According to Magoha, E-learning programmes will be available effective Monday March 23, 2020. “The Ministry of Education has, therefore, found it necessary to step up measures to facilitate learning during the period that learners will be at home. Beginning Monday 23d March, 2020, the Ministry will enhance curriculum delivery through 4 different platforms Radio, TV, You-Tube and the Kenya Education Cloud,” he adds.

In the released schedule, the Kenya Broadcasting Corporation (KBC) will broadcast radio programmes daily, from Monday to Friday, through Radio Taifa and English Service.

KICD and Startimes Kenya in partnership to provide education content to learners

The Kenya Institute of Curriculum Development, KICD, has entered into a partnership with pay TV company, Startimes, to broadcast online lessons to learners. The partnership will see StarTimes Kenya provide access to KICD approved curriculum on their digital television platform. The same materials will also be available on the company’s mobile application, StarTimes ON. The content will at the same time relayed on various TV channels available on Startimes.

Dr. Sara Ruto, the Chairperson KICD Council, said the new move will see learners access learning materials conveniently and that this is expected to broaden the coverage area; and this would see more households covered.

“The Covid-19 pandemic has pointed out a new feature of digital learning, we need to embrace it for the sake of our children and together we will be able to grow. One of the core competencies in the Competency-Based Curriculum is learning to learn, this is an opportune moment to put it to practice with such partners key in enriching the future of learning,” said Dr Sara Ruto while making the partnership public.

Dr Joel Mabonga, the KICD Acting Chief Executive Officer, was all but praises over the new partnership noting that this would provide the much needed boost in achieving their goals. The CEO welcomed the move noting the partnership will grow the number of platforms available to engage students who are learning at home with the content accessible on the mobile application being a strategic option given the high mobile penetration in the county.

“We need to go out of our ways to make sure that learning continues even under the current Covid-19 situation as we establish strategic partnerships that will help us achieve our mandate as an institute tasked with a national responsibility of developing curricula and curriculum support materials informed by research for all levels of education below the university,” said Dr Mabonga.

“We have partnered with KICD to allow us carry approved education content on our platforms. Currently, we have ensured that EDU Channel is available through our set top boxes as a free to air channel and uploaded approved primary and secondary school curriculum on our StarTimes ON mobile application platform key in ensuring the majority of students have access to the education materials,” said StarTimes Chief Executive Officer Mr. Andy Wang.

The ministry of education together with other partners is relaying TV, radio and online lessons to millions of learners at home in a bid to try and recover lost time; occasioned by the current closure of all learning institutions. Learners continue to follow the interactive online lessons at home tuning to KBC English Service and Radio Taifa for radio programmes and EDU TV channel and the Kenya Education Cloud for interactive lessons.

CS Magoha asked to release schools’ reopening plan and calendar

President Uhuru Kenyatta has asked the ministry of education to come up with a revised school calendar. Speaking during this year’s Madaraka day celebrations on Monday, at State House in Nairobi, the president told the ministry to draft a schools’ reopening plan so that learning can resume.

“The Ministry of Education (is directed to) fast-track and finalize the ongoing consultations with the stakeholders that will provide an appropriate calendar for gradual resumption of education in the countryThe guidelines should also include protocols to be followed by all learning institutions to guarantee the safety of our children.” said the head of state.

Uhuru said he felt for parents and candidates as they were the most hit by the current paralysis in the education sector that has been brought about by the covid 19 pandemic.

“I appreciate the anxiety weighing heavy on the minds of parents and children – particularly those preparing for the national examinations I share the heavy hearts of all the faithful who can no longer congregate and share in worship of The Almighty.” he added.

The president’s directive comes at a time when the ministry of education is faced with a herculean task of safely reopening basic learning institutions that were closed in mid March when the first cases of covid 19 disease were reported in the country.

The national covid 19 education response committee, that presented its report to Prof Magoha, among other recommendations want schools to be reopened in phases as from September this year. The committee also proposes that the KCSE and KCPE examinations be pushed to February, March next year so as to give the candidates enough time to prepare to sit the all important national tests.

Education CS George Magoha. He has insisted that reopening of basic learning institutions will solely depend on advise from the health ministry officials.

