Teachers to enjoy enhanced allowances in new Proposed TSC Bill

Teachers to enjoy enhanced allowances in new Proposed TSC Bill

Teachers are poised to benefit from enhanced allowances if a new Proposed TSC Bill is enacted.

This new bill currently under consideration by parliament proposes a more structured and transparent system of allowances for Kenyan educators.

The Teachers Service Commission (Amendment) Bill, 2024, introduced by Mandera South MP Abdul Haro, aims to amend the TSC Act of 2012 by providing clearly defined guidelines for teacher allowances.

Section 32A of the proposal primarily seeks to formalize the typically informal process of appointing teachers to acting positions.

Additionally, the Bill includes a new ‘Schedule Four’, which categorizes nine distinct types of allowances. These allowances encompass those for housing, commuting, hardship, leave, transfers, special school, reader’s facilitation, responsibility, and acting allowances.

Importantly, only the responsibility allowance will qualify for pension benefits.

The remaining allowances will be pensionable if an individual receives them until retirement.

The Bill also proposes an amendment to Section 11 of the TSC Act to ensure that, prior to the Commission disbursing its allowances, it engages in consultation with the Salaries and Remuneration Commission.

Hon. Haro asserts that these amendments are intended to foster fairness, legal clarity, and accountability in the allocation of benefits to teachers.

He emphasized that legal support would guarantee that such benefits are dispensed consistently and are not subject to arbitrary decision-making.

Thus, it is timely for the bill to be introduced amidst significant pressure from teacher unions, including KNUT and KUPPET, which are calling for a comprehensive review of salaries and allowances.

These unions are advocating for an increase in basic salary, a hazard allowance for science teachers, and remuneration for work performed during public holidays.

KNUT has also requested that additional credits be awarded to teachers in challenging and under-resourced areas, and that acting instructors—often deputy heads—be compensated even if they are not officially appointed.

Public participation regarding this bill has been solicited and should be submitted to the Departmental Committee on Education by May 9, 2025.

If enacted, the law would theoretically simplify payments, promote transparency, and enhance the morale of teachers.

KCSE best performing candidates over the years

List of KCSE best candidates since 1989– Male candidates have dominated the list of best candidates in the Kenya Certificate of Secondary Education (KCSE) examinations; since its inception in 1989. But, of late, female candidates have maintained a good run in performance.

Girls dominated the list of top performers in 2016 (KOSKEI MARLEN CHERONO)  , 2017 (Naomi Karimi Kawira) and 2018 (Juliet Otieno).

Ranking of schools in national examinations was banned by the ministry of Education in 2014 in order to eliminate cut-throat competition among institutions.

List of KCSE top performers since 1989.

The first ever KCSE examination was done in 1989 with Naeem Samnakay of Alliance High School emerged the top student, with a clean A. All over Kenya, there were four As. Students with B- and above were less than 1,000 nationwide, and the University entry grade had to be dropped from B- to C+.

Naeem Samnakay did what none has ever done, to-date. He came top in KCPE when it pioneered in 1985 and went on to be top of the Elite when the first KCSE result was announced in 1989. He proved that none was greater than him in the new 8-4-4 system.

Here is the list of all KCSE top performers over the years;

Knec now postpones 2020 Diploma, ECDE and SNE, exams

The Kenya National Examinations Council, Knec, has postponed the April 2020 Proficiency, Certificate and Diploma Examinations indefinitely. This following the directive by the Government for all learning institutions to close down to contain the spread of the current COVID-19 pandemic in the Country.

“The Kenya National Examinations Council wishes to inform you that the 2020 ECDE (Proficiency, Certificate and Diploma) Examinations scheduled to take place between 12th and 16th April, 2020 and the Diploma in Special Needs (SNE) Examination scheduled to be done between 12th and 23rd April, 2020 have been postponed until further notice,” reads a memo by Dr. Mercy Karogo who is the Knec Chief Executive Officer.

The order to suspend these examinations follows another one that postponed Business and Technical theory examinations that were scheduled to start on Monday March 23, 2020.

In the latest circular sent to all Sub County Directors of Education and Principals of Colleges offering 2020 ECDE and SNE Examinations, the Council Boss says new examination dates will be announced once colleges re-open. “The Kenya National Examinations Council shall review the directive from time to time and inform you of the new examination dates once colleges re-open. Kindly bring this information to the attention of all candidates registered for the 2020 ECDE and SNE examinations,” she adds.

Uncertainty continues to reign supreme as to when normalcy will ensue as the Government puts up a spirited fight against the lethal Coronavirus Disease.

The 2020 Kenya Certificate of Secondary Education, KCSE,  has also been marginally affected with Knec postponing the uploading of the 2020 Kenya Certificate of Secondary Education (KCSE) project marks for Group IV subjects. Knec had earlier set the deadline for uploading the projects’ scores and pictorial evidence for Milestone one to be 31st of March, 2020 while uploading of data for Milestone two would have been done between 15th June to 15th July, 2020. But, these deadlines now remain suspended until further notice.
