The school has maintained a good run in performance at the Kenya National Examinations Council, KNEC, exams; competing well against other giants nationally. Senators push for reopening of schools in September

Senators now want Education Cabinet Secretary Prof. George Magoha to rescind on his earlier plans of pushing reopening of schools to next year, 2021. According to recommendations from the Senate Education Committee, the CS should start a phased reopening of all primary and secondary schools in this year.

Chairperson of Committee on Education in the Senate, Dr. Milgo Alice Chepkorir on Tuesday, July 21, presented recommendations from the Committee in the floor of the house.

“The Education Committee recommends a phased reopening of basic education learning institutions, beginning from September, 2020. (This is) to allow a division of the classes into smaller groups,” said Senator Chepkorir.

The Committee further asks the Ministry to give priority to candidate classes (class 8 and form 4).

“Priority should be given to the national examinations classes, KCPE and KCSE, so that they can continue with syllabus coverage and prepare for examinations,” she said.

These latest recommendations come in the backdrop of increased cases of covid-19 infections in the country. The country is experiencing an unprecedented surge in daily infections.

REOPENING RECOMMENDATIONS

In pushing reopening to January, 2021, CS Magoha attributed the move to the poor state of infrastructure in schools that can not guarantee social distancing among learners.

The Senators, in their renewed push, also want first lessons for students following reopening to cover similar topics including; epidemic prevention, health care maintenance and how to respond to emergency drills.

Frequent cleaning and hand-washing (done twice in a day), Prohibition of usual morning meetings and parades, cancellation of all sporting activities and field trips are other measures proposed by the Committee.

Additionally, all members of staff (teachers and support staffs) and learners should always wear face masks while, desks and other work stations should be spaced six feet apart.

The spiraling nature of infections paints a grim picture in the proposal to have the schools reopened; considering the sorry state of facilities in most public schools that are otherwise congested.

Plans to have higher institutions of learning open their doors to students in September may be slightly hampered (at-least for now). This is after President Uhuru Kenyatta barred Cabinet secretaries from touring the country as part of efforts to curb spread of the coronavirus disease.

Uhuru’s directive comes in the light of reports that at least three Cabinet Secretaries have contracted Covid-19 and are in self-isolation. The travel ban that is set to last for two weeks will slow down activity at the Education Ministry.

CS Magoha, the Chief Administrative Secretary in the ministry of Education Ms Mumina Bonaya and the Principal Secretary for university education and research Amb. Simon Nabukwesi have been making visits to universities and colleges. The visits are meant to asses the institutions’ levels of preparedness; ahead of the September reopening dates.

The restrictions have affected other CSs like Peter Munya (Agriculture), John Munyes (Mining), James Macharia (Transport) and Eugene Wamalwa (Devolution). Upcountry trips by CSs Fred Matiang’i (Interior), Joe Mucheru (ICT), Mutahi Kagwe (Health), Ukur Yatani (National Treasury) and Adan Mohamed (Regional Integration) have also been disrupted.

OFAFA JERICHO HIGH SCHOOL’S KCSE RESULTS

Individual candidates can check their KCSE results by sending an SMS with their full index number (11digits) followed by the word KCSE. The SMS can be sent from any subscriber’s line (Safaricom, Airtel or any other) to 20076. For example, send the SMS in the format 23467847002KCSE to 20076. There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

Finally, candidates can visit the school for their results. This is usually a day after the results have been released. It is important that you check your result slip to ensure there are no errors on it. Be keen to see that details such as your name, index number and sex are accurate. Interview dates for the 2019 TSC Intern teachers’ recruitment; Kericho County- Belgut

The Teachers Service Commission, TSC, has lined up interviews to fill the 10,300 teacher internship posts for Primary and Secondary Schools. This is after the Commission carried out the shortlisting of the thousands of applicants who expressed interest to take up the slots. According to the Commission, the lists of shortlisted applicants has been dispatched to all counties. “Applicants are advised that interviews shall be conducted at the county TSC offices. A list of applicants have been sent to each county,” reads a memo dated November 7, 2019 from Catherine Lenairoshi; of TSC Corporate Communications Office.

Duration of internship

Successful candidates will be absorbed for a period of one year; since the Internship period will be twelve (12) months.

Remuneration

Recruited interns will be entitled to payment of a monthly stipend of Kshs 15,000 for Secondary School Teacher interns and Ksh 10,000 for Primary School Teacher Inters. This stipend will subjected to statutory deductions where applicable.

