other pressing issues facing its citizens, warning lecturers against downing their tools.

Lecturers have threatened to down their tools over what they termed as the government’s failure to implement the 2017-2021 Collective Bargaining Agreement (CBA)

“Thank God that you have a job and pay slip. Even If you down your tools, who will listen to you? We are busy working on arresting Covid-19 infections and ensuring that we achieve a 100% transition rate from primary to secondary school,” he said.

2021 form one selection results finally announced (Here are the details)

The Education Ministry has finally released the much awaited 2021 form one selection results. Students who sat for the 2020 Kenya Certificate of Primary Education (KCPE) examinations can now obtain their results. The results were announced by Education Cabinet Secretary Professor George Magoha on Tuesday 15th June, 2021.

CS Magoha at the same time announced that the Form One students will report to school August 2, 2021. This will be one week after the other learners (in form two to four) would have reported for term one of the 2021 academic year.

All candidates who scored 400 marks and above have been placed in national and extra-county schools of their choice.

According to Magoha, a total of 36, 254 candidates will join national schools; 17,406 girls and 18,848 boys.

Close to 201,067 KCPE 2020 candidates have been selected to join extra-county schools. Of this total, 95,646 are girls and 105,431 boys.

213,591 candidates will attend county schools; 115,325 girls and 98,256 boys.

The lowest tier of schools (Sub County schools) will receive 718,516 learners in total; 357,029 girls and 361,487 boys.

The top girl in the KCPE 2020 exam, Mumo Faith Kawee, has been placed at the Kenya High School, while the top boy, Wanyonyi Samuel, will proceed to Mang’u High School.

CS Magoha noted that many students failed to get places in their preferred schools due to ‘Poor selection guidance made many of the candidates miss their preferred selection.

Education Ministry clarification on 2021 admission letters download and procedure

The Ministry of education has issued a clarification on 2021 form one admission letters downloads. This after claims emerged that parents should not download the 2021 form one admission letters if they are not be satisfied with the schools where their kids have been placed.

The Ministry has termed the message as being ‘fake news’ and misleading.

Here is the message that has now been quashed by the Education Ministry;

“Kindly if you are looking for an alternative school for your child, DO NOT PRINT THE LETTER FOR THE SCHOOL YOUR CHILD HAS BEEN ADMITTED TO. Once you download the admission letter, it is assumed in the system that you are taking the offer.

Someone from Ministry of Education has shared that information.”

Meanwhile, the Ministry has urged the parents to download their letters in readiness for the 2021 form one reporting dates.

SELECTION OF KCPE 2020 CANDIDATES TO EXTRA COUNTY SECONDARY SCHOOLS

Extra County Secondary schools (formerly Provincial schools) are the second tier of schools in Kenya. They are the most preferred category of schools after National Schools.

The selection of candidates to Extra-County schools is based on a ratio of 20:40:40. This means that 20% of available vacancies in an extra county school goes students from the Subcounty where the school is found.

While the host county and other counties get 40% each. After the selection exercise for the 2020 placement of form ones, they will be expected to download their letters through the Ministry of education’s online portal.

The admission letter is important to both students and Parents/ Guardians. This is because it enables the two parties to prepare adequately for reporting to selected secondary school.

Admission letters for KCPE 2020 candidates will be available online, once the selection exercise has been completed. To download your 2021 form one admission letter follow the simple steps below;

Selection for 2021 form one students also follows a set criteria. Students joining County schools in based on the 20:80 ratio. This means that 20% of the available slots in a County school go the hosting Sub-County while the remaining 80% are shared among other Subcounties; in that County.

2021 form one placement results (How to change school selected to join)

The 2021 form one placement results have been announced. The 2020 Kenya Certificate of Primary Education (KCPE) candidates, who may not be pleased with the secondary school they have been selected to join, can now apply for readmission at their preferred schools.

It is important to note that the process of requesting for change of form one placement is done purely online.