While receiving the report, last week, CS Magoha CS Magoha said that a child who is well and safe at home is better than one who attempted to do the exam and died. he advised Parents to be ready to stay with their children (at home) even longer. He added that reopening of learning institutions will be guided by health situation.

Some countries in other parts of the country have been forced to close down the schools after attempts to reopen them flopped. Last week, South Korea became the latest country to close hundreds of schools that had reopened days earlier after a spike in cases of the
novel coronavirus. Reports showed that 838 schools of the 20,902 in the East Asian region country that were supposed to reopen on Wednesday did not, including in Seoul, and hundreds closed on Thursday in Seoul, Bucheon and other cities.

Kenyans will be waiting to see the work plan and rescheduled school calendar that the ministry of education is set to release in coming few days. but, this latest directive from the president would see the ministry speed up the release of the reopening guidelines and calendar.

Counseling programme to benefit young mothers in schools

Nyandarua Women Representative Faith Gitau is set to roll out a counseling programme for all young mothers in primary and secondary schools across the county.

While noting the need to have the girls morally supported, Gitau said re-entry of teenage mothers back to school demands attention to ensure they excel in their academic performance.

She regretted that some of the girls in school may suffer stigmatization, ridicule and abuse from other learners hence the need for counseling.

“Our daughters who got pregnant during the Covid-19 break deserve to have counseling session that will help them cope with their status. My office is set to conduct counseling sessions across the county so that we can help them accept themselves and excel in their education,” said the MP.

Gitau added that interactions among different individuals within the academic, social systems and the communities hosting the girls might make them adopt different characteristics or withdraw from institutions of learning before completion of their studies.

The MP who was speaking Thursday, while issuing bursary funds to vulnerable children in the county added that the programme will also seek to have parents of the young mothers counseled so as to offer a conducive environment for them while at home.

Last year, Nyandarua county witnessed runaway pregnancies with over 800 school girls having fallen victims to the vice after schools were closed for long due to the outbreak of Covid-19.

While decrying a high number of young mothers in the area, Nyandarua North sub county Kenya Secondary Schools Head Teachers Association chair John Njoroge noted that there were no well laid strategies in place to help teenage mothers cope and resume learning after delivery.

Njoroge said counseling those who are still pregnant and those who have already delivered will help in relieving them the physiological pressure.

At the same time, he called on the ministry of education to support the initiative by incorporating it in the school curriculum.

Meanwhile, students who benefited from the bursary allocation said it would help in relieving pressure from their parent and guardians and also keep them in school.

12,500 new classrooms to be constructed in public schools

President Uhuru Kenyatta has announced that at least 12,500 new classrooms and related school facilities will be constructed ahead of schools’ reopening in January next year. The head of state, who spoke in Parliament as he made the 2020 State of The Nation Address, said the Ministry of Education and the Ministry Transport, Infrastructure, Housing and Urban issue a new set of building guidelines for school infrastructure.

BELOW IS AN EXCERPT FROM THE PRESIDENT’S SPEECH; TOUCHING ON THE EDUCATION SECTOR.

“A Nation’s future is its children. As custodians of and trustees for future generations, it is our duty to protect, nurture and mould our young children into responsible citizens. Our children embody the only true guarantee of the continuity of this Project that we call Kenya.

To this end, my Administration continues to institute far-reaching reforms within our education sector. In January last year, we successfully commenced the roll-out of the Competency Based Curriculum, an exercise, which, while not without its challenges, is one that has nevertheless been fully embraced by all stakeholders in the education sector.

As at the end of 2019 calendar year, we had been able to achieve a textbook to pupil ratio of 1:1 for grades 1 through to 3.
I assure this distinguished sitting that the journey to replace the 8.4.4 system with the new fit-for-purpose curricula, is well underway, and refinements are being undertaken in the course of implementation.

As a parent and a grandparent, I share in the pain and frustration of most parents in having our children home for nearly an entire year. However, as a responsible Government we put the health and safety of the Children as the paramount consideration.

The gradual and phased reopening of schools that began with the examination classes is being carefully monitored at all levels so as to ensure that our Young Kenyans are safe and secure as they continue preparing for their national examinations.

The Ministry of Education will, within 14 days from the date hereof announce the 2021 Academic Calendar, with all other classes expected to resume learning in January 2021.