School free desk programme details- CS Magoha

All public schools are set to receive free desks from a government desk manufacture project which will cost taxpayers Sh1.96 billion. This is after the government realized that there was an acute shortage of desks in the public schools.

According to Education Cabinet Secretary, George Magoha, Sub-County Education Director in conjunction with the area Deputy County Commissioners will coordinate the project and award tenders to the suitably qualified local artisans.

Prototype desks would be displayed at all the Sub-County headquarters for the artisans to see to enable them manufacture the same ones for onward distribution to schools next year, 2021.

No Room for Chicanery in Supply of Desks

National government administrators and field officers have, at the same time, been directed to follow through all aspects of the supply of desks, lockers and chairs to public schools preparatory to resumption of onsite learning in the country.

Education Cabinet Secretary, Prof. George Magoha, has said the government has instituted various risk mitigation strategies to prevent corruption in the project, adding that he will lead inspection tours to ensure the furniture is supplied according to the delivery terms.

“This is not the time to ask ‘what’s in it for me?’ We are doing this for our children. As far as this project is concerned, there is nothing we cannot address. If there are bottlenecks, talk to us directly – not the usual bureaucratic practices,” he said while issuing the guidelines for the implementation of the project to County Commissioners at the KICC.

Kshs.1.9 billion has been allocated under the Economic Stimulus Programme for this programme, which targets SMEs and local artisans. To ensure openness, transparency and non-discrimination in identification of the suppliers, the government has deployed the model that was used to identify the beneficiaries of the COVID-19 weekly stipend, the Kazi Mtaani Initiative, and Older Persons Cash Transfer.

Interior PS, Dr. Karanja Kibicho, expressed his confidence in National Government Administration Officers (NGAOs) and urged them to exercise enforcement discretion against anyone threatening the integrity of the process.

With the presumption that the majority of the prospective suppliers may not have the capacity to deliver on such a project, the government will fund them with up to 50 percent front load.

Dr. Kibicho said, “This is another reason we need national government administrators. It is their responsibility to ensure there is integrity and transparency in this project; it is their responsibility to ensure that anybody who has been contracted delivers these furniture within the timelines set.”

The plan will realize the delivery of 622,357 desks, lockers, and chairs to public primary and secondary schools, with every ward expected to produce at least one school. Design prototypes and technical specifications have been availed to all County Commissioners, Deputy County Commissioners and County Directors of Education.

The Deputy County Commissioners will lead their teams in confirming the quality of the furniture and compliance with the specifications with the prototypes and ensure proper labeling before delivery to schools.

Important update for teachers who applied for administrative posts in Homabay County. Get to see the list of shortlisted candidates, interview dates and other requirements;

The Teachers Service Commission, TSC, has released the lists of shortlisted candidates for the various administrative posts that it had advertised in August, 2019. TSC had advertised 6,043 promotion/ administrative vacancies. Of these, 2,310 are for head teachers(T scale 10; Grade C5) while, the remaining 3,733 are for Deputy Head teachers II (T scale 9; Grade C4). Applications were submitted online and Shortlisted candidates have been invited for interviews at varied dates and venues. The lists of shortlisted candidates feature: the advert numbers, TSC Numbers, Names, Teachers’ Stations, Sub-county, Interview dates, Venues and time. For Homabay County the teachers will attend interviews on December 2 to 5, 2019.

According to the TSC advert, for one to be appointed to the grade of Head Teacher, a teacher must:-

  1. Be serving under career progression guidelines
  2. Have served as Deputy Head Teacherfor a minimum period ofthree (3) years;
  3. Be currently serving as Deputy Head Teacher II TSC Scale 9;
  4. Be in possession of a Bachelor of Education degree or its equivalent;
  5. Have satisfactory rating in the performance appraisal;
  6. Meet the requirements of Chapter Six (6) of the Constitution;
  7. Have demonstrated ability to supervise, mentor and provide professional support.

On the other hand, one must meet the following requirements in order to qualify for appointment to the grade of Deputy Head Teacher II:-

  • iii. Be currently serving as Senior Teacher I T- Scale 8;

  • vi. Have demonstrated ability to supervise, mentor and provide professional support to other teachers;
  • vii. Meet the requirements of Chapter Six (6) of the Constitution; and

There should be no space left between the index number and the word KCSE.