HOW TO CHANGE FORM ONE PLACEMENT IN 2021

In order to apply for change of form one placement, follow the easy steps below;

  • The parent or guardian should place a request at the school of interest; where he/ she wants the kid to be transferred to.  The school will then shortlist and merit all students in the waiting (request) list and make a decision on those they will like to absorb; depending on the available (unfilled) vacancies.
  • The school through the National Education Management System, NEMIS -http://nemis.education.go.ke/, shall enter the details of the selected candidates from their waiting list and request the Ministry to capture them in the new school.
  • Approval to the schools’ requests shall be granted at different levels depending on the Category of the school. Approval for National, Extra County and County schools will be granted by the Ministry’s Head Office, Regional Coordinators and County Directors of Education, respectively.
  • Once the approval has been granted, the learner will then be moved from the selection list of the first school to the latest (new) school.
  • The parent/ guardian will then go online and print the admission letter for the new school.

“Change of placement is not reversible and caution must be taken to avoid being placed in schools not desired,” warns the Ministry.

When a school has made a decision to offer a place to a student, the school will proceed to enter the details of the student.

For National and Extra County schools, the same has to be approved while for county, sub county and private, the system accepts automatically.

Please note that the application for change in form one admission is subject to availability of vacancy in the desired school.

HOW SCHOOLS CAN REQUEST FOR EXTRA VACANCIES

Where the capacity of a school has improved due to development of additional facilities in the year, a principal must request for placement of additional students and approval in NEMIS.

A DESCRIPTION OF ALL THE DETAILS ON THE 2021 FORM ONE ADMISSION LETTER

  • All the 2021 FORM ONE admission letters will bear the Ministry of Education’s letter head; The letter contains the Education Ministry’s logo and head.
  • Name of the student, Index number and Sub County,
  • School admitted to (The Secondary school where the student has been placed),
  • Reporting date; Which is in July, 2021.
  • Former primary school’s details; the letter must be stamped by the head teacher, A disclaimer on the letter reads; “This letter will be authenticated on being duly certified by the primary school head complete with a certified copy of birth certificate and finally confirmed by the admitting principal. The letter is issued without any erasure  or alteration and cannot be changed through any form of endorsement whatsoever; utterance of false documents is an offence punishable by law.”
  • The 2021 fee guidelines from the Ministry (The letter gives fees directions thus; “The maximum fees payable per year is detailed in the attached schedule, do confirm the category of your school before making any payment.”)
  • Parents/ Guardians expected to go to schools where their kids have been placed to pick further joining instructions and requirements. (“Urgently get in touch with your new principal at the above school for admission requirements,” says the admission letter from the Ministry.)

Other details that learners would get from the secondary school where they have been selected to join include:

  • Uniform descriptions,
  • Boarding requirements; mattresses, blankets, e.t.c
  • Any books’ requirements and
  •  Other personal effects as may be prescribed by individual schools.

Here are the 2021 admission dates- Education Ministry

The 2021 form one admission dates have been released by the Education Ministry. According to the latest guidelines from the Ministry the 2021 reporting period will last for only five days.

The 1,187,517 form ones will report between 19th and 23rd July, 2021. Incidentally, other learners will be on recess since the 2021 academic year starts on 26th July, 2021.

Learners who may be satisfied to schools where they would be placed will have a one month window to apply for change of placement. The Ministry has set the review period to be from the 20th June to 20th July, 2021.

Application for change of placement will be done online and would only be possible if vacancies would still exist in the ‘preferred schools’.

Education Cabinet Secretary, Professor George Magoha, has insisted that all the 2020 Kenya Certificate of Primary Education (KCPE|) candidates will transit to secondary school.

“I wish to assure the country that the ministry has conducted an audit of all new and existing vacancies in all our private and public schools to enable us to admit all learners under the free day secondary school programme..We are determined to work with the relevant agencies to ensure no candidate misses a place in secondary school,” says CS Magoha.

Over 33,009 form ones will be admitted to national schools. Similarly, about 184,816 of the 2020 KCPE candidates will extra county schools, and a further 188,454 in county schools.

Close to 669,145 students will join the sub-county schools.