Still on the subject of our basic education, I made a commitment to the Nation during my last State of the Nation Address that no child should be left behind, meaning no child would be denied the right to access quality education.

I am pleased to report to this House that for the second year running we have been able to achieve a transition rate of 100% from primary to secondary school.

Even as we prepare to reopen schools, no child will be left behind, even those that have regrettably transitioned into being young parents.

However, in the face of these undoubtedly impressive gains we must guard against resting on our laurels. The next frontier in the quest to improve education in Kenya is enhancing quality of education, both in terms of physical structure as well as content.

It is evident that our public day and boarding secondary school infrastructure is overstretched and as a result, our students are suffering congestion in their classes and dormitories.

These challenges, however real, must not stop us from pursuing what we know to be the right thing for our children. Rather, they should motivate us to work even harder.

Through a combination of interventions both policy and financial involving the Ministry of Education, County Governments and Members of the National Assembly through the National Government Constituency Development Fund, we shall have the necessary resources to address the infrastructure gap in our education sector conclusively within the next 24 months.

In this regard, I appeal to you to re-prioritize the use of the discretionary funds under your oversight, to respond to the immediate
and short-term needs of our learners. Currently, there is an urgent need
for construction and equipping of more dormitories, classes, and other
amenities to facilitate further ease of learning for our children.

Conscious of the fact that significant financial resources will be deployed towards the construction of at least 12,500 new classrooms and related school facilities. In that regard, the Ministry of Education and the Ministry Transport, Infrastructure, Housing and Urban Development will by 1st December, 2020 issue a new set of building guidelines for school infrastructure that allows the use of appropriate and cost effective building technologies suited to the varied geographies of our Nation.

The intention of these guidelines will be to achieve transparent and standardized bills of quantity that will guarantee value for taxpayers’ money. For every shilling that we put into school infrastructure, we must seek to obtain more classes built to acceptable standards.”

President Kenyatta Launches Shs 1.9bn Locally Assembled School Desks Project

President Uhuru Kenyatta Thursday launched the Shs 1.9 billion school furniture project that will see jua kali artisans supply 650,000 locally assembled desks.

Besides equipping secondary and primary schools, the project which is part of the Government’s post-Covid-19 economic stimulus program, is aimed at boosting the jua kali sector.

Speaking during the launch at a furniture workshop in Umoja estate, Nairobi County, the President said the project is modeled on the ongoing Kazi Mtaani youth employment initiative.

“After Kazi Mtaani program, we have said instead of school desks being made by big companies, we give our youth the opportunity to exercise their skills.

“We believe in individuals earning from their sweat and hence we decided to give our skilled youth the opportunity to earn decent livelihoods,” the President said.

The Head of State reiterated his commitment to continue improving the lives of all Kenyans by creating an enabling environment for hard working citizens to thrive.

“I don’t want to engage in empty politics of name calling. Rather, I am working hard to ensure all Kenyans work and enjoy the fruits of their labour,” he said.

The President directed the ministries of education and interior to ensure that the project benefits artisans across the country.

“We want to ensure all our youth with skills are engaged so as to benefit from their sweat. This program is not for Nairobi alone but for all Kenyans who are skilled and are working in the jua kali sector,” he said.

He challenged local artisans to ensure they assemble and supply desks that meet the highest quality standards and advised project beneficiaries to form saving societies to grow their earnings from the project.

“Once you start this work encourage all young people to form SACCO’s where they can be putting their savings. You should not utilise every coin, it is wise for you to save for the future,” the President said.

On his way from the launch, the President, who was accompanied by Cabinet Secretaries Fred Matiang’i (Interior) and Prof George Magoha (Education), made a brief stop over at the Nairobi Railway Station where he inspected ongoing modernisation works.

Schools get billions to boost learning

The Kenyan government has invested a lot of resources in the education sector to improve the learning environment.

Education Principal Secretary Dr. Belio Kipsang announced that this year alone the government has released over Sh. 30 billion as capitation for schools infrastructural development. “This year the government has released Sh. 15 billion as capitation to secondary schools and Sh.4.6 billion for primary schools,” said Dr. Kipsang.