One can also download the whole school’s KCSE results by Visiting the Official KNEC exams portal; https://www.knec-portal.ac.ke/.  This one requires the school’s log in credentials.

BBI Report Ready and to be handed to President Kenyatta on Tuesday

President Uhuru Kenyatta has announced that the Building Bridges Initiative (BBI) report will be handed to him on Tuesday next week and urged Kenyans to carefully read the proposals in the document before deciding whether to back it or not.

The President urged political leaders to be cautious when discussing the report saying the initiative should not be used to divide Kenyans.

“It is only an ignorant person who will say there are no issues in this country that require to be addressed. Let us address them as adults, as civilized human beings, let us appreciate that we may have divergent views but our objective is to make our motherland better,” the President said.

The Head of State who spoke when he presided over Kibabii University’s 4th graduation ceremony in Bungoma County assured that he will share the report with all Kenyans as soon as he receives it.

“This morning I received notification from the Chairman of the BBI process who told me they have finished it and they would like to hand over it to me.

“I told them to bring it on Tuesday and I assure you as soon as I receive it, I will read it and at the same time I will give it to all Kenyans to read it,” said the President

He expressed hope that through the report Kenyans will get a chance to improve the country by strengthening the nation’s governance architecture.

“Please let us just take time because through it, together we can come out with good things that can make our country even better, united and that can make our institutions more inclusive, our counties better managed through better governance structures,” the President said.

Addressing the graduands, parents and the Kibabii University community, President Kenyatta said higher education helps in the development of skilled workforce and contributes to the country’s global competitiveness.

He reiterated the importance of higher education in national development saying the implementation of the Big 4 Agenda and Vision 2030 economic blueprints require skilled manpower so as to achieve the goal of reducing unemployment and inequality among Kenyans.

“In a developing nation like ours, an effective formal higher education system is essential for national development. And it is in appreciation of this fact that the demand for higher education in Kenya has increased in the past few decades,” President Kenyatta said.

In order to meet the growing demand for skilled labor in the country and the region, the President said his administration has increased investment in institutions of higher learning.

He called on institutions of higher learning to re-examine their curriculums and to invest more in research saying the country still suffers a shortage of skills required to spur faster economic growth.

“To survive in the 21st Century, we must come up with a robust educational curricula that is designed to equip and enable the learners to develop and own intellectual capacities, relevant to the world today,” the President said.

The Head of State said the government has embarked on broad sector wide reforms meant to streamline the delivery of higher education and urged universities to cooperate with the Ministry of Education as it rolls out the reforms.

“Universities must also audit themselves to ensure that they get rid of the rampant duplication of degree programmes as well as rationalize their staffing levels and satellite campuses and also to professionalize their financial management structures, and incorporate good corporate governance principles, in the management of their operations,” the President said.

A total of 1,863 students graduated during today’s ceremony with seven graduating with doctorate degrees.

The President donated Shs 5 million to the Kibabii University endowment fund and challenged the university’s alumni to also contribute to the kitty meant to aid needy students.

Others who spoke at the ceremony included Education CS Prof George Magoha, Chairman of the University Council Dr Ernest Mwangi Njoroge and Vice Chancellor Prof Isaac Ipara Odeo.

Also present were Bungoma Governor Wycliffe Wangamati, Senator Moses Wetangula, Devolution CS Eugene Wamalwa, Senate Speaker Ken Lusaka and several elected leaders from Bungoma County.

The Ministry of Education has released guidelines to schools on how to implement the Competency Based Curriculum, CBC, for upper primary; Grades 4, 5 and 6. According to the circular dated November 7, 2019 and written by Dr Belio Kipsang (The Education Permanent Secretary), All schools will roll out CBC in Upper Primary in January 2020 in Grade 4, followed by the roll out in Grade 5 in 2021 and Grade 6 in 2022. The Ministry has already rolled out the CBC for Early Years Education, EYE; Grade 1 to 3.

Here are the guidelines to all Primary schools; both public and private:

SUBJECT: COMPETENCY BASED CURRICULUM (CBC) ROLL OUT; IMPLEMENTATION GUIDELINES FOR UPPER PRIMARY GRADE (4,5 & 6)

The Ministry of Education rolled out implementation of the Competency Based Curriculum (CBC) for Early Years Education (EYE), covering Pre-Primary 1 &2 and Grades 1 to 3 vide circular Rel: MOE/CONF/G5 of 2nd January 2019. All schools will roll out CBC in Upper Primary in January 2020 in Grade 4, followed by the roll out in Grade 5 in 2021 and Grade 6 in 2022. All schools are expected to plan for the roll out in Grades 4, 5 & 6 based on the following guidelines:

  1. Time allocation and lesson distribution;

  • There shall be eight (8) lessons in a day

11 Teacher Professional Development All schools will timetable the last two lessons every Friday (5%) of teaching time for teacher professional development activities. During this period learners should be allowed to interact with digital devices, library work, radio and TV programmes aired by KICD.