The PS added that a further Sh. 15 billion has been set aside for infrastructural development in the schools adding: “These resources have come in handy to enable schools heads who are at the moment grappling with infrastructural challenges in a bid to address social distancing in their schools.”

Besides, he said every year substantial amount of money is allocated for maintenance and improvement and currently,  Sh.2.4 billion has been set aside for secondary, 300 million for primary and another Sh300 million for the low cost boarding schools in hazard counties. “So far the education sector has consumed 27 percent of its budget just to ensure that learners study in a conducive environment,” explained Dr. Kipsang.

He appreciated the contribution by partners including World Bank that has released Sh8.2 billion for infrastructure development in 30 counties that had educational challenges.

On schools reopening, the PS said by Tuesday the turnout was at 95 percent that he assured would scale up to 100 percent next week. “We have noted that our learners are happy to be back in school and as a ministry we will strive to recover on time lost and regularize our programs into the new calendar,” he said.

Dr. Kipsang who spoke Thursday when he visited several schools in Nandi to monitor learners reporting and adherence towards Covid 19 mitigation lauded his fellow PSs who are spread out across the country to monitor progress in schools and ensure that learners are safe.

“We have had three PSs in every county in the last two weeks checking and ensuring that our children have reported and are comfortable,” he pointed out. He visited Nandi Primary, Kapnyeberai Girls, Terige boys, Chepterit girls and Kapsisiywa Secondary schools.

He called for continued collaboration between both levels of government to ensure learners are safe in schools during this Covid-19 period by providing face-masks, sanitizers and clean water for hand washing for the most vulnerable.  ”The government through the ministry of health has given out 7.5million masks, KCB 1 million masks, UNICEF 750, 000 masks all targeting  poorest learners,” he said.

Education CS Professor George Magoha has said government is providing masks for learners in slums and schools with highly populated learners.

On the Economic Stimulus Desks making program, Kipsang said about 67 percent have been delivered and the rest would be handed to school by Monday next week. He urged the education officials to do proper paper works so that the desks contractors are paid their dues promptly. “So far, desks worth Sh19m have been delivered but only Sh. 5million paid. Going forward, payment will not take more than 48 hours once all the paperwork is correctly done,” he assured.

He was accompanied by the Presidential Delivery Unit director Timothy Kilimo, Nandi South Deputy County Commissioner John Tonui, County Director of Education Zachary Mutwiri, members from the County security team and officers from the education department.

Kuppet supports move to postpone reopening of schools, tells CS Magoha to up his game

The Kenya Union of Post Primary Education Teachers – KUPPET has come out to support the move by President Uhuru Kenyatta to put on hold any plans to rush reopening of schools. On Monday September 28, 2020 the President announced that schools will only be reopened once the covid 19 curve flattens adding that the health of learners should be given priority.
KUPPET now tells Education Cabinet Secretary Professor George Magoha to ‘get his act in together’ and ensure schools are ready to receive learners.
Here is the full presser by KUPPET;
Education stakeholders fully support President Kenyatta’s statement to the nation yesterday (On Monday September 28, 2020). Whereas many Kenyans were expecting the President to announce a date for the re-opening of schools, his statement addressed the health concerns that all parents, teachers and learners have about the capacity of our schools to cope with COVID-19.
The import of the President’s statement was that schools would only re-open once the government enacts safeguards to protect learners and teachers from COVID-19. As a union, this is the position we support. Last week ago, after the Cabinet Secretary for Education, Prof. George Magoha, called teachers to their work stations, we urged the government to remit the capitation funds to schools for the development of infrastructure – including the improvement of classrooms, sanitation facilities, dormitories and creation of isolation rooms to manage emergencies, among others.
KUPPET believes that the Ministry of Education has the financial resources to enhance the safety in our schools. On the minimum, every school must have sufficient learning spaces allowing social distancing, water for sanitation, isolation wards for holding suspected cases pending medical examination, and counseling services. The government should also provide at least three re-usable facemasks to all learners.
In compliance with the President’s directive, we urge the Cabinet Secretary to immediately establish a criteria of assessing schools on readiness to re-open for learning under Ministry of Health protocols for the containment of COVID-19.