Kisii University offers various courses, at different levels ranging from certificates to PhD. Students interested in full-time, evening and weekend modes of study can apply for January, May and September intakes. Those interested in school based programs can apply for April, August and December intakes.

  The duly filled forms should be accompanied with relevant certificates, a passport size photo and an original bank in pay slip for a non-refundable application fees. The application fees is kshs. 2,000.00 for Degree and enhancement programs, Kshs. 1,000.00 for Diplomas, Kshs.500.00 for certificates and bridging programs.

Teachers experience challenges in filling the 2019 Wealth declaration form online via TSC Portal; What to do

The Teachers Service Commission, TSC, portal used by teachers to declare their 2019 assets, income and liabilities is posing serious challenges as it is inaccessible; most of the time. The site has been experiencing massive down times even as the deadline for filling the returns draws near. A spot check on the site shows that it is an uphill task using it during the day and even at night; when it is slightly accessible. Even after successfully filing the returns the system does not send a copy of the filled form to the declared Email address. This, thus, leaves teachers in dilemma; not sure whether their returns have been correctly filed.

What to do. 

To succeed in filing the returns and avoid the last minute rush it is advisable that ;

  • You exercise high levels of patience, when filling the form,
  • Continue trying and refreshing the page until the return is accepted and
  • Try out filling the online form at night when there are fewer users accessing the online portal.

STEP BY STEP GUIDE ON HOW TO FILL THE WEALTH DECLARATION FORM ONLINE

  1. Visit the TSC online portal at;https://tsconline.tsc.go.ke/site/index
  2. Enter your TSC Number and click on ‘NEXT’.
  3. On the next window, enter your Password and press on ‘LOGIN’. N/B; In case you have forgotten your password then click on ‘FORGOT PASSWORD’ to reset it.
  4. Click on the ‘WEALTH DECLARATION’ tab and from the drop down list select ‘BASIC INFO’ to start off.
  5. Edit/ enter your data correctly and click on ‘NEXT’ when done; after entering your teaching subjects’ details.
  6. The next window is the ‘Personal Declaration’ window.
  7. Select ‘INCOME’ and this includes but not Limited to, Salary & Emoluments and Income from Investments. The period is from the previous statement date (2017) to the Current Statement Date (2019); a period of 24 months. For initial declaration, the period is the year ending on the Statement Date. Remember to click on the ‘ADD/ SAVE INCOME’ for each of the income after entering the Description and Approximate Amount. . Saved data will be displayed on the right side of your screen.
  8. Next is Assets. This includes, but not Limited to Land, Buildings, Vehicles, Investments and Financial Obligations owed to the person for whom the statement is made. Remember to click on the ‘ADD/ SAVE ASSETS’ for each of the income after entering the Description and Approximate Amount. . Saved data will be displayed on the right side of your screen.
  9. Click on Next to declare your liabilities which include, but not Limited to Financial Obligations owed by the person submitting the statement; Bank loans, SACCO Loans, HELB Loans e.t.c. Remember to click on the ‘ADD/ SAVE LIABILITIES’ for each of the income after entering the Description and Approximate Amount. . Saved data will be displayed on the right side of your screen.
  10. Select the ‘NEXT’ button so as to input dependants’ details; spouse(s) and children under the age of 18 Years, if any. Enter dependant’s details and remember to click on ‘ADD/SAVE’ after entering each dependant’s information. Saved data will be displayed on the right side of your screen. When done, strike the ‘NEXT’ button
  11. In the new window, enter any relevant information. If not available click on the ‘NEXT’ button to by-pass this step.
  12. Witness; This is the final step. Enter the details of your Witness (Someone who knows you; it can be your relative or work mate).
  13. You can preview your entries by clicking on ‘VIEW SUMMARY’ and make amendments where and when necessary. If satisfied with your entries, then press on ‘SUBMIT’. A copy of the declaration will be sent to your Email address.