Kandara MP on the spot over poor state of schools’ facilities in her Constituency

Kandara Member of Parliament, Hon Alice Wahome, could not hide her fury after a photograph showing dilapidated latrines at a school in the Constituency were shared on social media.

The photograph showing the poor state of latrines at Kariguini primary school in Kandara Constituency irked Wahome who had no kind words for the naysayers. “That is the shame of school infrustructure in Kenya. Not just Kandara. Jingawewe (You are stupid),” the MP responded.

“I challenge those who have commented to tell me where in my contract as an MP I was given the job of fixing school infrastructure then you will make sense, Wajinga Nyinyi (Fools). Haters,” she added.

This is not the first time that photographs of poor infrastructures, at various public schools countrywide, are being leaked online.

But Hon Wahome’s sentiments were met with equal, unkind, responses;

Mutichilo Mike wrote: ‘Please don’t bring your mediocrity to the rest of us ,my village school is way better than this . Take responsibility and stop blame games . Construction of new latrines won’t cost you personal cash but taxpayers cash.’

Most of those who commented blamed the MP for abusing her voter; instead of offerin a solution.

This comes even as the Education Cabinet Secretary, Prof George Magoha, has ordered Education officials to carry out a re-audit of schools countrywide. A total of 2,148 schools were closed countrywide, this year, for failing to meet basic registration requirements. This followed an audit that was conducted in term 3 of 2019. The audit came in light of the Precious talent school traged where a classroom collapsed on the morning of Monday September 23, 2019. The accident at the school claimed the lives of eight learners.

2020 form one reporting deadline extended by one week

The Ministry of Education has extended the 2020 form one admission deadline by one week. Education Principal Secretary Belio Kipsang in a circular to regional and county directors of Education dated January 17, has said the exercise will be extended to ensure that all the 2019 KCPE candidates transit to secondary school.

The exercise that was initially to end on Friday January 17, 2020 will now be expected to come to a completion on Friday January 24, 2020. “In order to ensure that no learner is left behind, the Ministry has made a decision to extend the reporting deadline by seven (7) days. The last reporting day therefore shall be 24th January and not 17th January, 2020 as earlier mentioned,” says Dr. Kipsang.

Bio-metric Capture of Learners

This will be a big relief for most parents who are still struggling to raise the required school fees and other personal effects for their kids.

The PS has at the same time told schools to capture all the learners on the National Education Management Information System, Nemis. “Schools should use the extension to trace their learners who have not reported and at the same time capture all reported learners in NEMIS,” directs Dr Kipsang.

This comes after reports showed that most schools had abandoned the online registration process due to technical hitches. The system has been reportedly facing serious downtime due to the large number of requests.

By Thursday, January 16, 2020, ony twenty percent of the learners had been captured on Nemis.

Primary school head teachers have also been directed to use their 2019 candidates’ list to ensure that they have been placed in secondary schools. “They (Head Teachers) should report any child who is out of school for any reason to their respective Sub-county Directors (and) National Government Administrative Officers,” adds the PS.

Gusii Mwalimu SACCO office closed for flouting Covid-19 guidelines

The Gusii Mwalimu SACCO’s office has been closed for flouting the Ministry of Health’s guidelines on prevention of the deadly Coronavirus Disease (covi-19). The order to close the office, that is located in Kisii town at the Mwalimu Building, was issued by the Kisii County’s Department of Health and Sanitation.

“Due to the outbreak of (Covid-19) corona virus in the Country, it has come to the attention of the public health office that the SACCO shareholders are congregating with full disregard of the Presidential directive and MOH (Ministry of Health) advisory against the same,” says Hezron Omayio who is the Public Health officer in Kisii county.

Failure to observe social distancing by the teachers has been cited as the main reason that prompted the local authorities to take the drastic action.

Its sister SACCO, Mwalimu National, has since asked members to embrace mobile money banking and has at the same time adjusted the opening and closing hours.

The local health office observes that the teachers are gathering at the Mwalimu building and without wearing face masks hence may aid in the spread of the virus. “You are therefore required to stop operations as a mitigation measure to curb against the spread of the virus,” says Omayio warning that failure to comply would lead to legal action.

Kisii County reported its first ever Corona virus case on Tuesday April 7, 2020.
